## 76. The Workplace and Its Servicing · 3 of 7

[¶0] The profitability [advantageousness] of these serious measures for the transformation of the workplace can be evident only when the percentage of increment of external time is minimal (in the given case 0.5%), i.e. this is — with mass and super-mass production.

[¶1] At the workplace one retarding moment is completely obvious — the Installation [установка: also setting, set] and removal of the product.

[¶2] And we may have a fifth series [row] — again calculated upon mass and super-mass production, when forces and means have been invested into the automatisation of the Installation and removal of the product and the overlapping [covering] of this time by useful machine work, i.e. we have 100% of useful machine work, and an increase of external-auxiliary time by 0.1%

[¶3] Not infrequently, in questions of the revision of norms, not only is the change in the structure of the workplace, the alteration of the organisation of labour, completely ignored, but the entire technological side of the process is abstracted from the organisational. Meanwhile, the introduction of new technological regimes and, in dependence upon this, the alteration of norms, cannot in any way be torn away from the structure of the workplace and from the very structure of time characteristic of the norm.

[¶4] In fact, let us imagine that in 100 units of time 1 piece of product is produced. Of these 100 units, 20 units fall to the share of machine time, i.e. 20%, and to the share of every other [time] — 80 units, or 80%. Let us suppose that at the price of an overturn in the Methods of technology, for example in cutting with the introduction of hard alloys, we bring the machine time from 20 units down to 5 units, leaving the absolute magnitude of every other time without alteration (80 units). Then we shall obtain the following: machine time has decreased 4 times, the output of product has increased only a little more than 1.2 times; the percentage of machine time, however, will drop to 6. From here there results, in accordance with the slogan concerning the increase of machine time, the following paradoxical position [proposition]: the acceleration of technological regimes gives a decrease of machine time.

[¶5] However, this conclusion is obtained only because in these calculations the moments of the organisation of labour are manifestly ignored. To conduct machine production with the most progressive technological methods, when out of every 100 min. the machine works only 20 min., and then out of 85 min. — 5 min., is a manifest crime; this is a museum for the demonstration of machines, and not a contemporary enterprise. And it is clear that it is necessary to carry out a second, and this time more radical, revolution in the very organisation of labour, decisively shortening Installation time. Properly speaking, for the contemporary period of our development this is precisely what is decisive; it is precisely by this path that the percentage of machine time is radically increased.

[¶6] Norm-setters [нормировщики], deriving the “technical norm” from the calculation of the technological regime, so overshadow [put into shadow] the work in the domain of Installation and all manner of other “supplementary” times that they in fact stabilise the norms.

[¶7] But the entire movement which we now observe in the domain of machine-building proceeds chiefly at the expense of the condensation, diminution and parallelism of Installation and other “supplementary” times.

[¶8] From this it is in no way possible to draw the conclusion that one must not fight for the acceleration of machine processes; only hopeless formalists can stand upon such a point of view. But having achieved the acceleration of machine processes (and consequently the diminution of machine time), it is necessary at the same time, without putting off to any “second stage”, to resolve the task of the radical reconstruction of Installation means [установочных средств: setting-up means], and as a consequence of this the shortening of Installation time, and consequently also the increase of machine time upon a new technological and organisational base.

[¶9] This, consequently, in the example adduced above by us, where before the introduction of new technological velocities machine time constituted 20%, and afterwards, with an unaltered Installation regime but with the introduction of greater technological velocities, it was reduced to 6%, signifies that upon this new base it is necessary to carry out a revolution in Installation means, with the course set so that machine time goes without stoppage towards all 100%.

[¶10] Only thus is it possible to head the movement which has now outlined itself in machine-building.

[¶11] The study of the organisation of the workplace in contemporary highly-technicised production, consequently, has a direct relation to the methods of norm-setting, to the installation of progressive structures of time. The rationality of the construction of the contemporary workplace is disclosed only in the coupling of the production links in the basic process, in its relations with the external forces of servicing, and in the picture of time both in the general balance of the given operator and in relation to the entire complex apparatus of servicing which the section, the shop and the enterprise as a whole provide.

[¶12] VI. The Servicing of Workplaces

> Russian: VI.

[¶13] The culture of interconnected continuous contemporary production is so delicate that every workplace constitutes a kind of crossing of not always visible paths of the most complex actions upon it, not only from the side of the operator (the basic worker), but chiefly from the side of the auxiliary forces of the enterprise.

[¶14] So that this position may become still clearer, still more indicative, we shall attempt to present upon a special schema (Fig. 11) the lines of relations which exist between the given workplace and the entire servicing culture of the enterprise.

[¶15] Fig. 11

> Russian: 11

[¶16] We repeat that these lines are not always visible under ordinary survey, but such indeed is the nature of contemporary servicing: the more organised the enterprise, the less visible are the lines of servicing, but the more the enterprise storms [works by rush, by storming], the more vividly does the deformity [ugliness] of servicing stand forth. The rhomboid form of the workplace in our drawing is given conventionally, for the sake of the clarity of the depiction of the lines of servicing. The separate constituents of this workplace are clear from the preceding exposition: they consist of various technical zones and services.

[¶17] The services may be broken down into two categories: the servicing of the technical zones of the workplace (the machine-tool, the mechanism, the aggregate) and the servicing of the labourer himself. In measure with the growth of the mechanisation and automatisation of the workplace, the servicing of the operator naturally narrows and terminates (subsequently) in the complete elimination of this labourer from the working field of the given place.

[¶18] For the characterisation of this inevitable progress of factory organisation it is possible to construct such a dialectical position [proposition]: the more the servicing of the operator will be developed, the sooner a powerful servicing of the technical zones will grow up, and the processes of automatisation will receive organic obligatoriness.

[¶19] The workplace in the schema is given within a connected flow, which is reflected in the form of a sketch of this chain of the line of machine-tools of the mechanical [machining] shop, and the shops in their turn are given in the form of a chain of cycles: the preparatory [blanking] shop, the mechanical shop, the assembly [shop]. And we shall subsequently all the time bear in mind that the presented system of servicing of the contemporary machine-building factory is calculated precisely upon flows, and is not concentrated merely at definite points.

[¶20] In the schema there is given first of all the worker-operator. His work is given in the sum of all functions: calculation, Installation, processing (the conducting of the process) and

[¶21] control. This analytical formula, which has had currency in the works of CIT [ЦИТ, Central Institute of Labour] for already more than ten years, is convenient in that, independently of the height of the organisational culture of the given workplace, it gives the possibility rapidly to disclose the degree of servicing both of the workplace and of the operator, and to find the paths of a more rational alteration of the production behaviour of the operator himself.

[¶22] The functional analysis of the machine-tool (8 zones), adopted in CIT, in its turn gives the possibility ceaselessly to reform the machine by means of partial introductions of fixtures into all zones.

[¶23] Thus, we have the following organisational anatomy of the workplace: the technical zones of the machine-tool, the labour functions of the operator — the worker — and the services both in relation to the machine-tool and in relation to the worker.

[¶24] In the schema there is given the contemporary picture of relations between the labour duties of the labourer-operator and the line of technical zones and services.

[¶25] The reform of the workplace consists precisely in this: having traced exactly these relations, all the time (in accordance with the profitability demonstrated by the calculation [costing] of the operation and the flow) either to unload or to load the functions of the operator.

[¶26] As is visible from the schema, the operator in the contemporary machine-building factory with mass production is far from being the same worker, in the breadth of his functions, as the universal or semi-universal worker of serial and piece-original [one-off] production.

[¶27] Having one or another relation to all the technical zones of the workplace (in the given case, of the machine-tool), he has decisively concentrated himself immediately upon the carrying out of the Installation, processing and management [steering, control] functions of the machine-tool, and not upon their servicing, which is visible also from the schema, upon which there are no paths connecting him with the technical services for the machine-tool. This is done by someone else. This, as we shall see below, is done by the Installer [установщик: setter] and the brigades designated in the rectangle — the servicing of the section.

[¶28] Already the _very_ designation “servicing of the section” shows that the once integral worker-operator, freeing himself from a series of functions, transmits them into the section servicing: to the Installers, the repairers (mounter-mechanics, electrical mounters, harness-makers [belting-makers]), the transport workers (or the conveyor), the lubricators, the cleaners and the rejectors [inspectors]. These worker-servicers already work across the entire front.

[¶29] And it is precisely here that we obtain a definite law: the unloading of the function of the operator becomes profitable and convenient on the condition that the function extracted from the given workplace becomes a function of the front, condensing at the same time this servicing.

[¶30] Already from this it is visible how organically the workplace is connected with the front and, as we shall see further on, with the entire order [structure] of the enterprise as a whole.

[¶31] “Give us an analytical picture of the workplace, and we shall say how your factory is organised” — it would be possible to say this in application to the contemporary factory.

[¶32] In the contemporary highly-developed enterprise, bare attention to the workplace as such, without its connecting threads with production as a whole, would be a belated grip [приём: technique, method], reducing the understanding of contemporary production to domestic trade.

[¶33] The master [мастер: foreman] (or section chief) standing at the head of the section must indeed be the initiator and active conductor of the organisation of labour in the section, and consequently also at the given workplace, but in connection with the front.

[¶34] With the aim of raising the percentage of machine time, with the aim of the greatest productivity of the shop, he must all the time be occupied with the improvement of the culture of workplaces. And this signifies the following: in raising the Labour Culture of the operator, he must all the time reinforce his section servicing and activate, in relation to the fronts of the sections, the forces of shop servicing.

[¶35] The task of the _master_ now, more than ever before, consists in making the servicing of the section active out of passive, in making it anticipatory [preventive] out of compulsorily-subsequent. Then he will not have anxiously to look round at the Stakhanovites creating “new cares”; he himself will hourly, minutely consolidate and develop the Stakhanovite movement [motion].

*Note: Stakhanovites: participants in the Soviet movement named after the miner A. G. Stakhanov (1935), based on the over-fulfilment of output norms through the reorganisation of labour operations.*

[¶36] But it must be said quite definitely: the further inwards from the servicing of the section towards the shop and factory servicing, the more powerful, capital [fundamental] and overturning do the forces of this servicing become, overturning not only the distribution of functions, but also clothing the technical armament of the factory in new bodies, mechanisms and devices.

[¶37] We have such servicing forces of the shop as the shop mechanic with the shop repair workshops, the shop storerooms of auxiliary materials, the storerooms of instruments and fixtures, the drawing bureaux, the departments of technical control, the bureaux of production regulation (or dispatching services), the bureaux of time calculation (or TNB), the book-keeping with its still little-developed standard-costs.

[¶38] All this exists not for anything else, but only for the workplaces, for the obtaining of the greatest quantity of product.

[¶39] The task of shop servicing consists in this: that the workplaces never starve [go hungry], but on the contrary, that their feeding be anticipatory. Then this “pressure by feeding” (as a form of actively-anticipatory servicing of workplaces) will become a force, again calling forth the labour combat-capacity of the operators — the basic workers. Or else shop servicing will have another lot: to complain about the restless Stakhanovites. Active feeding itself inevitably consolidates and develops the Stakhanovite movement, and the chief of the shop will come to head it not after the fact [retroactively], “not trailing behind”, but as a commander of the socialistically-labour offensive.

[¶40] All the lines of shop servicing go only to the workplaces, exist only for the workplaces.

[¶41] If anyone thinks seriously to study the workplace of the contemporary technically advanced Soviet enterprise, he must interest himself in the workplace not only by contemplating what is upon it, but by establishing the inlet sleeves [hoses] of its servicing, coming, apart from [that of] the operator, from the section, the shop and the factory.

[¶42] If we now take “factory servicing”, then its task consists in setting into motion the heaviest, the most expensive and the strongly acting forces of the servicing of workplaces.

[¶43] As is visible from our schema, this is the concentration-point [focus] of laboratories, stations, engineering bureaux, economic bureaux and powerful servicing shops; this is a grandiose technical staff, called upon to lead the enterprise upon the base of the servicing and perfection of all links — the workplaces.

[¶44] It is possible to imagine what will happen with the workplaces if this most enormous cultural construction [edifice] does not fend off the cares connected with the workplaces, but actively, initiatively advances [attacks] upon them with its technical and living servicing. Here the matter is no longer one of the “active feeding” of the labour fronts, but of their active transformation.
