[¶0] However, in the measure that the machine takes from man his motor-energetic function, the question becomes more and more not one of measuring this energetic-motor tension, but of measuring — or, better to say, of clarifying — the distributive-organisational functions in work.

[¶1] As we shall see further on, here the talk should already be of the measurement of the work of the central nervous system. But the contemporary physiology of the central nervous system is still passing through only the period of its formation as a science and does not yet give any established [set] measurers, apart from indirect general physiological indicators or, more correctly, counter-indicators. To nourish illusions in this respect at the present time is not to be done.

[¶2] However, we shall not forget that, as we said above, the character of the working load, and consequently also of the norm, in contemporary machine production has changed profoundly; it is expressed not so much immediately in the magnitude of output, in the quantity of parts, as in the breadth of coverage of a known quantity of operations, of a quantity of machine-tools, of sides [сторонки]. The norm acquires more and more an organisational-production expression.

[¶3] And so we must declare with all categoricity that, without waiting for contemporary physiology to give exact measurers of the various kinds of working energy of the labourer (and that too in the production environment), we must with all energy carry out the organisational-technical analysis of work and give norms proceeding from organisational-technical data.

[¶4] And this all the more so, since the question has not yet been resolved as to with which of the most diverse labour functions the physiologist may couple his indicators.

[¶5] The Organisational Nature of Norms

[¶6] …Before CIT [ЦИТ, Central Institute of Labour], as before an organ for the preparation of Labour Force [рабочая сила], there arose the question of elaborating such a programme of preparation by means of which it would be possible to cover the greatest quantity of machines or spindles.

> Russian: …

[¶7] After experiments with 3 and 4 sides, there was elaborated an organisational scheme-norm of work on water frames [ватеры], calculated for 4, 5, 6 and 8 sides.

*Note: ватер — the Russian mill name for the continuous (ring or throstle) spinning frame, taken over from the English 'water frame'. Kept literal throughout.*

[¶8] What, then, proved to be most essential in this “organo-norm”?

[¶9] Alongside the intensified specialisation of the water-frame operator [ватерщица] towards the fastening upon her of the basic function — the liquidation of breakages [end-breaks] — it was necessary to project the loading with the other former functions of the water-frame operator, no longer for this water-frame operator, but for other labourers working with her in a strict set [комплект: complement, team] and mutual dependence.

[¶10] There resulted the following, in the highest degree characteristic, organisational scheme. One water-frame operator-piecer [ватерщица-присучальщица] must work on 8 sides; parallel with her in the servicing of the water frames work doffers — 1 on 7 sides, setters — 1 on 20 sides, and 1 sweeper on 24 sides.

[¶11] For each of these labourers the functions have become strictly special; they do not disorganise their production behaviour by “leaps” from one function to another; in connection with this their manoeuvres about the machines acquire greater calmness and lawfulness [regularity] than before: the lightening in functional servicing gives the possibility to increase the organisational field of work. Together with this, as we see, the work acquires a clearly expressed character of a set, strictly harmonious, with internal interdependencies. The water-frame operator-piecer, herself working on 8 machines (or sides), determines the behaviour of the sweeper working on 24 sides, while this sweeper at the same time has relation to three piecers, is bound up with them; there result infinite sets of Labour Force passing one into another. Is it not clear that to norm here — means to organise, to norm — means to rationalise, means to reconstruct?

[¶12] Labour Discipline and Norming

[¶13] And we shall immediately see something else, still more interesting and important. The so-called labour discipline in handicraft [ремесло: trade] or even in piece-machine production is reflected immediately upon the release of output at the given individual working place; labour discipline here must be maintained by purely [exclusively] administrative measures; whereas under set-work, mutually bound together, the fall of labour discipline in even one labourer signifies the dis-order-ing [рас-строй-ство] of production, signifies not a partial but a general production accident.

[¶14] In the epoch of handicraft, or now, but under the work of the worker of type “a + b”, production discipline has an individual character; it can only by example, only by a general “contagion”, positively or negatively influence neighbours in work and in general other working personnel.

[¶15] In the epoch of manufacture, or now, under the work of the worker of type “A”, production discipline already loses its enclosed individualistic character; here it is subordinated to the production behaviour of a whole working collective.

[¶16] And if in the epoch of handicraft, or under work of type “a + b”, the maintenance of discipline must be effected by measures of a subjective character (in the full sense administrative), then already in the epoch of manufacture, or under work of types “A”, discipline is dictated to a significant degree by the very logic, sequence, dependence and tempo of the production flow.

[¶17] As regards mass machine production under work with personnel “B”, here production discipline assimilates an already purely objective technical-organisational character and, together with this, an interdependent collective-machine character. As we have already said above, the violation of production discipline in this last case creates not merely a “violation of quiet and calm”, but a serious production accident.

[¶18] If these accidents are rare, if they are studied and carefully foreseen, then even so a definite human reserve is required under this organisation; but if they attain [the scale of] a great “everyday” [бытовое: of daily life] phenomenon, then reserves are required so significant that the question arises: whether to go backwards, whether to return to a less perfected organisation of labour, less rapid in its turnover and less productive, but then calm. These phenomena of feverish trials and retreats are very familiar to us in our textile industry and in agricultural machine-building, especially in connection with the transition to the 7-hour working day.

[¶19] Organisational-Technical Moments of Norming

[¶20] At the same time such a high type of organisation of labour demands an out-of-the-ordinary technical readiness of the enterprise and an organisational-technical readiness. Machines must constantly be in full working order: for these are not machines for type “a + b”, these are machines constituting a single production aggregate, working synchronously (coinciding by their machine units in time with one another). But not only that: current repair, Installation [установка: also setting, set], adjustment and feeding with material already take on the character of work not from case to case, but the character of a constant “duty” function. It is precisely this that often neither the heads of production nor the functionary-workers of the type just indicated hold out [выдерживают] against.

[¶21] The absence of this technical and organisational readiness creates no longer a partial accident, but a constant production disorganisation.

[¶22] In order to show that all this is not theory but the facts of our days, we shall bring forward a practical testimony from the newspaper “Voice of the Textile Workers” [Голос текстилей] for the month of June 1928 concerning the orders [arrangements] under set-work (although not of such a high type as the one described by us above) at one of the factories. In a letter, under the heading: “Why the Water-Frame Operators Weep”, the following is printed:

[¶23] “At the technical conference it was resolved that the under-masters [подмастерья] should themselves distribute the roving. But the under-masters relate to the labourers very rudely and, as before, heap their own work onto the water-frame operators.

[¶24] Let us take for example _the fifth set of the first shift_. The carter brings up a trolley with roving, the labourers _await the distribution of the roving_, they do not move away from the machines. But the plan-women [планщицы] begin to run about the machines, to knock, and propose to the labourers that they go for the roving themselves.

[¶25] At first the labourers tried to refuse. For one labourer _the machine stopped because of a shortage of roving_. Then an under-master flew up to the labourer and began to shower her with abuse and obscene [матерные] words.

[¶26] Then out of spite he started the machine. A breakage resulted. The under-master set the machine going, _and drove the labourer off for the roving_.

[¶27] From distress and injustice the labourer wept, she was offended. At the factory she had worked 35 years and did not expect such a relation to herself under Soviet power.

[¶28] Of course, after this the labourers _did not begin to wait_ until the roving was distributed to them. _They began, as before, to take it na-sharap_ [на-шарап: haphazardly, by grab].”

[¶29] (Spacing [разрядка] ours. — A. G.)

> Russian: (Разрядка наша. – А. Г.)

[¶30] This, we suppose, is a sufficiently colourful testimony to the fact that the given norm, expressed in the set-type of works, is bound up precisely with the organisation of production. The collapse of set-work inevitably gives birth to production anarchy, to work “na-sharap”.

[¶31] Economic Moments of Norming

[¶32] But we must say a few more words about the economic readiness of the enterprise in relation to types “B”. In this enclosed interdependence, which is observed in works of types “B”, there can no longer be that traditional rating [расценка: piece-pricing] of work which is observed in the lower forms. Despite the difference in technical qualifications and despite the general simplicity of the work (insofar as it is graspable from a survey of the grips [приёмы: techniques, methods]), in the work there emerges more and more organisational obligatoriness and responsibility; and at the same time this responsibility becomes identical for all kinds of Labour Force of the given set. That is why it becomes fully natural: firstly, a general raising of wages, dictated by the intensification of the significance for the enterprise of set-works, and, secondly, the “pulling up” of the lower payments to the higher ones. Here “social accidents” are already possible, wholly owing [obliged] to the famous “we shall see” or “let them work like this for now, and there we shall see”.

[¶33] We cannot speak here about the system of wages in the entire volume of this problem. We wish only to establish the tendencies.

[¶34] If in the old forms of production and under the old working types what is paid for is precisely the immediate quantity of output, then in the newest forms of production and under the newest working types what is paid for is precisely the organisation of labour.

[¶35] In these (higher) forms it is completely unimportant for the enterprise whether the given qualification is high or low, but what is important is whether the production behaviour of the given worker stands at the required height, i.e. whether his working motions and working manoeuvres are correctly distributed, whether the functions are exactly coordinated, whether they wedge correctly into the motions and manoeuvres of other workers, whether they correspond exactly in time to the given working front, to the given working set.

[¶36] The enterprise here loses not some single summand in the individual output of the worker, it loses at once the sum of several summands, it loses upon the organisational accident of production. The type of work here is so collective that the enterprise in every worker, independently of his individual technical qualification, values precisely his organisational-collective qualification.

[¶37] It is understandable that the form of remuneration too must cover principally the organisational-collective qualification.

[¶38] Here there are no “qualified” and unqualified, here there are no basic and “auxiliary” ones, here all are equally “needed” (and needed precisely in time) and here there is quite inevitably remunerated precisely the height of organisational culture. And hence the consequences: the wrecking of piece-rate pay and the installation of levelling in payment.

[¶39] Is it necessary to say that all these relations, characteristic for types “B”, exist in one or another undeveloped form also under types “A” and even under “a + b”, and is it not clear that after the study of these higher organisational forms it is necessary to introduce the most cultured views on norming into the lower forms as well? By catching the growing organisational tendencies in the lower forms of production and by remaking correspondingly the methods of norming, we thereby raise them (these lower forms) up to the higher forms.

[¶40] Measurers of Norms

> Russian:

[¶41] And at the same time is it not clear that the measurers of norms too must undergo an essential change in comparison with the former measurers of bare muscular load?

[¶42] For depending upon the forms of organisation of production, the very character of labour energy changes essentially.

[¶43] In fact, if formerly, under primitive forms of organisation of labour, the current [commonplace] representation of the working load was a representation of the magnitude of expended muscular energy, and hence the literal meaning of the expression “squeezing out of sweat”, then in the higher forms of organisation the working load is deprived of this exclusive evaluation. To be loaded in the labour respect in the higher forms of production does not mean to give forth the greatest muscular energy, but it means to expend energy bound up with the “servicing” of the installation zone of the machine, with the servicing of the management [steering] zone of the machine, the control zone. To give the higher norm, as we have already shown above, means to cover with one’s distributive-labour efforts (installation acts, acts of management, acts of control) the greatest quantity of machine energy (the energetic zone of machines).

[¶44] And although here there is no particularly complex dialectics, we nevertheless know views supposing that one may approach these norms with energetic-muscular measurers. Attempts belated and manifestly hopeless.
