[¶0] The Organisation of Labour in the Stakhanovite Movement

[¶1] (preface)

> Russian: (предисловие)

[¶2] …The collection offered [proposed] to the attention of the readers consists of articles that were printed in the journal of CIT [ЦИТ, Central Institute of Labour] “Organisation of Labour” in connection with the Stakhanovite movement. These articles have been supplemented and made precise in accordance with the system of arrangement of the material within a single collection.

> Russian: …

[¶3] The forms of organisation of labour demonstrated by the Stakhanovite movement are the principal subject of exposition.

[¶4] The December Plenum of the Central Committee, in its resolution upon the reports “Questions of Industry and Transport in Connection with the Stakhanovite Movement,” gave an entirely clear [precise] definition of the organisational means of the Stakhanovites: “The Stakhanovite movement signifies the organisation of labour in a new manner, the rationalisation of technological processes, the correct division of labour in production, the liberation of qualified workers from secondary preparatory work, the better organisation of the working place, the securing of a rapid growth of the productivity of labour, the securing of a significant growth of the wages of workers and employees.”

*Note: The Plenum of the Central Committee of the VKP(b) of December 1935, convened on the Stakhanovite movement.*

[¶5] In accordance with this definition, we, in the illumination of the forms of organisation of labour of the Stakhanovites, utilised the methodology accumulated by CIT both for the analysis and for the depiction of various forms of organisation of labour; at the same time we utilised the methodical experience accumulated by CIT for the transfer [translation], for the transformation of some forms of organisation of labour into others, the most perfected.

[¶6] We devoted particular attention to the problem of the division of labour and, in particular — to the separation of auxiliary processes from the basic ones, coupling the exposition of this problem with the organisation of working places and the servicing of production.

[¶7] That new form of division of labour which is connected with the Stakhanovite movement is a specific form of organisation of labour which, as a noticeable phenomenon, began to step forth most sharply in world industry only in the XX century.

[¶8] The ordinary division of labour, proceeding along a straight forward-moving [progressive] line of production processings, designated itself very long ago.

[¶9] In the journal “Organisation of Labour,” several years ago, there was published for the first time a translation of the article by Perronet, placed in the XVII century in the encyclopaedia of Diderot, where a picture of the technological division of labour in the pin manufactory was given.

*Note: Jean-Rodolphe Perronet’s article on the pin-maker (“Épinglier”) in Diderot’s Encyclopédie, volume 5 (1755). “XVII century” is Gastev’s own; the Encyclopédie belongs to the XVIII.*

[¶10] It was this production that lay at the base of the formulations of Adam Smith in the chapter “Division of Labour” of his capital [major] work on the “Wealth of Nations.”

[¶11] Marx took this production as an example of organic manufacture and formulated his basic laws both of the division of labour and of the connection of separate production links into a single system of the production process.

[¶12] This dismemberment of production, but already upon the base of machine production, proceeded extremely intensively throughout the entire XIX century and reached its apogee in the XX century in the person of the Ford factory. This dismemberment became the ABC [alphabet] of contemporary mass production.

[¶13] But simultaneously with it there proceeded another division of labour, in which the basic production process was sharply separated from the auxiliary one.

[¶14] If the technological division of labour in contemporary machine production expresses itself in the colossal growth of special machines in the basic process, then the separation of auxiliary functions from the basic ones created a whole enormous economy [хозяйство] and an enormous army of auxiliary cadres, which are the strongest motive [driving] force of contemporary machine production.

[¶15] Stakhanov and his heroic comrades-in-arms [co-fighters] set about resolving the task — how to achieve the maximum machine time, i.e. the uninterrupted work of the pneumatic pick [отбойный молоток, breaking hammer].

[¶16] They very soon saw that machine work (the work of the pick) is merely interspersed [embedded] in small intervals into the general time of the working shift.

[¶17] Timbering works [roof-support], the preparation of the working base (ledges), the adjustment [fitting] of the air economy, fitter’s operations and the unsystematic manoeuvring in space connected with all this — all this not only ate up the machine time of the face, but also paralysed the working inertia of the hewer, destroyed the active Installation [установка: also setting, set] in the work.

[¶18] And from here there followed a natural conclusion: it is necessary to sharply separate the basic process (cutting [undercutting the seam]) from all auxiliary processes, making the basic process uninterrupted.

[¶19] This specialisation is fixed in the order of Comrade Ordzhonikidze as the decisive method of high productivity.

[¶20] The solution of the organisational-technical problem in the Donbass, understandably, represents in itself nothing sharply distinct, characteristic only of the coal-extracting industry. On the contrary, the Stakhanovite movement shows that the coal-men, who so often said in the past that “in our coal affair [business],” in a specific affair, the organisational-technical methods practised in other branches of industry are inapplicable — these coal-men are now brought, probably, to a single understanding of the laws of production applicable in all branches of industry.

[¶21] The work of CIT in the most various branches of industry in the sphere of the organisation of production permits the establishment of a whole series of _derivative laws_ flowing out of the principal law — the separation of auxiliary processes from the basic ones. Here are these derivative laws:

[¶22] 1. The compaction [densification] of the basic production process is the inevitable expression of the uninterruptedness of a uniform process and of growing habits [skills].

> Russian: 1.

[¶23] 2. The process of compaction is reinforced in its intensity by the most economical composition of the separate moments of machine time.

> Russian: 2.

[¶24] 3. It is entirely inevitable that the process of compaction is transferred also to the entire series of auxiliary works.

> Russian: 3.

[¶25] 4. In all its expressiveness there steps forth the principle of parallelism of processes — basic and auxiliary — instead of the principle of simple sequential alternation [interleaving] of processes carried out by one labourer.

> Russian: 4.

[¶26] 5. This, in its turn, calls forth also in machine work that same process of parallelism in the separate labour grips [приёмы: techniques, methods] of the labourer.

> Russian: 5.

[¶27] 6. The uninterruptedness and parallelism of works immediately present the demand for a sharp increase of the front of works (the magnitude of the span [bay], the quantity of serviced machine-tools, the magnitude of the face, the magnitude of the serviced train during technical inspections, the increase of the front of laying [masonry] among builders).

> Russian: 6.

[¶28] 7. Spatial and temporal parallelism, as well as the commensurability of basic and auxiliary processes, gradually transform — in full measure or partially — the auxiliary processes from subsequent-upon-the-basic into forestalling [anticipatory, preventive] ones, from passively-subsequent into actively-servicing.

> Russian: 7.

[¶29] 8. All this together gives a sharp decrease in the quantity of those working per unit of output and per unit of the front of works.

> Russian: 8.

[¶30] Auxiliary processes out of passively-subsequent must be transformed into actively-forestalling ones. But this must in full measure tell also upon the entire behaviour of the administrative-technical personnel. Foresight, living [lively] manoeuvring with organisational-technical means, the fullest material-technical securedness of the working fronts — here are the qualities of the directing personnel, demanding for their realisation a complete change of the everyday behaviour of the directors.

[¶31] Properly speaking, this is the principal question at the contemporary stage of the movement.

[¶32] By virtue of the close dependence of one operation upon another in the production flow, the active energy and productivity in one link may be paralysed by “narrow places” [bottlenecks] in the preceding or subsequent links and by the absence of anticipatory active general servicing of the given front.

[¶33] The system of servicing of the basic process by auxiliary services is that new Production Culture with which we must answer the active labour upsurge [ascent] of the Stakhanovites.

[¶34] In the present collection, the forms of organisation of labour, the organisation of the working place, are illuminated precisely as a system of servicing of the basic process.
