[¶0] And it is precisely this tendency towards the interdependence of norms that was reinforced still further by the following stage of industrial development — machine industry. Machine industry, especially large-scale [industry], developed first of all, of course, upon the organisational basis of manufacture, with its relations of production and interdependencies. Here there is not only no return to the individualistic interpretation of norms, but their social-production character is consolidated [fixed] more and more. But this is not enough. The machine communicated to production the greatest velocities, [greater] than was the case under manufacture. And once this is so, the problem of the co-ordination [reconciliation] amongst themselves of the various production processes became still more pressing, and at the same time also the most complex. Already in manufacture there appears the organisational calculation of labour. But if there (in manufacture) this calculation proceeds precisely in relation to labourers, and proceeds by tradition, “by eye” and “by feel,” then in machine industry the organisational calculation is made more precise; the calculation becomes technical-engineering, and at the same time the relation between norms too, in its turn, is made more precise. The law of the correlations and interdependencies of norms, as we showed above, already came forward quite distinctly in manufacture, but there it was expressed subjectively: those were relations between labourers, between people.

[¶1] In machine production, however, the correlations and interdependencies in norms are already expressed objectively: these are relations between production processes as such. In manufacture, which took both its instrument and its grips [приёмы: techniques, methods] from handicraft, the norms and their interrelations constitute out of themselves the sum and the relations of definite grips, i.e. of purely human labour motions — in machine production this exclusive significance of the labour grip for the determination of norms has no place: here the determining significance for the norm belongs not to the pure labour act of the labourer, but to the machine operation, i.e. to the technological process itself, taken as such. To measure and to derive norms in handicraft and in manufacture — this means to determine the quantity of the labour of man, whereby in manufacture this labour is already coupled with the organisational side of production; in machine production labour must without fail be coupled with independent technological laws possessing their own particular logic. As we see, norm-setting in machine production has a completely objective basis — not a purely human, so to speak, not a biological basis, but precisely a technico-organisational one.

[¶2] It is precisely here that it is appropriate to bring forward a quotation from Marx, speaking of the “emancipation” of machine production from “organic limits”:

[¶3] “The number of tools that a machine can bring into play simultaneously, is from the very first emancipated from the organic limits that hedge in the tools of a handicraftsman.”

*Note: Marx, Capital, vol. I, ch. XV, sect. 1, in the Moore and Aveling translation (1887).*

[¶4] (K. Marx. Capital. Vol. I. P. 365. GIZ. M. 1920).

> Russian: (К. Том I. Стр. 365. М. 1920).

[¶5] The machine, having brought into the development of the instruments of labour above all mechanical energy, thereby introduced into production an “emancipation” from the “organic limits” of the human (and above all the hand) tool. Man-the-labourer [человек-работник], working at the machine no longer as a motive force, but as organiser and servicer [attendant] of the mechanical energy of the machine, thereby communicates to his functions ever more not an energetic-motive character, but a motive-distributive one.

[¶6] But the whole point is precisely that this motive-distributive work is the whole time subordinated both to the energetics of the machine and to the objective temporal magnitudes of its processing [working] stages. The production behaviour of the labourer is here subordinated to the machine, once it is switched on (the zone of energetics in the machine) and once it is installed (the Installation zone [установочная зона; установка: also setting, set]) for a definite processing. The worker controls the machine (the zone of control), but controls within the framework of its energetic and technological construction. The technological construction of the machine, expressing itself in definite processing velocities and definite stages and intervals of the changes and strokes of the instrument, has its own objective time of work and its own objective laws of the distribution of time.

[¶7] The worker takes these objective principles [beginnings] as given and, although to a known degree he can alter and regulate them, [does so] nevertheless precisely within the framework of the given construction of the machine. That is why here moods against the “slavery” of man in relation to the machine are so possible, appear so inevitably; so inevitably appear phrases that “it is repugnant to be an appendage of the machine.” This dispute and these moods are the expression precisely of the evolution from handicraft and manufacture to the machine. These moods are the reflection of the development of the “nature of production.”

[¶8] Man, who worked in handicraft and manufacture, who worked by means of definite grips, had a definite “appendage” to his hands (often in the form of a continuation of the hand) in the form of a tool and a fixture [приспособление: appliance, device]. It was precisely these tools that were the obedient “slave” of the labourer, and the labourer was the “tsar” over these tools. The development of machine production communicated to the relation of the labourer to the tools a peculiar dialectic, at times elusive to human consciousness. Namely: to control a machine is not the same as to control a tool; a tool can and must be controlled wholly; a machine, however, can be controlled precisely within the framework of the given machine energetics and the given Installation (i.e. the technological Installation). The function of control (executed by the labourer) already stands in exact dependence upon the energetics and the technology of the machine. The function of control must be a-dap-ted to the machine. That is why in machine production it is no longer the tool that is the appendage of the labourer, but the labourer who comes to be “at the machine” [attached to it], “timing himself” [приурочиваясь: fitting himself to its time] to its energetic and technological zones. And here we must bring forward the following quotation from Marx:

[¶9] “In Manufacture it is the workmen who, with their manual implements, must, either singly or in groups, carry on each particular detail process. If, on the one hand, the workman becomes adapted to the process, on the other, the process was previously _made suitable to the workman_. This subjective principle of the division of labour _no longer exists_ in production by machinery. Here, the process as a whole is _examined objectively_, in itself, that is to say, without regard to the question of its execution by human hands, it is analysed into its constituent phases; and the problem, how to execute each detail process, and bind them all into a whole, is solved by the aid of machines, chemistry, &c.”

[¶10] (K. Marx. Capital. Vol. I. P. 371. GIZ. M. 1920. Spacing [emphasis] ours. — A. G.).

> Russian: (К. Том I. Стр. 371. М. 1920. – А. Г.).

[¶11] The process of the adaptation of the worker to the machine, the process of the “servicing” of production processes by the worker, precisely and constantly underscores the position [proposition] that in machine production the machine constitutes an enormous organising and directing force, whereas in handicraft the worker is “his own organiser.”

[¶12] It would be in vain to think that machine production altered only the relation of each single labourer to each single machine. If already in manufacture we noted the enormous significance of the organisational moment [factor] for the separate work-places and the separate labourers, then in machine production this dependence becomes not administrative but technical. The entire enterprise grows up as an integral and harmonious system. In Marx this tendency is expressed thus:

[¶13] “A system of machinery, whether it reposes on the mere co-operation of similar machines, as in weaving, or on a combination of different machines, as in spinning, constitutes in itself a huge automaton, whenever it is driven by a self-acting prime mover.”

[¶14] (K. Marx. Capital. Vol. I. P. 372. GIZ. M. 1920).

> Russian: (К. I. Стр. 372. М. 1920).

[¶15] But we must set off [shade in] not only this feature of dependence and of system, but also the fact that this system finds itself in constant transformative motion. In contrast to handicraft, and to manufacture, which took its technique from handicraft, machine production is constantly re-con-struc-ted.

[¶16] “Modern Industry never looks upon and treats the existing form of a process as final. _The technical basis of that industry is therefore revolutionary_, while all earlier modes of production were essentially conservative.”

*Note: Marx, Capital, vol. I, ch. XV, sect. 9, in the Moore and Aveling translation (1887).*

[¶17] (K. Marx. Capital. Vol. I. P. 487. GIZ. M. 1920. Spacing ours. — A. G.).

> Russian: (К. Том I. Стр. 487. М. 1920. – А. Г.).

[¶18] If previously we showed consecutively that in handicraft the norm comes forward as the personal, individual expression of the labour produced by the labourer, that in manufacture it already has a social-organisational regulator, that in machine production it undergoes the decisive influence of machine energetics and technology, that administrative regulation becomes more and more a technical regulation, then we must now establish further that in machine production there can be absolutely no stability, no constancy of norms. In the measure that production is reconstructed in the energetic and technological respects, exactly so must norms too be the whole time reconstructed and altered, complicated, made to undergo the pressure of a multitude of technical and organisational factors. But, continuing this thought, it is necessary to establish also the very most-important position [proposition] in relation to norms. At the present time they can in no way be considered as a simple principle of the bare quantity of the labour load of the labourer; they must be considered as a part of the general organisational-reconstructive process of production.

[¶19] Norm-setting in the period of the reconstruction of production

[¶20] The present period is called the period of reconstruction. It is understood that this period received its name not because reconstructive processes are observed in industry in general (as has just been shown), but because production is being rebuilt [перестраивается: restructured] generally.

[¶21] And we can, first of all, draw the simply formal conclusion that in the question of norms there must inevitably be a general rebuilding.

[¶22] And again, even purely formally, we may suppose that the revision must be, of course, not in the direction of the individualisation of norms, but precisely in the direction of their still greater production-social interpretation.

[¶23] But these formal positions will become completely evident when we establish what precisely, especially characteristic in the production-social respect, the period of reconstruction carries [brings with it].

[¶24] The entire Production Culture of machine production has up to now been saturated with the strongest analytical principle [beginning].

[¶25] It was precisely of this principle that such economists as Adam Smith treated, and, from among the production-engineers [инженеры-производственники: engineers of the shop floor] — Frederick Taylor.

[¶26] But had the American Taylor not appeared, then he “would have had to be invented.” This process is fatal [fated, inexorable], formulated in its time by Marx as a definite law, as a “principle”:

[¶27] “The principle which it [large-scale industry] pursued, of _resolving_ each process into its constituent movements, _without any regard to their possible execution by the hand of man_, created the new modern science of technology. The varied, apparently unconnected, and petrified forms of the industrial processes now resolved themselves into so many conscious and _systematic_ applications of natural science to the attainment of given useful effects.”

[¶28] (K. Marx. Capital. Vol. I. P. 487. GIZ. 1920. Spacing ours. — L. G.).

> Russian: (К. Том I. Стр. 487. 1920. – Л. Г.).

[¶29] These analytical tendencies have of late assumed so sharp a form, have been so constructively enriched, that they quite inevitably generated organisational crises and more and more insistently brought forward methods of linkage [connection], or synthetic methods.

[¶30] These methods communicate to production the character of a single machine aggregate [unit], in which the principle of linkage, of co-ordination, of organisational dependence is expressed more and more. Of these synthetic tendencies there are in Marx predictions that make them kin to prophecy: namely, Marx spoke of the inevitability of continuous production and of the conveyor.

[¶31] Here is a quotation from Marx proclaiming the principle of the continuity of production (words published 70 years ago!):

[¶32] “As an example, both of _continuity of production_, and of the carrying out of the automatic principle, we may take a modern paper mill.”

*Note: Marx, Capital, vol. I, ch. XV, sect. 1, in the Moore and Aveling translation (1887).*

[¶33] (K. Marx. Capital. Vol. I. P. 372. GIZ. M. 1920. Spacing ours. — A. G.).

> Russian: (К. Том I. Стр. 372. М. 1920. – А. Г.).

[¶34] And here is the principle of continuity as mechanism, as “conveyor,” in the interpretation of Marx:

[¶35] “The collective machine, now an organised system of various kinds of single machines, and of groups of single machines, becomes more and more perfect, the more the process as a whole becomes a continuous one, i.e., the less the raw material is interrupted in its passage from its first phase to its last; in other words, _the more its passage from one phase to another is effected, not by the hand of man, but by the machinery itself_. In Manufacture the isolation of each detail process is a condition imposed by the nature of division of labour, but in the fully developed factory the continuity of those processes is, on the contrary, imperative.”

*Note: Marx, Capital, vol. I, ch. XV, sect. 1, in the Moore and Aveling translation (1887).*

[¶36] (K. Marx. Capital. Vol. I. P. 372. GIZ. M. 1920. Spacing ours. — A. G.).

> Russian: (К. Том I. Стр. 372. М. 1920. – А. Г.).

[¶37] But if Marx could predict the continuous flow and the conveyor, if he could only partially illustrate the methods of organisational-technical linkage, then now the synthetic methods of production manifest themselves already as a mighty system: a system of compactings [уплотнение: densification] (compression in space and time), a system of continuity, a system of the mechanisation of continuity (conveyors), a system of synchrony (co-ordination in time).

[¶38] And if we recall that already in manufacture, as has been said above, cor-re-la-tions between production processes revealed themselves, if machinism consolidates [fixes] these correlations, develops them and makes them more and more precise, then the period of reconstruction, with its developed synthetic methods, at every given moment of production directly shackles [fetters] production with firm internal quantitative interdependencies.

[¶39] Hence it is understandable that the labour processes of the labourer too are characterised by the strongest dependence: firstly, upon the given individual machine or work-place; secondly, upon whole groups of machines; finally, upon chains, fronts and sets [комплекты: complements, crews] of other labourers. If at one time, under handicraft and manufacture, these labour processes were characterised by a human-energetic load, then now their quality and perfecting bears precisely an adaptive-organisational character.

[¶40] Hence also, as never before, there enters into the concept of the norm of labour not the bare representation of the quantity of labour tension [effort], but precisely the organisational ad-just-ment [приноровление: fitting oneself to] of the labourer to the production process and to the entire organisation of the enterprise.

[¶41] And it must be understood that the further the development of industry proceeds, the more there comes forward, as ever more and more important in the labour of the labourer, not the immediate “quantity of output,” but the exact “keeping-up” [поспевание: being in time] in the servicing of operations — the exact standing-on-duty [дежурство: watch] in production, in space, and, above all, in time.

[¶42] In this same quotation Marx, as we see, opposes in principle the principle of the “isolation” of production processes (division of labour) to the principle of “linkage.”

[¶43] At the same time we must forestall [warn against] any dogmatic interpretation of production whatsoever. The most perfected forms of production are characteristic not only in that, on the scale of the given form, they transform all and every relation of production, but they decisively transform the organisational order [строй] also in the lower forms of production.

[¶44] Now it is already difficult to find either the classical form of handicraft or the classical form of manufacture: they are complicated and transformed by separate methods of the higher forms of production.
