The Workplace and Its Servicing

I. Contemporary Interest in the Workplace

The movement [движение: motion] for high productivity, which the deep strata of our Proletariat are now showing, has brilliantly shown what enormous significance the organisation of the workplace possesses. Now there is no more popular organisational concept than the workplace.

The avalanche of the Stakhanovite movement is still at its source, it is still only unfolding, but it is already entirely clear that the force of the organisational overturn in our industry and in the entire national economy will be truly revolutionary.

When an overturn in the organisation of labour takes place directly at the real workplace, in the living redistribution of the efforts of labourers upon concrete operations, then it is clear that the matter does not concern administrative corrections in the management of production processes, but rather the question arises of changing the entire organic tissue of the enterprise, the entire system of production behaviour of living people.

And it would be entirely incorrect to think that the reconstruction of individual workplaces and the redistribution of labour efforts at individual workplaces will not call forth a reconstruction of the entire system of the management of production, of the management of the entire living collective of the enterprise.

The contemporary enterprise cannot be represented to oneself as merely a sum of individual workplaces gathered under one roof; the enterprise is a most complex co-operation of workplaces, united into a system.

It is characteristic that the most striking examples of the raising of productivity under contemporary rich technique are those where the energy of the transformers of labour processes breaks through from the workplace to the working front. This can be traced from Stakhanov in coal to Vinogradova in textiles, from the pneumatic pick [отбойный молоток: breaking-hammer] to the “Northrop” weaving machine-tool.

And precisely the characteristic feature of this new position [situation] is the separation of auxiliary processes from the principal ones. The high productivity of the principal and the auxiliary labourer then depends both upon the depth of the division, and upon the most advantageous mutual co-operating of the labourers, and upon the management of them.

Consequently the bare position — attention to the workplace — is clearly insufficient even at that stage when the movement for high productivity is marked out in individual production links, and not in the enterprise as a whole. A more precise formulation is necessary: attention to the workplace in its coupling with the front of workplaces.

Sharp changes in the organisation of workplaces must be supported and reinforced not only by the initiative and efforts of the Stakhanovites themselves, but principally by the introduction and decisive alteration of the entire system of servicing of the principal processes, carried out by the engineering-technical personnel.

Equally just is the reverse position, that the raising of the culture of servicing creates conditions for the quantitative growth of Stakhanovites, for the development of the Stakhanovite movement in its higher forms, for the introduction of ever newer and newer economical methods of work.

Organisational changes at the workplaces predetermine the most perfected organisation of labour in the principal production processes, sharply increase useful machine time, increase the quantity of work produced, create conditions for the obtaining of high norms.

Hence also the principal conclusion — the revision of norms must above all be connected with changes in the organisation of workplaces and changes in the servicing of the principal process.

II. General Order at the Workplace

II.

In the majority of accounts of the concrete victories of our shock-worker-Stakhanovites, the workplace stands at the centre of attention. And first of all what is meant is a definite order at the given workplace, a special adaptation of it for work with the aim of accelerating the production process.

But what is order?

It is useful to recall that the phonetic (originally-sound) sense of this word has to this day not lost its significance. The word “po-RYAD-ok” [order], having as its root “ryad” [row, series], is undoubtedly even now cognised principally by this sign. Order is cognised precisely in such an arrangement of things in space as is contrived deliberately for some sort of working conveniences. And this arrangement is permeated by a definite ranging-out of a row, a line, of rows, of lines in a certain sequence of occupied areas and volumes.

Order at the workplace is above all culturedness. It acts morally upon the labourer always positively. Order “tunes” the labourer, tunes him towards exact calculatedness of motions, towards their delicacy, their thought-through-ness. But it would be in vain to think that it is valuable only in some decorative relation. No, order is a gain in productivity, a gain in time; the installation of order is a part of the production process.

If we take two types of the grouping of material: disorderly heaps and laid-out groups, then the significance of order at the workplace will be especially convincing for us if we determine how this influences production speeds.

Let us take an example with bricklaying. When back in 1931 a competition took place between three methods of laying: the “Russian” traditional one, the American one as it was represented at the construction of the auto plant in Gorky, and the CIT [ЦИТ, Central Institute of Labour] method, curious magnitudes of laying were obtained. The daily norm of the eight-hour working day was then 600–800 bricks. Per hour this yields 50–67. But even the “Russian” method in the contest with CIT already “pulled itself up”: there was relative order, and one did not have to reach for the brick. Even the “Russian” method yielded 327 bricks per hour. The American, Comrade Grauden, having a more ordered workplace, but the brick in a heap, already yielded 452 bricks per hour. The CIT man [цитовец], Comrade Masanov, whose brick at the workplace was prepared in stacks and whose stacks in calculated order were constantly renewed, laid 907 bricks per hour, overtopping with his hourly norm the former daily one. However, this is not the limit, if one further perfects the preliminary laying-out of the brick at the workplace and the spreading of the mortar. The gain of a second in each act of laying from an ordered place instead of the reception of a brick from a disorderly heap (Fig. 1, top) saves tens of minutes every hour, and over the course of a day — many hours, and the norm is overfulfilled several times over. This is what order at the workplace means.

Of course, the smaller the working acts, the more of them there are, the more time can be gained at the workplace.

Various layings-out: in a row, in a row with intervals, the laying-out of bar material in parallels, laying-out in stacks, laying-out in cells, the laying-out of tube-shaped and ring-shaped things upon special wires (Fig. 1, bottom right) — give the possibility to economise time on grips (up to the point that one can take blindly), to economise time on Installation [установка: also setting, set] in the machine-tool, to economise time at removals from the machine-tool, and principally they save one from the necessity of stacking and re-stacking during the transfer of details [parts] from machine-tool to machine-tool. At the “Sharikopodshipnik” [Ball-Bearing] plant no small amount of time is eaten up by the disorderly stacking of rings into boxes and by the belated ordering of them during Installation upon the next machine-tool, when loading proceeds by series.

The order of the laying-out of things at workplaces in rows, as the production process is perfected and at the same time accelerated, must at present be especially defended as the predetermination of loading devices in mass machine production.

From simple laying-out in a row to the feeding chute — only a step; from the feeding chute to mechanical loading — another step; and from mechanical loading to automatic devices for loadings — a step that suggests itself of its own accord.

III. Two Principles of the Organisation of Workplaces

III.

Historically the earliest workplace is the workplace of the universal worker [all-rounder], i.e. of the worker producing an entire complex of operations upon a given product. The workplace of the series worker, manufacturing a significant batch of output, dominated in the machine-building of the XIX century, but has considerable spread even now. Finally, the workplace characteristic of mass production more and more displaces all other types of workplaces and for the XX century is the most progressive, expressing the enormous organisational overturn in the entire order of our machine-building and of all other productions.

The workplace of the universal worker and of the worker in series production, not included in a continuous production flow, in general submits to the principle of the feeding of material from the circumference to the centre (Fig. 2).

Fig. 2

The hands of the labourer, representing a peculiar pendulum apparatus, besides the working motions for overcoming the resistance of the object of work itself, all the while produce motions for the repositioning of materials, instruments and fixtures.

If this principle is developed with the greatest concreteness, then we shall obtain a schema of the workplace of the universal worker, where things are arranged along the arcs of concentric, adjacent and displaced circles (Fig. 3). The arrangement of things at the workplace of the universal worker also has its dynamic logic. The heavier the thing, the more it is localised below the principal table; an exception is made only for frequently used things. At the same time everything heavy and rarely used is carried off to the rear.

Fig. 3

Four arcs of the placement of things at the workplace are arranged thus: in the middle — the small arc of frequently used instruments, having as its centre the place (in plan) occupied by the worker; behind — the stores of cumbersome and delicate, rarely used instruments, arranged along an arc with a larger radius; in front — things arranged along a curve consisting of two arcs, whose radii are the length of the arms and whose centres are the shoulders.

An example of the concrete arrangement of things at the workplace we give as applied to the universal work of a fitter or a fitter upon series work (Fig. 4), where along the small inner arc are arranged: on the right — the file, which the fitter takes with the right hand; on the left — the chisel, the cross-chisel and the die-stock with dies; directly before the vice — the hammer. Along the outer arcs are arranged: on the left — blanks; on the right — finished output; straight ahead — the delicate but frequently used control [checking] instrument, the slide-calliper; in the rear — the stores of instruments and fixtures.

Fig. 4

Analogously to this is constructed the workplace of a machine-tool man upon original [one-off] or series work (Fig. 5).

Fig. 5

In mass-flow production and especially in conveyor production, the workplaces differ sharply from the workplaces of universal workers and series workers. Here there dominates a strictly linear, and more often precisely a rectilinear, principle of the laying-out of things, whereby the line of the row at one workplace passes into the line of the row at another — an adjacent one.

Already from this indication of the succession [descent] of the conveyor from the laying-out of things in a row, it is visible that the connection of order with the rapid motion of production is organic.

Let us devote a certain [known] attention to the change of order at the workplace during conveyor work upon assembly (Fig. 6).

Here there sharply strikes the eye the violation of the general radial-circular arrangement of things. Everything is subordinated to motion. Just as the ancient city had a radial character of streets and is now gradually cut through by parallel arteries, so too the workplace in mass production is characterised by the subordination of order to motion — to motion along parallels. In the drawing at the top are shown, upon fixed narrow tables, the materials thrown into the assembly (solder, bolts, screws); closer to the worker — the parallel with the instrument (soldering iron, wrench, screwdriver); in the middle — the moving band with the object of assembly.

Fig. 6

Upon this astonishing change of the radial arrangement of things to a parallel one it is necessary to fix particular attention. Upon the conveyor there can be nothing superfluous: everything is made precise and limited, and everything is subordinated to motion. The poverty and strict uniformity of things and the limitation of instruments are striking. There are no shelving-racks. The sum of shelving-racks has passed over into platforms.

That is why now we, turning to the machine-tools in the flow (Fig. 7), see that here too the workplaces assimilate this dynamic linear-parallel character. Shelving-racks are either destroyed or, remaining, are diminished in volume, and principally — in area, and also besides this they gradually hide themselves away from the rear into the lines of machine-tools, press themselves [huddle] into the intervals.
