> Russian: 7

[¶1] Together with this, there is uncovered here that tendency of which we spoke above: the workplace is gradually reconstructed into a working front.

[¶2] If one now generalises and comprehends the evolution of the workplace — from the universal [all-round worker] enclosed in his work to the workplaces of mass production in the flow — then the entire sense of the evolution consists precisely in such an order as would be calculated not only for the most rapid motion of the things of production within the given workplace, but also for the motion from one place to another.

[¶3] The Stakhanovite movement, from the organisational-technical side, is characterised by the compaction [densification] of the basic production process, achieved chiefly through the division of labour and especially through the separation of auxiliary processes from the basic ones. And if this signifies the liberation of the basic production operation from everything auxiliary and preparatory, then the workplaces too are, as it were, split apart, strictly setting apart the basic workplaces from the auxiliary places and from all servicing processes.

[¶4] The new principle of the organisation of the workplace consists in the fact that the workplace loses its enclosedness; workplaces on the basis of the division of labour and servicing must assimilate another principle of organisation — the linear one. The lines of the dispositions of the workplaces themselves, the lines of technical things, the lines of the motions of the labourer, the lines of servicing (routes) — all this is subordinated to the interconnected workplaces on the basis of the division of labour, subordinated to the production front.

[¶5] The old workplace is characterised by prolonged operations, by the variety and abundance of instruments [tools] and fixtures, by reserves of both the one and the other, as well as by reserves at the workplaces of auxiliary (and not infrequently basic) materials; at the same time these workplaces are characterised by a slow turnover of technical means.

[¶6] The new workplaces are characterised, on the contrary, by the brevity of operations, by a great uniformity and specialisation of technical means, by the absence of “reserves for future use,” and at the same time by the most rapid turnover of basic and auxiliary materials, instruments and fixtures.

[¶7] In accordance with this, the new type of workplace requires a rich and precisely scheduled servicing. Hence — the enormous significance of the auxiliary personnel and of the auxiliary technical economy [husbandry, facilities].

[¶8] All this in the end serves only one purpose: high productivity, high norms.

[¶9] The principle of fully enclosed workplaces finds its completed expression in an extremely limited quantity of original [one-off] works. The principle of linearly connected places finds its extreme expression in conveyor work. Between these two poles are disposed the concrete workplaces of various enterprises and shops, depending upon the mass character of production and the height of organisational culture.

[¶10] As a general rule, as a general guiding idea, there may be accepted the formulation that high productivity, and especially high commodity productivity, is closely bound up with the linear principle of interconnected workplaces and, conversely, low productivity, a low output of commodity production, is bound up with the system of enclosed workplaces.

[¶11] IV. Analysis of the Workplace

> Russian: IV.

[¶12] Let us represent to ourselves a workplace in a connected production front, for example some place in the mechanical [machine] shop of a machine-building factory of the aero-engine, tractor or automobile type (Fig. 8).

[¶13] Fig. 8

> Russian: 8

[¶14] Now let us single it out by scale from the general chain of places and designate the separate zones of the machine-tool, as well as the operator-worker working upon it (Fig. 9).

[¶15] Fig. 9

> Russian: 9

[¶16] The organisation of the workplace of that operator who works upon the given machine-tool depends very much, in many respects, upon this operator; it depends to the point that he, in pursuit of a gain in machine time, conducts the function of control of the given specimen of work at the time when the automatic processing [machining] of the subsequent one is proceeding; it depends upon him also in the case where he manages to work upon two or three machine-tools, alternating upon each of them the functions of the Installation [установка: also setting, set] of the thing and the conducting of the process, interspersing them according to a strict calculation; it depends upon him also in the case where he contrives to shorten the time of idle times (machine time, but not useful in the sense of immediate work); it depends upon him also in much, much else.

[¶17] But the better this workplace is serviced also from the side [externally] (by mounter-mechanics, electrical mounters, lubricators, as well as by installers [setters] and other personnel for auxiliary work), the more useful machine time the worker can give.

[¶18] Consequently, the effectiveness of work at the given workplace depends not only upon the labour activity of the worker at this place, but it requires the servicing of this activity. Servicing as an essential part of the organisation of the workplace is the most characteristic trait of our enterprises with their newest high-speed technique. “Technically grounded norms” that did not account for the organisational moments in the servicing of workplaces are a monument to our organisational simplificationism [crude over-simplifying].

[¶19] Let us now depict the schema of the contemporary workplace with the entire system of its servicing.

[¶20] We shall depict, properly speaking, far from what there is, but what there must be in accordance with those organisational means which our enterprises dispose of.

[¶21] For visual clarity, let us place all the zones of the machine-tool in a row (Fig. 10).

[¶22] Fig. 10

> Russian: 10

[¶23] In an enterprise with high technique, at the given workplace one may see no services whatsoever, no servicing whatsoever. In any case, this servicing may go unnoticed by those who so willingly set off to factories with the aim of “having a look at how the work is organised.” The auxiliary services at the machine-tool, at the workplace, cannot always be seen, and under perfected organisation almost never, and yet the workplace is nonetheless serviced. So it must be under active preventive servicing. In any case, if one shoots [photographs] the workplace with a photographic apparatus, it may happen that at the given moment none of the servicers is at the machine-tool. Visible bustle of servicing is a very unhealthy indicator — it is an emergency [breakdown] indicator. This does not mean that rich, complex servicing is an unnecessary thing. To renounce this complexity means to go backwards, means to eat up the machine time of the basic worker, means to return to the low-productivity universal-worker.

[¶24] Thus, in one measure or another, visibly or invisibly for immediate survey, the workplace is surrounded by a certain [known] care, a certain auxiliary servicing.

[¶25] Certain living people arm this workplace with drawings, designations of technological regimes, norms, tolerances; the workplace is either supplied with instrument or the worker seeks it (which, of course, must not be in a highly organised enterprise); it is supplied with fixtures; the workplace, and above all the machine-tool itself, is repaired — its motor, drives, speed boxes, mechanisms of feeds, of automation, control and Installation mechanisms and fixtures, as well as organisational fixtures (boxes, conveyors, pedestals, shelving-racks, tables); at the workplace the service of control is conducted (either by the worker himself or by special reject-inspectors); lubrication is conducted; at the workplace instruction of the operator is led either by the master [foreman] or by the installer; current regulation of the instrument and fixtures is carried out; there too the accounting of work is kept, and finally the service of removals [take-offs] of output, the service of transport and of cleanliness both upon the machine-tool and near it is realised.

[¶26] And all this — both the basic work of the operator and the work of servicing — proceeds in the order of the interconnected work of the production links in the flow.

[¶27] If in enclosed workplaces the habit was cultivated of being interested chiefly in how its separate components are laid out, how they are disposed, then in interconnected workplaces something else is characteristic: the relative poverty of the surroundings, of reserves (of instrument and of every sort of “clutter [junk] laid in for later”); the organisation of workplaces here may be recognised not so much by visible things as by the routes and times of those who service them, and in the most perfectly organised enterprises — by the system of active preventive servicing, i.e., otherwise put, by their constant readiness.

[¶28] The most dangerous illness (an illness, as is known, infectious) of these workplaces, as of the enterprises as a whole, is their bureaucratisation. This illness is characterised by enormous leaps of temperature — from anabiosis [suspended animation] to storming convulsions. The “clinical picture” of the illness itself consists in the fact that literally “all the staffs are filled,” but are not switched into calmly-provident work. There results a position in which it is not the operator who is inspired by the constant readiness of the servicers, but the servicers themselves who press negatively upon production with their eternal lagging and heavy slumber. Not a few people suppose that “is it not better to work as it used to be” — without servicers. But retribution soon arrives in the form of a diminishing percentage of machine time and a fall in productivity. And it is then that one rule becomes clear: not to destroy servicing, but to manage to organise it.

*Note: штурмовых судорог — “storming” (штурмовщина) is the Soviet term for the convulsive rush of work at the end of a plan period after weeks of idling; Gastev’s temperature chart runs from suspended animation to storming.*

[¶29] V. The Workplace, Machine Time, Norms

[¶30] Giving a spatial analysis of the workplace, showing the degree of its enclosedness, its interconnectedness, the existence of parallelism in the labour processes, we thereby prepare, pre-decide the analysis of every workplace, of every production link in time. It is possible to establish, as a rule, that the organisational-spatial picture of the organisation of workplaces is an indicator both of the height of productivity and of the structure of the norm, i.e. of the system of temporal dependencies between the various labour functions of the labourer.

[¶31] In fact, if the enclosed, integral workplace is modified, if auxiliary works are separated out from the basic ones, if they depart from the basic labourer and if, as a consequence of this, the workplace is split apart, if enclosed workplaces are bound into a mutually dependent line, then it is entirely clear that the quantity of basic time (machine time) must rise.

[¶32] It is clear together with this that the derivation of norms with various “preparatory-concluding,” various “additional” times falling upon the basic worker, at the very time when precisely these times have in fact been transferred onto auxiliary workers — it is clear that such a derivation of norms is arch-bureaucratic, absurd: it turns out that one and the same “auxiliary” time exists twice — both with the auxiliary worker and with the basic one, from whom, by the structure of the workplace, it has already in fact been extracted.

[¶33] Let us bring forward a sample [approximate] table which uncovers the height of the culture of the workplace by the method of the juxtaposition of functional times.

[¶34] Characteristic of the Productivity of the Operator at the Workplace

[¶35] A low percentage of machine time, still frequently occurring among individual operators at our machine-building factories, is explained basically by two causes: both by the insufficient organisational-technical culture of the operator himself and, what is now clear more and more, by the insufficient culture of his servicing by the forces of the section, the shop and the enterprise as a whole,

[¶36] On the table are given five typical series of correlations of times in the work of the operator and his servicing, which ultimately tell upon the quantity of useful machine work and, consequently, upon the output of production.

[¶37] The first series, in a general total of 100% of time, uncovers six articles corresponding to six functions: calculation, Installation [setting-up], machine time not directly creating production, useful machine time, control, and auxiliary times conducted by the operator himself.

[¶38] The series of times (in percentages) is obtained correspondingly in the form of the following members: 10, 30, 10, 30, 5, 15; at the same time the general sum of time falling upon external servicing equals 10% of the entire sum of the operator’s time. We do not show this last addend in the sum of 100% of the operator’s time, since it is conducted parallel to these 100%, which of course is not always the case, but must be in the best case.

[¶39] The second series gives a new organisation of the same workplace, expressed in time: a reduction of time by the calculating functions by 5% and by the auxiliary ones (of the operator) by 5%, with a corresponding increase of machine time from 30 to 40%. The reduction of the calculating and auxiliary (of the operator) times is made at the expense of an increase in external servicing, but only by 3%. A manifestly advantageous transformation of the workplace.

[¶40] The reduction of the calculating and auxiliary times of the operator would be economically disadvantageous if it were purchased at the price of time exceeding 10%; the utility of this position could lie only in the case where the switching-out of auxiliary times in the operator yielded a general increased output [release] along the flow as a whole and the sacrifice in one link had no significance.

[¶41] The third series is characteristic in the respect that the increase of machine time is achieved by way of the complete annihilation of the calculating time of the operator, by way of a sharp reduction of Installation time, a halving of idle machine time and the final annihilation of the auxiliary time conducted by the operator himself.

[¶42] Many are disconcerted by the circumstance that the introduction of hard alloys [carbides] and of the greatest speeds, while increasing the output of production per unit of time, at the same time diminishes the percentage of machine time. It is precisely in these cases that the sole exit [way out] is to “throw oneself upon” the Installation. The third series is an inevitable stage in the struggle for the greatest percentage of machine time.

[¶43] By casting certain [known] forces and means into external servicing (pneumatic and hydraulic clamps, as well as feeding and withdrawing chutes), it is possible, while sharply increasing machine time, relatively to lower Installation time, but at the price of adding “external” times in relation to the given workplace in a very insignificant quantity (in the given case 1%).

[¶44] The fourth series, characterising the radically transformed workplace, wholly annihilates idle machine time, control time and the internal, auxiliary time of the operator, reducing Installation time fourfold against the third series. This is both at the expense of the transformation of the operator’s work and at the expense of the development of external servicing. The machine, as a result of the investment of forces and means, has become an automaton with 95% machine time.
