[¶0] What did the methodology of CIT [ЦИТ, Central Institute of Labour], founded upon the already in-passing-mentioned “narrow base,” constitute out of itself? Of course, to retell in detail the Gastevian works in a preface to them is an undertaking thankless and absurd. Let us therefore restrict ourselves to literally several words.

[¶1] For the Gastevian, CIT conception of “NOT” [НОТ: Scientific Organisation of Labour] two ideas are characteristic above all, [ideas] in essence extremely simple. The first of them is the “cybernetic” idea of the universality of the problems of organisation, the recognition of the fundamental unity of the problems of the rationalisation of activity of any kind — “managerial,” “working,” “instructional.” When Gastev spoke of the “mathematisation of psychophysiology and economics,” he had in mind not the “equipping” of the sphere of “elusive emotions” with science-like [pseudo-scientific] formulae, but the possibility of their unprejudiced analysis (so characteristic precisely of the mathematical approach, which Alexei Kapitonovich understood well, being by no means a mathematician). More than that, he was convinced not only of the possibility, but also of the inevitability of the creation of a method of analysis applicable in equal measure both to psychophysiology and to economics, to the rationalisation both of “physical” and of “mental” labour. He considered that the task of the organisation of the workplace is not simply “similar” to the tasks of the rationalisation of the machine-tool, the enterprise or the institution, but that these tasks “in essence” coincide (“up to isomorphism,” as would have said the engineers and economists of the sixties, versed in mathematics, logic and the rest of cybernetics).

[¶2] But however remarkable, from the point of view of today’s researcher, this ability to catch the not-so-very-obvious and indisputable analogies in various aspects of the problem of organisation may be, it did not in itself at all constitute an exclusive achievement of CIT. Whatever else [it may have lacked], the history of our native thought has known not a few well-built [стройный: harmonious, orderly] and general — “general up to universality” — conceptions. It is only a pity that these were, in the main, merely speculative constructions. CIT, however, one may say, was “compelled” to occupy itself with concrete business. Now, forty years later, there is distinctly visible to us not only the methodological but also the psychological underpinning of the second cornerstone of the CIT methodology — the “principle of the narrow base.” In the final account, Gastev’s confidence in the applicability of the instructional methodology worked out for the operation of chipping [рубка зубилом: cutting with the chisel] to any other particular professional methodology, and in general to any methodology of instruction (and then also to the methodology of work itself) — this is, after all, nothing other than the “principle of transfer,” alphabetic [elementary] for any psychologist, a principle more than natural also for the researcher-practitioner who relates with a healthy ironic mistrust to the achievements of professorial psychology. Indeed, in order to notice that a demobilised Red Army man, having passed through the severe school of army service, is far more receptive — both to the science of chipping and to the science of filing — than a “civilian bungler,” there fully sufficed the “psychology of common sense” and simply the observantness with which Alexei Kapitonovich was so generously endowed. But it was precisely upon such an unsophisticated basis (reinforced, on the one hand, by the “cybernetic” conviction of the production-practitioner in the primacy of “engineering” methods in the resolution of pedagogical and even biological problems, and on the other — by the Pavlovian theory of conditioned reflexes) that there grew up the CIT pedagogical and general-organisational doctrine of “labour Installations [установка: also setting, set].”

[¶3] Under this sufficiently capacious term A. K. Gastev understood both the concrete reflexes brought up as a result of a thought-through system of labour trainings, and the general state of the organism “tuned” to the reception of new “Installations” (in the first, narrow sense), and — chiefly — the very dynamics of this re-construction of the organism of the labourer onto a new organisational order [лад: tune, key], inasmuch as the chief care of CIT was not so much the grafting-in [instilling] into the organism (the man or the enterprise as a whole) of a system of definite organisational habits, as its transfer onto the rails of continuous organisational perfecting, in principle limitless. Making use of CIT terminology, one may say that “Installations” for CIT are not only and not so much organisational-biological “templates,” as “guides [направляющие: guideways],” and even “drivers.”

[¶4] The character of the concrete CIT elaborations was determined, of course, both by the fitter’s “tastes” of Gastev himself and of his comrades from the Petrograd and Paris factories (and also of his “colleagues” from Narym and Ust-Sysolsk) who helped him build CIT, and by the experience of tariff-qualification work in the Union of Metalworkers in 1917–1918 (which, to say it in passing, precisely directed the attention of Vladimir Ilyich towards “Taylorism” — see, for example, pp. 118 and 290 of the present book), [an experience] which brought Gastev close up against the problem of the analysis and “Installation” of working operations and grips [приёмы: techniques, methods], and by the situation in the country, characterised, in particular, by an acute crisis of qualified Labour Force [рабочая сила].

*Note: Narym (Siberia) and Ust-Sysolsk (Vologda province, now Syktyvkar): places of political exile where Gastev served terms before 1917; the “colleagues” are fellow exiles.*

[¶5] Thus, at the beginning — the analysis of the process of chipping with the chisel, i.e. the analysis of the “delegate” from the impact [striking] operations: the construction of the “normal” of chipping and of the normal of instruction in chipping. Then — the extension of the methods of analysis and the methods of synthesis of normals onto the second basic “delegate” — the pressure operation of filing. Further — the unification of the obtained results in integral instructional methodologies; further still — the construction out of separate operations — “aggregates” — of tens and hundreds of new concrete methodologies (of this it will be opportune to recall somewhat later, upon acquaintance with the functional system of the organisation of labour according to CIT and with its works on aggregating in machine-tool construction).

[¶6] The regularities of the broadening of the problematics of the works of CIT and of the extension of its method onto an ever wider front of investigations are easy to understand without “leading” explanations. If one well assimilates that “the worker at the machine-tool is the director of the enterprise,” will it enter anyone’s head to be astonished at the transitions of CIT from “pedagogy” to “organisation,” from “organisation” to “reconstruction”? But indeed there were, in essence, no “transitions” at all: all this — “pedagogy,” and “organisation,” and “reconstruction” — are not transitions, but a natural and inexorable line of development. And how banal (not to say illiterate) are the lamentations of the functionaries hypnotised by “complex automation” on the subject of the “orientation of CIT towards manual labour” — of that very CIT, all the elaborations of which were literally shot through with the thesis of machinism and automatism. “Organisation is the lines along which automata run: muscular, nervous, machine…”

[¶7] Of course, without sinning against the CIT spirit and the spirit of the epoch itself, one ought not to assert that the CIT “science of the organisation of labour” — even in the ideal forms of “social engineering” — is cybernetics itself. In our enlightened age any postgraduate (not to speak of journalists) will give CIT a hundred points’ start in the matter of cybernetic formulations. But it is precisely now, on the threshold of complex automation and of the ever wider application in production of the methods and means of machine mathematics, that it is so useful to learn from CIT that attention to “trifles” to which the leader of CIT so insistently called by word and deed, having already then well caught the real danger of the Manilovian tendency to consider and resolve questions of Organisation and Reorganisation without fail only on a worldwide, planetary scale. For our age (though it be both cosmic and atomic) there will, as is evident, be enough of “simple” cares too: roads will have to be paved, and houses built, and bread grown… Thirty to forty years ago one likewise had to occupy oneself with the real reorganisation of production, i.e. with the roughest [draft] work, rather in spite of the distilled “NOT” of the professors and preachers than thanks to it…

*Note: Manilovian: from Manilov, the landowner in Gogol’s Dead Souls given to idle, grandiose dreaming.*

[¶8] And one more enviable quality distinguished A. K. Gastev and the collective led by him: an unprejudiced sobriety of evaluations, the ability to separate the matter [business] from emotions. While the lot of one and a half generations of NOT-professors only just sufficed for cares over the popularisation of the first half of Lenin’s phrase about the “refined brutality” of the Taylor system, over the exposure of the “legend of Ford,” CIT was not shy to learn both from Ford, and from Taylor, and from Gilbreth, and from many others. Is it not for this reason that [people] so soon began to learn from CIT!

*Note: Lenin, “The Immediate Tasks of the Soviet Government” (1918): the Taylor system is “a combination of the refined brutality of bourgeois exploitation and a number of the greatest scientific achievements”.*

[¶9] To be sure, there was enough both of criticism and of simple abuse. What alone are worth the cries about the “functionalka” [функционалка], or the objections, fashionable in their time but somewhat, we would say, unqualified, against the methodology of CIT, which supposedly transforms the worker under instruction into an “appendage of the machine.”

[¶10] In the conversation about the “cyberneticity” of the CIT method it is not superfluous, finally, to touch upon one more of its characteristic sides. Alongside the constant tendency towards the all-sided study of the factors influencing labour and production processes (within the framework of the so-called “labour clinic,” the design of which is sufficiently disclosed in the works of Gastev which have entered the present book), CIT was distinguished by a reasonable self-limitation in the choice of means for the resolution of concrete tasks. Of course, a genuinely “optimal” theory and methodology of instruction would have had, at the least, to account for all and every kind of data of the biological (psychological, physiological) investigation of separate acts of perception and of their series, which in aggregate compose the process of instruction. But — too few recommendations of this kind could the biological laboratories of the labour clinic of CIT of those years offer (although, to say it in passing, it is precisely from within their walls that proceed the sources of many superb works, long since become classical for any specialist in biocybernetics; in the first place this relates, of course, to the works of the biomechanical laboratory of N. A. Bernstein). And CIT made do with the means at hand (chiefly technical-organisational ones). In other words, theses of the type “engineering projects biology,” in which there is easily discerned the idea of “modelling with incomplete information,” known today from any little book on cybernetics under the name of the “black box principle,” signified, in application to CIT, a “narrowing of the base” not only of the problematics but also of the means of investigation. And, paying its due to the common sense of the CIT men [цитовцы], thanks to which they succeeded in obtaining quite palpable results (including [results] of a theoretical order) with the scantiest means, we distinctly understand that the magnificent design of Gastev to build a genuine University of Labour, a constituent part of which would be a “labour clinic” equipped according to the last word of science and technique, becomes precisely in our time one of the most pressing affairs of the Science of Labour.

*Note: N. A. Bernstein (1896–1966): physiologist of movement; his biomechanics laboratory at CIT in the 1920s is the origin of his later theory of the construction of movements.*

[¶11] Now several words about the book itself. Prefaced by the programmatic article of Alexei Kapitonovich “Our Tasks,” with the rules “How to Work” appended to it, published in the first issue of the CIT journal “Organisation of Labour,” it consists of three parts. At the foundation of the first part, “A New Cultural Installation,” are laid articles of the twenties devoted chiefly to general questions of Labour Culture. “General,” however, only in that measure in which Gastev was at all inclined to abstract preaching (we have already spoken of the stress upon concrete, “down-to-earth” recommendations, characteristic of the cultural propaganda of CIT). The pamphlet “A New Cultural Installation” itself subsequently (1927) entered into the composition of the third (the fullest of the lifetime [editions]) edition of Gastev’s little book “How to Work,” furnished by the author with the subtitle “A Practical Introduction to the Science of the Organisation of Labour.” The whole present edition as a whole we built, orienting ourselves to a significant degree upon this book. But whereas in the first part the questions of the “science of the organisation of labour” are expounded at the level of a “cultural Installation,” demanding a minimum of strain [tension] from the reader, the second part is devoted already to a more detailed exposition and grounding of the CIT conception of NOT.

[¶12] We considered it possible not to include in the collection the monograph “Labour Installations,” in which the method of CIT is expounded with the greatest completeness, restricting ourselves to the publication of the compressed formulation of the CIT doctrine expounded in the article of the same title from the journal “Organisation of Labour.” This is explained by the fact that the indicated monograph is laid at the foundation of a collection specially devoted to the pedagogical system of CIT, which is at present being prepared for print in the publishing house “Prosveshcheniye.” (The chapters from the second part of “Labour Installations” published in 1927 under the general title “The Installation of Production by the Method of CIT” had, owing to the limitation of the volume of the present book, to be reserved for subsequent editions.)

[¶13] Finally, the third part, as follows from its title, is devoted to the description of the works of CIT which constitute the “output” [выход: outlet, yield] of the theoretical positions expounded in the second part. Naturally, the rubrication bears a sufficiently conditional [conventional] character, since in the description of the practical works too, for all their topicality, there constantly appear formulations of theoretical conclusions, often very extended.

[¶14] The repetitions, which we did not entirely succeed in avoiding in compiling the collection, are not accidental: Gastev, “gone mad on one organisational idea,” all his life “chiselled [hammered] at one point.”

[¶15] The incompleteness of certain materials reflecting in themselves the evolution of the views of A. K. Gastev and the directions of the works of CIT is connected in a number of cases with the objective difficulties of the work of CIT (this relates, for example, to such interesting questions, still only awaiting detailed analysis, as the correlation of functional and linear principles of organisation in the works of CIT, of analytical and synthetic methods, the connection of the methods of CIT and the Stakhanovite movement, the role of technological and organisational factors in production). We preferred to sacrifice a part of the unconditionally interesting material (say, in the question of the evolution of the CIT approach to the problems of norming [rate-setting]) rather than to impose upon A. K. Gastev the striving to instil in the reader a consciousness of the naturalness and well-being [prosperity] of the last, sufficiently dramatic period of the work of CIT. The publication of the works of Alexei Kapitonovich obliged us to the maximal observance of tact in this respect: he began his “complete collection of works,” but did not finish it.

[¶16] Several works are presented in the collection in extracts; in certain others small reductions have been carried out. All excisions are, naturally, explicitly stipulated (by ellipses).

[¶17] In the selection of illustrations we, as a rule, followed the author, striving for the greatest clarity in the exposition of his ideas. The emblem of CIT (combined [superimposed] “instantaneous photographs” of the hand of a worker with a hammer against the background of a coordinate grid), with which all CIT editions were in their time furnished, seems to us a symbol which has gathered into itself the whole evolution of the life of Gastev — from “The Poetry of the Worker’s Blow” to the works of the last years.

[¶18] The bibliography of the editions of A. K. Gastev we strove to present with maximal completeness, although we clearly realise that many editions, scattered across various places and difficult of access, have not entered into it.

[¶19] The present collection, conceived by the compilers precisely as a practical introduction to the problems of the scientific organisation of labour in the proper (narrow) sense of the word, could not, naturally, reflect the whole breadth of the interests of A. K. Gastev and of the collectives headed by him. (In the first place this relates to the works on the so-called “organisation of mental labour” — with account taken, of course, of the conditionality [conventionality] of this term, towards which Gastev himself related highly ironically.) We hope to fill in the involuntary gaps with subsequent publications.

[¶20] Presenting to readers the first extensive edition of the works of A. K. Gastev after so long an interruption, the compilers, who count themselves his pupils, distinctly realise the measure of their objectivity. The unprejudicedness of CIT already noted above by no means presupposes a methodological omnivorousness, and it would be strange to expect from A. K. Gastev himself and from his like-thinkers a dispassionate juxtaposition of CIT deeds and NOT words. Following the example of Alexei Kapitonovich, we shall permit ourselves not to weary the reader with polemical digressions and shall restrict ourselves to an exposition of the work factually done (it is very much to the point here to direct attention to the beginning of the article “CIT as a Prospecting Structure [изыскательное сооружение],” where the position of A. K. Gastev is expounded with the utmost precision).

[¶21] We refrain from the traditional reservations concerning the inevitable obsolescence of the terminology (which is at times so unfamiliar that it may appear naive) and of the substance of certain ideas, from reminders about the development of technique over forty years, etc. We refrain also from the traditional optimistic words to the effect that “despite what has been said, the reader will be able to find in the book a number of interesting thoughts which have retained their designation…” etc. To repeat for the hundredth time things perfectly obvious means simply not to respect the reader.

[¶22] We wish to express the most sincere gratitude to all persons and organisations who rendered us help in the preparation of the present edition. In the first place this relates to friends from CIT who preserved the most valuable materials and helped us with advice: A. V. Smetanin, V. F. Kadobnov, L. A. Kanevsky, M. R. Zhuravlev, S. M. Mikhailov — to all the CIT men. Great help in the preparation of the manuscript for print and in the compilation of the bibliography was rendered to us by Sofya Abramovna Gasteva.

[¶23] We greatly value the attention and energy manifested in questions of the scientific organisation of labour by the Council on Cybernetics of the Academy of Sciences of the USSR, and especially by its chairman A. I. Berg. Invariable — even in the difficult years — were the participation and support on the part of one of the oldest CIT men, S. G. Strumilin. Of special acknowledgement is deserving the initiative manifested in the preparation of the present edition by the late V. S. Nemchinov.

[¶24] And finally, our chief gratitude — to the author, Alexei Kapitonovich Gastev. With the present edition we should like, if only in some measure, to express our deepest respect and admiration for his astonishing life-feat and scientific feat [подвиг: exploit, heroic deed].
