[¶0] The operation is the organisational-technological expression of the labour process, while the grip [приём: technique, method] is the expression of labour (human) participation in the production process.

[¶1] 59. In the matter of the installation of norms it is necessary all the time precisely to bind the study of production operations with those grips which correspond to the given operation, and to follow carefully how precisely the nature of the grips changes under the influence of the rationalisation of production operations. And this is all the more necessary in that the process of rationalisation consists precisely in the fact that one or another of the grips produced by the labourer is gradually alienated [estranged] from him by the mechanisation being produced, calling forth at the same time the simplification and condensation [compaction] of the grips remaining with the labourer.

> Russian: 59.

[¶2] 60. The measurement of production-labour processes must be produced on the base of purely technical measurements of the production process as a completely objective process. And precisely on the base of these purely technical measurements must be produced the measurement and norm-setting of the labour of living labourers.

> Russian: 60.

[¶3] 61. The forms of measurements may be the following:

> Russian: 61.

[¶4] a) the purely laboratory form, having a purely methodological significance;

> Russian: а) чисто лабораторная форма, имеющая чисто методологическое значение;

[¶5] b) measurement in a directly production setting [обстановка: surroundings];

> Russian: б) измерение в непосредственно производственной обстановке;

[¶6] c) measurement in a production-instructional setting, accompanied by rational forms of instruction and the employment of rational grips.

[¶7] 62. Of all the forms of measurements it is necessary to consider [as having] the greatest definiteness the laboratory-production form, i.e. measurement produced in a production setting, but with a special preparation (laboratorisation) of the working places.

> Russian: 62.

[¶8] 63. Measurement in a production setting without special preparation (without the laboratorisation of the working places) can yield mountains of material, which may be contested already as material, and not only as those conclusions which are constructed upon this material.

> Russian: 63.

[¶9] 64. In the most developed forms of production this laboratorisation of the working places proceeds with the force of an inexorable production evolution, and therefore here the boundary between laboratory and natural production measurement becomes more and more imperceptible. Hence the importance of the selection of production for the determining measurements.

> Russian: 64.

[¶10] 65. The most complete form of measuring culture may be clinical measurement, i.e. systematically conducted investigation. This form constitutes out of itself the expression of scientific organisation, which is conducted on the base of systematically proceeding measurements.

> Russian: 65.

[¶11] 66. The tendency towards such a clinicism is laid down in the very nature of machine industry, in which there grow the control-production functions carried out by rejectors [браковщики], controllers, receivers and testing stations.

> Russian: 66.

[¶12] 67. All disputes concerning chronometric methods are explained in essence by the fact that chronometry in itself measures merely the extension in time of various operations and of the grips corresponding to them, but it, as such, by no means measures the kinds of tension [strain] of the labourer during the carrying out of one or another work.

> Russian: 67.

[¶13] 68. These disputes concerning chronometric methods are frequently complicated by illusions, and not rarely also by a deliberately simplified representation of the ease of measurements of the labour loads of the labourer.

> Russian: 68.

[¶14] 69. It is necessary with all categoricity to establish that this simplified representation of the practical possibility of measuring labour tension engenders a contemptuous and deeply harmful view of the needlessness [un-necessity] of chronometry in the matter of the norm-setting of labour.

> Russian: 69.

[¶15] 70. In the measure that in production there is more and more disclosed the organisational articulation [dismemberment into parts] of labour processes, in the measure that in the labour functions of the labourer there are more and more delineated, instead of simple physical load, higher labour functions, chronometry may appear as a means not only of the simple measurement of the duration of operations and grips, but as a measurer of the organisational-labour culture of the labourer.

> Russian: 70.

[¶16] 71. A norm delineated not only by a general temporal measurement, but a norm with characteristics of the individual transitions in the work, is precisely what must gradually replace the old type of norms, delineated merely by a general temporal expression.

> Russian: 71.

[¶17] 72. The measurement practised in CIT [ЦИТ, Central Institute of Labour] according to organisational-labour functions: Installation [установка: also setting, set] — Processing — Control is precisely the means of disclosing in the given norm its organisational-labour culture.

> Russian: 72.

[¶18] 73. This formula gives the measurement of the given norm by means of the characterisation of the production behaviour of the labourer and together with that gives the possibility each time to foresee in what direction (functional direction) both the given norm and the worker-type producing it may change.

> Russian: 73.

[¶19] 74. As the base of the division into these three functions serves the technical organisation of the working place (or of the machine-tool); this is why here too the problem of norm-setting remains chiefly a problem of technical norm-setting.

> Russian: 74.

[¶20] 75. This formula is at the same time the most successful joint [стык: junction, coupling] in the posing of technical and biological problems.

> Russian: 75.

[¶21] 76. The very first attempt at such an organisational measurement shows that the demarcation of labour into the so-called mental and physical is a philistine prejudice. In fact, every labour constitutes out of itself a most complex combination of purely working efforts for the overcoming of mechanical resistances with a most complex calculative-installational [расчётно-установочной] and control-analytical work.

> Russian: 76.

[¶22] 77. Functional measurement according to the formula “I — P — C” immediately poses the question more exactly also about the direct measurers of the labour process separately according to the function “I”, separately according to “P” and separately according to “C”.

> Russian: 77.

[¶23] 78. Precisely after such a functional measurement it becomes clear that the functional transitions in the work signify transitions onto various mechanisms of the human machine and onto various brain centres.

> Russian: 78.

[¶24] 79. But even with these measurements there can all the same be no talk whatsoever of a direct mechanical measurement of the work and of its energy-physiological expression. Here there open up merely the most valuable methods of regulating norms.

> Russian: 79.

[¶25] 80. Passing over to the problem of the measurement of the work produced by man, it is necessary to establish the following chain of moments, which ought to be taken into account during measurement:

> Russian: 80.

[¶26] a) the time of the work,

> Russian:

[¶27] b) the energetic expenditure of the organism,

[¶28] c) the mechanical work produced by the working organs of the labourer,

[¶29] d) the productivity of the work,

> Russian: г) продуктивность работы,

[¶30] e) the restorative capacity of the organism during the production of the given work.

[¶31] 81. Of these moments only the first (a), unfortunately, with the contemporary state of science, can be measured exactly and in the minutest units.

> Russian: 81.

[¶32] 82. The energetic expenditure (b) of the organism is unfathomable even by direct laboratory experiment. The method of laboratory analysis of gas exchange does not disclose all energetic expenditures; the method of biochemical analysis of the blood of the working organism gives a picture of the changes in the blood of the working man. However, the one and the other method, even being completely worked out, as yet has no generally recognised analytical interpretation (not to speak of the fact that the measurement of nervous work and of the so-called mental — calculative and control-analytical — is as yet unfathomable by either method).

> Russian: 82.

[¶33] 83. The mechanical work (c) produced by the working organs of the labourer in its production expression is fathomable only when it coincides with productivity (the turning of a wheel, the pressing and lifting of weights). But it, of course, in concrete production work extremely rarely coincides with productivity (d).

> Russian: 83.

[¶34] 84. From this it does not follow that one or another theoretical magnitude cannot be laid at the base of the calculation of norms, i.e. of working loads, but this will be precisely a theoretical base for calculation, and not the result of a direct measurement.

> Russian: 84.

[¶35] 85. However, with all these calculations and measurements there must by no means be let slip [overlooked] precisely the restorative capacity (e) of the labourer, which has a decisive significance for the determination of norms for the working period.

> Russian: 85.

[¶36] 86. From the non-accounting of this restorative capacity there issue, among other things, reactionary theories of the stabilisation of norms: of these it is necessary to note the so-called theory of the optimum.

> Russian: 86.

[¶37] 87. The theory of the optimum (the greatest work with the least energetic expenditure) yields a dangerous (and incorrect) theoretical weapon for the maintenance of low productivity in working periods (working days); whereas the restorative capacity, and consequently also the restorative period (bound up, for example, with the 7-hour working day and with the entire legislation regulating weekly and yearly rests), are directly calculated so as to give not an optimum, but a known [certain] maximum of energetic expenditures (for maximal productivity).

> Russian: 87.

[¶38] 88. On the other hand, it is necessary to establish that the optimal norm of work too by no means passes unpunished for the organism: it demands a known [certain] restorative period, as does any work of the organism in general. And therefore its absolute theoretical significance is contestable not only in the name of the demand for maximal, but also for minimal norms.

> Russian: 88.

[¶39] 89. If, however, the theoretical character of energetic measurements were clear, if their practically-applied form were fully resolved, then even so they could not serve as measurers of the energy of the organism for the production of the given work; they could be merely indicators of a known [certain] part of this energy. The functional-organisational formula of labour processes adduced above, “I — P — C”, places these energetic measurers only upon a defined section of the labour process or act and does not resolve the question of complete measurement.

> Russian: 89.

[¶40] 90. Still greater difficulties, even in a laboratory setting, are presented by the measurement of the work of the nervous system, which is significantly represented in the function “C”, in the function “I” and even in “P”.

> Russian: 90.

[¶41] 91. And meanwhile precisely, as was indicated above, the whole culture of labour consists in the fact that instead of a bare energetic load in the labour process, more and more significance is had by the distributive-organisational side, i.e. precisely the work of the nervous system.

> Russian: 91.

[¶42] 92. However, even if this task were resolved, the impossibility of a head-by-head [universal] examination would compel the creation precisely, all the same, of only theoretical norms for various kinds of labour.

> Russian: 92.

[¶43] 93. But even these theoretical norms in the end could be merely one of the initial bases for the resolution of the question of the concrete norm. For the concrete norm must be derived only from the coupling of the general velocities of the production-working set [комплект: outfit, aggregate] or flow [stream, line] with the theoretical-biological limits of the labourer.

> Russian: 93.

[¶44] 94. Thus, the analysis of the forms and kinds of measurers clearly shows that their numerous kinds may be utilised not for the absolute installation of norms, but precisely for their regulation, whereby the significance of biological measurements in production must be subordinated to purely engineering-calculative measurements of the technological process.

> Russian: 94.
