[¶0] Part Two. Historical Reference

> Russian: Часть вторая.

[¶1] The Most Important Sources

> Russian:

[¶2] In order that our views in the questions of norm-setting [нормирование: rate-setting] be most convincing, we shall set before our exposition a small historical reference.

[¶3] The history of norm-setting knows no special works devoted to the development of views in this domain. Norm-setting in historical surveys is all the time coupled [сопрягается] with the history and practice of wages. And we shall refer precisely to such works, which have, in our view, a determining significance for all who wish to plunge into the history of the question. The book of Zwiedineck-Südenhorst, “Theory and Policy of Wages,” gives the history of the question on the scale of many centuries, beginning from the Middle Ages; the book of D. Schloss, “Forms of Wages,” treats the practice chiefly in the course of the XIX century, as do the books of the Webbs on trade-unionism; the chapters of Marx on wages and on machine production in Volume I of “Capital” are at the same time the basic fundamental work coupling the forms of wages with norms.

[¶4] The named works orient us sufficiently in that peculiar [distinctive] dialectic which is bound up with norms over the periods of handicraft, manufacture and large-scale machine industry. Before all else it becomes clear that the principle of maximum and minimum in the domain of wages preceded the principle of minimum and maximum in the domain of output norms. No less curious is this too, that in the Middle Ages, in the period of handicraft forms, the legislator, in relation to the representatives of labour — the individuals-handicraftsmen — threw out the slogan of the limitation of the maximum. From the social point of view this was the defence of “society” from its exploitation on the side of the handicraft class. The State, which defended the interests of the employers [работодатели: work-givers] — the privileged classes — insured these latter against “exploitation” by the handicraftsmen. Such legislative acts are characteristic of the Middle Ages. And only then, when the handicraftsmen had increased in number, and together with that had created the strongest handicraft corporations (out of which the trade-unions grew), did the epoch of the guaranteeing of the wage minimum set in. This was the time of the strongest exploitation of the handicraftsmen on the side of the buyers-up-orderers [dealers who placed the orders], the distributors of orders, the usurers.

[¶5] Norm-Setting in the Epoch of Handicraft

[¶6] With the wage minimum there was all the time coupled a known [certain] minimum of work or minimum of output.

[¶7] With the handicraft type of production there was bound up the stability of technique, its steadiness, and with it there was bound up the steadiness of norm-setting customs, and, chiefly, a sharply individual conception [representation] of the norm. “According to the pay, the work” — here is the slogan which saturated the entire activity of the English professional unions [trade unions], upon which the unions of the European continent also oriented themselves.

[¶8] Representatives of the professional unions for a long time defended the inviolability of the norm, as they defended also the inviolability of the rates of wages.

[¶9] The closed character of the work of the handicraftsman, who worked in his working cell, armoured [reserved, shut off] from society, disposed neither the handicraftsman himself nor anyone else towards any differentiation whatever of the question of the norm. The domestic character of the work was not exposed [unmasked] also because the social character of labour was laid open chiefly in the domain of exchange, but not in the domain of production itself as such. Production had no open, public expression of its own; it constituted, so to speak, the “secret” of the producer. This “secret” determined at times the luxury of the handicraftsman’s life, and at times his destitution.

[¶10] Here is how Marx characterises this individualistic world of men “initiated” into the handicraft:

[¶11] “It is characteristic that until the XVIII century the separate handicrafts were called mysteries (mystères), secrets, into the depth of which only the empirically and professionally initiated could penetrate.

[¶12] In the famous ‘Livre des métiers’ of Étienne Boileau it is prescribed, among other things, that the journeyman, upon his reception into the masters, should give an oath ‘to love his brothers fraternally, to render them support — each in his own handicraft — not voluntarily to give out the secrets of the handicraft’.”

*Note: Étienne Boileau, prévôt of Paris under Louis IX, compiled the Livre des métiers (c. 1268), the oldest body of statutes of the Paris craft guilds.*

[¶13] (K. Marx. Capital. Volume I. P. 487. GIZ [State Publishing House]. M. [Moscow]. 1920).

> Russian: (К. Том I. Стр. 487. М. 1920).

[¶14] To these “secrets” Marx gives the following note [footnote]:

[¶15] “He had even to give an oath to this, that in the interests of the whole handicraft he would not direct the attention of the buyer to the defects of the products of others, in order thus to recommend his own commodity”.

[¶16] (Ibid.).

> Russian: (Там же).

[¶17] Of course, these lines in their colourful formulation have significance for times long since passed, but the psychology of the “secret,” of the individual guardianship of the handicraft secret, of the personal professional secret and primness [stiffness], has been preserved right up to our time. Features of this psychology we shall still find in certain contemporary toolmakers and repairmen, “daredevil” blacksmiths, hardeners [heat-treaters], straighteners; they even in our days sometimes carry in their pocket “secret powders,” some fixtures or other for the work. They to this day still assert (and not without foundation) that they possess a secret and an “art.”

[¶18] Let us recall that handicraft went side by side with art still in the XIX century, when, for example, in Paris the “Museum of Arts and Trades” was created. The “art” of professional skill and knowledge, the “art” of work, properly speaking, only in our days becomes a science. It is no wonder that, alongside these tenacious and inert handicraft traditions, there was maintained by the broad worker masses not only the significance of the “secret” in the domain of professional “knowledge,” but together with that there was preserved a naive faith in the special significance of the terms of training in a given handicraft. A long term of training — this too is a pride, cherishing professional self-love [amour-propre]. And justice must be rendered: long terms of training were defended and even respected more by the workers than by the entrepreneurs.

[¶19] The professional unions opposed with particular energy the reduction of the terms of professional apprenticeship. Seven years “all round,” often independently of the kind of profession (blacksmith and tailor, bootmaker and fitter, watchmaker and turner), were considered a downright sacred term in the consciousness of worker circles, and slowly came down first to six, then to five and, finally, to four years.

[¶20] One cannot again fail to recall the authoritative generalisation of Marx:

[¶21] “…apprenticeship is necessary, and, even where it would be superfluous, is jealously insisted upon by the workmen. In England, for instance, we find the laws of apprenticeship, with their seven years’ probation, in full force down to the end of the manufacturing period; and they are not thrown on one side till the advent of Modern Industry.”

> Russian: «…

*Note: Marx, Capital, vol. I, ch. XIV, sect. 3, in the Moore and Aveling translation (1887).*

[¶22] (K. Marx. Capital. Volume I. P. 360. GIZ. M. 1920).

> Russian: (К. Том I. Стр. 360. М. 1920).

[¶23] And again we must say that these moods have to a known degree been carried through to our days, when old qualified metalworkers give the nickname of “bootmakers,” “bakers,” “skobars” [staple-smiths, bumpkins] to new metalworkers who have not passed through the long old schooling.

[¶24] With these moods, in their turn, there is coupled the characteristic aristocratic conceit [swagger] of the old fellows before the young, and their prejudice against the raising of wages to the unqualified.

[¶25] All this manifests itself in handicraft-norm-setting moods, when the norm, in the opinion of the workers of the old generations, must be determined not only individually, but also in correspondence with production seniority [length of service], with the term of training and with the purely individual capacity to “drive” this norm.

[¶26] In the consciousness of the handicraftsman the sole factor of the norm is his personal “art,” his personal energy (frequently degenerating into production daredevilry [swagger]). Even in our days one can at every step hear reasonings about norms in which there is no hint whatever of organisational or organisational-technical factors of the norm, but tribute is rendered exclusively to personal capacity.

[¶27] Norm-Setting and the Organisational Culture of Production

[¶28] And meanwhile we live in an epoch when overturns [revolutions] in production are made by such organisational factors as the mass character of production, specialisation, machine technique, the compaction of works, continuity, the simultaneity of production processes. These factors form norms no longer in the order of the bringing-out of the qualities of the labourer, but create their own harmonic laws, independent of the will of the separate labourer.

[¶29] The norm here is obtained no longer so much as social justice or personal reward, as an expression of the general organisational culture of the given production.

[¶30] Norm-Setting in the Epoch of Manufacture

[¶31] However, for the greatest convincingness of these positions [propositions] we shall permit ourselves to step back somewhat further into the depth of history, precisely to that epoch when manufacture came to replace handicraft, with its mass character unseen by handicraft, its division of labour and the agreement [coordination] amongst themselves of the special labour processes.

[¶32] The reference concerning manufacture has far from only a historical-scientific interest: contemporary work on the moving belt (conveyor) constitutes out of itself, after all, manufacture too, but strictly calculated and, on the basis of calculation, mechanised.

[¶33] By manufacture, as is known, we name that form of production in which the integral production process is dismembered [broken into members] into separate parts, into the minutest operations, executed by hand by separate workers.

[¶34] In the newest forms of production, organised according to the principle of conveying [conveyorisation], we have, properly speaking, that same manufacture worker, for whom the clearest expression of the production process is, of course, manipulation. “From the hand you will not get away” at the conveyor. The entire difference is in this, that in the latter case there appears precisely a special mechanism, which gives a mechanically assigned tempo to this work; a chronometer is given, if you like, written-out [timetabled] rails along which these hands manipulate. In dependence upon mechanisation the dependence of one manipulation upon another becomes clearer and more immutable, but this dependence, of course, existed also under the classical form of manufacture.

[¶35] However, this dependence exists under the classical (non-mechanised) form of manufacture. The dependence of one manipulation upon another at the same time quite inevitably creates in manufacture a known [certain] relation between the productivity of one worker and the productivity of another.

[¶36] It is precisely this harmonic principle [начало: beginning] of manufacture that the conveyor takes into the frames of strict calculation and fastens with the mechanically running belt. The conveyor, thus, is nothing other than mechanised manufacture. The handicraftsman does not know and does not understand this production harmony: he is a Productionist-Individualist [a man of production who is an individualist]. Under manufacture there appears the collective form of labour, and consequently there appears the Collectivist-Producer. And this collective form of labour is bound precisely with a definite form of production — manufacture.

[¶37] If the installation of the norm of the individualist-handicraftsman is bound up with his personal qualities (and moreover personally secret ones), then in manufacture norm-setting proceeds already as a reflection precisely of the social process of labour.

[¶38] This social-production tendency in norms under manufacture Marx characterised thus:

[¶39] “…the division of labour, as carried out in Manufacture, not only simplifies and multiplies the qualitatively different parts [Russian: organs] of the social collective labourer, but also creates a fixed mathematical relation or ratio which regulates the quantitative extent of those parts, i.e., the relative number of labourers, or the relative size of the group of labourers, for each detail operation.

> Russian: «…

*Note: Marx, Capital, vol. I, ch. XIV, sect. 3, in the Moore and Aveling translation (1887).*

[¶40] It develops, along with the qualitative sub-division of the social labour-process, a _quantitative rule [Russian: norms] and proportionality for that process_.”

[¶41] (K. Marx. Capital. Volume I. P. 336. GIZ. M. 1920. Emphasis [spaced type] ours. — A. G.).

> Russian: (К. Том I. Стр. 336. М. 1920. – А. Г.).

[¶42] In handicraft the social moment in the norm tells, if at all, only in this respect, that the repeatability of output spontaneously creates out of a given quantity a standard, a “customary” task [урок: stint], deposited in the consciousness of the handicraft corporation; but this task is not a direct manifestation precisely of the social form of production, since there is none such, whereas in manufacture the norm is a function, a direct consequence precisely of the social form of labour.

[¶43] To the norm in the period of handicraft this influence, issuing from the organisation of production, is unknown; manufacture, however, as a counterweight to handicraft-individualistic (and at the same time subjective) norm-setting, creates precisely “technical” norm-setting, a norm-setting in which organisational proportions come forward, and not bare quantities of product.

[¶44] Norm-Setting in the Epoch of Machine Industry
