[¶0] III. Plan of Work

> Russian: III. План работы

[¶1] § 15. The Institute of Labour

> Russian: § 15.

[¶2] The creator of this new social engineerism, the maker of the new social-labour methodology, must be the Institute of Labour. Not in the least disconcerted by the grandiosity of the tasks set, by the tragic hopelessness of the immediately-present, we must unfold the whole complex and heavy web [spider-web] of its apparatus. We must stand upon the base of the working masses, awakened to a new, unseen [unprecedented] life, and bathe them in the sharp fire of the scientific problems of the century. In these masses two demons will struggle all the time — [that] of the consumer and [that] of the producer. We are definitely on the side of the second. And our task is — with all accessible demonstrativeness — to infect these masses with the restless passion of the deed, of labour, of energy.

[¶3] We have created an organisational centre and have begun to build up certain institutions of the Institute. Below we shall present the unfolded scheme of the work of the Institute, as it presents itself to us at the present time.

[¶4] § 16. The Learned-Working Apparatus

> Russian: § 16.

[¶5] At the head of the Institute stands the Council. It is the supreme director [leader], simultaneously both a purely scientific institution and [the body] directing the entire work of the Institute’s action-upon the labour life of the state. In the further course, in the measure of the Institute’s development, the practical work will be united in a special institution.

[¶6] The Council of the Institute gives the guiding methodology of labour and works upon the general sociological synthesis.

[¶7] The immediate work of the learned-working apparatus is constructed along four lines: the technical, the economic, the psycho-physiological and the pedagogical. The brain of each of these branches is the learned cabinets [study-rooms]. The prospecting [investigative] work is correspondingly executed by: the technical laboratory, the economic bureau, the psycho-physiological laboratory, and finally, the instructional schools and the workshop. This work is completed and corrected by a series of experimental enterprises, predominantly metal-working, however with the calculation that within them purely muscular labour too should be significantly represented.

[¶8] § 17. The Correspondent Apparatus

> Russian: § 17.

[¶9] We are now living through a peculiar “epidemic” of the study of labour. Thousands of people are interested in it, in one way or another practically setting up the scientific organisation of labour; hundreds of courses have been created where the scientific organisation of enterprises is taught; special chairs [departments] have opened at higher educational institutions. Finally, special institutions studying labour have arisen.

[¶10] The Institute of Labour is called upon to cover this entire scattered and differentiated experience with its universalism. We must look upon all these institutions and persons as our enormous correspondent apparatus. Into this enter: special institutions studying labour, higher educational institutions, professional and labour schools, and finally, individual persons.

[¶11] § 18. The Apparatus of Action-upon

> Russian: § 18.

[¶12] We must be an institution of action, we must make efforts practically to reconstruct the organisation of labour in the scientific manner [mode]. Therefore we must have at our disposal an apparatus of immediate action-upon. The Institute must have both institutions of public action-upon and institutions of practical action. Among the first are projected [outlined]: the Bureau of the Press, the Agit-Bureau, the library, the museum; among the second — the consultation bureau, the bureau of reconstruction and the school bureau.

[¶13] Of the institutions of public action-upon, we are most occupied by the Agit-bureau. In connection with the so-called production agitation, _we_ must resolve [solve] the most strongly acting agitational means, with the accounting of all the colourings of labour — the technical, the economic and the psycho-physiological. Especially will we be occupied by agitation immediately touching upon work. Here too the most difficult questions will find their answer — how to wedge into the normally acting production apparatus the worker propagandist-production institutions arising in enterprises spontaneously [elementally].

[¶14] Of the institutions of practical action-upon, we consider the most important to be the bureau of reconstruction — our reorganisational staff [headquarters], which must take up tasks either of the radical reorganisation of enterprises under the condition of their special stoppage for this purpose, or of the reorganisation of an enterprise in motion [on the move], which is the most difficult, but which now will be the most popular.

[¶15] We shall not here touch upon the apparatus of administration of the Institute, which has an organisational-technical interest; we note only that in this respect too we would like to fight for the most flexible and demonstratively-perfect system.

[¶16] We live in an epoch of the wreck [collapse] of culture, an epoch of social displacements, of ponderous shifts of the inheritance of centuries. Human masses, fettered for millennia, grow under the sign of paradox; even while lowering their immediate cultural level, they feel themselves all the time upon the precipice of history; their psychology is on the alert, they ask for great determining gestures, they dream of great men going in the command line, they await the coming of gigantic technical factors. And perhaps at the time when Europe and America live under the sign of the guarding [preservation] of the old, in eastern Europe there will appear an unexampled wanting of life, an incredible faith in the rise. A country of enormous rivers, insane blizzards, endless steppes, a country filled with wanderers, seekers and nuggets [native talents], will give a peculiar patriotism and will call to life bold newcomers for bold darings and deeds. We already feel the coming of these people, their first columns are already forming up.

[¶17] We shall be partisans of the new battalions, and our Institute wishes to be their first banner.
