§ 8. Bold Rationalism
The events of these years have led us out of the boundaries of the ordinary. Now heavy factors, headlong [impetuous] ideas, volitional impulses exceptional in their sweep must come out onto the stage. Our life is marked by a fresh barbarism, by the winged flight of mechanics, by an unprecedented scientific ardour [задор: zeal, fervour] and by the slogan of work. Too much has been destroyed, destroyed to the point of madness, to the point where chronology has been erased; but still more has been begun, begun with open naivety and belief. All this must be accepted, accepted unconditionally, accepted as the emotional-political manifesto of the time, and one must surrender oneself to the whirlpool of the new epoch, where the general platform must be bold rationalism.
The Revolution knows its ebbs and flows; it knows unbridled heroism, proud rebellion, but also the philistine intoxication with achievement, the provincial feuilleton of its own designs. We must discharge [разрядить: as a battery or a weapon] Eastern heroism and the “Sunday-best” intoxication, and give forth a severe rank [file] of labourers of untiring, calculated rhythm. We must be the staff organisation of labour creativity, the negators of the handicraftsmen and aborigines of this day who settle aground on the shoal, and must call towards the greatest synthesis of the century. To draw into a single megaphone [mouthpiece] the voices of dead centuries, to give the regency [the choirmaster’s baton] to the scientific chorus of contemporaneity, to call to life the generations struck by the events of our years, to inoculate them with the demon of energy and to switch on the frozen [stalled] motors of history.
Let the hothouse labourers count out the doses of modest waterings for our undertaking; we shall assemble [скомплектуем: make up the complement of, as a unit] crowds of labourers upon the open earth from horizon to horizon, and we shall begin to demolish and to build in calculated lines and angles, straight on a course into the unknown, with a compass towards the cold, with a chronometer into distant centuries.
In our run into the future we wish to be the heirs of all the tragically dark corridors of the past and the synthetics [synthesisers] of contemporaneity. The scattered historical experience across epochs, classes, disciplines, united with the accounting of the scientific achievements of the century and with import from all continents, we shall pierce through with the priority of methodical, strictly calculated, technicised labour. Here is our banner, our slogan.
§ 9. Historical Material
In the historical past of mankind there is scattered much organisational-labour experience, which may be utilised by us as a dim [vague] precedent of exact norm-setting and accounting. The domain of labour experience is very diverse, but for us precisely that which was covered [encompassed] by some social institution possesses particular value.
The earliest experience in this respect consists for us of the craft unions of ancient and medieval history, with their norms of work and with limitations upon the maximum of pay (from above, by the legislator). The maximum pay of tradesmen afterwards passes over into free pay, and then the regulation of minimum pay steps out onto the stage (the XVII century).
Workers’ unions, especially the English ones — the child of the new free industry — brought forward the slogans both of maximum pay (a means against the individual wrecking [undercutting] of the conditions of labour) and of minimum pay (a method of mass resistance against the intensification of exploitation). But what is most important of all in their activity is that regulation of outputs per defined unit of time which they created over the course of a century and a half of their activity. The unions of workers thereby created not only norms of output; they created a universally recognised tempo of work, beginning with the large unit of time in the form of the week or the month and ending with the hour. In this tempo they imprinted the labour temperament of their epoch and of their class. By their crumb-grubbing [penny-pinching] norm-settings they psychologically prepared themselves for the reception of new systems of labour, however declaratively they might resist them. In their activity it is curious not only that custom was fixed; they gave experiments in the deliberate lowering of the labour tempo, a lowering carried out by enormous masses and demanding the greatest organisational-labour upbringing. This is the so-called sabotage (ca’canny) [кропание: dawdling]. That the carrying out of such grips [приёмы: techniques, methods] demands a great culture is shown if only by the fact that the Russian workers did not succeed in the grip of calculated sabotage: they gave one another away by their individual tempos.
In the row [series] of other socio-historical formations we must turn attention to the organisation of armies. Here was applied a regulation exactly fulfilled by thousands and millions, a regulation realised at a defined time; here there was a strict, regulated self-maintenance [самоуход: care of oneself] by the soldiers, giving them the psychology of every-minute readiness for gesture, action, exercise, work. Here were designated exactly delimited segments of time over the course of the year, the hour, over the course of the minute. Gymnastics, manoeuvres, organised motions in peacetime and combat conditions gave specimens of exactly accounted motions, always corrected by command and by the conduct of each man out of the mass. Finally, in separate grips a careful decomposition of them into elements was carried out. In a word, the army for us may be a curious historical fact, having pre-decided not only the methods of contemporary industrial work, but also having had a presentiment of its contemporary scientific foundations. That gigantic organisational experience which the armies unfolded in the contemporary world war and the Russian civil war — independently, of course, of the concrete objects of action [воздействие: impact] — must be accounted by us down to all concrete minutiae. The working portability of military clothing, strategy and tactics impregnated with the newest mechanics, the adaptation of armies for labour purposes, finally the entire regime of the barracks-siege state [положение: state of siege] with the accounting of every calorie and every combat effort — all this we must take as an unprecedented mass experience of labour-combat functions [отправлений: also discharges, operations].
In order to designate the tendency towards the fullness of utilisation of historical experience, we shall indicate the labour regime created by the church (labour obediences), where, despite ascetic deformities, there existed a particular cycle of time, a firm schedule of labour functions — now by the sun, now by an exact hourly schedule.
§ 10. Contemporary Technique
As the most decisive factor of the organisation of labour one must recognise the contemporary development of technique. In the domain of factory industry, technique has given a revolution so striking, so profound, that before its logic the most inert resistivity [capacity for resistance] both of administrators and of workers proved invalid.
In the factory not only did the machine appear, but within this latter the general parts and the small details were also machinised. The engine [prime mover] out of an amorphous-muscular one turned into a motor with exactly accounted energy and exactly accounted transformation. The system of transmissions [gearing] gave a differentiation reflecting time, the quality of the article, the method of tooling [инструментировка: instrumentation]. The instrument acquired a qualitative and measuring sensitivity, creating in the labourer as it were a particular, finest instrumental sense. The types of machine, mechanical fixtures [приспособления: attachments, jigs], with the accounting of microscopic magnitudes, created a particular methodology of mechanical dexterity, unseen before.
The system of operational works and of million-mass fabrications made of every machine-tool [станок] a laboratory, in which only everything most rational, convenient, rapid, productive survives. A system of mechanical selections was born, of the survival of “strong” mechanical methods, of economical speeds, of full utilisations. These selections were fastened down by a particular regulation, to violate which is as absurd as it is absurd to place one’s finger under the cutter.
The most perfected machinism, completed by automatism, with an ever-growing normalisation of the magnitudes and forms of processed articles, of instruments, of speeds, gradually led to such a position that the “all too human” gesticulation of the living labourer turned out to be a small oasis within the fettered [clamped] frame of calculated machine motion. The methodology of machine work, with its analyticism, its accounting of small magnitudes, its norm-setting, inevitably had to burst into the living labour of the labourer. And had Taylor not been born with his chronometrage and his decomposition into elements — it would have been necessary to give birth to him “to order.”
But the machine in the factory is not alone. Machines are broken up into groups. They are soldered together by kinship or by the sequence of operations.
The transition of work from machine-tool to machine-tool, factory transport, like any mechanical motion in the factory, stands before the technical leaders as a magnitude subject to accounting and study. The plan of the shops, the layout-planning of machine-tools and of all working places, general and everyday transport are just as exactly regulated, automatised, normalised, studied in space and time, and gradually turned into a finely calculated machine of enterprise management, a machine of labour management. Thus arises the system of the scientific management of enterprises. In the general system of this motion of things, the displacement [movement] of man and his action upon others also turned out to be a small, but frequently determining, oasis. This oasis too was placed under the glass bell [cover] of science. The system of scientific administration appeared.
§ 11. Psychophysiology
All organisers of labour, technicians predominantly, besides purely technical questions, posed also the question of the psychology of the labourer, the administrator, the master [foreman]. They likewise posed questions concerning the physiology of labour. Questions of psychology were treated as a means for the selection of labourers; questions of physiology — as a method of the master’s [proprietorial] humanitarianism. Simultaneously these same questions were posed by state protection of labour. Finally, psychology, as a pure science, became interested in labour; parallel to it worked pure physiology.
Before us, to its full height, rises the task of synthesising all the achievements of psycho-physiological investigations.
For labour that is purely muscular and at the same time individualised, the sole foundation of rhythm is the human heart — whether the speech concerns the immediate labour rhythm or the rhythm of the “onset” of labour and its “giving-up” [сдача: surrender, handing-over]. The study of such labour is possible within traditional-laboratory limits and is most accessible for the contemporary scientist-investigator.
Cooperated labour, although purely muscular, devouring the individual rhythm in the name of the collective rhythm, already poses problems of a more complex scientific approach than the immediately laboratory-based one.
Mechanised labour, yet demanding either complex or vigilant control, is the most interesting and responsible in the sense of the methods of study and of the value of psycho-physiological conclusions.
Finally, labour relatively increasing in contemporary society — industrial, factory labour — gives the possibility of translating the purely psychophysiological problem into the problem of the psycho-physiological culture of the Proletariat.
The first two categories of labour give, and will give, enormous material for study. Here there will be no shortage of scientific and practical psycho-physio-labourers. A whole series of problems has already been brought forward and to a significant degree illuminated: working speeds, general influences of work upon the organism, passive and active attention, irritations [stimuli] during work, nutrition. There are even attempts to create a scientific synthesis of all these problems (the “Reflexology” of Prof. Bekhterev). Moreover, special disciplines have already grown up treating questions of the applied psycho-physiology of labour (“Psychotechnics,” having relation also to the third group of labour indicated above).
Out of all the problems touched upon by psycho-physiology, the problem of the labour function [отправления: also discharge, operation] of the organism has decisive significance. The negative formulation of the problem automatically brings forward the positive problem: the psycho-physiological uplift [elevation] of the labourer, his labour activity, the positive level of mood.
If one poses all these problems in application to industrialised labour, then they undergo a complex modification. The contemporary machine, and especially machine complexes, have their own laws of moods, of functions and of rests, which do not find themselves in correspondence with the rhythmics of the human organism. The world of the machine, the world of equipment, the world of labour urbanism creates particular bound [connected] collectives, gives birth to particular types of men, which we must accept, accept just as we accept the machine, rather than beating our head against its gear-wheels. We must introduce certain corrective coefficients into its iron disciplinary oppression [yoke], but history insistently demands that one pose not these small problems of the social protection of the personality, but rather the bold projecting [design] of human psychology in dependence upon such a historical factor as machinism.
§ 12. Pedagogy
But here is a domain where the foot of the investigator has not yet stepped: the scattered grips of mass labour instruction [training]. We possess a typically school classical pedagogy, which developed from crude scholasticism into refined psychology. The science of the transmission of knowledge has brilliant representatives, and from it much may be learned. But, unfortunately, it is alien to elaborated instructional-labour experimentation. The end of the XIX and the beginning of the XX century gave us specimens of pedagogical freshness in the form of a new type of schools with courses of manual labour. This was a prelude to the creation of the labour school. The latter, of course, found for itself the most convenient socio-political situation [setting] in Soviet Russia. But in its practice we can accept neither the dissolving of theory in episodically practical works, nor the creation of universal-tradesmen, nor, finally, pupil self-instruction. As an antithesis to these methods we must defend the theoretical closedness [self-containment] of knowledge, so that the pupil might freely operate with pure theory and might see in the real mechanics of work the clothing of formulae; we must conduct instruction on a course towards the industrialised mechanic, the specialist and at the same time one possessing the general methodology of work; finally, we must introduce pedagogy into the frame of instruction, of merciless analyticism from above, in order to create in the pupil the automatism of decomposing complex labour into elements.
Before us stands the problem of creating a new industrial pedagogy, consecrated by the accounting of small instructional-labour motions and of instructional-upbringing methods. Finally, the scientifically constructed enterprise we must represent to ourselves not only as a reservoir of new scientific-technical creativity, but also as possessing a separate instructional “shop,” fabricating labourers of various gradations.
§ 13. Economics
Until now economic science, in its scientific conclusions concerning labour, has given positions [propositions] of the highest degree of generality. In this science the method of concrete accounting was applied too limitedly; its working methodology was too far removed from the retort of measures and weights. And meanwhile, now before us stands the task — to give, even if in a limited domain, strictly hatched-in [shaded] conclusions.
The question of the economic stimuli of labour stands before us unremittingly. In the acting [operative] system of wages (including therein the system of premiums), despite all the deformity of its application, a course has been taken upon the productive energy of the labourer, individual energy. If we raise the question of the application of this energy beyond the limits of the area of the machine-tool serviced by the worker, then the system of encouragements unfolds to exceptional forms of encouragement of the talent of organisational capacities, of the economic fold [bent] of the labourer. Here the practised payments are clearly insufficient, and life demands the posing of already broader problems.
In connection with the question of economic-managerial [хозяйственной: of husbandry, household economy] initiative and its stimulation, there arises the question of the internal colonisation of the country by select-talented Organizers. Here there is its own socio-economic constructiveness; to determine its fine calculation is our unremitting task.
Alongside the questions just presented, let us note the problem of the growth and the limits of the communisation of consumption, and of the coordination of this communisation with the course towards productive initiative. Growing communism of consumption goes in principle counter to the selection of active production-men [производственник: production worker]. Here it is necessary to give a particular calculation of consumption-production coordination in its statics and dynamics. It is necessary to disclose the secret of the transition of money into consumption in kind [натуральное: natural], the secret of the automatic levelling of producers under this consumption.
§ 14. Social Engineerism
The problems just presented, experimented upon and accounted over the course of a defined period and upon gigantic human masses, give the possibility of posing the question of a completely new science, which must replace sociology. If in the latter the chief method of study was observation and summary historical surveys, then the synthesis of the science of labour must bring to the first plane the social experiment.
In technique, the methods of defining things and processes by eye, approximately, have already been etched out [eliminated]; there reigns exact measure with hundredth and thousandth divisions of small magnitudes.
In the social domain there must arrive an epoch of those same exact measurements, formulae, drawings, control gauges [калибров: calibres], social normals [нормаль: standard, template]. However much sentimental philosophers may confound us concerning the elusiveness of emotions and of the human soul, we must pose the problem of the complete mathematisation of psycho-physiology and economics, so that it might be possible to operate with defined coefficients of excitation, mood, fatigue, on the one hand, and with the straight lines and curves of economic stimuli — on the other.
