Alexei Kapitonovich Gastev and his “last work of art”
When the morning whistles hoot in the workers’ outskirts, this is by no means a summons to bondage [unfreedom]. This is the song of the future. We once worked in wretched workshops and began to work in the mornings at different times. But now, in the morning, at eight o’clock, the whistles cry out for a whole million. Now, minute to minute [to the very minute], we begin together. A whole million takes up the hammer in one and the same instant.
Our first blows thunder together. Of what, then, do the whistles sing! — This is the morning hymn of unity!
The Poetry of the Worker’s Blow
We spend the best part of our life at work.
It is necessary, after all, to learn to work in such a way that the work is light [easy] and that it is a constant school of life.
How to Work
Gastev Alexei Kapitonovich — revolutionary, proletarian poet and prominent figure in the field of the rationalisation of labour — was born on 26 September 1882 in the town of Suzdal, Vladimir Province. His father was a teacher and died when Gastev turned two years old. His mother Testeva [sic] was a seamstress. Upon completing the city school, and then technical courses, Gastev entered a teachers’ institute, but was expelled from there for political activity. From 1900 he participates in the revolutionary movement. Having given himself over to political work, he wandered through prisons and exiles (Vologda Province, Arkhangelsk Province, Narym) and worked as a fitter in factories in Petersburg, Kharkov, Nikolaev, as well as in tram depots.
Until 1917 he remained in an illegal position. Several times he emigrated to Paris. Abroad he worked in factories. From 1901 — a member of the RSDLP. From 1906 — an active worker of the trade unions. From 1907 to 1918 he was a member of the board of the Petrograd Union of Metalworkers, and in 1917–1918 — secretary of the Central Committee of the All-Russian Union of Metalworkers. From the moment of the October Revolution he worked as a professionalist [trade-union functionary], a manager of industrial enterprises and a journalist.
Gastev began writing artistic things in the 1900s. For the first time his work was published in 1904 — the story “Behind the Wall,” from the life of political exiles. Collections of artistic works were issued several times under the title “The Poetry of the Worker’s Blow.” The last collection came out in Moscow in 1923. At the beginning of the twenties Gastev left activity in the field of artistic literature and devoted himself wholly to work on the organisation of labour. As his last work of art Gastev considers the CIT [ЦИТ, Central Institute of Labour] of the AUCCTU [ВЦСПС, All-Union Central Council of Trade Unions], organised by him in 1920 in Moscow, which he directs and which embodies all the legendary designs [conceptions] laid into his artistic work.
The basic scientific work of Gastev is the book “Labour Installations” (issued in 1924), where the methodology of CIT for instruction in labour grips [приёмы: techniques, methods] is set forth.
In resolving its basic task — the preparation of the Labour Force [рабочая сила] — CIT applied the method of analysis of labour motions by means of “cyclography,” i.e., photography of separate elements of the motion of the working organs of man. Having begun with the investigation of the simplest labour operation — the blow — Gastev installed [установил] the “normal” (a system of the most correct motions) of chipping [рубка зубилом: cutting with the chisel]. The study of chipping with the chisel over the course of several years called forth a series of reproaches from the critics of CIT, who saw in this slowness an organic defect of the “narrow base.” However, already in 1925 Gastev had fully elaborated the methodology of preparing the fitter, and CIT passed over to the instruction of turners, mounters [монтёры: electrical fitters], blacksmiths, construction workers, textile workers, aviators, etc. Having elaborated the methodology, Gastev passed over to the mass retraining of workers, founding for this purpose at CIT the joint-stock company “Installation [установка: also setting, set].” The preparation of workers according to the method of CIT requires 3–6 months.1
1Installation [Установка]: here the name of the enterprise. The word carries four senses at once: an installation, the setting of a machine, a psychological set and a directive.
Gastev wrote a series of books in which he sets forth his views on questions of the trade-union movement, the Scientific Organisation of Labour and the construction of a new culture: “The Industrial World,” “Trade Unions and the Organisation of Labour,” “How to Work,” “Time,” “The Uprising of Culture,” “Youth, Go!,” “A New Cultural Installation,” “The Installation of Production by the Method of CIT,” “The Reconstruction of Production” and others. He edits the journals “Organisation of Labour,” “Installation of the Labour Force” and “Herald of Standardisation”…
Behind these protocol lines (taken by us from the autobiography of A. K. Gastev in volume 41 of the encyclopaedic dictionary “Granat” and from the biographical note in volume 14 of the first edition of the Great Soviet Encyclopaedia), broken through by the metaphor of the “last work of art,” there rises the image of a revolutionary, a worker, a poet who became one of the founders of the Scientific Organisation of Labour, a genuine nugget from the placer [scattering] of talents born of the Russian Revolution and creating it.
Over the course of the many years elapsed after the thirty-eighth year, which cut short the life of this remarkable man, his deeds were given over to oblivion. Generations grew up that had not heard not only the name of Gastev, but even the words “NOT” [НОТ, Scientific Organisation of Labour] and “CIT.” And more than understandable, therefore, is the exceptional interest presently manifested towards questions of the Scientific Organisation of Labour, the most valuable inheritance of the twenties and thirties.
In 1964 “The Poetry of the Worker’s Blow” was reissued. The fantastic hyperboles and class pathos of Gastev’s verses and publicistics, associated by his coevals [age-mates] with the “Proletkult” twenties, unexpectedly and organically “inscribed themselves” [fitted] into today’s actuality. Gastev’s calls for the “remaking of man,” for the construction of “social engineering,” which seemed to many of his contemporaries to be fantasising, turned out to be comprehensible and close to the people of the sixties with their “cybernetic” order [строй: structure] of thinking. The preface to the new edition of “The Poetry of the Worker’s Blow,” articles in journals and newspapers, recollections of friends and contemporaries recreate the stages of the remarkable biography of Gastev, so sparingly recounted (alas — not to the end) by himself: 1900 — first exile, escape, Switzerland, Paris, return to Russia. 1905 — leadership of a combat druzhina [armed workers’ detachment] in Kostroma, Bolshevik organisations of Ivanovo-Voznesensk, Yaroslavl. The IV Congress of the Party (Gastev-“Lavrenty” — member of the Bolshevik, Leninist faction), again arrest, again exile, again escape, again emigration, again return… And all the time — work in factories (“dismissal” always went by convoy [по этапу: by prisoners’ stages]…), and in the intervals — “rest” and occupations with “belles-lettres” in transit prisons. In the Narym exile — the first thoughts on “social engineering.” Again Paris, and again Petrograd… The Revolution, returning Gastev from yet another exile, the activation of work in the trade unions. Then Ukraine — leadership of the “Council of Arts” and plans for the organisation of a “School of Social-Engineering Sciences” (the prototype of CIT), interrupted by the Denikinshchina [Denikin’s counter-revolutionary regime]. In 1918 Gastev is directed to Nizhny Novgorod as extraordinary commissar of the Sormovo factory. Again work in factories (Moscow, Nikolaev, Kharkov). Work in the AUCCTU. The last “constructive-poetic” experiment — “A Pack of Orders” (published later, in 1921).
And, finally — the organisation of the Institute of Labour under the AUCCTU (1920). In August 1921 the Institute began to be called Central as a result of a decree of the Council of Labour and Defence over the signature of V. I. Lenin. Shortly before this Gastev met with Ilyich for the last time. “I want to help Comrade Gastev, who directs the Institute of Labour,” Lenin wrote then to the deputy People’s Commissar of Finance A. O. Alsky. “…Such an institution we must, all the same, support, even in a difficult position.”
It is precisely to this — the last and principal “work of art” of Alexei Kapitonovich — that the present book is dedicated.
The narrator will be Alexei Kapitonovich himself. We shall neither interrupt him nor supplement him with intrusive explanations. The reader will himself be able to verify the comprehensibility (and topicality [актуальность: present urgency]) of the thoughts and deeds of those not so long past days and to pass his own judgement concerning them. We shall recall only the most basic facts.
The first programmatic document with which the Central Institute of Labour came forward were the rules formulated by A. K. Gastev that gave the title to this book — “How to Work”:
“Whether we work at an office desk, whether we file with a file in a fitting workshop or, finally, plough the earth — everywhere it is necessary to create a labour holding-out [выдержка: endurance, exposure] and gradually make it a habit.
Here are the first basic rules for any labour:
1. Before taking up a work, it is necessary to think the whole of it through, to think it through so that in the head the model of the finished work and the entire order of labour grips are definitively composed. If it is impossible to think everything through to the end, then think through the principal landmarks, and think through the first parts of the work exhaustively.
2. Do not take up the work until the entire working instrument [tool] and all the fixtures [devices] for the work have been prepared…”
And so forth. In total 16 rule-commandments. No secrets, no discoveries. But — according to the thought of Gastev — in this precisely consists the “science of the organisation of labour.” And in general, apart from practical rules of work, there simply is no NOT whatsoever!
CIT leaflets and posters “How to Work” could be seen above the workbench of a fitter and in a commissariat office, in a railway depot and in Lenin’s Kremlin study,
“Learn to work!” To this Leninist call CIT responded with a practical deed. The fulfilment of the CIT “commandments” was a victory not “ideological,” but precisely practical. Characteristic is the remark of Gastev that concluded the first printed edition of the “Rules”: “If you add a rule to this yourself — it means you have been drawn into the affair.” In it, if it is permissible to express oneself thus, lies the “key” to the CIT “doctrine.” “If you want to introduce NOT, become a master of at least one operation, calculate it and give acceleration. Then you will speak with facts, and not with rote-learning.”
In general, Alexei Kapitonovich spoke of “NOT” “rote-learning” not without venom. In November 1923 he proposed to the readers of “Pravda” the following “riddle”:
What is the Scientific Organisation of Labour?
It means — calculated organisation.
But what is calculated in it?
Here is what — precision of processing and speed.
After this, say:
Does the rank-and-file German work better than the rank-and-file Russian?
— Of course, better.
And now another question:
Does the rank-and-file German know what the Scientific Organisation of Labour is?
— Of course, he does not know.
— He has not even heard of it.
And has the present-day rank-and-file Muscovite heard about the Scientific Organisation of Labour?
— Of course, he has heard. He has even invented an abbreviation: NOT.
The “solution,” flowing out of dozens of responses from readers and collective discussions, the materials of which were printed in “Pravda” and in the CIT journal “Organisation of Labour,” reduced itself to the fact that the “German,” not knowing the word “NOT,” possesses that which automatically secures for him a calculated organisation of work — a Labour Culture. And to our worker it must still be inoculated [grafted]. Precisely inoculated, and not preached! For culture in the CIT understanding is not “well-readness” [erudition], but knack [сноровка], and it is brought up not by agitation, but by training [тренаж: drill].
From what has been said, of course, one must not draw the conclusion that Gastev was in general against agitation. He himself was a born agitator. Participants in the revolution of the fifth year recall how the twenty-two-year-old Bolshevik Lavrenty-Gastev, speaking at a large meeting in Kostroma after the well-known Socialist-Revolutionary orator Avksentiev, inclined literally the entire audience to Bolshevik positions, and a few weeks later, dressed in military uniform, made his way into the barracks of the artillery regiment quartered in Rostov-Yaroslavsky and achieved the result that the soldiers refused to come out against the workers…
