[¶0] The very first month will yield abundant material concerning the fixed nomenclature and letters, and in the second month a confident handling of the chrono-card will already commence.

[¶1] If the subject of accounting (he being also the object) holds himself back in the course of the first month from all conclusions and generalisations regarding his own Installations [установка: also setting, set], if he does not hasten to make a statistical conclusion out of his “anarchy of hours,” then in the course of the second month, when he will be acting with the fixed nomenclature, he will for the first time feel himself the true master of his own time. He will perhaps not be in a state to reform himself (haste here too will avenge itself upon us with unsatisfactoriness), but he will for the first time create a true glass bell [cap] over his time. And this is already a great achievement: he will know that which he did not know before, even though he had intended to reform all and everything.

[¶2] Consequently, practically to every man who wishes to economise time, who seriously struggles for time, it would be possible to propose that he begin to produce an accounting of his time.

[¶3] This accounting must be looked upon as a school, as an examination of maturity for responsible influence upon others. The accounting of time would be the first serious active training, where forces are required, seriousness is tested, and the social character is tempered [hardened].

[¶4] We have already said above that it would be a serious achievement if occupied time were simply marked off (hatched), while unoccupied hours were left as a white square.

[¶5] The seriousness of the training would be increased thus.

[¶6] First of all, a nomenclature would be introduced; the article of time would be precisely indicated (upon what a given hour, or half-hour, was expended).

[¶7] After this (if holding-out [выдержка] is revealed), the given nomenclature would already at once be sorted (example: nomenclature — cleaning of the room, letter — self-service, symbol of the letter — S). The introduction of letters, we repeat, is a serious matter, and one might well not hasten with it.

[¶8] If time were marked off every hour, the time card (chrono-card) would have the following appearance:

[¶9] We make no claim whatsoever to put forward this card as the final one.

[¶10] Having in view the various social groups of the population, we could vary the cards somewhat.

[¶11] The chrono-card of the worker with an orientation towards the objective eight-hour factory Installation, the card of the Soviet-labourer [совработник] with an orientation towards the objective six-hour one, the card of the schoolboy — at 8 o’clock in the morning, of the warrior — at 6 o’clock in the morning, of the student — towards the evening or morning belts [zones] of work, etc.

[¶12] Of course, each time we must pose to ourselves the question: did there not already exist in the given domain a definite precedent, carried to term [выношенный: matured, nurtured] by practice, which with corrections could be set into operation? As we showed above, there is an abundance of factory and administrative documents that served, in one way or another, as a chrono-card.

[¶13] Further, it must not be lost from view that even now there exist — true, very few — institutions, organisations, corporations practising the accounting of time.

[¶14] 10. The Qualification [Census]

> Russian: 10.

[¶15] Such accounting drill-schooling [вышколивание] must be obligatory for every man who speaks seriously of the struggle for time.

[¶16] The question must be posed of having the right to earn one’s direct or indirect action upon the conduct of persons and organisations that squander time (frequently not out of evil will, but out of inability, out of social backwardness). In a word, one must possess a qualification [ценз: census, franchise, formal standing].

[¶17] As the first serious and at the same time simple form of such a qualification, we think of it in the form of a visa of time marks. Either a specially authorised person (a sort of time-keeper [табельщик]) or, by way of direct action [явочным образом: on one’s own initiative, without authorisation], every participant of the corporation demands the time card from the given comrade and verifies whether the current hour or the current half-hour is filled in; whether expended time has been left unmarked or, what is still worse, whether time has been marked in advance (by a fluke [фуксом: a dodge]). The bearer of the card, filling it in, must be on the alert; he must not excuse himself with occupation, for one can strike a cell (a dot, a line, hatching) under any occupation whatsoever, even during one’s own speech.

[¶18] Here will be a business trial [искус: ordeal, novitiate], a business verification of one’s chrono-discipline; this will be the premise [precondition] of all further operations both with one’s own and with alien (personal, organisational) time.

[¶19] The visa of the inspector of time or of a trusted comrade will be the indicator of the qualification of the possessor of the chrono-card.

[¶20] If we succeeded in creating even a small army of such effective “chronists,” and moreover united amongst themselves, the beginning of a confident movement along the Installation towards time would be laid down.

[¶21] There are ideas that are received with enthusiasm. But the contemporary epoch demands the complication of this enthusiasm by stubborn and measured methodicalness.

[¶22] If we create not a flash, but a firm charge [зарядка: charging, as of a battery], then everything further will proceed on the account of [за счет: at the expense of, by virtue of] a solid basic inertia.

[¶23] 11. Measures of Accounting

> Russian: 11.

[¶24] If we learned to account for every twenty-four hours, but precisely, this too would be an enormous achievement. The twenty-four hours from midnight to midnight constitute a large unit of accounting, but if one imagines that a significant part of the entire gigantic population conducts even a daily accounting of its time, this would be, in a cultural respect, a whole revolution. If the accounting were conducted not by twenty-four-hour periods, but only by days within the limits of the objective Installation, this too would be an enormous achievement. Consequently, if we now mark out for a comparatively limited group a measure of the accounting of time by the hour, this is, of course, an enormous attempt. We should like precisely to insist that at present one not chase after a fine [small] unit of accounting.

[¶25] He who has mastered the hourly accounting, who has regularly and sincerely coped with this task, may boldly, as a victor, pass over to half-hourly accountings. From the half-hourly — to the quarter-hourly.

[¶26] Let us consider what other, still finer units of accounting there might be. After the hourly accountings, there may be a minute accounting: an accounting of time with a precision down to one minute. This accounting presupposes an overturn [revolution] in the sense of the surroundings. If the hourly accounting can be conducted by looking at the clock comparatively rarely, then the minute accounting can be conducted only by unremittingly following the clock. Therefore, he who possesses the art of minute accounting can already give a supremely precise “photograph of the working day.” Our factories, if they conduct accounting — whether by the time-keeper or by the worker himself — do so in the form of hourly accounting. This accounting is sometimes conducted extremely officially [казенно: perfunctorily, by rote] and after the fact. This as yet constitutes no misfortune, if the marking proceeds on the basis of an installed tempo of work. In Western European factories it happens everywhere and always that the time-keeper, during overworkings of workers on piece-work, enters for them a part even as an advance against tomorrow. But again, we repeat, this is — given an installed norm of work. The “photograph of the working day,” conducted with a precision down to the minute, becomes already a mighty means of exact accounting. It is precisely this form of accounting that is practised at the org-stations of CIT [ЦИТ, Central Institute of Labour] and constitutes the first point-of-departure document of the preliminary investigation. Without the “photograph of the working day” no grounded conclusions of reorganisations are possible, even the very smallest.

[¶27] KEEP THE ACCOUNTING CARD, YOU WILL MAKE A REVOLUTION OF TIME

[¶28] By means of minute accounting the so-called technical calculation in factories is set up. The technical calculator — an engineer or a former foreman [master] — produces a minute accounting on the basis of a definite observation directly over the machine-tool [станок]. The average of this accounting over the given operation among various workers is, to this day, the sole exact basis for the construction of norms of output.

[¶29] In any case, in order to arrive at the minute unit of accounting in relation to one’s own or even to alien work, the preliminary school is created upon the hourly accounting. It is precisely the hourly accounting that can create this preliminary regime of observation, which is necessary for every conscientious accountant [учетчик: tally-clerk].

[¶30] Further, let us note the very finest units of accounting. The chronometric method of accounting consists in the fact that the unit of accounting is either the second (the sixtieth part of a minute) or else the hundredth part of a minute (a special chronometer, where the minute on the dial is divided into 100 parts). This method of chronometry is most convenient no longer in the immediate factory surroundings, but in isolated premises and laboratories, or else, in any case, over a completely definite working place.

[¶31] After this chronometric method of accounting, only micro-accounting is possible, which deals with fine units in the form of a fiftieth of a second, a two-hundredth of a second (the chronocyclograph) or else, finally, a thousandth and ten-thousandth fraction of a second (the chronoscope).

[¶32] This last method is at present practised only in closed research laboratories.

[¶33] At the present time, for the accounting of time, we put forward the hourly, the half-hourly, and where necessary — the quarter-hourly unit of accounting.

[¶34] 12. The Daily or Monthly Card

> Russian: 12.

[¶35] We put forward the daily accounting card. The monthly card, given on a single sheet, at once opens up the possibility of imprecise marks of time. A single sheet, not in itself requiring replacement for each day, can at the very outset undermine the very regime of accounting. Here marks literally after the fact would be possible. Besides, here arises the tempting possibility of marking time not every day, orienting oneself by the mark of the preceding day.

[¶36] We put forward the daily card with a graph for 24 hours, with only a single graph of nomenclature. These 24 hours, without the designation of objective Installations, are put forward so that they might be convenient for every social group (see below) and for every, if one may so express it, anarchist of time. This card constitutes, as it were, an introduction to other special cards, where definite objective Installations will be provided for, or else, what is still more difficult, a planned distribution of time.

[¶37] Such a card is a magnificent educational means. From the very beginning it creates a particular alertness towards time, gives a training of time and constitutes a not-bad duty-man [дежурный: one standing watch] of the regime. The filled-in card must on the following day be extracted either from the working place, or from one’s own pocket (in a special little folder), or from the table, and placed in a particular storage place for cards: a folder, a box, an “accounting money-box.” These cards must not be looked at right up until the time when a special processing of the cards is required.

[¶38] Already the very keeping of this daily card with the marking of every half-hour constitutes the most real first Installation towards time.

[¶39] 13. The Form of the Card

> Russian: 13.

[¶40] The card itself looks thus (p. 80).

[¶41] I shall say a few words in defence of the form itself. Here, first of all, the segment of time is given as hourly and half-hourly. On the card the cells of time are already prepared in advance. Thus, we normalise the segments of time in advance. From the very beginning we compel one to count time and to count it by a completely identical, comparatively large unit. If, however, from the very beginning we marked time with a precision down to one minute and kept this time in fragments, firstly, we would take away the possibility of rapid processing of the cards and, secondly, we would not always be able to master this fine accounting. Our card will be very easy to process in _the most_ various directions — _by_ nomenclatures, by hours, by weeks and months of articles of time. Besides, the card in this form constitutes out of itself an already ready, filled-in graph of time. The card automatically is not only a numerical accounting; it immediately stands before us as a diagram. Even the minute accounting of time, by means of a millimetre grid, can be conducted directly in the form of a diagram, which is indeed done at certain factories and org-stations.

[¶42] 14. The Technique of Filling in the Card

> Russian: 14.

[¶43] In the column “Articles” (nomenclature) the object of work or of rest is designated. The corresponding little square is hatched with the duty pencil, which is always, unremittingly, carried upon oneself. With a very careful attitude towards accounting, it is possible afterwards to hatch very precisely in ink. One may hatch with dots, lines, crosses or continuous hatching. Articles that do not fit into a half-hour and constitute only a part of the following ½ hour will have to be rounded off, which in practice is done automatically. Consequently, in the first period we hatch with large divisions. That same card, ruled into ¼ hours or by means of a special transparent [транспарант] laid underneath, can serve also as a card for ¼-hourly accounting. Rests will present no difficulty to designate either by outlined squares empty inside, or by little circles. Filling in after the fact or in advance must be carefully avoided. For the cards a small folder must be made, which would fit into the side inner pocket. (Fold in 2 or 3). The card is attached to the folder by two clips. As soon as the card is filled in and placed in the stack — which must be done in the morning of the following day — the next card must at once be filled in, i.e. the date and one’s surname written upon it. From this moment the time of the present day is already on the account.

[¶44] 15. The Inspection of Time

> Russian: 15.
