[¶0] Part Five. Studying and Measuring Norms

[¶1] Theory and practice in the matter of norm-setting

[¶2] In many spheres of our production work a superficial and, in essence, elementarily consumer's view on the utilisation of theoretical and methodical constructions is very widespread. “This is academicism!” — so often say the so-called “practicians.” “Give us the practical!” — they cry.

(“Give [us]!”, “On to!”) — the clipped imperative slogan of the Civil-War years, here put in the mouths of the “practicians” mockingly.*

[¶3] The roots of such primitivism lie, of course, in the trade ideology of the “practicians.” This is precisely very clear in relation to norm-setting.

[¶4] In handicraft technique is very constant; in handicraft, as nowhere else, custom rules, the traditional “task” [урок: also lesson] rules. Therefore it is there that a “practical” “Task Regulation” [Урочное положение], fit for use, sometimes for a century and more, is possible. Thus, even up to now, task regulations of various kinds are in force in the building trade. These task regulations are applied also for the determination of norms of work. There one can indeed, with every practical task, demand: “Give us the task regulation!”

[¶5] But this is precisely in handicraft.

[¶6] Already in manufacture the “task” is whimsically fragmented by the division of labour, but in machine production — all the more in serial, and especially in mass production — there is not and cannot be a constant task, a constant norm, since the progress of technique goes on without stopping, and often by the strongest revolutionary jolts [shocks]. If seventy years ago Marx said of the industry contemporary to him that it “does not treat the existing form of a given production process as final” and that “its technical basis is revolutionary,” then what can be said of contemporary industry, when constant overturnings go on in all the machine zones: in the energetic, in the transmission, in the Installation [установочная: also setting, set-up], in the instrumental and in the control [zone]!

*Note: Marx, Capital, vol. I, ch. XV, sect. 9, quoted from the Russian edition of 1920.*

[¶7] It may be objected that in reality there is still so much of the primitive, so many primeval technical devices [contrivances]. This is true. But it is also true that not only here, in the USSR, but in Europe and even in America we may encounter the very latest miracle of production technique alongside mechanisms of the XIX and even of the XVIII century. All the more can it be said that now a single “task” for all types of productions, even within the limits of one branch of a given industry, is impossible. And if this is so, then the practicians cannot be armed with ready recipes; this idyllic time has passed as irrevocably as the epoch of handicraft has irrevocably passed.

[¶8] And now the question must be posed not about ready (they cannot exist) practical recipes, but precisely about the method of the practical resolution of questions.

[¶9] The significance of the method consists precisely in the fact that it gives direction to the practical resolution of a question, and not the resolution itself. In this sense it can be said that if in handicraft the method of determining norms can have the significance of a purely practical recipe, then in contemporary production the approach to the determination of norms can be strictly methodological, when practice can be guided by, but not immediately determined by, a methodical indication [directive].

[¶10] Operation and Grip [приём: technique, method]

> Russian:

[¶11] The method of determining norms must, like any method of determination, consist of two parts: of the methodics of analysis and of the methodics of synthesis, i.e. of the construction itself.

[¶12] Analytics must indicate the paths of study both of production processes and of the labour grips [трудовые приёмы] corresponding to them.

[¶13] So that misunderstandings arise neither in analysis nor in practical interpretation, it is necessary strictly to delimit the concept of the production operation and the concept of the production (or, better to say — labour) grip.

[¶14] An operation is a purely technological concept; it is the expression of the technological process itself, taken without relation to the hand or, in general, to the working organ of man.

[¶15] A grip is a concept not technological; it is the act of the living labourer, corresponding to a given technological operation.

[¶16] It is not difficult to understand that in handicraft labour grips are extremely close to operations, operations are close to grips; in certain cases they even coincide. Exactly so too in manufacture, which on the whole took its technique from handicraft.

[¶17] Only machine production, having separated his instrument from the hand of man, laid the firm beginning of the delimitation of the operation from the grip. Only contemporary machine technology can be considered a reliable methodological source for the analysis of production and, of course, not only in the sphere of operations, but also in the sphere of grips.

[¶18] Here we shall dwell upon a most interesting moment concerning the nature of the scientific competence for the study of operations and grips. That the study of operations is the competence of the engineer — this is entirely indisputable, but who then must study grips? Not rarely it is thought that this is the competence of the biologist. This, however, is not quite so. Even such a science as biomechanics (only just taking shape) can feel itself free [at liberty] in the sphere of handicraft or of so-called physical culture. In the sphere of machine production biology already submits to the priority of the engineer.

[¶19] Not for nothing did the man who first analytically studied labour grips turn out to be the engineer Taylor; not for nothing did another man, who gave an attempt at the study of the motions of the labourer, turn out to be the engineer Gilbreth; and not for nothing, finally, did such a biologist who studied the working motions of man as Prof. Sechenov previously finish an engineering school. The development of contemporary technology pushes and transforms biology; one may say, determines its Installation. Technology not only dictates definite problems to biology, it gives the posing [formulation] of these problems and forces biology, so to speak, to engineerise itself.

[¶20] And the study of the forms of grips, the study of their connection amongst themselves, the establishment of their dependence upon technology and, in the end, the installation of the necessary joinings and combinations of these grips amongst themselves and the covering by them of definite operations or of complexes of them, is the affair [business] of the engineer.

[¶21] It is very much to the point to bring forward here an astonishing analytical proposition [thesis] of Marx’s:

[¶22] “_Technology also discovered_ the few main fundamental forms of motion, which, despite the diversity of the instruments used, are necessarily taken by every productive action of the human body; just as the science of mechanics sees in the most complicated machinery nothing but the continual repetition of the simple mechanical powers.”

*Note: Marx, Capital, vol. I, ch. XV, sect. 9, in the Moore and Aveling translation (1887).*

[¶23] (K. Marx. Capital. Vol. I. P. 487. GIZ. M. 1920. Spaced emphasis ours. — A. G.).

> Russian: (К. Том I. Стр, 487. М. 1920. – А. Г.).

[¶24] The completely objective tendency of organisational dismemberment [articulation] under machine production is brilliantly disclosed by Marx. Marx speaks precisely of the “own character” of this dismemberment, i.e. of the priority of the purely technological principle over the subjective one.

[¶25] Thus, counterposing machine production to manufacture, Marx characterises the latter thus:

[¶26] “The entire process is here decomposed objectively, in dependence upon its own character, into its constituent phases, and the problem of the execution of each partial process and of the joining of the various partial processes is resolved by means of the technical application of mechanics, chemistry, etc.”

*Note: Marx, Capital, vol. I, ch. XV, sect. 1, quoted from the Russian edition of 1920.*

[¶27] (K. Marx. Capital. Vol. I. P. 371, GIZ. M. 1920).

> Russian: (К. Том I. Стр. М. 1920).

[¶28] Let us note that in this treatment of his Marx, displaying his astonishing erudition, points to a classical source — Ure’s work “Philosophy of Manufacture.” We bring forward Marx’s reference:

> Russian: Заметим, что в этой своей трактовке Маркс, показывая свою изумительную эрудицию, указывает на классический источник – сочинение Уре «Философия мануфактуры». Приводим ссыпку Маркса;

*Note: Andrew Ure, The Philosophy of Manufactures (London, 1835), as quoted by Marx in Capital, vol. I, ch. XV, sect. 1.*

[¶29] “The principle of the factory system then is, to substitute… the partition of a process into its essential constituents, for the division or graduation of labour among artisans.”

[¶30] (Ure: “Philosophy of Manufacture”, p. 20).

> Russian: (Ure: «Philosophy of Manufacture», p. 20).

[¶31] Let us bring forward an example where the calculations of technological operations are inseparable from the calculations of grips, and where the study of grips yields conclusions bordering upon such problems of the organisation of production as the general planning of production and even the designing of production buildings (capital construction). To work on water-frames [ватерные машины] at 4 sides there corresponds the contemporary water-frame hall of spinning factories, when the machines are set out two across the hall (1st type of manoeuvre), with a continuous path of motion for the water-frame spinner in the form of an oval between the lines of machines. After the analysis of the grips and the partial cutting-off of them in favour of other women labourers the engineer tries to set the water-frame spinners at 6 sides; it turns out that to set up a continuous and standard path (a path of identical sequence) of motion for the water-frame spinner is impossible (2nd type of manoeuvre), and then arises the problem of re-planning the hall, and together with this of altering its form: the longitudinal placing of the machines suggests itself of its own accord (3rd type of manoeuvre).

[¶32] From this it is clear that the study of labour grips must necessarily be produced on the basis of, and in connection with, the study of the purely technical moments of production, and obligatorily on the basis of purely engineering work.

[¶33] The biologist can be drawn in as an auxiliary scientific force, but the priority, we repeat, remains with the engineer.

[¶34] Thus, the study of labour grips must obligatorily be connected with technological operations, a certain part of the grips with a certain part of the operations, and connected analytically.

[¶35] The study of operations and grips in time

[¶36] The basis of the study of operations and grips is their disposition [arrangement] in time. For just as the integral well-being of an enterprise is determined by the time of circulation of circulating capital, just as the production effectiveness of a given machine is determined by the magnitude of its productivity in a given unit of time, so too operations and grips, under study, must be laid into a definite time. Time, in the end, is the basic measurer. Therefore the so-called chronometrage [time-study] must be recognised as the basic method of the analysis of operations, of grips, and consequently of the determination of norms.

[¶37] Every tradesman is instinctively tuned hostilely towards the measurement of his work; instinctively hostilely is he tuned also towards chronometrage. But the further the development of machinism goes, the more must fall all persuasiveness of the negation of chronometrage.

[¶38] For with the tradesman it was not only difficult to measure or even to count the grips, but it was almost impossible to measure or even to count the operations. The change of his functions, moreover, is already entirely entangled in personal secret. His “operations” were as subjective as his grips, his functions — mysterious.

[¶39] Meanwhile in machine production operations already possess a gigantic quantity of measurers, completely objective ones, right up to indicators. Let us enumerate the most commonly used of them: manometers, ammeters, revolution counters, tachometers, not to speak of a whole series of control-measuring instruments. And here, the mere determination of the quantity of rotations of spindles or of the quantity of interruptions of machine running casts a completely clear light, if not upon the entire behaviour of the labourer, then in any case permits dividing it into definite summands [components], strictly delimited in time.

[¶40] Chronometrage, as it were, runs ahead of the contemporary technical evolution of machines, and to object to it in principle (and there are still such objectors!) is all the same as objecting to the contemporary technical evolution of machines.

[¶41] Objections against chronometrage are sometimes constructed also because chronometrage, allegedly, does not of itself measure the tension [strain] of the labour process, because it does not measure work. But chronometrage is chronometrage, i.e. the measurement of the time falling upon a definite labour grip, upon a group of grips or upon an element of a grip. Analysis, i.e. the breaking-down of grips, the classification of grips on the basis of chronometrage — this is what is chief, what gives the path for study, for calculation and, consequently, for the norm-setting of operations.

[¶42] The measurement of labour grips

[¶43] Further on we shall speak regarding measurements during the production of labour grips. For now we shall say only that with this possibility of measurements many illusions are connected. Properly speaking, the question regarding the possibility of measuring the work produced by man (in kilogram-metres) has not been resolved up to now, since only such work (expressed by the grips and motions of man) can be subjected to such measurement as technologically coincides with machine operations, for example, pressing-out [squeezing], circular motions with a wheel. In other labour motions it is difficult to “seize” work with a definite measurer. Exactly so too the path of theoretical calculations of motions is not everywhere possible, especially there where the motion is not standardised and the path of this motion has no exact directors [guides].

[¶44] Exactly so too the question regarding the measurement of the energy expended by man during work has not yet been definitely resolved, although paths of investigation in this direction already exist.
