[¶0] 22. Hence also the positive relation of the Soviet trade unions to all attempts to introduce an analytical-investigative principle into the matter of the determination of norms, and to the attempts at the increase of these norms.

> Russian: 22.

[¶1] V. The Period of Reconstruction of the Socialist Economy

[¶2] 23. The period of reconstruction of the socialist economy in the domain of the very organisation of production orients itself upon the newest forms of organisation of this production, created by capitalist technique.

> Russian: 23.

[¶3] 24. In general outlines this reconstruction is characterised by the deepest implantation [introduction] into production of the analytical (dissecting, fragmenting) tendency and the synthetic (binding and coordinating) tendency. A particular determining significance is acquired precisely by the synthetic principle. It expresses itself in the strict sequence of production processes, in their continuity, in the condensation [compaction] of production processes in space and time, and together with that also in the condensation of labour, in the carrying-through of parallelism of labour functions and of the strict coordination in time of all production operations and labour functions.

> Russian: 24.

[¶4] 25. The implantation of these tendencies into production creates sharp crises of the norms and customs remaining from the bourgeois order and the landlord-slave order.

> Russian: 25.

[¶5] 26. And if at the present time we observe a particularly sharpened interest in questions of norm-setting — in particular on the part of the trade unions — then this sharpening of interest must be regarded precisely as an expression of the crisis of norm-setting, called forth by the period of its reconstruction which has outlined itself in production.

> Russian: 26.

[¶6] 27. In accordance with the above-developed characteristics, it is necessary to establish [install] that the problem of norm-setting can in no way be regarded as exclusively a problem of relations between employer and worker; such it could be, and can be, only in sharply individualistic craft production.

> Russian: 27.

[¶7] 28. Already in the epoch of manufacture the problem of the norm (of labour) steps forward as a derivative principle of the social process of labour, breaking apart [shattering] the individualistic approach to the norm,

> Russian: 28.

[¶8] 29. Large-scale machine industry still more reinforces this latter tendency.

> Russian: 29.

[¶9] 30. And the contemporary higher forms of production sharpen this tendency to such a degree that the purely individual norm completely ceases to exist, whereby the basis of its calculation is the purely technological calculation of the production process.

> Russian: 30.

[¶10] 31. Hence — entirely law-governed [regular] is the posing of the problem: of the ad-ap-ta-tion [приноровление: fitting, accommodation] of the labour of the living labourer to the objectively taking-shape technical-production process.

> Russian: 31.

*Note: Gastev breaks the word into syllables (при-но-ро-вле-ния) for emphasis; the hyphenation is his.*

[¶11] 32. This is not a simple individual adaptation of the labourer to a given individual machine or to a given individual working place; this is not the adaptation of one labourer to a simple human collective; this is — the adaptation of the labourer to sets [complements] of labourers or to living fronts and, in its turn, the adaptation of these living sets and fronts to aggregates of machines and working places bound amongst themselves, and likewise to their operational and functional lines.

> Russian: 32.

[¶12] 33. This adaptation, and together with it the strict mutual coordination of norms, has and must have place not only in the higher forms of organisation of labour in metal and textile, but also in such weakly mechanised, yet nonetheless being-rationalised, productions as construction [building].

> Russian: 33.

[¶13] VI. General Installation [установка: also setting, set] in Questions of Norm-Setting

> Russian: VI.

[¶14] 34. Our general Installation in questions of norm-setting: to set norms — means to install for a given complex of living Labour Force [рабочая сила] or for a given individual Labour Force not only a definite quantitative expression of labour, but also its most progressive organisational-production characteristic.

> Russian: 34.

[¶15] 35. If the expression of the norm in craft production is the magnitude of worked-out output or of the task [урок: set lesson], if subsequently this expression became the magnitude of output strictly coupled with large segments of time (day, hour), then with the course of time the nature of norms more and more assimilated an organisational-production character.

> Russian: 35.

[¶16] 36. In connection with this, in the most advanced productions the character and intensity of labour changed sharply. If formerly into this concept entered predominantly the crudely physical load of the labourer, then now more and more into this concept enters the distributive-labour characteristic.

> Russian: 36.

[¶17] 37. This organisational tendency in questions of intensification permits even so-called physical labour to be made more intensive precisely by means of special organisational-labour methods.

> Russian: 37.

[¶18] 38. In connection precisely with this rationaliser [rationalising] understanding of norms, the trade unions must regard them as an expression of the ever-rising and rising Labour Culture of the labourer.

> Russian: 38.

[¶19] 39. This Labour Culture consists in this: by means of a special distribution of labour efforts and a distribution of labour functions, to achieve the greatest productivity.

> Russian: 39.

[¶20] 40. In this Labour Culture the Installation must be not upon those norms which took shape in production during the restoration period of the national economy, not upon those norms which have been achieved, but upon those which must be achieved. In such a posing [of the question] norms are before all else a means and a part of the general rationaliser process of socialist industry,

> Russian: 40.

[¶21] 41. At the same time norms must be more and more coordinated one with another, as a part of the general norm-setting of the production process.

> Russian: 41.

[¶22] 42. The means leading to the achievement of norms in production must be:

> Russian: 42.

[¶23] a) organisational-technical means, and

[¶24] b) organisational-biological means.

[¶25] 43. Organisational-technical means express themselves in the economical organisation of the working place, the working front and the working flow (the Installation of production).

> Russian: 43.

[¶26] 44. Organisational-biological means express themselves: in the rational scheduling and regimentation [regulation] of the production behaviour of the labourer (the Installation of the Labour Force in production), in the system of care for the labourer and the system of his self-care (cultural Installation), in the system of special preparation of the Labour Force [рабсила, abbreviated], adapted to the newest methods of production.

> Russian: 44.

[¶27] 45. Hence it is clear that questions of the derivation [deduction] of norms must be subordinated to the question of the production behaviour of the labourer, and this latter — to the Installation of production.

> Russian: 45.

[¶28] VII. Forms and Working Types

> Russian: VII.

[¶29] 46. In the question of the installation of production behaviour, and consequently also of norms, it is extremely important to avoid the errors of a uniform norm-setting approach, independent of the type of production and of the type of worker coupled with it.

> Russian: 46.

[¶30] 47. Typical differences, for example, are possessed by metalworking production of the type of serial and of original single-piece [one-off] machine-building, by textile production (especially spinning) and by construction.

> Russian: 47.

[¶31] 48. To these production differences there corresponds in general also a particular type of worker, working in the enterprise either upon integral works, or upon dissected works, or, finally, upon synthetic works — according to the binding, the coordination of production processes.

> Russian: 48.

[¶32] 49. The greatest difficulties in the installation of norms are presented by the first type (trade); conversely, the greatest possibilities are presented by the second and third working types, in which the organisational side of work depends more upon the organisation of production.

> Russian: 49.

[¶33] 50. Hence — a most important organisational-production consideration: it is necessary particularly to reinforce attempts at norm-setting precisely before all else in relation to the second and third working types, and not to seek rapid norm-setting solutions for the first type.

> Russian: 50.

[¶34] 51. This consideration is prompted also by that strongest argument, that the period of reconstruction calls forth a relative growth precisely of the second and third working types at the expense of the first.

> Russian: 51.

[¶35] 52. However, in the measure of the growth of norm-setting culture it will become easier and easier to approach the study and norm-setting of the first type.

> Russian: 52.

[¶36] VIII. Study and Measurement of Norms

> Russian: VIII.

[¶37] 53. In order to install due norms, it is necessary that into production there firmly enter the culture of the study of spontaneously [elementally] taken-shape norms and of norms having yet to take shape. The presence of this culture, grafted [inoculated] in one measure or another onto economic and trade-union organisations, is the chiefest basis for the rational installation of norms.

> Russian: 53.

[¶38] 54. To study norms means:

> Russian: 54.

[¶39] a) to determine the organisational-production dependence of labour norms upon the general organisation of production (to determine the organisational-production dependence of a given norm within a set of works or a production flow);

> Russian: а) определять организационно-производственную зависимость трудовых норм от общей организации производства (определять организационно-производственную зависимость данной нормы в комплекте работ или производственном потоке);

[¶40] b) to determine these norms in one or another measurers [units of measurement].

[¶41] 55. The ignoring of the first determination (a) is admissible only in individual-craft production, but at the present time even it is subordinated to the indirect influence of norms in the advanced forms of production.

> Russian: 55.

[¶42] 56. Resolving the task of determining the organisational-production dependence of norms, it is necessary to establish, in the final count, the dependence of one norm upon another; this dependence must be expressed in definite numerical relations (in time, in productivity) of one norm to another, i.e. it must be clarified: what magnitude of productivity upon a given operation, upon a given working place or upon a given working front must correspond to the magnitude of productivity upon another operation, upon another working place, upon another working front.

> Russian: 56.

[¶43] 57. The study of norms is impossible without the study of production-labour processes in nature [в натуре: in the actual, in kind]. And therefore natural observation and study of production processes must at the present time be set up with the greatest thoroughness.

> Russian: 57.

[¶44] 58. Employing the expression “production-labour” processes, it is necessary strictly to demarcate the concept “operation” and the concept “grip” [приём: technique, method].

> Russian: 58.
