[¶0] It is precisely here that there manifests itself the completely new mass democratism of this measuring culture, [a culture] in essence bearing precisely a research character. The once-sacred concept of “laborant” [laboratory assistant] frees itself from its Faustian mantles and becomes a prosaic idea, comprehensible to all: from the sweeper to the director, from the pupil of the first-stage school to the director of the research institute.

[¶1] On the basis of reject-inspection [браковка: the sorting-out of rejects] there result hundreds, thousands and tens of thousands of rejection slips, statements, summaries, diagrams, curves, analytical conclusions, technical representations and production calculations.

[¶2] Let us not forget yet another important investigation, proceeding now sporadically, now from day to day, known under the name of chronometrage [time-study], the photograph of the working day, and the enormous quantity of works on the norming [standard-setting] of production and labour.

[¶3] The army of chronometrists and norm-setters — this is a numerous army of investigators, entirely unfamiliar to the enterprises (with the most negligible exceptions) of old Tsarist Russia.

[¶4] This too is a very democratic army of investigators, recruiting itself from persons of various qualifications: from workers, technicians, employees, engineers and professors.

[¶5] Here is what a mass of investigative work and what a mass of investigative personnel is now located in the enterprise.

[¶6] In the future one must expect by no means its diminution, but precisely a significant increase.

[¶7] We have already noted the broadly democratic tendencies in this work. But this is little [not enough]. The investigative tendencies in production become so organic that they will seize, and already are seizing, the entire production personnel.

[¶8] In our socialist country, where the socialisation of investigative work is gradually being carried out, the presence of the objective democratic tendencies noted above creates both objective and subjective preconditions for the enterprise itself to be transformed into an enormous centre of instruction and scientific inquiries, unprecedented earlier and unfamiliar to the former “university epochs.”

[¶9] It does no harm to establish that the technical wealth of the enterprise, generally speaking, more and more diminishes the interval between pure science and its application, an interval that was agonisingly long for the typical university investigator.

[¶10] Speaking of the inquiry work of the enterprise, it is necessary to note the particular development — and precisely in our Soviet industry — of such functions as the chronometrage and the norming of production and labour processes.

[¶11] Both in the production [carrying-out] of observations and registration, and in the processing of data for practical purposes, perfected scientific-experimental methods are here at the same time applied.

[¶12] This gradual “scientification” [making-scientific] of the life of enterprises leads to the fact that, fulfilling assignments according to a strictly calculated practical production programme, the enterprise at the same time constitutes an enormous experimental laboratory, becomes a scientific-inquiry institution. Not only the purely technical side of enterprises, but the very disposition of production processes in space and time begins to be carried out more and more on the basis of careful analysis, calculation and experiment.

[¶13] It is all of this together that constitutes what may be called the scientific organisation of production.

[¶14] It is curious that these beginnings of organisational scientificity arose precisely in the production enterprise, arose not in the milieu of the chair-holding professoriate, and only afterwards began to be designated in universities and VTUZs [Higher Technical Educational Institutions] by special chairs. The organisation of university scientific work itself has thus far remained without the application of the principles of the scientific organisation of labour. This is a fact over which it does no harm to ponder.

[¶15] Noting in the contemporary enterprise its growing pedagogism and scientific experimentalism, it is necessary once again to note, both in this pedagogism and in the experimentalism, the presence of a democratism unusual for pedagogical and scientific activity. The majority of the “actors” of factory pedagogy and science are people possessing no special certificates and no qualifications installed by academic tradition. The scientific qualifications of these labourers have, so to speak, not a diploma, but an organisational-production origin.

[¶16] The Pedagogue-Instructor quite naturally stands out organisationally from among the installers [setters] or simply from developed qualified workers, while in the inquiry-experimental work the hierarchy is often opened by a low-qualified woman worker-inspector [reject-sorter], who produces measurements, follows the technical indicators and enters them onto primary documents.

[¶17] In the enterprise, in connection with this pedagogical and inquiry work, new cadres of peculiar [distinctive] labourers have accumulated: instructors, installers, reject-inspectors, controllers, chronometrists, and behind them, higher in competence — analysts, laborants, heads of testing stations, of intermediate stores of parts, norm-setters.

[¶18] For the most part, despite the everyday operative expression of their work, they are innovators, stubborn fighters against the old calloused [hardened, crusty] practicism; they are genuine reformers of production; they are the new scientific democracy, with which the working mass finds a common language first of all, being itself in one way or another included in the work of pedagogising and scientifying the enterprise.

[¶19] The tendencies noted by us grow ever more, ever more and ever more organically permeating the enormous body of the enterprise with its first inventory and living human composition.

[¶20] All of this is precisely the new enormous and most perfected reserve for the preparation of the new cadres we lack.

[¶21] If the objective tendencies in the development of the enterprise, if our rationalisation, if our planned economy implant more and more into our industry pedagogism and inquiry functions, then by our volitional efforts we can not only reinforce these tendencies, but also make of them one of the reforms of the strongest action in the matter of the preparation of cadres.

[¶22] For in fact: if the enterprise in practice unites production and labour with instruction and inquiry work, and seizes by this instructional and inquiry work thousands of people, then a particular perfecting of this objective process, its — if one may so express it — careful organisational preparation [dissection, as of a specimen], may permit hurling into this enterprise enormous cadres for preparation, and thereby also overcoming one of our narrowest places [bottlenecks].

[¶23] By what, then, is the enterprise secured for the preparation of cadres?

[¶24] First of all, let us establish on the basis of the preceding exposition that the organisational evolution of the contemporary enterprise fatally [inevitably] leads to the fact that the enterprise disposes of a definite organisational-technical setting for instruction and for scientific-inquiry work.

[¶25] Concretely, this setting expresses itself in the following. Technical objects of instruction in the form of various machines and apparatuses with a strictly special designation, with a strict isolation of the given process, of the given technological method.

[¶26] An enormous quantity of measuring apparatuses and instruments, both framing the operating machines and concentrated in testing and control laboratories.

[¶27] The presence of an ever-growing registration and summary control-inquiry material.

[¶28] The presence of testing and control laboratories.

[¶29] The presence of a pedagogical and directive-investigative personnel grown upon the newest production. Besides all of this, one must not forget the ever-perfected instructional and technical documentation.

[¶30] In the enterprise, in comparison with typical educational institutions, two instructional institutions are lacking: auditoriums and laboratories for elementary, specifically instructional experiments.

[¶31] But the latter (instructional laboratories) in a large enterprise (be it electromechanical, be it machine-building, metallurgical, chemical or textile) can be organised much more easily and rapidly, taking into account the presence of material and everyday parts for laboratory apparatus.

[¶32] Regarding auditoriums, the matter is somewhat more complex. But the existence of schools, clubs and other premises situated near the factories can, given organisational energy, resolve this task. In capital construction, however, this auditorium problem resolves itself of itself.

[¶33] The problem of the directing and instructing personnel has already been uncovered [laid open] above. But it is necessary to note that when the adaptation of enterprises for the preparation of personnel is recognised and realised, we shall be witnesses of an enormous pull of scientific forces out of administrative centres and coordinating [approval] cabinets into the enterprises.

[¶34] Whom, then, can one prepare in the enterprise? We suppose that beginning with the low-qualified worker and ending with the professor: for both the one and the other group there already exists an organisational setting — and with effort a better one can also be created.

[¶35] The question of the special preparation [dissection] of the enterprise for the most perfected instructional aims is extremely interesting.

[¶36] The task consists in this: that at the price of this adaptation, on the one hand, the most perfected conveniences be granted to those undergoing instruction, and on the other hand, that it not only not hinder the working, constantly occupied personnel in production, but help it to raise its Labour Culture, and at the same time assist the enterprise in the transition to higher forms of the organisation of production and labour.

[¶37] It appears to us that this task, given a certain organisational-methodical approach, can be resolved extremely expediently.

[¶38] More than that: the methodology of the formation of cadres on the organisational basis of advanced enterprises will enrich our general pedagogical methodology.

[¶39] In this respect it appears to us extremely expedient to utilise the functional system of preparation; that very one which so enriches and perfects the enterprise itself.

[¶40] This will no longer be continuous production practice, and not only of studentship; this will be an integral system of the preparation of cadres on the basis of the functioning of enterprises.

[¶41] The preparation itself will appear as a constant organic function of the enterprise, and the enterprise will immediately find in these cadres new enormous forces for the inquiry work and the work renewing production.
