[¶0] Functional measurement of works

[¶1] The work in CIT [ЦИТ, Central Institute of Labour] on the analysis and determination of worker-types, as well as the functional analysis of production behaviour, permitted CIT to make attempts at functional analysis and at the measurement of the functions themselves, even in the most typical forms of craft labour.

[¶2] Making use of the formula: “Installation [установка: also setting, set] — processing — control,” we constructed an automatic registrator [recorder] of functions during works at various workplaces with individually closed [self-contained] work. Making use of that same formula, we also produced mass chronometrage records. The one and the other method was applied not only to the cadets of CIT, but also to workers sent from enterprises to CIT for expert examination.

[¶3] The workplace of the fitter of type “a + b” we divided territorially into three zones: Installation — the zone of the clamping of the article and of the fixtures in the vice; processing — the zone of the instrumentarium; and control — the zone of the control instruments and fixtures. We deliberately took the simplest work, in general calculated for 5 min., consisting of the filing of one narrow plane of a plate to a right angle with another (given beforehand), with an assignment for accuracy of 0.1 mm and with an assigned quantity of weight of removed shavings [swarf] of 1 gramme (Fig. 2).

[¶4] After considerable constructional [design] efforts, it turned out to be possible, with an accuracy of up to 0.2 sec., to register all production behaviour.

[¶5] We give a specimen of standard records (Fig. 3), taken directly from the automatic (not a chronometer, but an automatic electrical counter) indicators. We had the possibility to register in the given case, over the course of a 4-minute period, losses, i.e. time absolutely unoccupied by any manipulations whatsoever, equal to 13%, and at the same time the total time falling upon processing (512 fifths of a second), the time upon control (250 fifths) and the time upon Installation (with an overlapping of the time of control — 338 fifths). And besides this, we had the possibility to register along all these lines the temporal magnitudes [time-values] for each minute. In this way there are obtained not only the general sums, but also functional curves, represented in the lower part of the registration table. These most typical curves from our registrations show the inverse dependence of the functions of processing and control.

[¶6] Fig. 2. Schema of the experiment with filing

> Russian: Рис. 2.

[¶7] Fig. 3. Curve of the registration of filing

> Russian: Рис. 3.

[¶8] While “processing” has a tendency towards diminution, “control” has a tendency towards increase. The function of “Installation,” immediately connected with processing in time, is, however, immediately connected with control. If at the beginning of the working period the work has a clearly expressed mechanico-energetic character (“processing”), then at the end it takes on an already predominantly analytical-calculating character (“control”). In the first case the muscles work predominantly, in the second — predominantly the nervous system.

[¶9] We cannot here, for considerations of the scale of the exposition, develop in greater detail our analytical propositions [positions] connected with the table adduced, but already from what has been said it is clear that purely organisational analysis, even without a special biological experiment, already leads us to the cognition of the biological nature of work.

[¶10] And if we shall systematically apply the analytical methods, extracted [obtained] and distinctly disclosed in the higher forms of the organisation of labour, to the lower ones, then we shall see how complex and at the same time how significant is the analysis of the lower forms.

[¶11] Functional analysis and “functionaries”

[¶12] From the experience of studying the Labour Force [рабочая сила], expert-examined by CIT and taken from production, the following average percentage relations in time between the functions in fitter’s work have been obtained:

[¶13] Installation … 18%

> Russian:

[¶14] processing … 38%

> Russian:

[¶15] control … 38% (rounded off)

> Russian: контроль … 38% (округленно)

[¶16] standstills … 6%

> Russian:

[¶17] The percentage relations between the three functions, counting their total time as 100%, receive with us the following expression:

[¶18] 19 (“I”): 41 (“P”): 40 (“C”)

> Russian: 19 («У»): 41 («О»): 40 («К»)

*Note: “I” for Installation (У — установка), “P” for processing (О — обработка), “C” for control (К — контроль).*

[¶19] If one looks at what organisational picture would be obtained were the organisation of works translated [transferred] onto the principle of the functional division of labour (types “B”), then we would obtain, approximately, the following picture: per 41 men occupied with filing, there would work 19 installers and 40 controllers.

[¶20] Fig. 4

> Russian: 4

[¶21] A correlation [relation], from the point of view of the higher forms of the organisation of labour, monstrous!

[¶22] When work in the higher forms of the organisation of labour is surveyed and the surveyor discovers that per 100 men of “basic” labourers (i.e. those occupied with “processing”) there fall, for example, 20 controllers, then the “surveyor,” of course, demands the reduction of the “staff” of controllers, seeing in the controllers an “overhead expense,” but such a surveyor does not even suspect those monstrous quantities of control functionaries under the craft form of labour, dexterously [cleverly] hidden in the one person of the universalist. In fact, it is sufficient merely to juxtapose the relations: 41 to 40 and 100 to 20 (5:1), (or — 41:40 and 200:40), in order to understand how short-sighted this “staff methodology” is!

[¶23] After this small digression we pass over to further examples of functional analysis.

[¶24] Let us adduce the curves of the distribution of time of groups of cadet-turners (self-acting lathes). We obtain such a picture (Fig. 4).

[¶25] Functional parallels under manual and machine work

[¶26] Now let us make a functional comparison of the work of fitters and turners (the materials _on_ turners are obtained according to the data of the work of the cadet-turners of CIT in the independent period) upon universal machine-tools [lathes] (“self-actors”).

[¶27] We obtain the following table:

[¶28] Characteristic of productive behaviour

[¶29] (Functional-organisational characteristic of the fitter and the turner)

[¶30] Distribution of working time in %

[¶31] As we see from this table, “Installation” for the turner came out 6% greater than for the fitter, “processing” — 17% greater than for the fitter; “control,” however, diminished by 23% — all this within the limits of the general magnitude of 100% expended upon work; within the limits of each function, however, we obtain that “Installation” relatively increased by 32%, “processing” increased by 44%, “control” diminished by 58%.

[¶32] The character of the functions of “Installation” and “control” in the turner in general coincides with the characteristics in the fitter: they bear the character of the work of the higher nervous system. But “processing” — this is that time when the machine-tool itself works (the self-acting machine-tool), and precisely with it one can in no way connect the representation [notion] of muscular-energetic work. On the other hand, this time can in no way be counted as only “purely machine time,” since during this time, although one may sit, one must not “gape” [yawn, doze]: it is necessary all the same to follow the machine, catching defects in the work of the cutter, sometimes regulating the motions of the slide-rest [carriage], and to follow the moments of the necessary switching-off and starting of the machine. Is it not clear that all the same this rubric of “processing” in the turner is of quite another nature than in the fitter.

[¶33] At the same time, in the work of the turner, if there is a muscular-energetic expression at all, then it is represented precisely in the function of “Installation.”

[¶34] What is strangest of all for our ordinary views, which counterpose manual work to work upon a machine, is the relation of the functions under the manual work of the smith.

[¶35] The analysis of the graphs of time for the fabrication of articles by cadet-smiths in CIT gave such relations: heating — 68% (a function, in general, analogous to Installation), processing — 24, control — 8%. A manifestly energetically-muscular expression of work is characteristic for “processing,” but “Installation” turns simply, if it is possible so to express it, into “strained [tense] waiting.”

[¶36] Now it is clear that the functions “Installation — processing — control” — these are functions of a technologically-organisational order, this is the world of operations, but the character of the “grips” [приёмы: techniques, methods] corresponding to these technologically-organisational functions is not only deeply distinct in each given case, but it does not yield a standard identically applicable everywhere.

[¶37] Norming under functional analysis

[¶38] The analysis of the norms that have taken shape, with the application of functional analysis, leads us directly to connecting the given norm with the form and mode of production, whereby in machine production the machine is the objective analyser, while in manual labour analysis is possible only under special “analyser” Installations [set-ups, apparatus].

[¶39] What, then, does it mean to norm under such an analysis? To norm — this means to seek the most advantageous organisation of labour. If in the trade it is so natural to interest oneself in the “quantity” of labour, then in the higher forms it is necessary to join to the norm not quantity, but precisely the organisational type of work. It becomes clear to us at the price of what alienation of organisational-labour functions from the worker the general raising of the productivity of the enterprise is achieved. It becomes clear to us, in particular, how to translate [transfer] the type of the worker-tradesman into a higher type.

[¶40] Here the matter lies not so much in “standstills,” in “lost time,” as in the coordinations, combinations and divisions of organisational functions.

[¶41] If under norming one strives only for the annihilation of “standstills” and the reduction of rests to determined magnitudes, then from the point of view of the higher forms of the organisation of labour we shall arrive at a dead end, at stability, at frozen tasks [уроки: stints], at “Task Regulations.” But their time, we repeat, has passed irrevocably.

[¶42] From the point of view of the higher forms of the organisation of labour, not so important is the annihilation of individual standstills, not so important is it to give a rest exactly corresponding to the given individual. For, in the analysis of the behaviour of a pointsman at a railway station, we may register a “standstill” of 95% of his “working time.” But, of course, we shall interest ourselves only precisely in the 5% of pure work loaded with determined grips; we shall determine how exactly the function of the switching of the points is applied to the function of the passage of the train, and how exactly the grips of the pointsman, one of the railway “functionaries,” are coordinated with the work of another functionary — the engine-driver.

[¶43] In a word, it is clear how, under the higher forms of the organisation of production, the task of norming passes over from the determination of individual quantities of labour into the task of the regulation of functions.

[¶44] The labour clinic of CIT as an expression of functional analysis
