[¶0] Is it possible to measure the work of the nervous system? Up to now, attempts at these measurements have not been crowned with success.

[¶1] But let us suppose that we have resolved this problem. Let us suppose that by the finest measurers [measuring instruments] we were to determine the energetic processes of the brain and nerves, or that by the minutest micro-measurers we could determine the electrical currents passing through the nerve nodes and the terminations of the motor nerves and, finally, the entire reflex work of the cerebrum. What would this give us? It would give us the measurement of the work expended on the binding, the combination of those reflexes which have accumulated in the nervous system in the capacity of its, so to speak, fixed capital. This fixed capital, in one solid part of itself, represents precisely the combinatory-distributive Labour Culture deposited [laid down] in the nervous system, which it is that the new reaction sets into motion. Consequently, the work of the nervous system is always only the combination of a new stimulus [irritation] with that combinatory-distributive culture which is already deposited in the nervous system.

[¶2] Be that as it may, in the distributive-organisational activity of the labourer there is reflected precisely this ever-complicating, ever-perfecting accumulated combinatory culture. It is understood that it is not the given stimulus, characteristic of the given production work, which constitutes the expression of the work of the central nervous system, but precisely the manifestation of the nervous culture answering to the given stimulus.

[¶3] Therefore, the searches for the philosopher’s stone of immediate measurements of the work of the nervous system appear to us fruitless. However, we can measure the very organisational-labour manifestation of this work, or precisely the organisational-labour behaviour of the labourer. In this sense it is entirely legitimate to make the science of the organisational-labour behaviour of the labourer the central science of labour.

[¶4] Analytical work and calculative constructions precisely in this domain will yield us the most fruitful results in the domain of the elevation of Labour Culture, and consequently also in the domain of the elevation of labour norms.

[¶5] Conclusion

> Russian:

[¶6] Thus, the norm-setting of labour at present, more than ever, is a most complex engineering work, resting not only upon the immediate analysis of the given work as such, but upon the analysis of

[¶7] 1) _the form of production_,

> Russian: 1) _формы производства_,

[¶8] 2) _the worker type_,

> Russian: 2) _

[¶9] 3) _the degree of Labour Culture_.

[¶10] The principle of the determination of the bare individual load, if it can anywhere play a decisive role at all, then [does so] precisely in the most primitive forms of production and in application to the most primitive worker types.

[¶11] Time in these cases is the bare determinant [determiner] of the duration of the loading.

[¶12] In the highest worker types (the type of the operator), time is already not only the determinant of the loading, but also the regulator of the sequence of works, of the disposition of operations in time; while in the very highest worker types (types “B” — functionaries), time is already the regulator of the combination of parallelly and synchronously proceeding functions.

[¶13] The determination of absolute norms, i.e. [norms] not dependent upon the given form of production, upon the given worker type and upon the necessary Labour Culture, must be recognised as an absolutely inadmissible approach.

[¶14] From here we can draw an extremely important organisational-planning conclusion.

[¶15] Attempts at the planning and regulation of norms “along the entire front” of industry must be recognised as utopian. Neither the form of the expression of norms, nor the tempo of their alteration can be unitary; and consequently, as fine as the distinctions are between the forms of production and the worker types, just so fine and cultured (i.e. differentiated) must be the policy of planning and regulation in the domain of norm-setting.
