[¶0] § 1. Workers’ organisations and the organisation of labour

> Russian: § 1.

[¶1] IN THE BYGONE XIX AND THE BEGINNING OF THE XX CENTURY the workers’ organisations of Europe and America on the whole lived through a negative period. They negated. The organisational ill-being [неблагополучие: trouble, disorder] of industry did not move them; the rational setting-up [постановка] of labour as a social problem did not interest them. A combat position of struggle, or a quiet organisation of mutual aid, compelled [them] rather to rejoice than to be agitated if production gave an organisational interruption [перебой: stoppage].

[¶2] More than that: upon the organisational ill-being of the bourgeois economy, or upon the sickness of technical supervision, the workers’ organisations constructed their strategy and tactics in the war with capital.

[¶3] And yet — whether the workers’ unions willed it or not — they gradually became, as it were, silent commissars of the means and instruments of production; they already encroached upon them, psychologically they already possessed them, and they could not but be moved by the organisation of production and of living labour, taken in itself, abstracted from class struggle, from the topical social passionateness.

[¶4] And therefore, throughout the entire period of the negative workers’ movement, we see how from time to time articles appear, campaigns are raised for the annihilation of patriarchal survivals in the sphere of the organisation of production. Objective bourgeois reviewers of the workers’ movement had to state [констатировать: ascertain] that in a whole series of technical and administrative innovations contemporary capitalism is indebted to the demands of the organised Proletariat.

[¶5] § 2. The West-European workers’ orientation in questions of the organisation of production

> Russian: § 2.

[¶6] The English, German, French and American workers’ unions long ago brought forward and practically set [поставили: posed] the task of correcting the organisation of production, naturally binding it tightly to the interests of their class. The most vivid examples in this respect are the works for raising the technical level of qualified [skilled] workers.

[¶7] With the participation of prominent engineers and highly skilled workers, the unions organised courses of professional education; the unions published manuals and reference books for various professions. Let us indicate in this respect a striking example: that the most widely distributed technical reference book for the worker-mechanic in France is a manual published by the syndicate of metalworkers.

[¶8] The question of the organisation of apprenticeship in enterprises is another indicative example for illustrating the interest of the workers’ unions in questions of the organisation of production.

[¶9] From the same time when, by force of the evolution of administrative-technical supervision in enterprises, foremen, technicians, junior engineers and employees were transformed from “drivers” [погонялы] into indicators [указатели: pointers, guides] and entered the workers’ unions, or themselves organised professional organisations close to the workers — the unions still further increased their interest in questions of the organisation of production.

[¶10] But there was one sphere of activity of the developed workers’ unions, especially the English ones, where questions of the organisation of production stood unremittingly the whole time. This is the sphere of labour norm-setting. The English workers’ unions, in questions of norm-setting, had to discuss with the entrepreneurs questions of technique and its rationalisation.

[¶11] In this respect there were many paradoxical positions: not rarely the workers’ unions, in the interests of a given group at a given time, had to defend technical retrogradeness [backwardness]; but not rarely they became innovators of the organisation of production (the miners).

[¶12] § 3. The scientific organisation of enterprises in the West and the workers’ unions

> Russian: § 3.

[¶13] The first serious experiments in introducing scientific organisation in the West and in America belong to the first and second decades of the XIX century. These experiments were scandalous in their methodological crudeness and called forth a storm of indignation in the workers’ milieu. And yet this did not prevent the workers’ organisations from displaying [обнаружить: revealing] a serious interest in the system. Not only solid European unions, but even the weak French syndicates (the article of Merrheim [Мерейм] in “Workers’ Life”) gave an all-round analysis of the system.

[¶14] The English, American and German press produced whole series of analogous articles. The most agitating moment of the new organisation was time-study [хронометраж], conducted in a corporal’s manner; it overshadowed much in the system that was practically acceptable for the working mass and that was already being carried out in a scattered, unsystematised form. Time-study created a panic mood in the working masses, and yet the unfolded system met, on the whole, with a positive relation, as a derivative of all contemporary technique.

[¶15] § 4. The Russian orientation

> Russian: § 4.

[¶16] Already at the dawn of the open workers’ movement, in our professional milieu an interest in the organisation of production displayed itself. It is true that it was not brought out for discussion in assemblies, but its literary reflection can be seen at least in the articles of “The Metalworker” in the years 1908–1909 in Petrograd.

[¶17] In the years 12, 13 the practical application of the scientific system began in certain Petrograd enterprises. It must be noted that Piter [Питер: Petersburg] had already accounted for the scandalous experience of the West and approached the matter significantly more softly, bearing down upon the purely technical side. And yet the working mass and the workers’ organisations related to the system sharply negatively.

[¶18] Only in those years, at a couple of plants, does a struggle for norms begin — but a disorganised struggle, which soon ended.

[¶19] Only in the newspapers did a couple of articles appear with the usual relation to the scientific system, where its organisational-scientific side was accepted and time-study and all methods of direct action upon the living labourer were rejected.

[¶20] § 5. The organisation of labour during the war

> Russian: § 5.

[¶21] The war gave an unprecedented example of mass normalised production, broken down into the minutest operations, reaching even on cutting instruments down to the second (not to speak of stamping machines).

[¶22] Gigantic orders, large profits, major advances gave the entrepreneurs the possibility to strongly raise the technical equipment of the plants, and, naturally, direct action upon the labourer receded to the rear plane: the labourer was norm-set and corrected by the machine, and not by subjective supervision.

[¶23] The scientific organisation of production during the war was indirectly reflected in the entire social mode of life of peoples, especially of town-dwellers, regulating consumption, norm-setting even the family household, even the motion of pedestrians along the streets… The unprecedented labour upsurge of million-fold masses, the growth of the productive-technical order, despite all the terrible exhaustion of the labourers, produced upon them an indelible impression.

[¶24] Now in Europe it is not such a time when one could so crudely operate upon the masses with a chronometer; but now there it is also not such a time when the masses do not value the very system of the organisation of labour.

[¶25] In Russia, despite a sharper mood against the system during the war, there were, however, no cases of protest against the very skeleton [остов: frame] of the new organisation, although neither was there propaganda for it on the part of the workers’ organisation.

[¶26] § 6. The revolutionary period in Russia

> Russian: § 6.

[¶27] In the period of the Provisional Government and the first years of the Soviet regime, on the part of the workers’ organisations there was observed either a restrained or a sharply negative relation to the scientific system of the organisation of production. Only among the metalworkers, from the very first moment of tariff work, already in 1917, did a tendency display itself towards reforming the productive organisation in enterprises. This was merely a tendency. Tariff work in its directly consumer sphere seized entirely the working masses and the unions.

[¶28] However, serious agitation for output norms in 1917 brought forward with particular sharpness the problem of the organisation of production and of the scientific setting-up [постановка] of living labour. The name of Taylor was openly pronounced. But the union mass and a significant part of the union leaders remained deaf to the productive agitation.

[¶29] Simultaneously, interest in scientific organisation rises also in the milieu of the economic-regulating institutions. These latter, unfortunately, afterwards gave over all their energy to the organisation of the regulating centres themselves, and yet the interest in the system among the economic managers [хозяйственники] proved more durable than among the trade-unionists [профессионалисты].

[¶30] The key [разгадка: solving] to the restrained relation towards questions of the organisation of production on the part of the professional organisations consists in the fact that they approached the problem not through direct productive experience, but through tariff-norm-setting work; and it is understandable that their productive interest was all the time resolved by the consumer moods of the mass which they served in their tariff activity.

[¶31] It is evident that the unions must pose [set] the questions of the organisation of labour in the fullest independence from the tariff apparatus; otherwise they will arrive too late, and the matter will be carried through by the economic organisations.

[¶32] § 7. The resolution of the VTsSPS

> Russian: § 7.

[¶33] The All-Russian Central Council of Professional [Trade] Unions in the summer of 1920 brought forward the idea of organising a Scientific Institute of Labour. It is characteristic that here too the initiative proceeded not from the productive, but from the tariff apparatus. The idea of organising the Institute was posed by individual unions as well, and was fatally bound up with the work of the tariff departments. The link connecting tariff work with productive work in the unions is professional qualification.

[¶34] In the tariff sphere, qualification is connected with tariffication (group and category and the rate corresponding to it); in the productive [sphere] — with the place which a given profession, or its gradation (productive type), occupies in the enterprise. In order to find the most painless transfer of tariff-consumer work into technical-productive work, it is necessary to construct the system of qualification so that it is thrown into tariff practice only then, when it will have been constructed upon a purely productive basis.

[¶35] With such a mood the Institute of Labour was created, to the characterisation of which we now pass over.
