New Production Behaviour

(Towards the question of Labour Culture and the cultural revolution)

The period of the rebuilding [перестройка] of our industry is being marked out ever more and more sharply. True, the force and depth of this rebuilding differ according to the branches of industry, but in any case clearly expressed “leading” lines of rebuilding have already been marked out.

The living expression of the reconstruction of production is the formation of new worker types, the rebuilding of qualification and a completely new understanding of this qualification. The old qualification in force is in the majority [of cases] fitted to the explanation of that which the given worker does, but in it the picture of how this worker does [it] is so little disclosed.

In general this qualification is calculated upon the worker of the craft type with his integral [whole] processings of the thing or with the integral servicing of the given workplace, of the given machine-tool.

In this qualification tendencies towards worker types operating on dismembered works are noticeable, but this tendency is not typical, and everyday consciousness is interested precisely most of all in what exactly the given worker does.

The period of reconstruction first of all sharply singles out and deepens the new type of worker operating on dismembered works. But this is not enough. In certain branches of production — such as: in the textile industry (especially spinning and weaving), in agricultural machine-building, in certain shops of metallurgy, in low-current electrical machine-building, in the garment industry, in the food industry, etc. — in these branches there sharply steps forward the newest type of worker on works of a synthetic character, where the binding together and the coordination of production processes sharply steps forward. These are precisely those processes where continuous flows are represented, condensation [compaction], the complete-set servicing of machine-tools and condensation reinforced by dismemberment.

It is precisely these synthetic works that change at the root the contemporary type of worker, change all his production behaviour, change [it] to such a degree that there already goes off into the background — what to do, while there steps forward the problem — how to do [it], or more generally: how to behave [conduct oneself].

Marx, analysing the manufacturing division of labour, established that “it develops, along with the qualitative sub-division [расчленение: dismemberment] of the social labour-process, a quantitative rule [norms] and proportionality for that process” (Marx. Capital. Vol. I, p. 336, GIZ edition, 1920). And if such a “normative” tendency is marked out in manufacture, then what is there to say of the new and newest production, which Marx with brilliant [genius] foresight characterised as production internally connected and continuous (ibid., p. 372).1

Т. I, стр. 372).

1Marx, Capital, vol. I, ch. XIV, sect. 3, in the Moore and Aveling translation (1887).

In this production — in the new and the newest — an engineering-calculation approach in the determination of the behaviour of living labourers turns out to be admissible and possible; more than that: the production process dictates this behaviour. It is precisely here that the new Labour Culture is composed [put together], it is precisely here that the genuine cultural revolution takes place.

And the task of the builders of the industry under reconstruction consists in this: that, alongside the purely technological problems of production, [they] pose the question precisely of that Labour Culture which it is necessary to inoculate [graft] into the Working Class, providently remaking its habits, in which so much has still been preserved from the trade.

If already in manufacture, in distinction from handicraft, there appears the “collective worker”, then in the newest industry his production collectivism is constantly and calculatedly supported by the entire order [строй] of mechanically connected, strictly weighed production.

The new Labour Culture consists, principally, in the ability to work condensedly.

Moreover it is necessary to establish that to the concept of intensity one inevitably has to give a more complex interpretation. If formerly, in the current [commonplace] representation, every intensification was understood individualistically, strictly subjectively, then now it is impossible to treat it in this elementary form. The intensity of the worker in condensed works must be strictly coupled with the intensity of other labourers, with the productivity of the machine and, finally, of the entire aggregate of machines as a whole. It is precisely this organisational-production approach in the question of intensity that compels [one] not so much to “defend oneself” against intensification, as to learn to work intensively. The Working Class has to pass over in this question from “defence to attack”.

One may still speak much about whether the worker is an “appendage” of the machine or not, but one thing is clear, that the time has gone irrevocably when it was possible to speak of the “freedom” of the worker in relation to the machine, and all the more in relation to the enterprise as a whole. The craft anarchism of the labourer in relation to the machine or to the workplace goes away irrevocably, just as the trade also goes away,

If the typical tradesman or the worker on a machine-tool not included in strict dependence upon other machine-tools can say: “my workplace”, “my machine-tool”, “my work”, “my behaviour”, then in condensed works there step forward no longer places, but fronts of works, smashing the individualistic idyll of the “independent worker”.

Work on several machine-tools, on many sides [сторонка: one side of a spinning frame], on tens and hundreds of spindles, on a moving work-table, or work in a chain puts an end to the trade-anarchic behaviour of the worker. It insistently demands behaviour included in the general “behaviour” of the entire production process as a whole.2

2A spinning frame has two working sides; a spinner is allotted a number of “sides”. Work on many sides is multi-machine tending, the textile rationalisation CIT was then pressing.

And all that which formerly in the behaviour of the worker stepped forward as a personal “trifle”, as the personal intimate “secret” of its bearer, is now placed under the glass bell-jar of strict dismemberment, of visibility and accessibility understandable to all. It is precisely all this “secondary” [matter] that now has a determining significance: manoeuvres and walking about around the machine-tool, the concentration of attention, the distribution of attention, the motions of the hands, the positions of the body. It is precisely these elementary segments of behaviour that become the head of the corner [the cornerstone].

Hence also the key to the new Labour Culture, the key to the serious cultural revolution.

Hence also the problem of the new production Installation [установка: also setting, set] of the worker as the principal problem of the preparation of the Labour Force [рабочая сила].

And it is precisely from the point of view of the most advanced, the most new production that it is visible what the contours of the new production culture of the Proletariat must be, it is most visible how one must introduce the elements of the new Labour Culture for the entire Working Class, for those of its strata which are not yet touched by the new tempo of production, by its new organisation.

Here it does not hurt at all to rid oneself of certain habitual (firmly habitual) representations. The technological complexity of the metalworking industry in comparison with the textile [industry] created the pride of the metalworkers in relation to the textile worker. This corresponds to the objectively indisputable lower general-cultural level of the textile worker in comparison with the metalworker. But the point is precisely that the new Labour Culture is now being implanted, and will be implanted, into the ranks of the textile Proletariat both more broadly and more rapidly than into the ranks of the Proletariat in metal. The individually lower level of the textile worker in the general-cultural sense is organically unconnected with his high collectivist-labour culture. Exactly as the Labour Culture of the metalworker in agricultural machine-building is higher than [that of] the metalworker in machine-tool building, although their general-cultural development is constructed in the inverse relation.

We deliberately point to this paradox of culture (high individual intellectuality [cultivation], going alongside an anarchic-craft Labour Culture) in order to establish the difficulties; the tradesman armed with general-cultural equipment does not so easily surrender his individualistic “freedom”.

On these examples it is clearly seen that the new Labour Culture may fail to coincide with “enlightenment” [education]: in it there are far more elements of upbringing [training]; in it precisely behaviour is represented more than naked knowledge.

And such a Labour Culture, brought to the force of instinct, will be decisive in our economic, and together with it socialist, development.
