[¶0] CIT [ЦИТ, Central Institute of Labour] in the Red Army

> Russian:

[¶1] In the days and hours when these lines are being written, there is being reworked in all details the question of the implantation [introduction, embedding] of CIT into the entire breadth and depth of the Workers’ and Peasants’ Red Army.

[¶2] Our works in the military-engineering troops, in the military-air forces and in the combat units of the army not only met with a favourable reception and yielded success, but — what is especially important — they found a rapid response _across_ the immense fronts of our combat armament of the Union.

[¶3] The highest qualitative demands presented to our work did not discourage us: they poured a wholly exceptional enthusiasm into the work. A highly authoritative expertise [examination, appraisal] of the works, in which were represented not only the usual demands of precision and speed, but also that inexorable expert — “face to death” — this expertise mobilised both the prospecting [exploratory] and the practical work.

[¶4] One of the seasoned pilots, who had more than once lived through moments “face to death,” threw out, after the carrying-out of the investigative and practical works, a winged word [catchphrase]: “CIT has de-crowned [dethroned, debunked] flying romanticism.”

[¶5] And our task, of course, is posed [set] thus: to transform the “art” of the pilot, the “art” of the artilleryman, the “art” of combat into a science accessible to the immense masses of our Union.

[¶6] But what is still more important: not only to render military affairs broadly accessible, not only to be victorious in the terms [time-periods] of preparation, but to battle for the mechanics of rapid manoeuvres, of rapid deployments [unfoldings] of the armed forces in their technical and combat equipment.

[¶7] We proceed from technique [technics] to combat (and not from combat to technique). In the methodological relation this is most advantageous, this is most result-bearing: analytical material in technique possesses a strictly material [thing-like] expression, it is sharply demonstrative; in combat, analytical material acquires a more psychological, more moral character. But in the latter case the analytical material will already possess a worked-through graph [schedule], carried to term [gestated] within the technical troops.

[¶8] It must not be forgotten that the moral-political vulnerability of the fighter changes sharply depending upon the branch of arms: one need only compare the combat pilot with the infantryman in order to understand how specific become the moral-political demands made upon these two military categories, of which the first possesses colossal manoeuvrability, the second — a clearly expressed stationariness [fixedness].

[¶9] Even during the resolution of tactical, even strategic tasks, this moment constitutes one of the most important. The manoeuvre capacity of the cavalry compels one to join with it also the most acute political task.

[¶10] And so, after the prolonged, multi-year preparation of CIT, with a methodological equipment which has already been moved by the first transports into the units, we are proceeding to an unprecedentedly immense task: the deployment [unfolding] of the implantation of the investigative and Installation [установка: also setting, set] method in the Red Army.
