[¶0] Installation Shops of Enterprises

[¶1] The more the process of compaction [уплотнение: densification] of production operations goes on, the more the working day of the operator in the main shops of enterprises is compacted, the more there grows the significance of the installation [установочный: also setting, set-up] means (those conditioning high productivity) of these enterprises. And conversely, with still greater force: the stronger the installation means are represented in the enterprise, the more productively, compactedly and intensively the main production shops work.

[¶2] For mass-flow production these propositions have the character of an axiom. But for serial production too they possess the same significance, only they are less evident, less demonstrable.

[¶3] A characteristic example in this respect appears to us to be the manoeuvre carried out by the brigade of CIT [ЦИТ, Central Institute of Labour] at the Pavlov Plant: through the ordering of the work of the installation means, such a compaction of the work of the main production shops was achieved that it proved possible to obtain a certain increase in output. An insignificant increase in the installation means and their ordering gave a gain in the productivity of the shift of 50%. A concrete analysis of effectiveness shows that at a known [certain] moment in the life of the enterprise an increase in the installation personnel by 2–3 men gives a gain in work in the main shops, expressed daily as 50 man-days and more.

[¶4] But a far greater effectiveness is obtained when the efforts upon the installation means are expressed in the creation of large and small technical fixtures or else of whole machine-tools.

[¶5] If in the above-cited example of the Pavlov Plant the effect of the work of the main shops was achieved through the development of the installation means in their organisational expression, in the behaviour of the personnel of setters and installers, then the fixtures and the new machine-tools represent materialised [objectified] technical guarantees of the compacted and highly productive work of the main shops. A fixture manufactured in the tool workshop of the enterprise (one of the installation shops of the plant) for one of the machine-tools [станок] of the main shops, and having required 30 hours of work of a worker of the 7th grade, gives a gain in the productivity of the machine-tool of 10% with the work of a worker of the 3rd grade. After three months of work the fixture pays for itself, guaranteeing also further on a ten-per-cent increase in productivity.

[¶6] The manufacture of a new die in the tool workshop for a special machine-tool, instead of the manufacture of the article by turning, milling, manual work, makes a whole overturn [revolution], in which the cost of the die pays for itself already in the course of the first day of work.

[¶7] This is why the significance of the installation means in contemporary enterprises grows so greatly: the installation means — this is the potential of the enormous productivity of the main shops. Take away from the contemporary enterprise its installation means — the main shops will not only be disorganised, they will be thrown back half a century in their production culture, in their productivity.

[¶8] Examples of a short-sighted relation to the installation means are not so rare. But one of the striking examples of this neglect was given, for instance, by our textile industry, which some four years ago castrated [emptied out] the repair shops out of the factories and destroyed the production of spare parts of equipment.

[¶9] For our machine-building industry the present period is characterised precisely by the fact that it has entered into the higher stage of technical assimilation [освоение: mastering]. This higher stage of technical assimilation consists in the fact that, from mastery over technological processes in all their diversity, machine-building takes mastery over the entire connected totality of these processes in the form of a rhythmical continuous flow. But it is precisely this continuity and rhythmicality that is purchased at the price of a high culture of the installation means of enterprises.

[¶10] The highly cultured functioning of the main production shops, carrying out the immediate technological process characteristic of the given production, is conditioned by the work of the installation means of the enterprise.

[¶11] The process of such a culturisation [bringing-into-culture] of work is characteristic not only for machine-building, but also for metallurgy and for coal extraction, where the mine, in the measure of its mechanisation, is transformed into a plant with highly developed installation means.

[¶12] The installation means of enterprises (both in the person of the installation personnel and in the form of mechanisms and structures) invade the main shops themselves, but at the same time they are more and more deposited in particular formations, which, in distinction from the main ones, it is permissible to call installation shops.

[¶13] If the main shops are characterised by the fact that they express the technological process proper to the given production — of extracting, enriching, processing, assembling, finishing that product which is released by the enterprise — then the installation shops have no immediate technological contact with the article or product characteristic of the enterprise; they work upon the servicing of this technological process.

[¶14] The earliest formation in the row of installation shops was the repair shop. It can be found everywhere: both in machine-building enterprises, and in metallurgy, and in coal, independently of the degree of mechanisation of the given production. The repair shop can be found also in paper-making factories, and in soap-boiling plants, and in textile factories, and in chemical plants, in state farms and collective farms.

[¶15] On the early steps of the development of technical-installation culture the tasks of the repair shop were universal: it repaired both the instrument, and the machines, and the structures, and even the buildings of the enterprise. Universal too was the type of worker characteristic of the repair shops; this was for the most part the universal fitter (of boiler and mechanical qualification together), the universal carpenter, the universal joiner.

[¶16] In the measure of the organisational-technical progress of enterprises, of the increase of their scale, of the specialisation of equipment and instrument, there became marked the differentiation and the quantitative growth of the installation shops.

[¶17] The repair shop first of all split into two parts: the instrument part and the repair part proper, to which passed over the most cumbersome objects of repair.

[¶18] The instrument shop in the twentieth century showed a further differentiation. It gradually separated out the following formations in the form of independent shops: the workshop of fixtures, the workshop of normal [standard] instruments, the workshop of special instruments, the workshop of dies, the workshop of templates and gauges, the workshop of universal measuring instruments.

[¶19] In order to judge their magnitude, one may bring forward the example of the Stalingrad Tractor Plant, in which according to the project in one single workshop of dies there were determined 400 workers.

[¶20] Together with the growth of the number of installation shops, with the growth of their scales and the constancy of their functions, there changed sharply in them the organisation of production and labour; there changed sharply also the type of worker.

[¶21] In place of the all-saving fitting work there appeared mechanical workshops, and not only with universal, but also with special machine-tools. There became marked a sharp differentiation of production operations and, finally, there appeared all the signs of mass production with workers of low qualification.

[¶22] It would be imprudent to install [set up, establish] certain absolute laws expressing the structure and the forms of organisation of these installation shops. Their forms stand in close dependence upon the scales of the enterprises and their forms of organisation. But one thing is indubitable: that the old handicraft [кустарный: artisanal] type of worker, of “self-servicing” with instrument, with repair and with every sort of feeding by auxiliary material — in the predominant majority of enterprises created in the first five-year plan, this type is being liquidated and replaced by the most perfected form of installation servicing from the side of special personnel and from the side of particular installation shops.

[¶23] If we attempt to enumerate all the shops and services of contemporary enterprises bearing installation functions, then we always risk diminishing their quantity: such is their sweep and diversity.

[¶24] Let us attempt to give an enumeration, orienting ourselves upon our large machine-building, metallurgical and coal-extracting enterprises. Here it is: workshops of normal instruments, workshops of special instruments, workshops for the manufacture of dies, workshops for the manufacture of jigs, workshops for the manufacture of templates and gauges, workshops for the manufacture of universal and special measuring apparatuses and instruments, central repair workshops, shop repair workshops (underground in coal), repair workshops for the manufacture of spare parts of equipment (machine-building, blast-furnace production, open-hearth, rolling, coal extraction), electro-mechanical workshops, emergency [breakdown] workshops, harness workshops, shops of building repair, shops of wood-working repair, blowing shops (metallurgy, coal), shops producing energy, shops for the economic [housekeeping] servicing of enterprises, safety shops (fire, general and military guard); here too must be referred the “shops” of worker feeding (the canteen) and the ORS with their particular economies [subsidiary farms]; here too must be referred the services for the maintenance of cleanliness and order in the enterprises.

[¶25] We repeat: our list may prove incomplete. In any case it is an indubitable fact that contemporary enterprises, besides the enormous main production shops — precisely with the aim of their most complete, compacted and intensive utilisation — are more and more overgrown with an enormous quantity of shops whose designation is the constant installation of production, its servicing, the care for it.

[¶26] In these shops (the installation ones) there are occupied up to ¼, up to ⅓ of the entire quantity of workers; sometimes it reaches ½. Already this magnitude shows that in the person of the installation shops we have a stable and ever-growing new formation in the life of the newest enterprises.

[¶27] Are there here perversions? — Of course there are, and perversions not small. The perversions are expressed chiefly in the fact that the implantation of the installation shops and their scales often pass according to template, according to analogy; their concrete work does not stand in close immediate connection with the work and the calendar needs of the main shops. But one way or another, the installation shops — this is a powerful lever both of the most economical functioning and of the rapid unfolding of enterprises.

[¶28] It would be hasty to create norms of correlation between the installation and the main production shops. And this is not merely a fear of templating and officialdom [казёнщина: bureaucratic routine]. The matter stands thus: the shops called by us installation shops may to a known degree exist outside the given enterprise on the rights of independent enterprises. Thus the manufacture of the normal instrument goes on in enterprises only by force of the insufficient development of instrument plants. Production autarky, under which our plants make everything for themselves, will undoubtedly gradually be moderated in the measure of the development of special plants. Even the special instrument, dies, fixtures may, if not wholly, then in the form of defined standardised parts (gauges, bodies [housings], bushings for holes in jigs, holders, mandrels, etc.), be manufactured at special plants. The overgrown installation shops at our enterprises sooner or later will pose the question of the creation of a whole series of special installation plants. If this occurs, then the enterprises, receiving normal articles and standardised parts, will produce a certain special fitting [adjustment] and mounting [монтаж: assembly, erection] in accordance with their special aims.

[¶29] Economically this will be very advantageous, but in the organisational relation there will be here known difficulties in the sense of the exact planned distribution of the installation production among the enterprises.

[¶30] Precisely in the foreseeing of these possibilities, in accordance with these organisational tendencies, we shall set forth further on a new particular formation, which we shall call the mounting-installation shop of machine-building enterprises.

[¶31] We shall present below how the latest works of CIT in the domain of the organisation of production, or more precisely in the domain of the organisation of the technical means of production, led both theoretically and practically (by the forces of the CIT enterprises No. 1 and 2) to the creation of the mounting-installation shop.

[¶32] The works of CIT in the domain of the organisation of the technical means of production (machine-tools) have been repeatedly illuminated both in our journal “Organisation of Labour” and in the general press (special collections, articles in the newspapers “For Industrialisation” and “Technique”).

[¶33] The technical characteristic of our works consists in the fact that, manufacturing aggregates [unit-assemblies] of machine-tools (rotational, rectilinear-translational, speed mechanisms, mechanisms of automation, etc.), we resolve the task of the construction and mounting of an infinitely large quantity of machine-tools — universal, narrowly special, combined.

[¶34] The organisational-production characteristic consists in the fact that, projecting the production flow — a flow strictly rhythmised — or the form of large-serial and, finally, original [one-off] production, we include in the very project not only the technological process, but also the machine-tools themselves, projected in strict accordance with special technological assignments, and not merely do we select machine-tools according to the catalogue (and those which suit).

[¶35] It is best of all, as a point-of-departure possibility, to hold in view the most perfected types of universal automaton machine-tools. The projector [designer] of the technological process, departing from these machine-tools, must consider them as an infinitely possible combination of kinetic schemes, theoretically supplementing the real-constructive possibilities. The technological project, precisely within the frame of all these kinematic possibilities, must constitute out of itself successively going links in the general technological band [belt]. The basic defining technological bases define the initial links of the band and all the most important technological moments. As a result we shall have a technological project independent of those types of machine-tools which are present in the catalogues, but at the same time theoretically the most perfected.

[¶36] However, this is a project in sketch. In order that it be completely real and fully contemporary, we must exactly project it, taking into account the entire formed technical culture, represented: 1) in normal working instruments, 2) in normal control instruments, 3) in special instruments, 4) in special and universal fixtures and, finally, 5) in special machine-tools constructed for strictly special operations.

[¶37] Since, despite the stunning novelties in the constructions of special machine-tools, their moral wear [моральный износ] arrives comparatively quickly (up to one-two years), then at large and stable scales of production it is far more advantageous to fight for the most modernised model of the machine-tool, i.e. to construct and mount it completely anew and in the strictest accordance with the most concrete assignment of the technological link in the chain.

[¶38] But to construct and mount the given machine-tool, and still more tens and hundreds according to original projects — is a matter extremely protracted, requiring great specific experience and risk. The manufacture alone of the general and working drawings will require half a year or a year with an enormous staff of constructors and draughtsmen. The manufacture of the details [детали: parts], always original (blanks and finishings), and the mounting of the machine-tools with their production testing will occupy a minimum of a year. And in this time there will already have crept up the inexorable moral-technical wear of the models.

[¶39] And it is here that the system of aggregate-standard construction and mounting of machine-tools comes to aid.

[¶40] On the basis of the entire contemporary material and constructive culture of machine-tool-building [станкостроение] there are obtained standards of aggregates, from the combination of which it is possible to obtain whatever types and sizes of machine-tools one wishes. With the presence of constructive standards (aggregates), and also of standards of a general character (normal rows of diameters, standards of tolerances of shafts and holes of fits, cones [tapers], threaded connections, and also of the so-called normal details), there is modified at the root [radically] the entire technique of construction, of the manufacture of general and working drawings; there is changed at the root the very organisation of the production of details and of the mounting of the machine-tool.

[¶41] The most responsible matter is that which may be called the sketch of the machine-tool, since the manufacture of the machine-tool must be conducted precisely according to the mounting sketch.

[¶42] The practical realisation of all this in the enterprises of CIT (plants No. 1 and No. 2) gives the possibility already quite concretely to install [establish] the entire work of the mounting-installation shop of the enterprise.

[¶43] Plant No. 1 passes over basically to the manufacture of aggregates and the mounting of special machine-tools. Plant No. 2, having as its basic assignment the manufacture of spare auto-parts, has unfolded a mounting-installation shop for the mounting of machine-tools for the links in the flow for the manufacture of the piston, the pin and other details.

[¶44] In such a distribution of roles we should like to see a known prototype [prefiguration] of the entire industry for the manufacture of machine-tools. The machine-tool-building industry as such must be a production of aggregates; the mounting itself of the machine-tools is carried out in the mounting-installation shops of machine-building enterprises in accordance with the narrowly special technological tasks of the given enterprise.

[¶45] Thus is resolved that irremovable production contradiction which holds back the growth of the machine-tool-building industry. Machine-tools are required more and more, their moral wear becomes faster and faster. Special machine-tools are required in production in an ever-increasing progression. Models are made ever more fancifully-original. And it is understandable that machine-tool-building in the whole world (and including ours) develops in the forms of original-piece [one-off] and small-serial production. Nobody even represents to himself the placing of machine-tool-building upon a contemporary constructive-mounting base as mass production, and still less as super-mass production.

[¶46] But the production of machine-tool aggregates makes possible the decisive transfer of machine-tool-building into mass production and even into super-mass production. What will remain original is precisely the mounting, placed as a particular shop (mounting-installation) at individual machine-building enterprises. Blanks (casting, forging work, stamping), mechanical processing (roughing, grinding, thermal [heat] processing) and the assembly of aggregates may go in mass production; the assembly of the most original constructions of machine-tools — as individual production. However, even in this last position (the mounting of original machine-tools) production may be brought closer to speed-mass production by a whole series of standard-mounting fixtures.

[¶47] The manufacture of machine-tools in the plants of CIT (No. 1 and No. 2) already gives the ground for the elaboration of a defined scheme of the organisation of the production of machine-tools.

[¶48] Upon our own shoulders we have borne out the following experience in this respect: the manufacture of the simplest special machine-tools for the plants of the machine-building industry, the manufacture of complex semi-automatic machine-tools, the manufacture of multi-spindle semi-automatic machine-tools for plants, the composition of the project of a plant of oil pumps on the basis of standard-aggregate machine-tools, in work is the project of a machine-tool-building plant of precision machine-tools, the manufacture of a series of special machine-tools at plant No. 2 for the bay [пролёт: a bay of the shop] of pistons and pins.

[¶49] The strengthening of the mounting-installation shop as a new production formation at plant No. 2 gives us the possibility, on the one hand, to resolve completely concrete constructive tasks for plant No. 2; at the same time, on the base of these concrete tasks we gradually build a new type of servicing of the shop by capital installation means.

[¶50] The question treated by us must at present be considered in its expression in principle completely indisputable. When there was conducted the social-technical discussion of the type of the DIP machine-tool (WDF) as the symbol of our machine-tool-building, there was already revealed the unanimous opinion of the constructors in the direction of a departure from exclusively universal models towards special ones and, secondly, there was then recognised the principle of the aggregate construction and mounting of machine-tools.

[¶51] Later there became marked two significant [momentous] facts — of an organisational-production and of a theoretical order. The official programme of machine-tool-building was defined sharply in the direction of special machine-tools. In the theoretical domain there became marked the “unified formula of cutting,” rejecting the old specific turning and milling theories. In the foreign press (Germany) there appeared a bold classification of machine-tools according to the number of cutters (Kronsborg): single-cutter (classically turning), two-cutter (drilling), multi-cutter (turning, milling, reaming, boring, etc.) and machine-tools with an infinitely large quantity of cutters (grinding).

[¶52] This theoretical clearing of the practical sphere of machine-tool-building and the sharp organisational turn leave far behind the former discussion about the necessity of aggregate-standard machine-tool-building.

[¶53] And we now fix in our article already a new question: the question of how the organisational structure of the machine-building plant must change, which itself immediately, in accordance with its tasks, wishes to take active part in the equipping of its shops.
