[¶0] Work-set–functional organisation of labour in construction

[¶1] The functional analysis of production and labour — the basic methodological weapon of CIT [ЦИТ, Central Institute of Labour], having significance for all productions and for all and every sort of worker types (and “professions”).

[¶2] At the present time we have even achieved that the biologists working in CIT (gas exchange, biochemistry, neurology, functional diagnostics, psychotechnics) work principally upon the base of functional analysis.

[¶3] Such a methodological monolith acquires in itself the significance of a heavy inertia, determining the invasion of the method into the most concealed, the most corporate, into the most “secret” corners and sanctuaries of production, of labour and of laboratory-experimental work.

[¶4] The organisation of construction works, bearing upon itself all the traits of fellow-countryman-corporate traditions and having carried them through in all their sacred inviolability from the times of the building of the Cathedral of Vasily the Blessed [St Basil's] up to our days — this organisation is to such a degree tenacious, to such a degree barbarically conservative, that at times it appears an impregnable fortress.

[¶5] The “artistic” character of the construction disciplines, the medieval toga of the “architect,” the entire education of our old architects, carried away by them out of the Academies of Arts (!) — all this yields yet so much cloying incense that involuntarily a juxtaposition is obtained: are these two institutions not brothers by blood [literally: native brothers] — the artistic pathos of the architect and the medieval closedness of the construction trade?

[¶6] Evidently, it is not for nothing that in Paris there still stands and flaunts itself a museum with an inscription proud for its time (the Great French Revolution): “Arts et Métiers.” Apparently, they were born twins, lived solemnly and sumptuously. Oh, how good it would be if they were also to fall asleep [die] together and quietly…

[¶7] Having made this small preface, we give an attempt at formulations of the new organisation of labour in construction, narrowing the exposition, out of methodological considerations, down to brick-laying works. As the reader will see below, we treat laying, out of those same methodological considerations, as assembly.

[¶8] I. The general significance of the newest forms of organisation of labour

[¶9] § 1. The predominant form of the organisation of labour on constructions up to now has been its clearly expressed trade character and at the same time its fellow-countryman character, the sources of which lie hidden in the “departing” nature of the construction trade and of the peasant contingents connected with it.

> Russian: § 1.

[¶10] § 2. This fellow-countryman character of construction works communicates [imparts] to the construction workers primordial corporate principles, which bound them on the basis of the village origin of the “departers” and of their adherence to integral craft labour.

> Russian: § 2.

[¶11] § 3. In accordance with this, as the keepers of the productive traditions there came forward in the past precisely those provinces [gubernias] and places which supplied the village departing builder, and together with them the foremen, who completed [made up into sets] this Labour Force [рабочая сила]; and simultaneously with this the entire wisdom of construction production was fixed in the inviolable “Task Regulations.”

> Russian: § 3.

[¶12] § 4. At the present time, in full correspondence with the period of socialist reconstruction of our economy, the localist village traditions are collapsing, the corporate principles of the “departing trades” are dying, and together with that, as never before, the receptivity of the construction Proletariat to new forms of the organisation of labour is being elevated.

> Russian: § 4.

[¶13] § 5. This receptivity at the same time finds its explanation in the fact that before our eyes, by the efforts of the organs of labour and of CIT, a city construction Proletariat is being created, not bound corporately by departing traditions.

> Russian: § 5.

[¶14] § 6. Finally, this receptivity is stimulated in the strongest manner by that enormous technical overturn which has marked itself out in our construction both in the domain of searches for new construction substances and in the domain of the growing mechanisation of construction.

> Russian: § 6.

[¶15] § 7. In the very forms of the organisation of labour, such tendencies make themselves sharply known as both the growing principle of the simple dismemberment [расчленение: splitting into members] of labour and the functional principle.

> Russian: § 7.

[¶16] § 8. If simple dismemberment transforms construction from handicraft [ремесло: trade] into manufacture, then functional organisation, proceeding simultaneously with mechanisation, is the expression and at the same time the stimulation of the implantation of machine production.

> Russian: § 8.

[¶17] II. The expression of new forms of the organisation of labour in the cycles of construction production

> Russian: II.

[¶18] § 9. In accordance with the general tasks of our industrialisation, over our construction there must reign the law of the fastest velocities of the erection of buildings, ensuring the most rapid unfolding of new enterprises and the most rapid arrangement of dwellings for the Proletariat.

> Russian: § 9.

[¶19] § 10. Out of this basic law of the fastest velocities, besides purely technical and technological conclusions (mechanisms, machines, new construction substances), there inevitably follows the demand for the lengthening of the construction season up to the limits of work — the whole year round.

> Russian: § 10.

[¶20] § 11. Despite the fact that this demand has been theoretically apprehended in the widest circles of the public, the traditions of “seasonality” still indivisibly reign in our actuality.

> Russian: § 11.

[¶21] § 12. And meanwhile the very fact of the continuity of work must draw after itself an entire revolution in all the correlations of the cycles of construction works — it must call forth other tempos and a new species of searches in the domain of supply with materials; it must pose the question of the immediate and partial following of finishing works after the construction-assembly works, together with that new possibilities are inevitably opened for the progressive utilisation of buildings during the very erection of them; hence the picture of the unfolding of enterprises newly under construction is completely altered.

> Russian: § 12.

[¶22] § 13. The very process of the assembly of a building must obtain together with that the greatest acceleration and be freed from all the moments hindering the partial and progressive utilisation of the building during the very construction.

[¶23] § 14. All these processes of accelerations, even with growing mechanisation, must be resolved precisely by the new organisation of labour, i.e. by the disposition of labourers both according to cycles and within cycles.

> Russian: § 14.

[¶24] § 15. The expression of this new organisation of labour must be:

> Russian: § 15.

[¶25] a) the immediate following of cycle after cycle in every constructive stage of the building;

> Russian: а) непосредственное следование цикла за циклом в каждом конструктивном этапе постройки;

[¶26] b) the decisive liquidation of integral craft labour and the replacement of the tradesman by worker-operators;

> Russian: б) решительная ликвидация целостного ремесленного труда и замена ремесленника рабочими-операторами;

[¶27] c) the implantation of functional servicing of the works along the lines of the preparation of material, its transportation, distribution and dosing, adapted to the tempo and rhythm of the labourers.

[¶28] § 16. These organisational principles constitute out of themselves strongly acting means, exerting a reforming influence upon the entire productive behaviour of the labourer, his grips [приёмы: techniques, methods], his instrument and fixtures.

> Russian: § 16.

[¶29] III. Brick laying

> Russian: III.

[¶30] § 17. The richest possibilities for the setting-up of the most economical work and for the carrying through of the higher organisation of labour connected with it are presented by brick laying.

> Russian: § 17.

[¶31] _Note_: The possibility of the displacement of brick by another material and by larger units does not diminish the significance of the methodological elaboration of the problem.

[¶32] § 18. These possibilities are explained by the fact that in brick laying there are strongly expressed all the moments conditioning a high organisation of labour: the enormous mass-character [sheer quantity] of the laying units (brick), the limitedness of the sorts (standards) of the laying material, and in each given case — complete identity, as well as the simplicity of the laying operations themselves.

> Russian: § 18.

[¶33] § 19. In order that the carrying through of the organisation of labour in the domain of laying works should receive a clear target formulation, it is necessary to establish that brick-laying works in their essence constitute assembly works.

> Russian: § 19.

[¶34] § 20. Hence a completely definite and organisational conclusion: the entire organisation of works on the construction must be so built that assembly, as in any other production whatsoever, should be realised, firstly, continuously, secondly — rapidly.

> Russian: § 20.

[¶35] § 21. The aim is posed clearly: to strive for such an organisation under which there would be obtained the annihilation of interruptions in assembly and the general acceleration of the assembly process.

> Russian: § 21.

[¶36] § 22. The division of the aims into continuity and velocity is necessary because velocity may be attained not only by the continuity of the productive processes, but also by the construction both of simple and of functional compaction [densification].

> Russian: § 22.

[¶37] § 23. If we depict the works of the laying cycle in the form of a theoretical plane (and not in a volumetric scheme), then we shall obtain the following three stages: A — the preparation of materials (brick and binding substances), B — the transport of materials and C — the assembly itself (the wall being erected or another object).

> Russian: § 23.

[¶38] § 24. The task of the organisers of the laying works consists in this: that, firstly, stages A and B should realise the rapid and uninterrupted feeding of stage C with materials; secondly, that in stage C itself the process of assembly should be accelerated.

> Russian: § 24.

[¶39] § 25. For the resolution of the first problem two paths present themselves: either strict specialisation according to the functions of supply (brick, binding substances) and according to the functions of transport, or the mechanisation of the one or the other, or of both (both A and B) together.

> Russian: § 25.

[¶40] § 26. The resolution of the second problem by means of mechanisation is theoretically possible and practically appears realisable, but at the present stage of our construction this solution is nevertheless problematic. And therefore the radical solution of the problem will be the introduction of a particular organisation of labour accelerating the laying itself as assembly.

> Russian: § 26.

[¶41] Note: The faultless, confident resolution of the problem of the mechanisation of laying is most possible precisely after the most detailed elaboration of the organisational-productive problems (in particular, of the functional system).

[¶42] § 27. As the most convenient in the sense of the development of the velocities of the erection of walls, i.e. of brick laying, or of assembly, there must be recognised the functional organisation of laying, or the functional assembly of walls.

> Russian: § 27.

[¶43] § 28. Its essence consists in the fact that not only is the integral type of the layer annihilated, but together with it the laying by small closed cells is annihilated, and the laying is conducted on a large front, by a large coordinated set [комплект: complement] of labourers, working on various sectors and according to various functions.

> Russian: § 28.

[¶44] § 29. For the greatest methodological clarity in the treatment of this question we consider it necessary not only to introduce the concept of “assembly” as typical in relation to laying works, but we introduce further the concept of the “frame,” upon the base of which the assembly (laying) is produced.

> Russian: § 29.
