[¶0] Technical and organisational assistance to enterprises

[¶1] In the work of Soviet enterprises, various institutions occupy a significant place, whose activity is covered by the designation that has acquired the right of citizenship — technical assistance. However, this designation cannot be understood in the narrow sense of this word; on the contrary, the work covered by this designation represents such a variety of tasks being resolved, methods and forms, that it must be recognised: it embraces all kinds of activity of our enterprises. And already this breadth and variety alone compel one to look attentively and to render an accounting [отдать отчет: to give account] — in what, then, under present conditions, could the work of technical assistance to enterprises expediently express itself.

[¶2] Let us make, first of all, a reference-inquiry [справка: a factual check or briefing] concerning the historical sequence in the appearance and development of institutions for technical assistance, conditionally admitting for all of them this general designation.

[¶3] The twentieth and twenty-first years were characterised by the foundation of institutes of labour. More than ten of them were founded in various centres. Their activity in those years was characterised, in the main, by investigations in the sphere of the scientific organisation of labour and by attempts at the elaboration of independent methodologies in this sphere on the base of the Soviet national economy [народное хозяйство]. The enormous majority of them ceased their existence.

[¶4] Some two years later, the so-termed “NOT bureaux” began to be founded in enterprises and institutions, and moreover their propagation [распространение: spread] went exceptionally quickly, as quickly as they afterwards disappeared.

[¶5] Simultaneously with this, “org-bureaux” began to appear in enterprises and institutions, with specific rationaliser functions. They did not have such a wide propagation as the “NOT bureaux,” they held on more stably, but they nevertheless ceased their existence.

[¶6] In 1924–25 the CCC–RKI organises in many enterprises bureaux of rationalisation, which turned out to be the most stable of all analogous forms; however, these bureaux quickly folded up [свернулись: were wound up] in institutions, becoming thereby exclusively organisations of enterprises. Their existence was more prolonged.

[¶7] Simultaneously with this, a new type of institution of the type of the “orgs” began to be founded, headed by “Orgametall,” across various branches of industry. These institutions began to work on the base of contracts with enterprises and differed sharply from their predecessors in that technical moments predominated in them over organisational ones. The “orgs” soon received rights of citizenship and continue their activity even until now. But gradually material-technical assistance retreated in them to the rear plan [задний план: background]: design and instructor functions displaced to a significant degree all other kinds of activity. Let us note, however, that “Orgametall” even until now, alongside design and instructor functions, fulfils assignments for the constructive elaboration of fixtures [приспособления: devices, jigs, attachments], not always connecting, however, this production-technical work with the design work conducted by the brigades of “Orgametall.”

[¶8] The period of reconstruction, of the five-year plans, was marked by exceptional work in the sphere of the newest technique.

[¶9] The entire country, the entire population taking part in economic construction, plunged into the study of the newest technique, both in nature [в натуре: in physical reality, in kind] and according to scientific and literary sources.

[¶10] Foreign technique, imported from capitalist countries, demanded its rapid mastering by the cadres of the Soviet Union, in their majority new, young, but selflessly devoted to the cause of socialist construction.

[¶11] The Party, which directed the enormous affair of mastering the newest technique both in the town and in the countryside, invited [one] to use the entire experience of capitalist countries, in order subsequently to surpass this experience, to surpass the level of productivity of capitalist countries. In this situation [обстановка: setting, surroundings], a significant technical assistance of foreign firms appeared, with which special agreements were concluded.

[¶12] Foreign technical assistance expressed itself in various forms: in design work, in assistance with the mounting of equipment, in individual settings-up [наладка: adjustment, tuning] of new original machines and in the transmission of technological experience.

[¶13] However, Soviet power never admitted the thought that this assistance must be uninterrupted and prolonged. On the contrary, a completely definite aim was posed — to achieve as quickly as possible emancipation from this assistance, to stand on one’s own feet in all spheres of the newest technique.

[¶14] It must be noted that already in the very beginning of the action of foreign technical assistance, a specific contradiction revealed itself between its forms, on the one side, and the tasks and scales of our construction, on the other. Representatives of foreign technical assistance, even in the best cases, could not free themselves from a condescending relation to our production possibilities. This was especially visible in design work, in questions of determining our production capacities.

[¶15] … In foreign technical assistance yet another contradiction of an organisational-technical order revealed itself, having as its sources the level of capitalist production. Firms taking part in the designing of our enterprises, calculated upon enormous scales and super-mass outputs of production, gave in the form of technical assistance variants standing below our assignments. We in our Soviet country built factories having no precedents by their scales in world history, and received from foreign firms designs reflecting not so much super-mass flow production as large-series [large-batch] production. Even at the present time we can observe not a few examples of how, in correspondence with the sweep of our enterprises, groups of economic administrators [хозяйственники: economic managers] and technicians are sent abroad (including to America), and there, instead of the expected scales and forms of production, they have to inspect enterprises calculated upon exceptionally modest outputs. It often turns out that American Fordism, which found its principal expression in the automobile industry, in the food industry, in the industry for the manufacture of standard articles of consumption, screens off whole branches still standing at such a stage of organisation of production and in such scales that to draw from there certain ready-made forms of organisation of production, fit for our enterprises, turns out to be an illusion.

> Russian: …

[¶16] In correspondence with all this, already in the period of the first five-year plan, a powerful current became outlined among us in the Soviet Union towards emancipation from technical assistance, and especially in the most responsible sphere — the designing of enterprises. There were formed, one after another, in all branches of our economy, a series of “GIPROs” — design institutes. The “GIPROs” quickly grew into an enormous force, with departments in large and industrial centres, and not rarely also on the construction sites of industrial giants. The quantity of collaborators [сотрудники: staff members] of these design institutes, bureaux and offices was measured in many thousands of men.

[¶17] In their time, the “orgs” were organised as rationaliser and technical offices, which were to come to enterprises not only with documentation, but also with real material-technical assistance, chiefly in the form of fixtures. This succeeded only partially, and an organic connection of design and realisation-technical work did not obtain in more or less significant scales. However, attempts and specimens of such a connection existed.

[¶18] The “GIPROs” are organised according to a different principle. They chiefly design; they do not have at their disposal an arsenal of real auxiliary technical means; they, as a rule, are also not the realisers of their designs; the realiser is the enterprise with its directing personnel, or else special mounting organs, or organs producing equipment and mechanising means.

[¶19] The system of the “GIPROs,” although it does not have at its disposal its own means of realisation, yet in the general system of our industry makes, firstly, its designs obligatory for realisation; secondly, in connection with special mounting organisations, it makes the means of realisation more powerful than was the case with the “orgs,” whose designs were not always obligatory for enterprises; nor did they embrace such wide scales as the “GIPROs.”

[¶20] It must be recognised that, as a result of the exceptional efforts of the Party and governmental organs, the affair of technical assistance has by the present time already stood up on its own Soviet feet to such a degree that any, sometimes inevitable, foreign technical assistance can be accepted with solid Soviet criticism and mastered with weighed circumspection and maturity.

[¶21] However, in the measure of the growth of this entire new technico-organisational culture, we may desire new decisive shifts in the entire setting-up [постановка: arrangement, organisation] of the affair of designing and technical assistance.

[¶22] First of all, we shall recall that the Stakhanovite movement compelled a revision of the methodological grips [приёмы: techniques, methods] of work.

[¶23] In the sphere of technical designing and the organisation of labour and production, our design organisations worked according to definite methodological sources. Such sources were, chiefly, the theoretical labours of norm-setters and practical norm-setting reference books. But, as is known, the theory and practice of norm-setting turned out to be in enormous contradiction with that mighty upsurge of shock-work and socialist competition which culminated in the Stakhanovite movement. Norm-setting ossification expressed itself not only in the bare formal question of times of work; behind it stood technological conservatism, conservatism in the sphere of applying the most perfected grips of work, preparation of production, designing of fixtures [приспособления: devices] and organisation of work at given concrete working places.

[¶24] All this demanded a decisive revision, but the functional rupture between bare designing, laid down in technological cards [технологические карты: process sheets] rapidly and stereotypically manufactured, and the real successes at Stakhanovite working places, bays and shops, even until now makes itself felt in the work of designing organisations.

[¶25] The roots of this lie precisely in the sharp rupture, in the isolation of the function of designing from the realisation of the design, from that constant revolutionary searching in production which has become the nature of the socialist organisation of labour.

[¶26] Unfortunately, the form of work of designing organisations, not rarely fusing their activity with factory designing organs, also does not contribute to zealous searches for the new in production.

[¶27] Factory designing organs stand, of course, much closer to the life of the shop, but when, in a situation of haste, the factory department of production preparation is coupled [спариваются: paired, mated] with a designing organisation, there results not rarely a morbid [sickly] chase after the quantity of executed documentation, and not after the depth of elaboration of techno-economic questions.

[¶28] The form of work in which the head of the department of production preparation becomes the leader of designing, and the chief of the design brigade becomes his deputy, bribes [подкупает: wins over] one with its harmony. But does this “civil peace” not free both these organs still more from great obligations before real production, in which a constant motion forward goes on? Does it not create a certain closed responsibility, and is the boundary not effaced between innovators of production and adapters [приспособленцы: time-servers, conformists]?

[¶29] A still more serious situation obtains when the directorate of an enterprise regards workers of designing organisations dispatched to the given enterprise as its own cadre reserve for production preparation.

[¶30] And we suppose that the time has come once again to pose the question of introducing the genuine Stakhanovite spirit into the work of designing and into the entire work of rationalisation of enterprises, fulfilled by special organs.

[¶31] First of all, it is necessary that the basic determining methods of work of the given organisation be completely definitely known and, where possible, set forth in writing, and not constitute some sort of production “secret.” The worker of an “org,” the worker of a “GIPRO,” the worker of any institution for rationalisation, for the modernisation of production, for the setting-up [постановка] of mechanisation, in the eyes of production men must be not simply a “formaliser” [оформитель: one who gives papers their form] of documentation, but an innovator, a transformer of production life in Soviet conditions.

[¶32] It is necessary to establish that to present [предъявлять: to produce, to put forward] one’s method, confirmed by realisation, means to show the most perfected paths of transforming production for the purposes of high productivity.

[¶33] This presentation of the method must not be abstract; it must be submitted precisely on examples of transformative work on narrow concrete sections [участки: sectors, plots]: working places, machine-tools, bays. Even when work is accepted for fulfilment on a wide, widest base, the examples must be concretely convincing, capable of being perceived both by the administration of the enterprise and by the Stakhanovite working on a strictly defined operation.

[¶34] In methodological formulations it is necessary, as a rule, to give techno-economic indices of work: the productivity of the labour of the worker, the output of production from the given group of equipment, the output of production from the given area, norms of output and the production capacities of sections and shops conditioned by all this.

[¶35] It is extremely important to introduce clarity also into questions of realisation.

[¶36] Usually, as a rule, it is considered that the organisation for technical assistance designs, and the enterprise realises (itself or with the help of mounting organisations). However, practically, no exact obligatoriness is observed here. The drawn-out character of the terms of realisation acts decomposingly upon the designing organisation, and the enterprise (in the person of the directorate) can generally depart from realisation, transferring its attention to other affairs. The invulnerability of the directorate in this case obtains not juridically, but factually: the directorate can refer to the fact that new, most important programme assignments remove the actuality of realisation.

[¶37] What is to be done in such a situation? It seems to us that the designing organ must, in a known part, take the realisation upon itself. But realisation in the given case must be conducted not on a wide base, but on a narrow, yet thoroughly finished base, as a completed section, a specimen [образец: model, sample]. Only with this form of realisation will sharp demonstrativeness obtain in a short term, with corresponding techno-economic indices.

[¶38] Here, however, the realiser is lain in wait for [подстерегает: ambushed] by the small accessibility of means for rapid realisation, in which all dispositions must pass through a long chain, through the bureaucratic zigzags of the factory apparatus, in which the living energy of the realiser may wither. Here precisely the most mobile own production-technical means of the organisation producing the re-equipment [переустройство: reconstruction, re-arrangement] in the enterprise will be useful.

[¶39] A small bay fulfilled and brought forward in nature [в натуре: physically, in kind], working with high techno-economic indices and perfected by Stakhanovites, sooner than any reports and altercations will compel the directorate of the enterprise to carry out the design along a wide front. At the same time, a bay completed in its realisation passes by its significance beyond the boundaries of the given enterprise, and thereby the obligatory force of realisation on a wide base, along a wide front, is increased.

[¶40] No less important is the question of the forms of everyday relations between organisations of techno-rationaliser assistance and the directorate of the enterprise.

[¶41] Unfortunately, the contractual form with enterprises more and more becomes elusive. The contract is concluded formally, but the relations between the sides know a certain logic of their own. The most dangerous we consider to be the loss of responsibility in the combining of posts. It is practised, on the one side, in the form of the occupation of factory posts by workers of technical assistance, and on the other, conversely — in the form of the participation of workers of the enterprise in the work of organisations for technical assistance. We speak out decisively against this far-gone organisational everyday routine [будничный быт: workaday way of life]. Under the guise of such “working-in together” [сработка] and fellowship, innovating, and responsibility, and the solidity of the fulfilment of works all moult [линяют: fade, lose colour]. If, moreover, one takes into account that this form greatly stimulates overtime and extra-overtime work, then one can imagine for oneself what danger lies hidden in this form of collaboration. It is necessary to reconstruct these forms of work, fraught with great complications and loss of face for organisations of technical assistance.

[¶42] Is it necessary, however, to object against the collaboration of organisations for technical and organisational assistance with the organs of the factory apparatus and with individual collaborators? On the contrary, this must be welcomed; it must be welcomed that innovating proposals are rapidly accepted and realised by factory organs and individual workers. But this must have nothing in common with the inclusion of individual workers in the work of technical assistance as collaborators receiving remuneration from the organs of technical assistance.

[¶43] Is it possible to exclude completely every possibility of occupying posts in the enterprise by workers of organisations for technical assistance? No. We conceive, precisely, that for the time of realisation of a design on a narrow section, the occupation of posts is possible and necessary, but precisely with the aim of instructing and demonstrating higher techno-economic indices.

[¶44] The everyday growing-together of organs of technical assistance with the factory apparatus has gone so far in certain enterprises that certain directors begin to look upon technical assistance as a simple cadre reserve for current tasks.

[¶45] This, of course, is also technical assistance. But was such technical assistance had in view when the “orgs” and design institutes were founded? The directorate of factories has a definite estimate, it has definite limits on credits, on staffs. The transfer of workers of “orgs” and “GIPROs” to factories as simple cadre reinforcement shakes neither the special limits nor the staffs of the enterprise, and at the same time adds a significant quantity of staff units to the enterprise.

[¶46] The workers of the “orgs” and “GIPROs,” however, completely lose their face, turning into a wholesale cadre reserve of the enterprise.

[¶47] If this reserve, and precisely such a reserve, is needed, then one can openly pose the question about this and establish a special form of this reserve, but to replace the tasks of the “orgs” and “GIPROs” with the tasks of a simple reserve means, in essence, to remove from them those tasks which are registered to them.

[¶48] The situation with technical assistance, created gradually but spontaneously, demands serious attention both to their tasks and to their organisational position.

[¶49] The task of the institutes and “orgs” must consist, as was indeed recognised in its time, in working over the investigation and realisation of new, most perfected forms of organisation of production, new technological methods, mechanisation of labour processes, arrangement of the most perfected working places, creation of the most perfected technical means and modes of their servicing. All this must be conducted in calculation upon raised norms on the base of the Stakhanovite movement, in calculation upon higher productivity, upon the highest production capacity of enterprises.

[¶50] If this is absent, if the work, by force of various circumstances, consists only in the codification of existing and habitual norms, if the work carries in itself no innovating, then this must be openly recognised. However, this does not mean that innovating must be removed from the order of the day. On the contrary, recalling the entire heroic struggle for innovating, one must especially elevate it, strengthen the cadres of innovators and direct their attention to the tasks of modernisation and constant renewal of our enterprises.

[¶51] In the organisational relation, too, it is necessary to introduce complete clarity just as well. The organs of technical and organisational assistance now must and can play an exceptional innovating role in our enterprises; on the base of the newest honed methods and sharply defined organisational forms, they can uncover and realise the enormous production reserves of enterprises.
