[¶0] Labour Installations

> Russian:

[¶1] The Soviet State gives a new social Installation [установка: also setting, set] to the Proletariat in the sphere of production. Every worker, independently of his hierarchical ladder, is a member of an enormous productive whole. He knows that even under the New Economic Policy the enterprise in which he works is a state social enterprise. This enterprise carries out a definite social function. It supplies with products one or another class of workers or peasants on the basis of a definite state regulation. Here there is no free play of forces, as under private industry, but here social productive norms of a definite kind are defended [upheld]. Consequently, every participant of the productive process in the Soviet State is a social man already solely because he works in a state enterprise working for workers and peasants.

[¶2] However, this general social Installation proves insufficient in order to attain a definite height of productivity of the enterprise. The trade unions, besides defending the height of wages, besides protecting the class interests of the Working Proletariat, brought forward the slogan of the

[¶3] norm, which determined how much each must work off [produce], what quantity of labour he must give to the Soviet State. But even this proved too little; the unions went further, they resolved to introduce

[¶4] exact accounting [учёт] of output and its regulation in the form of the principle of

[¶5] piece-rate pay. But even this is not all. On the basis of piece-rate pay there was brought forward a

[¶6] system of premiums [bonuses], which regulated now not only the general norm of output, but regulated the general

[¶7] tempo of production, maintained it over large and small periods of work.

[¶8] However, at the present time there already stands a more complex task. It consists in how to reconstruct production, so that in its very organisational technique there be constantly heard the call to continuous perfecting, to continuous invention, to continuous improvement both of production as a whole and of that limited field upon which each separate producer works. In a word, there arises the necessity to bring forward the principle of instruction, the principle of the organised setting [постановка] of work, the principle of the continuous drawing-in of the entire worker mass into productive initiative.

[¶9] The West-European and American doctrines on the scientific organisation of labour have not yet unfolded in this respect any completed methodology. Taylor in his time created the instruction card (conscientiously adding, moreover, that Adam Smith too had worked on the elaboration of the instruction card). His instruction card is a standard (a completed, affirmed [approved] type) of the operation. Taylor’s instruction card is given by the corresponding master [foreman], and the worker must execute it unswervingly. However, Taylor had to acknowledge that the best knower of the work, in its organisational and technical part, is the worker himself, and Taylor had to work towards working out technical calculators who would determine the exact time for the work and would work out instruction standards. He did not work his way through to creating a methodology of instruction of a definite kind, which could be thrown into the broad masses and, thus, compel these masses to manifest continuous initiative.

[¶10] Another prominent figure of the scientific organisation of labour, Gilbreth, studied labour motions. He went much further than Taylor. If Taylor was interested chiefly in the general mechanics of the operation, then Gilbreth began to study the micro-elements of this operation, began to study directly the labour motions and their constituents. On very limited material he created a methodology of a known [certain] kind, which gave standards of labour motions. But again Gilbreth did not resolve the question of infecting the masses with a definite methodology which would give the key to the continuous perfecting of the grip [приём: technique, method]. The principle of the standard seems to us insufficient, for the standard is a frozen norm of a definite kind and may in the near future turn into its own negation, into routine. Both Taylor and Gantt worked for a long time on the study of separate units of time. However, after such study they ended by bringing forward the standard of the operation or the standard of the grip. We posed the question of the creation of a psychological and general-biological adaptedness of the worker, of a definite kind, to the constant perfecting both of the operation and of the grip. Of this, especially of late, speaks the most prominent pupil of Taylor, Gantt. He attaches particular significance to the so-called teaching element in the enterprise. He justifies it not only from the standpoint of the formal principle of the increase of productivity, but also from the standpoint of the cheapness of production. Taylor, as well as Gilbreth and Gantt, considered the question of the very input of the worker composition [состав: staff, complement] into production the most actual [pressing] moment. They literally cursed the entire contemporary system of factory apprenticeship and considered that the chief victory must be won precisely here. The question stands thus: it is necessary to create a methodology of such a kind that would pass literally through the entire worker composition as a known general-methodological introduction into production, and even when the worker receives the so-called instruction card, then, though he be its exact executor, he would at the same time constantly give from himself the initiative for its perfecting. This perfecting may express itself for him both in the art of accelerating the work itself and in a known change of those fixtures [приспособления], that equipment and those small set-ups [наладки: adjustments] which contribute to this acceleration.

[¶11] The worker possesses a huge quantity of technical casus [incidents, odd cases]. Productive practice rewards him with a multitude of surprises; he resolves them at every step and thereby acquires a huge practical capital. But the contemporary worker lacks one thing: that in his very being there be worked out a tendency towards constant, unceasing [неумолчный: un-silent] perfecting, and, above all, that a methodology of constant approach to this perfecting be introduced.

[¶12] It is precisely over this methodology that CIT [ЦИТ, Central Institute of Labour] works. CIT considers that the creation of a methodology, the inoculation [прививка: grafting] of a definite organisational-labour bacillus into every worker, into every participant of production, must constitute the chief task of those who work on the improvement of production; especially in our Soviet country, which has created a productive democracy unseen in other countries, this task must be recognised as actual [pressing].

[¶13] It is precisely this that CIT considers the labour Installation.

[¶14] The methodology of CIT, worked out on the basis of the principle of the narrow base — which for it remains valuable both today and in the future — this methodology consists in giving the paths of the organic Installation of the labourer and in applying this organic Installation to the most diverse spheres.

[¶15] The word “Installation” seems to us in this case completely exhaustive. We pose the question precisely not of giving only a frozen standard for execution, of giving only a normal [нормаль: a fixed pattern]; we know that so-called standardisation or normalisation at a known stage of production is fetters for this production. Every standard constitutes out of itself an exact regimentation, as it were a congealing of technical progress at a definite stage in the name of the execution of a given operational task. The standard is not needed as soon as we pass either to a new product or to a new type, [a new] productive process. Consequently, we must acknowledge that the standard is a temporary form of the adaptation of a given production to a definite product or to a definite equipment.

[¶16] We accept the standard as a definite form for a given production. But still higher we place that capacity both for the rapid re-construction of production and for the rapid re-construction of all those habits which are connected with a given production. In a word, we pose the question of how to work out the standard, how to inoculate the capacity for constant work upon it, and mass work, not solitary work.

[¶17] CIT took an extremely prosaic thing as the object for its study. This is — chipping [рубка зубилом: cutting with the chisel] and filing. It not only decomposed this operation into separate constituent parts, which resolves for us as yet only half the task. It considered that it was necessary to resolve another, still more important task — to resolve the question of how a given operation is composed, how it gradually in-stalls-it-self [у-ста-на-вли-ва-ет-ся] in its gradual growth and perfecting, beginning from its most primitive execution and ending with the most rational.

[¶18] The principle of Installation in the interpretation of CIT consists in creating series of gradually growing Installations, beginning from the most primitive motions of man with his own hands, through the period of the complication of these hands by the instrument and, finally, to the complex series of combinations of the highest reflexes with the most perfected productive technique. Only with such a setting [постановка] of the problem is it possible to create that evolutionary chain which will answer both to the most primitive production and to the most perfected equipment. Only with such a methodology will it be possible to disclose to all and each how diversely a given equipment may be utilised by means of the change of Installations. We begin with the most primitive, with the most elementary motions and we carry out the machinisation of man himself. This machinisation we understand thus: the less perfected the motions, the greater in them is the element of braking [торможение: inhibition] and the less the motor automatism. Perfected mastering of a given motion implies a maximum of automatism. If this maximum of automatism grows, and thereby the tension of the nervous stimulus decreases, and thus nervous energy is freed for ever newer and newer initiative stimuli, then the might of a given individual will increase to boundlessness. He becomes capable of the constant combination of his automata and of their constant utilisation for newer and newer active tasks. The greater the quantity of these automata a given man has, the more organisational possibility accumulates in him. If we take into account that man differs from the machine precisely in that he has such a fine auto-regulator as the brain, then the creative machinisation of man can, of course, go immeasurably further than what is laid down in the contemporary machine, the tool. This principle of machinisation, or biological automatism, must go very far, right up to the so-called thought activity of man.

[¶19] The thought-work of man is the more mighty, the more freely man disposes in the combining of his accumulated neuro-muscular automata. For it is not without reason that — in order to be a strong worker of thought, one must have at one’s disposal a colossal memory, i.e., otherwise speaking, one must know how to create such a tension at which various automata of memory would be switched on rapidly and in all possible directions, these automata would be switched into ever newer and newer combinations, would hold them in a known tension, and thus man-the-thinker would gain victory after victory. The automatism of man stands in no contradiction whatsoever with his organic creativity. Simple automatism, which consists in the ordinary repetition of one and the same act, in the end leads to torpor [спячка: hibernation], leads to hypnosis. But if ever more and more automata are switched on, if a given man, and consequently the producer too, grows accustomed to the progressing switching-in of new variables, then he becomes a boundless creator. Perhaps sometimes only an insignificant new idea is needed, an insignificant new reaction, and this capacity of man to switch on an enormous quantity of his automata creates out of him a boundless strongman of thought.

[¶20] We do not recognise the difference between so-called physical labour and so-called mental labour. That same chipping with the chisel in its period of coordinational motions discloses for us the depths of the passage of elements of imagination in work, of elements of memory, gives us the key to the construction of so-called thought-work. In a word, this so-called labour Installation represents itself to us as an enormous chain of the switching-on of simple and complex reactions, the creation of powerful automata, the switching-on of these automata into complexes, the continuous enlivening of these automata by new reactions.

[¶21] A careful analysis of one labour operation — chipping with the chisel — permitted the construction of a special system of training [тренаж], i.e., of the calculated formation of a given Installation.

[¶22] The system created on the basis of such a prosaic operation as chipping with the chisel, which in one of its coordinational acts represents an extent of a mere [fraction of a] second, gives the possibility of constructing such a mechanics of Installations which seems to us applicable everywhere and anywhere. With the sequential building of these Installations we, completely without noticing it ourselves, first work as primitives, first work as helpless savages, and then, with the accumulation of neuro-muscular automata and with the complication of our organisational environment, without noticing it ourselves, give birth to the machine. The machine is for us an organic, downright fateful necessity of our system. But our system is not squeamish; it can go to any axe and plane and at the same time it can go to the most exact machine measurer, thanks to the fact that it gives not only a normal of Installation, but series. It must indicate the place of a given Installation in a definite series.

[¶23] By the same principle as we create the Installation of a definite given motor system, we also create the Installation of the operation. The operation, however simple it may be, represents for us an enormous world deserving microscopic study. The operation for us is a definite complex of motor reactions with a given organisational environment. The coupling of operations among themselves (carried out either on the basis of the primitive or on the basis of the perfected machine, it makes no difference) constitutes for us the productive complex, where definite workers come into motor contacts among themselves. At this stage machines too form definite complexes, which not only move and are governed, but are continuously perfected. On the basis of given machine complexes production is organised, on the basis of production — factories, and even when we pass beyond the gates of the factory, then too we carry within us the productive Installation. We already react to everything surrounding us in such a way that this surrounding is for us definite series of Installations, in which _we_ can sometimes create temporary standards, but in any case our Installation method permits doing only one thing — continuously revolutionising everything that stands outside the factory too. Whether it be everyday life [быт] or the question of general culture, here too we shall have to come forward with a system of Installation, the so-called cultural Installation, which obliges us to build series of a definite kind.

[¶24] This doctrine may be set forth in the most abstract, mathematically-academic form, and at the same time it is comprehensible to every day-labourer, it is comprehensible to anyone who has undergone the so-called trials, approaches to labour. It is precisely these approaches and trials, which every illiterate man too has undergone, that we elevate into a definite lawfulness [regularity], and we perform with them only one small operation: out of an expression of retreat we make of them an offensive. When the simplest worker, after some incorrect approach, undergoes the so-called stupefaction [оторопь: being taken aback], then we must at once establish which element of the Installation series _we_ must lower, which reaction to switch off, so that instead of stupefaction there appear confidence, and confidence become a habit (an automaton).

[¶25] Thus, our methodology is an active methodology, which has as its aim to activate the worker masses, instilling in them the demon of the inventor, the demon which compels one constantly to try, constantly to fit oneself to [приноравливаться], compels one to be active and on guard under all conditions.

[¶26] The laboratories of CIT are built too on the factory principle. They work on the basis of a definite operational methodology, having as object some single operation. They investigate it from different sides, string upon this operation a series of other operations and in the end pose the problem not only of machine labour, but also the problem of the general mounting [монтаж: assembly] of production, where the role of the active labourer becomes immeasurably great.

[¶27] We suppose that now, when our methodology has met such a sympathetic response among factory labourers, when we are completing the release of the second hundred of instructor-workers and scattering them across the most diverse corners of the USSR, it is no longer frightening for us to occupy ourselves with _that_ whereby, already by the method of “mass production,” on the basis of the stamp [die] of our methodology, we take the most diverse productions for processing and make in them the corresponding Installations.

[¶28] Our large consultative practice on the reorganisation of enterprises now has beneath it a new, more mighty organisational-productive base. We go into the enterprise not only with the aim of composing on a drawing or on paper a plan of structural reorganisation. No, we represent to ourselves reorganisation not only as an emergency case in the life of production; for us reorganisation is a continuous, constant task, and one carried out not by shock order [ударный: shock-work], but by a methodical, pressing one. Our chief lever is instruction. Instructors scattered across the factory in the form of initiative installers are the everyday inspectors and setters [наладчики: machine-setters] of production. The instructor watches over all Installations, directs them and is the tireless initiator of ever newer and newer perfected Installations.

[¶29] We suppose that, precisely by introducing into Soviet Russia the worked-out principle of mass instruction, we are doing an extremely responsible thing. We not only resolve the task of production executing those economic tasks which are given to it according to a definite programme, we instil into the broadest masses a restless creative stimulus. And if today the instructor works in the factory according to this methodology, then, having left the factory, tomorrow he may become the Organizer of a new productive unit, may become a completely new culture-bearer [Kulturträger] of production in new spheres and regions.

[¶30] In conclusion we should like to say exactly and definitely what the principles of our work are. First of all, precisely the narrow base, at the mere mention of which many are shaken. We wish to go first into depth, and not into breadth. The more we go into depth, the easier it will be to go into breadth, the more methodical conviction and activity there will be not only in us, but also in those who will be adherents of our method.

[¶31] The 2nd principle is deep productive democratism. We cannot profess that lordly [barin’s] idea that it is necessary first of all to supply new machines. Our slogan is — “work with what there is,” cultivate a firm, inflexible faith that with the Installation methodology you must find your bearings, get out of any situation. Only then, when this new active generation grows up, which will learn to overcome productive difficulties, only then can we be certain that Soviet Russia will fear no productive interventions. She herself, within herself, in the heart of her producing class, will find the forces to cope with those great tasks which stand before her and will stand incessantly.

[¶32] COMRADE! DO YOU KNOW THE INSTALLERS [SETTERS-UP] AT THE MACHINE-TOOLS? THEN LET US FIGHT FOR A WELL-KNIT, LIGHT INSTALLATION OF MEN IN WORK
