[¶0] Once, however, the task has been installed [установлено: set, established], it is necessary to execute it, and the main thing — before all else — [is that] it must be formulated. And so, before all else, cycle “A” gets formed.

[¶1] Cycle “A” is the so-called plan-formulation, or the precise revealing [uncovering] of tasks together with all the auxiliary means which are needed for the execution of the given task, in the form of: the differentiation of the given task, of sources, of succession, of the designation of objects. Cycle “A” is the strict delineation of the task, corresponding precisely to that which in an industrial enterprise corresponds to the drawing [blueprint].

[¶2] Already on the basis of cycle “A”, cycle “B” — the programme-cycle, which writes out in detail the means of execution — is quite inevitably introduced into the framework and receives a strict sequence [order of turn].

[¶3] Prolonged work over the composition of plan- and programme-documents shows that the discipline of research work, its responsibility, the precision of its execution depends upon “A” and “B” — upon their precise execution. These “A” and “B” so shackle the insufficiently held-out will of the researcher that precisely this shackled-state, limited by the precise bounds of the execution of the given work, gives the producer an enormous relief; one might say, a moral relief, indicating to him the precise boundaries of his responsibility and achievements.

[¶4] The 3rd cycle — “C” — already speaks of the very form, the composition of the work being executed, of that which, properly speaking, is called research.

[¶5] Inasmuch as it has to be executed in precise accordance with the plan-formulation (with the drawings and with the programme), here the standard already suggests itself of its own accord.

[¶6] Further work over all this led us to the necessity of executing a whole series of particular auxiliary standards concerning explanations, or (expressing it in technical language) specifications, diagrams, schemata, etc. (depictive documents), so that this standard “C” acquired an enormous inertia and constitutes in itself a most abundant factor of scientific production.

[¶7] Finally, cycle “D”, which is, as it were, the article [product] itself, the realisation of that order which is pre-drawn [pre-ordained] by the plan-formulation (standard “A”). These are the normative conclusions which appear as the result of the research.

[¶8] Despite the simplicity and obviousness of all these cycles and of the documents corresponding to them, their consistent carrying-through encounters enormous difficulties, inasmuch as it presupposes the thoroughness and the consistency of this carrying-through. But even the mere presence of a formalised cycle “A” introduces a significant overturn [upheaval] into scientific-investigative work, bringing it closer to exact industrial production.

[¶9] Speaking of the thoroughness of execution, we especially wish to note that the introduction of plan-standards, more than a hundred purely administrative directives [would], compels one several times over, and conscientiously, to redo the work, for the standard is a better [Gastev: “more better”] rejector of work than an administrative order.

[¶10] In this work on the civilisation and standardisation of the processing [machining] flow in investigations we, properly speaking, resolve the task of the transformation of a literary work into a table, into a drawing, into a card.

[¶11] After this work of standardisation and of the precise designation of the production flow had been outlined in three domains: in the organisation of the enterprise itself for the preparation of Labour Force [рабочая сила], in the production of methodical means, and, finally, in the standards of the general composition of investigative work — it already became not so terrifying to pose the question of the organisation of the laboratory experiment.

[¶12] * * *

> Russian: * * *

[¶13] At the present time the basis of all work for us is the already existing tempo and cyclicity of the enterprise for the preparation of Labour Force. And for the laboratory experimenters the very problem of the setting-up [staging] of laboratory work as operative production no longer appeared such a surprise. This operativeness we introduce with extreme gradualness, holding all the while to purely technical, organisational frames. Operativeness in laboratory work we introduce above all in such laboratories as are quite immediately connected with the enterprise for the preparation of Labour Force. Above all this was the laboratory of Production Control.

[¶14] In the work of the laboratory of Production Control the fewest methodological errors can be admitted, inasmuch as the work of this laboratory proceeds step by step according to the operative cycles of our basic enterprise and in strict accordance with its tempo. The work of this laboratory is founded upon entirely concrete measurements — spatial measurements of the things being processed and measurements of the time expended upon the processing of a given thing, upon the production of a given operation. The precedent for the practice of this laboratory is the most abundant production-laboratory practice of the newest enterprises, in which we indeed see the prototype of industrialised investigative work. Besides the cyclical and daily operative connection of the laboratory of Production Control with the basic enterprise, we placed it under the press of cyclically proceeding production expertises (more precisely, “acceptances”), equipped no longer by us, but by the consumers of our production.

[¶15] An enormous quantity of expert commissions, both in metal and in textiles, and in recent times also in construction production, worked alongside the laboratory of Production Control, juxtaposing its data with their own measurements and evaluations.

[¶16] This was especially striking in the domain of the textile industry, where the consumer-managers [хозяйственники: economic executives] counterposed their own data to our data from the laboratory of Production Control, whereby both with us and with them these data were expressed in measuring units with a precision down to seconds and tenths of a second.

[¶17] In such a compressed situation [setting] it is already impossible to work in the laboratory “by inspiration”; here only regular-operative work is possible.

[¶18] As we indicated above, the laboratory of Production Control operates chiefly with data of precisions and data of times (or velocities). The thing-material (the article) and the living material (the cadet [course-trainee]) was so abundant and varied that, properly speaking, upon these data alone one could have built an entire investigative institute, which would yield not only technical, not only organisational indices, but also biological indices (of course, indirect ones).

[¶19] That is why, even solely upon the basis of the data of the laboratory of Production Control, we resolved to organise the Bureau of Clinical Analysis.

[¶20] And it was precisely here that it became clear that contemporary control work in production, known under the name of “rejection” [scrap-sorting] work, in the event that it has as its objects hundreds and thousands of objects, can be set up [staged] as laboratory work capable of yielding the most abundant conclusions about the living labourer. And at the same time, in CIT [ЦИТ, Central Institute of Labour] it was precisely this work that gave the possibility of finding firm starting bases for the organisation of a Labour Clinic working with a limited quantity of labourers.

[¶21] The Bureau of Clinical Analysis, making summary and analytical tables on the basis of the operative material of the laboratory of Production Control, developed its work in the form of summaries, diagrams and curves, and very soon had to pose the task already of a certain standardness of analytical commentaries.

[¶22] Is it possible to separate in laboratory work the functions of the experiment from the functions of the analysis of experimental material? If this question is posed in relation to biological laboratories, then from the producers of experimental works one may receive a negative answer.

[¶23] However, this is nothing other than the expression of a poorly-developed and unstable technique of experiment. There, where the experimenter deals with hundreds of objects, where the experiment is continuous and the technique of its carrying-out is stabilised, there the possibility of such a separation is obvious. That is why we make attempts not only at this separation, but also at the commenting of analytical documents.

[¶24] In the Bureau of Clinical Analysis, alongside the technical sector, an analytical-biological sector took shape in CIT. The analytical correlations of a given experiment are produced by the given laboratory, but inter-laboratory correlation is produced in the Bureau of Clinical Analysis.

[¶25] The problem of the laboratory ensemble in CIT was posed long ago. But here no small difficulties presented themselves. We could achieve victory only in the respect that the laboratories worked upon one object, but could not resolve the task of reducing the laboratory experiment either to a single analytical base or to a single flow of those experimented-upon.

[¶26] Now this moment has arrived: the enterprise for the mass preparation of Labour Force [рабсила, the contraction of рабочая сила] gradually broke apart both the organisational and the methodological closedness of the laboratories.

[¶27] The resolution of this latter problem is carried out by us not only upon the basis of the extraction of analytical-correlative functions from the jurisdiction of any one laboratory and the transference of this into the Bureau of Clinical Analysis — the resolution enters in also in organisational form. The creation of the Bio-Engineering laboratory appeared as this form. Its task consisted in creating, within an integral experiment upon a natural workplace, a synthesis of the organisational-technical and the biological experiment.

[¶28] Production work we analyse in CIT not only from the point of view of its operational dismemberment (as in the laboratory of Production Control), but also from the point of view of its functional dismemberment (the Bio-Engineering laboratory).

[¶29] The methodics of functional analysis appeared in CIT once again as a result of the work of mass processing in the enterprise for the preparation of Labour Force. It is laid as the base for the fabrication of mass methodical means for the labourer (instruction cards). It likewise served as the base for the laboratory experiment in the Bio-Engineering laboratory. But it also, we hope, will permeate the entire work of the Labour Clinic.

[¶30] Functional dismemberment is conducted in the basic form (we would call it classical): Installation [установка: also setting, set] — processing [machining] — control. We subsequently differentiated this formula much further than its classical form. But even this “triangular” dismemberment appeared as the greatest source for the analysis of the labourer, and of the machine, and of the enterprise.

[¶31] This functional analysis we consider the most reliable joint [junction] of technique with biology, depriving biological constructions in the science of labour of their naively-closed absolute significance.

[¶32] If we in CIT had not a single biological laboratory, if we had not a single biologist, then now, having experienced the luxury of closed biological experimenting, we can definitely say that the functional analysis of work could be that sole base which, with synthetic wholeness and not eclectically, would call forth the biological experiment. Precisely, in our view, engineering projects biology, and not biology engineering. This came forward especially demonstratively in our analytical-production works, where biology came forward as a derivative function of engineering. This decides the choice of the biological problem. But by this the question of the character and organisational placement of the experiment is not yet decided. Here precisely comes the specification [refinement] from the side of functional analysis.

[¶33] This functional dismemberment appeared for us as that organisational schema which helps organisationally to include various biological laboratories into the general ensemble.

[¶34] This dismemberment, on the one hand, and experimental synthesis — on the other, already quite insistently poses the question of the standardisation of the experiment. But with this standardisation there is quite inevitably bound up the synchrony of laboratory works, and in this there helps above all the cyclicity and synchrony of the work of the enterprise for the preparation of Labour Force.

[¶35] It is all this that permits us to transfer laboratory work already into the clinical-mass [form]. And there is now nothing surprising in our striving to “laboratorise” the entire enterprise for the preparation of Labour Force, to create within it a permeating system of indices and, in this way, to realise the task of the Labour Clinic.

[¶36] Will this standardisation and synchrony not kill the “spirit of creativity” of the experimenter and investigator? It seems to us that this question has already become for us purely theoretical. Free creativity, unregulated by standard norms, must be and does take place precisely in the preliminary ventilation of the problem and in the methodological experiment; but once this task is resolved, the experimenter is included into the operative flow.

[¶37] Only the organisation of investigative works after the type of the newest industrial enterprises will permit us, in resolving enormous clinical tasks, to manage with an insignificant staff of labourers, and only it, this organisation, permits us rapidly to include into investigative work fresh contingents of labourers who previously did not participate in the work of CIT; it likewise will permit, and already does permit, us to transfer our investigative-clinical experience out of the walls of CIT and to unfold analogous works in enterprises.

[¶38] Reference [Note] on the Question

> Russian:

[¶39] The organisation of investigative work and of that investigative structure [edifice] which with heavy slowness develops in CIT constitutes out of itself a most complex problem, far more complex than the organisation of labour in industrial enterprises. The matter is that contemporary scientific work, or more broadly — contemporary “mental labour” in precisely its productional nature, can for the present, unfortunately, be referred only to the handicraft [ремесленный] type.

[¶40] It is not only little machinised and mechanised; it has, unfortunately, not yet attained the type of manufacture. Hence the difficulties not only of its organisation, but difficulties more fearsome: difficulties of evaluation, difficulties of every kind of expertise [expert examination]. Hence too, undoubtedly, the guild “secrecy” and closedness of the producers of mental labour, which makes them kin to the handicraftsmen in the domain of labour, the so-called physical.

[¶41] Marx, investigating handicraft labour in production, gave it astonishingly subtle and at the same time sarcastic characterisations. It seems to us that these characterisations are wholly applicable to the contemporary organisation of scientific labour. Marx says:

[¶42] “It is characteristic that up to the XVIII century the individual handicrafts were called mysteries (mystères), secrets, into the depth of which only the empirically and professionally initiated could penetrate.

[¶43] In the famous ‘Livre des métiers’ of Étienne Boileau it is prescribed, among other things, that the journeyman, upon his reception as a master, give an oath ‘to love his brothers fraternally, to render them support — each in his handicraft — not voluntarily to give away the secrets of the handicraft’.”
