[¶0] On the Correspondence of CIT [ЦИТ, Central Institute of Labour] with Ford

[¶1] Preface

> Russian:

[¶2] In publishing the letters of CIT to the Ford Company and the reply of the Company to CIT, we should like to make precise the contemporary views on the organisational principles of the Fordian system.

[¶3] Not only the broad public, but also specialists writing about Ford — if they do not give exact monographs on Ford — give an incomplete representation of the Fordian system. Fixing attention upon such a mighty factor as the conveyor, the propagandists of the conveyor do not lay bare the complex organisational-technical dialectic of the stages and cycles of motion of this system.

[¶4] Faithful to our guiding formula: Installation [установка: also setting, set] — processing — control,¹ we could not fail to interest ourselves in that function which is the constant verification (the “inspiring” verification) of the system, namely — control. More than that, it appears to us that a developed system of control in large enterprises passes out of the purely practical task of “rejection” into the general function of constant investigations, investigations genuinely scientific, for they, these investigations, have a mass and experimental character. The painstaking nature and the responsibility of this investigative work (far more responsible than the purely-scientific experiment) are very little laid bare by authors, both those exalting and those reviling Ford.

[¶5] Paragraph 2 of the Fordian reply to CIT forces one to reflect upon much. To the majority it appears that the conveyor gives an Installation towards unbridled production speed. This is far from so simple. The conveyor fulfils the task of rapid transmission from operation to operation, but it cannot merely elementarily push and “drive on”: this is too Asiatic a representation of the organisation of labour. The conveyor system is an expression of production harmony. As never before in production, it demands definite production-technical relations between cycles and operations, determining particular speeds not according to the principle of the individual maximum, nor according to the principle of the minimum, nor even according to the principle of the optimum, but according to the principle of harmonic combinations of speeds amongst themselves. The conveyor is not only an accelerator; the conveyor is principally — an Organizer. Conveyor — in Russian — means mechanical transmitter. In it, consequently, is expressed precisely the connecting, synthesising function of production. And consequently, the limit of its action lies not so much at the individual effectiveness of a given machine-tool or a given working place, as precisely in the speed and qualitative correspondences of the produced operations. The concrete Installation of the conveyor stands in dependence upon a most complex organisational experiment, and here we arrive at the problem of control, which limits, which sets frames for, the conveyor. The absence or insufficient culture of control in the conveyor is equivalent to grab-work [рвачество: snatching, tearing]. That is why in the Fordian letter there is spoken of “rational inspecting,” accompanying conveyorisation. Often there is spoken of the “mad” speeds of Ford. The time has come to pose this question concretely, in dependence exclusively upon control data.

[¶6] In our production (unfortunately, shock methods are still popular: now and then they will “strike,” and sometimes they will “strain themselves” and “press down”), not only in metalworking, but also in such a highly-cultured production as the textile (in particular, the spinning), we have had cases of speed “pressing” and of the jerk. As a result — the quantity of breakages exceeded all norms; the speeds, instead of a stimulus towards high-intensive work, literally poisoned the moral state of the worker, and production was broken off. And suddenly we learn that the speeds of American spinning machines are lower than ours! Amongst us there is already setting in, here and there, a disappointment amongst the economic managers [хозяйственники] in work on 4 sides, whereas meanwhile it is necessary to go towards 5, 6, 7 and 8 sides, but precisely under a refined and painstaking culture of control.

[¶7] Amongst us everyone thinks that in the West there exists some sort of special technical speed; in reality, with identical machine technique, we produce either slow-runners or fast-runners, whereas what is required besides speed [скорость] is — dispatch [спорость].

[¶8] We may not infrequently hear that Fordian production has no right to be called scientifically organised. It has no NOT [НОТ, Scientific Organisation of Labour], say lecturers not infrequently. This is, of course, a purely literary treatment of Ford. The sign of scientificity is possessed by such an organisation of production as is built upon systematic, constant investigation of production. And it is late to dispute whether such an investigative culture exists or does not exist at the Fordian enterprises. It must exist. It is the expression of the technico-organisational inspectorate scattered throughout production. A genuine scientific organisation of production grows up only upon the basis of an organic culture of control in production, which at Ford is represented in the form of an all-penetrating apparatus with an immeasurable quantity of objective indices — indicators [индикаторы: also the dial instrument of that name].

[¶9] That at Ford this “control-investigative” culture is brilliantly set up is visible from the cycle of those questions which are reflected in § 3 of the Fordian letter to CIT.

[¶10] Ford did not in vain invite such a virtuoso of production control as Johansson. Ford did not in vain make of him not only chief engineer, but also a member of the Board of his Company.

Carl Edvard Johansson (1864–1943), Swedish inventor of the gauge-block set (“Jo blocks”), who worked at the Carl Gustaf state rifle factory in Eskilstuna and from 1923 at Ford in Dearborn.*

[¶11] The matter stands thus: until now in the literature on Ford, both Russian and foreign, the question of the gauge and instrument economy is very little illuminated. For example, in the interesting and evidently composed upon direct observations, solid description of Ford’s production by Engineer Zelenko, about the instrument workshop five lines are said…

[¶12] From certain particular characteristics scattered in Ford’s book “Today and Tomorrow,” we are able to represent to ourselves — what a new production revolution in Ford’s production was made by Johansson. This genius of the gauge, who created the culture of control in military production, not only brought operational precision in production to an unattainable height (note that the matter concerns not the precision of the gauges and templates themselves and of their standards [etalons], but of the parts of the automobile), but he standardised it, simultaneously resolving three tasks: 1) good exploitational [in-service] effectiveness; 2) ideal interchangeability of parts in repair and 3) the most rapid assembly.

[¶13] This is confirmed by the Fordian letter, indicating the most enormous practical significance of this precision for the consumer. At the same time in the letter it is said that “we must agree with You concerning the value of precision for the producer, which You term theoretical precision.”

*Note: Gastev’s quotation differs in wording from the Ford letter as printed below.*

[¶14] It is precisely at this stage that Ford’s production becomes genuinely laboratory production and at the same time gigantically-mass [production]. Here is complete harmony of “practice” with science; scientificity steps forward as the inevitable function of the practice of mass production.

[¶15] If from all this conclusions are to be drawn for us, then it is indubitable that the deafening preaching of conveyorisation must be placed within the boundaries of painstaking control-investigative work. The mastering of a new culture of production, a mastering firm and deep, is possible only through the most thorough production control.

[¶16] Letter of CIT — to the FORD Company

[¶17] Most respected Mister Ford!

[¶18] Your ideas, as an Organizer of production, now enjoy universal world recognition.

[¶19] We are studying here in the most attentive manner everything that is connected with your production.

[¶20] A whole series of questions has ripened amongst us, which we should like to illuminate no longer in the form of guesswork, but from immediate sources. The character of our questions is such that, it appears to us, it will present a certain interest for You as well, inasmuch as You will have the occasion to acquaint yourself with how, and from which side, your work as an Organizer of production is studied, taken interest in and understood.

[¶21] The form of the questions we have selected is the following: _we_, upon the basis of the study of your works, shall develop a definite proposition, and after this we shall permit ourselves to put to You a question concerning the correctness of this assertion, expecting from You either a confirmation of our judgement, or its negation; in other cases, perhaps, a limitation of our judgement, or, finally, a transference of the entire problem altogether into another region of questions.

[¶22] Each question we shall endeavour to motivate analytically, indicating the occasion for its posing. Here are our questions:

[¶23] 1. Do You not consider that the success of your enterprises is owed not only to your technical talent, but principally, and before all, to [you] as an entrepreneur.

> Russian: 1.

[¶24] We suppose that the genius of your method expressed itself before all in the distributive and commercial sphere. You began your production co-operating the efforts of other producers who supplied you with parts. You stepped forward, principally, as a mounter of parts. In mounting there is more represented the moment of speeds in the processing flow than in the fabrication of parts. And the idea of the conveyor holds with you above all precisely in assembly.

[¶25] This idea dominates with You to such a degree that it appears, from certain places in your most interesting books, that in the future You represent to yourself the possibility of being, principally, an assembler. You as it were suppose that, having mastered raw material and having brought your enterprise to a self-sufficient, independent combine, You will decentralise your production of parts by means of the distribution of these works to individual producers. With You there will be functions of supply with raw material, functions of distributor of works and of assembler, while the production of parts will be decentralised. This appears not so incredible given your successes in the sphere of standardisation of equipment and the excellent gauge economy and method of Johansson.

[¶26] In these designs the technical function is manifestly subordinated to the distributive function.

[¶27] We should very much request that these our conjectures be illuminated.

[¶28] 2. Do You not suppose that despite the universal captivation with the conveyor system, whose genuine creator You are, — it was not it, this conveyor system, that constituted the decisive creative function of your production. But that such was the idea of control — of production control.

> Russian: 2.

[¶29] Of this, properly speaking, You too speak in your books. But broad social [public] opinion evaluates this insufficiently. We suppose that control, as set up in your production, decisively violated the boundary between science and practice. Out of your control grew constant and uninterrupted scientific investigation. Your rejector and observer is — a laboratory assistant of an enormous laboratory, which is what your production constitutes. The improvement of production, and precisely uninterrupted improvement, under such a system of control proceeds with the force of heavy inertia.

[¶30] 3. Further, we are greatly occupied by the idea of production precision in your work. Do You not suppose that the work of your enterprises in the sphere of exact gauges creates an entire overturn in the views upon production precisions?

> Russian: 3.

[¶31] Until now in production precision was evaluated, principally, from the point of view of its usefulness in the product itself, in the given case in the automobile. Precision is needed from the point of view of the superior work of this machine. But the introduction of standardisation into production precisions and tolerances forces a new evaluation of precisions to be given from the point of view of the convenience of production as such. Precision becomes needed from the point of view of production, and there where it appears not to be needed from the point of view of the consumer exploitation of the product. Uniform (standard) precision simplifies and economises the gauge economy.

[¶32] Greater precision guarantees a minimum of errors in the manufacture of parts. Greater precision permits the separation of the fabrication of parts from assembly not only on the scale of the factory, but on the scale of the country, the continent, and even dividing assembly from the fabrication of parts across two continents. Greater precision can liberate production from the testing of the machine as a whole. This possibility, staggering in its boldness, appears realisable with You. Precision becomes so-called theoretical precision, deprived for the consumer of all value, whereas for the producer it constitutes the necessity of his production culture. Is it so, as we think?

[¶33] Your replies to these questions will be received by us with exceptional attention and seriousness.

[¶42] Commenting upon the content of your letter of 9 June 1928, we wished to express the following:

[¶43] 1. We consider speed just as important in the production of parts as in the process of assembly. The method of conveyors, which proved so effective, has been introduced also into many production departments.

> Russian: 1.

[¶44] 2. We learned from our experience that as the speed of the work of the conveyor increases and production grows — the inspection of this work must also grow. We therefore do not consider it advantageous to work at a greater speed than that which ensures only rational inspecting,

> Russian: 2.

[¶45] 3. In the question of precision we not only affirm that it revolutionises contemporary methods of precision in production, but that it indeed revolutionises production itself. We are inclined to agree with You concerning the value of precision for the producer, which You term theoretical value. But we consider also that precision has the greatest value for the consumer, since it permits him to obtain service parts capable of replacing worn or broken parts of his automobile, and at a price far lower than if new parts were made and fitted, which would not possess the same quality and would not consist of the same material. That is why we term it practical precision.

> Russian: 3.

[¶46] Precision always signifies a better and finer class of work. Not so long ago it was considered phenomenal to work within the limits of a thousandth of an inch [инча (дюйма)], and right up to the time of the production of automobiles very few articles were produced which needed such precision. Now, however, we work within the limits of ten-thousandths of an inch, and in the production of service parts and for the regular and productive execution of work, as also for the lubrication economy, we find it advantageous to utilise the greatest precision possible, which we consider practical in general turnover.
