[¶0] Electrification and Popular Energetics

[¶1] Russia has accomplished the greatest socio-political revolution. It struck the whole world with an unprecedented might of destruction, but in the process of this destruction it gave striking insuring norms, which guaranteed its colossal wealth against a universal, unceremonious partition: it threw out [put forward] the slogan of communism, which now, after the fact, is already termed “war communism.” The whole of Russia, nine thousand versts in length, two to three thousand in width, was declared the possession [patrimony] of the producing class. However we may represent to ourselves the immediate political development of Russia, one thing can be said, that the war-communist regime created in Russia a strip [band, period] of universal popular guarding of state possession. And only now, when life begins to take on a normal track, only now is it visible that the destructive tendencies of our revolution differed at the root from the Great French Revolution, which passed entirely under the sign of the victory of the Third Estate with its slogan of private property. Thus, the epoch of revolutionary destruction found within itself the forces for the limitation of destructive tendencies. But all the same, Russia would have been socially and politically dead had it halted at destruction, even if seasoned with state-insurance norms.

[¶2] The revolution gave more. It translated its military-destructive cry into a military-defensive one and threw out the slogan of industrial rebirth. Already for not one year the remaining living forces speak only of the capital repair [overhaul] of the national economy; moreover: they speak of a new technical base, which must be brought under the coming rebirth of Russia.

[¶3] The best, the most inspired word that surfaced, as a new tablet [scripture] of the new Russia — this word became electrification. As in every new current, alongside talented choirmasters [regents] there appears its own talentless choir — only a few took up the execution of this grandiose assignment in a businesslike and serious manner, while the majority, although it applauded, secretly snickered and, to the extent of its forces, even spoiled the work. But all the same this most difficult work proceeds; upon its basis there has already appeared a whole school of new men, utterly unseen in Western Europe, men of the most diverse political convictions, who seriously work upon the embodiment into life of Russian electrification. A planning state institution has been created — Gosplan — which develops its planning work “upon the basis of electrification.”

[¶4] However much the West European and American countries may surpass us by their technical work and economic scale, all the same in Russia there is a fortunate peculiarity, which in a comparatively brief period can transform the dream of electrification into the most palpable life. We are a country semi-nomadic, semi-civilised. We have peoples who believe in shamans, and we have an intelligentsia that produces sensations in Europe with its theories; we have untouched tundras, but we also have plots of land shackled [forged] in steel, which can compete by their technique with America. We are a country not rusted under the press of traditions, and our enormous expanses and the constant throwing-over [transfer] of population from one district to another create a freshness of perception unfamiliar to the West. We write much upon a bare board. Ten years ago in Petrograd the horse-tram [konka] rumbled, and then suddenly along Sadovaya, along Nevsky and along Kamennoostrovsky the tram raced, before which the tram in Paris became laughable and ugly. Moscow and Piter, the Urals and Siberia were being drawn in from all sides by swamps, and suddenly, on one fine day, like a shot across the sky, factory chimneys soared up, and where previously men drowned, there are installed machine-tools [станки] that are considered a rarity in America and Germany. Is it necessary to recall that during the war Russia could, in the most desolate places, “bang together” such buildings, set up such machine-tools, at which foreigners who had heard of Russian bears now stare open-mouthed? We are fortunate in that we have not yet dug ourselves in into stone and iron as Europe has, fortunate in that we did not lay down that tangled mosaic of railway tracks, but can draw Russia with stubbornly running trunk lines, as if covering her with meridians and parallels.

[¶5] Picture once more the Piter tram, arriving after the buffoonish horse-tram, our telegraph, whose poles have run beyond the Arctic Circle, and be shaken by that devilish din which will rise when electrification spreads itself flat across Russia. It too will come — and it is already coming! — amid the wailing of old women and the whimpering of bigots — and it will overturn Russia. Here it is! Picture an iron spider with a square belly: Moscow, Kazan, Tsaritsyn, Yuzovo. From this belly go merciless paws to Piter, to Murman, to Ekaterinburg, Chelyabinsk, Baku, Odessa and Kiev. The spider has settled upon the nest prepared for it: its womb has absorbed the previously scattered stations; the spider compressed them, “bushed” [clustered] them in the very district of its own belly, it arranged feeding base-factories. Having buried European Russia in its toils [nets], it already, with malicious importunity, projects steel and copper paths into Siberia and Turkestan and makes an attempt upon Kamchatka. Every day of its work is a breakthrough [burst] of energy, every night of its watch-service — a breakthrough of fire.

[¶6] And it is coming. To the astonishment of many frightened ones, the village has taken hold of electricity with insatiable energy. In the 17th year only one station was opened; in the 21st year the number smelt of a hundred. The first heralds [harbingers] of the iron-electrical campaign came forward as Shatura and Kashira, and falling into step with them as a first electrical brigade are the stations: Kizelovskaya, Tulskaya, Utkina Zavod, Volkhovskaya. The foundation is being erected and construction is proceeding for a second brigade: Nizhny Novgorod, Ivanovo-Voznesensk and the two Svir stations. Living and material forces are being mobilised for three colossi: Shterovka, Chelyabinsk and Dnieper. With great creaking, unwieldily, but irrevocably, fist-clusters [fist-bushes] are being created: four or six stations at a time are shackled from all sides by a belt of electrical transmission and supplement the new electrical concentre [concentric ring] of Russia. Radio-telegraph Installations [установки: also setting, set] and radio-telegraph factories — the refined pride of Russia — erect their masts and towers in the districts of Piter, Moscow, Nizhny, Odessa and permit the taking up of designs timidly worked out in Europe. Electrotechnical factories in the district of Petrograd, Moscow, Nizhny, Kharkov, the Urals, the South — and among them there are brand-new ones, fresh from the needle — month by month come alive and anew attract to themselves both material and personal forces. They work.

[¶7] Only inveterate whiners, incorrigible hypochondriacs or petty speculators can abuse electrification. It is no longer a project, it goes and promises to overturn the whole of Russia; even if it should go at the same tempo as now, even if the popular masses that have run off into the villages do not return again to the cities, then even so, in ten years Russia will be a country looking defiantly upon America, and the paws of its iron spider will be heard on the other side of the terrestrial globe. The litigation [dispute] that is now taking place now in London, now in Genoa, now in The Hague, was for many an innocent verbal discussion between crank-communists and old-man-capitalists; in fact it has already grown into a dispute between the energetics of a rebirthing Russia and the energetics of the settled Europe and America.

[¶8] * * *

> Russian: * * *

[¶9] But electrification is only one strip of the coming rebirth of Russia. It must inevitably find its echo in the biology of contemporary man. Techno-energetics must go alongside bioenergetics and, perhaps, each call forth the other. These slogans have already been thrown out, several times they were inspiredly caught up, they were frayed, cast out as rubbish, and again caught up with elemental force. But the general plan of this popular energetisation has not yet been composed, has not yet arrived.

[¶10] The burning problem, in our view, is constructed thus. It is necessary to proclaim a strip, a completely new strip of straightening-out and training of popular energy. The electrification of Russia signifies the transformation of Russia-the-village into a gigantic Russia-the-city. The people, upon whom electrification is calculated [reckoned], must be straightened out: its psychology must be urbanised. Here the matter does not concern literacy, the matter does not concern enlightenment, we do not speak of songs about rural teachers who supposedly defeated France in the year 71 — this no longer fits, this is now idyllic; we do not speak of the protection of labour: here there may be as many philanthropic-ladylike errors as in societies for the patronage [protection] of animals. The problem of the straightening-out of popular psychology presents itself, in our view, in the form of the following complex of ideas.

[¶11] Our people, somewhat dreamy and sweepingly broad, must be habituated to vigilant observation; the capacity firmly to stamp off [mint, chisel] one phenomenon from another must be imparted to it, all “philosophical” ways must be killed, it must be habituated to being an empiricist upon a limited base, and above all — firmly and microscopically precisely to fix all observations. That patriotic slovenliness which is characteristic of all our bylinas [epic poems], anecdotes and artistic literature must be killed irrevocably; the people must be habituated keenly to observe and precisely to fix. The new citizen of Russia will be worthy of electrification only then, only then will he not mangle it, if his eye operates as a real mechanism of a photographic camera. From early childhood we shall have to educate our new youth in special “laboratories of observation,” exactly to follow and exactly to fix life. What these new corporations will be called, which will emerge from such laboratories — patrols, boy scouts, vsevobuchists or simply “duty-men” of contemporary civilisation — is immaterial. Important is only this: that to cultivate observation, exact fixage [photographic fixing] and the habit of a new tempo is our first, unrelenting task.

*Note: Vsevobuch (всеобщее военное обучение, universal military training) was the system of compulsory military training introduced during the Civil War; a vsevobuchist is one passing through it.*

[¶12] Electrification, which converts into motion all forms of potential energy, insistently demands the creation of a particular type of man, the man-mounter [монтёр: mounter, electrician], who is wholly filled with ideas of processings, of technical tunings and fixtures. We must elevate inventorship into a vital element of education.

[¶13] Electrification is the highest expression of machinism. This is no longer one machine, this is not a complex of machines, this is not even a machine-factory, not a machine-city, this is a machine-state, and when it becomes international, it is in the full sense a machinised terrestrial globe. Here everything grows under the sign of the machine. And, of course, in unison with this new machine-worldview it is necessary to look upon man in a new way. It is necessary to bring it about that mankind suddenly discovers that man himself is one of the most perfect machines that our technique knows. But this is not all. A second discovery must be made: to recognise that the technical progress of this machine is boundless. A particular science must be thrown into circulation and, through a thousand professors, made a popular, national science. This science is biomechanics. Human labour motion is a combination of lines, points, angles, weights, working with a definite tolerance, with a customary coefficient of useful action [efficiency]. The human organism knows its statics and kinematics, it constantly throws out new combinations of motions, it is a constant source of processing intuition.

[¶14] We must occupy ourselves with the energetics of the human mechanism. In this century, when there exist chronoscopes showing the ten-thousandth of a second, when there exist ammeters and voltmeters, we shall have to “metricise” human energy. The science of the nutrition of the working organism must be as exact a science as the heat sciences, as the science of the nutrition of the steam Machine [engine], of the nutrition of the electrical motor; the expenditure of human energy must be instrumentally measured down to thousandths of a small calorie, and the regulation of the work of the human organism must be constructed upon a system of carburettors feeding heat machines. Here there must be nothing sacred. Here there must be continuous [solid] revolution. In this domain there is needed the same revolutionary appeal to scientist-biologists as the power made in relation to engineers and economists in the question of electrification.

[¶15] * * *

> Russian: * * *

[¶16] The coming triumph of electrification demands a particular psychological selection, demands particular tunings, which are unfamiliar to the contemporary epoch. Applied psychology has already come out onto the broad road of contact with life: both abroad and in Russia we already have attempts at scientifically set-up psychological selections of men. Now there are so few men, the intelligentsia has run dry, the philistine has been frayed, the people has been declassed; now a carefully set-up psychological sorting is required. Our epoch is critical, audacious, demanding faith, severity, courage, demanding particular taut nerves that extract this tension automatically — this epoch demands a careful selection of persons. It would be unforgivable to take men onto responsible posts merely because one is a professor, or merely because he is called a communist; it is necessary to put these men through at least a half-year term of service [probation], where they would be carefully observed and their psychological reactions recorded, instrumentally measured, and where psychological passports would be issued.

[¶17] Routine must be smashed further. That impassable warehouse [stock] of literature known under the name of pedagogy, including labour pedagogy, those dams of prejudices connected with upbringing, where in the name of human freedom and personality we let out gawkers and savages — all this must be breached. After all, everyone knows: for a man to become a dancer, he must be taught from the age of six; to be an acrobat — likewise; everyone knows that sporting training works miracles. And yet the system of contemporary education, even if it be called labour education, is set up in the highest degree gawkingly and cowardly. The new epoch demands the creation of a nerve-tempered, physically-firm, madly-flexible generation. This is attainable only by the creation of a system of finely-developed trainings. Man must, undoubtedly, produce miracles. Until now he is the crudest unprocessed block [lump]. Any hare belonging to the clown Durov is relatively higher in the sense of its training than contemporary man. And yet Durov permits neither beating nor coarseness; he acts only by an exactly calculated system. We have until now not taken man into work. To make a violinist-musician, we work for a long time upon the mechanics of his wrist articulations; he holds out through a prolonged ordeal [trial] of biomechanical training. And meanwhile, until now in not a single factory and not a single vocational school is there a special course of biomechanical trainings for that work which the worker executes. Here we are entangled on all sides by the frayed bast of labour-protectionist, police and philistine ideas. To teach how to work according to systems of trainings must, perhaps, begin not at 14 and 16 years, as the law now permits, but perhaps at 2 years, even if by constructing special systems of games upon this principle.

[¶18] But where it will be most grievous to break through the routine of prejudices is in the organisational domain. Our bast-shoe country, where they do not yet walk but roam, is psychologically tuned against exact organisational ideas. But, perhaps, precisely here, in our virgin country, it is possible to act with the greatest revolutionary character. A railway laid through our Asia immediately straightens all the swamp paths. Electrification applied to a swamp forces one to forget the tussocks. And, perhaps, precisely in Russia the idyllic picture of the round garden-city will be smashed before other countries, and city-trunk-lines will be projected.

[¶19] Here are seven lines out of which the principles of popular energetics must be constructed, in unison with the electrification of Russia. They are: observation and fixation, instrumentation, biomechanics, bioenergetics, psycho-technique, training pedagogy and social engineering.

[¶20] * * *

> Russian: * * *

[¶21] In premonition of this new world we are creating in Moscow the Central Institute of Labour [CIT], which wishes, simultaneously with the technical problem of the electrification of Russia, to energise man. Here it is far from what Taylor spoke of; he resolved only either the technological or the administrative-organisational problem. We, however, wish to battle for a new culture, which would be worthy of the coming electrification. Those seven laboratories which are now unfolded in the Institute of Labour and which answer to the problems posed above must be recognised by the new Russia just as its plans for the electrification of Russia are recognised, and the work of the Institute must be situated under the same strict, fixed attention of the power as electrification.

[¶22] Only it must not be forgotten that the idea of popular energetics is an incomparably more difficult task than electrification. In electrification, in its technical and organisational part, properly speaking, everything is resolved; novelties of various kinds will already be included into a ready, elaborated system. Perhaps the sole difficulty here is colossal means, money, and already in the second place the insufficiency of human material; but money will make men too. In popular energetics, however, the very foundations must still be created, striving at the same time not to be an eclectic, but a revolutionary; here there are absolutely no men, here there are worn-out popularisers. And yet this work must be raised up, it must be raised up despite thousands of obstacles and a million prejudices.

[¶23] It must not be thought that the connection of the idea of the electrification of Russia with the ideas of popular energetics is an accidental or purely rationalistic connection. Electricity, electrotechnique, electro-industry — this is the most advanced industrial force, which fatally demands a new man. It is no wonder that precisely the electrotechnical industry, both in Germany and in America, was that very industry which, alongside its purely applied shops, created special scientific-research institutions (bureaus of research), which begin to compete with government universities. These bureaus consist of a gigantic quantity of laboratories, in which work engineers, professors, technicians, chemists, assistant-researchers, a large quantity of machinists, mounters and attendants. Here scientific-research work is constructed upon the principle of operational-factory work, where one scientific-investigative operation passes from room to room, from laboratory to laboratory, as in factories from roughing shops to finishing ones, as from machine-tool to machine-tool. Let us point to such colossi as the laboratory of the General Electric Company in Schenectady (New York), the bureaus and laboratories of the Westinghouse company, the bureaus and laboratories of the Western Electric Company in America, the large laboratories of Siemens and A.E.G. in Germany. In these laboratories one is struck by their supreme experimental exactitude and richness of equipment. To give a representation in general of how broadly the scientific-research activity of industrial enterprises unfolds, let us indicate that in America, solely by means of private initiative, 20 million dollars were expended upon these institutions in the year 1921.

[¶24] All new ideas connected with labour-science [трудоведение] find for themselves a very rapid demand and practical application likewise in electrotechnical enterprises. In Germany, electrotechnical firms not only apply the principles of the scientific organisation of labour in the spirit in which Taylor posed it, but also make attempts at the practical application of the newest achievements in the domain of labour psychology. Almost competing with one another, the General Electricity Company [AEG], Siemens and Halske, Siemens-Schuckert act in this direction. All new and bold experimenters in the domain of labour turn first of all to these electrotechnical colossi.

[¶25] It is characteristic that here too, in Russia, the receptivity of the electrotechnical industry to the ideas of the rational organisation of labour has expressed itself with particular force. We shall not enumerate all the enterprises upon which attempts at the introduction of scientific organisation were made; we shall point only to those where this work is not interrupted even now. The Kharkov factory, formerly VEK, beginning with the year 1918, developed enormous energy and even had a special guiding institution, consisting of prominent foreign professoriate, major shop engineers and magnificent foremen [masters], which occupied itself with the normalisation of documents, instruments and parts, carried out the survey and passportisation of machine-tools and, finally, elaborated a special system of labour qualifications. Analogous work was produced at the factory of the General Company in Moscow. Let us mention further the radiotelegraph factory in Moscow, where, perhaps not so systematically, but all the same persistently, the principles of scientific organisation are introduced, and, finally, let us point to the “Iskromet” factory, which was listed under Glavelektro.

[¶26] At the present time we can register a rare unanimity among the labourers of the electrotechnical industry of all steps, beginning with the professoriate and ending with the foremen, openly recognising the necessity of the setting-up of the scientific organisation of labour. As the most demonstrative indicator of this recognition we consider the significant meeting of the Central Institute of Labour with the Central Electrotechnical Council of the Republic within the walls of the Institute. The Electrotechnical Council, consisting of representatives of the Moscow and Petrograd professoriate and of the most prominent figures of the electro-industry, recognised it as desirable that CIT take upon itself the experimental setting-up of the organisation of labour in one or several enterprises of Glavelektro by agreement with the latter, and to assist these undertakings of CIT. This resolution we consider to be a contact [point-of-contact] one, excellently reinforcing our idea of the connection of electrification with popular energetics.

[¶27] We now consider that the idea of popular energetics, realised by CIT, has found its material bearer in the person of those grandiose Installations which are connected with the electrification of Russia. At the present time we are no longer Don Quixote-propagandists, we are a special shop of a factory which is called the new Russia.

[¶28] EVERY WORK [matter] THAT YOU TAKE UP DEMANDS: EXECUTIVENESS, DISCIPLINE, INITIATIVE

[¶29] YOUR INITIATIVE WILL BE MET WITH GREAT TRUST IF YOU BEGIN WITH EXECUTIVENESS AND DISCIPLINE
