[¶0] The vertical arrow pointing downwards (within the limits of large servicing) shows the gradual mobilisation of large servicing (of the auxiliary shops); the large [arrows], diverging upwards towards the separate cycles by way of small servicing, show the growing large servicing of the cycles.

> Russian: 5

[¶2] It was along precisely these 4 directions that CIT [ЦИТ, Central Institute of Labour] worked in recent years at the enterprises and, chiefly, at those which were noted above.

[¶3] And now it is necessary for us to analyse these paths and to draw a conclusion both as to their combination and as to the path of the most principal organisational efforts.

[¶4] The path of the greatest organisational efforts of CIT was, chiefly, the third path — the designing and setting-up [постановка] of duty servicing.

[¶5] Properly speaking, this is precisely the path of a new, new-in-principle application of organisational efforts in contemporary enterprises designed upon the basis of the continuous flow. And CIT was prepared precisely for this. The entire culture of CIT in the analysis and setting-up of work on small sections of production — workplaces, on separate zones of these places — created cadres of labourers for the punctual servicing of production processes. Only as a result of these works could we elaborate detailed cards of production links-operations with their exhaustive characteristics along the lines of: descriptions of machines, fixtures [приспособления: attachments], instruments, technological processes of the Installation [установка: also setting, set] of production and of the entire system of their duty servicing.

[¶6] CIT at all enterprises, even in that period when at the factories it occupied itself only with the designing of the worker composition and its preparation, set up this servicing. The culture of duty servicing is considered by many directors to be doctrinairism; they without circumlocution crudely counterpose this work to the fulfilment of the plan: “We have no time for culture, we must fulfil the plan. Once we are fulfilling the plan, then we shall culturalise the shops as well.” This very “decorative” evaluation of servicing takes place even now. It must be said that to evaluate the significance of servicing by immediate survey of the shop is almost impossible. A director, making visits into the shop and “dressing down” the personnel, may notice a breach [прорыв: a gap in plan fulfilment], a shortage of parts, may “press,” but he often finds himself precisely in the power of these immediate pressures, expending upon it without remainder his entire administrative temperament. Even when chronometric data are presented to the directorate, this very rarely serves as an occasion for a sharp turn towards servicing. And so there continues this, our “giant” rhythm in the style of Ilya Muromets: quietly — at the beginning of the month, stormily with a “heave-ho” — at the end.

[¶7] And yet it must be said that, thanks to the duration of CIT’s works at the enterprises — we would say, their inescapability [неотвязность: not to be shaken off] — there has not yet been a single case when the work of CIT on servicing was rejected on principle by an enterprise: by the directorate, the chief engineer, the heads of shops, the chief mechanic and the public [общественность: the social organisations] of the enterprise. But not only that: we possess astonishing cases where the work on servicing became the centre of attention of the enterprise, where forces were mobilised for it, and where in the contact of CIT with the enterprise enormous achievements were obtained: a sharp intensification of the work of duty servicing condensed without precedent the work of the basic cycle, and productivity rapidly and in enormous doses was raised. Precisely such a position was obtained at the Pavlov Factory, a position illuminated in detail in the journal “Organisation of Labour” and in the newspaper “For Industrialisation,” a position illuminated both by CIT and by the directorate.

[¶8] This fact of vivid experimental proof of the action of the method of intensifying the duty means of servicing at this enterprise turned out to be consolidated [закреплённый: fastened, fixed], and subsequently, and upon its basis, further bold constructions proceeded.

[¶9] However, at other enterprises such sharp factors did not obtain, nor did consolidation obtain. And we had to formulate the further tasks at these enterprises merely as the bringing to wide publicity within the given branch of industry of the design and instructive materials of CIT.

[¶10] By what, then, is the success at the Pavlov Factory explained? Namely by the fact that the work on the intensification of the means of duty servicing (the 3rd path) passed over into the 2nd path and, at the price of precisely this passage, became consolidated.

[¶11] And precisely because at other enterprises it did not pass onto the 2nd path, or passed only partially, a thorough consolidation did not obtain. Further, during a special analysis of the 2nd path, we shall yet return to the explanation of this position, but now we shall pass to the description of that path which constitutes a deepening of the 3rd, i.e. to the 4th path.

[¶12] If the 3rd path is the most specific contemporary method of attaining a complete and uniform (up to 100%) loading of the basic shops, then the 4th path is already a heavy tool [орудие: also a gun] of organisational action all in the same direction, i.e. either it, by means of the capital means of large servicing, guarantees this complete and uninterrupted work of the basic shops, or else it, by means of repair, of the reconstruction of machine-tools and of their more perfected instrumenting [tooling], must give a new, higher level of productivity.

[¶13] The significance of this heavy factor can be seen from the fact that, owing to badly adjusted work on the replacement of worn-out parts of the machine-tool or on their repair, we now have at the factories significant groups of non-working equipment.

[¶14] At all enterprises where CIT worked, its works on the small servicing of the basic shops led to large servicing, to the auxiliary shops. This took place at all machine-building factories, and in metallurgy, and especially in coal. The experience of our work showed that here are concealed the largest reserves of productivity that one can possibly imagine. These works may be called in the full sense the potential of the unfolding of production. One may carry out chronometrage of the work of the basic shops to exhaustion, but if there are no spare parts, if there is no correctly organised repair and production of the instrument [tooling], then no incantations, even “with figures in hand,” will help the basic shops to come out of indisposition or of partial paralysis.

[¶15] However, we must note that, despite the easy demonstrability of work along the line of large servicing, the directorate, finding itself in a continuous mood of “onslaught” [навал: the same heave-ho] upon the topical malfunctions, casts large servicing into shadow.

[¶16] And it is necessary to note that in the sphere of large servicing CIT, on the basis of its works on technical reconstruction both laboratory and practical (especially the works on the large servicing of CIT Factory No. 2), arrived at the point that this large servicing may be united by a mounting-Installation shop. This is a shop of permanent repair and reconstruction of equipment on the basis of the fabrication of standard aggregates [units] of machine-tools. And we could now, in the works on the organisation of machine-building enterprises, come forward with a new methodical weapon — a specially organised mounting-Installation shop.

[¶17] The extremely important significance of this mounting-Installation shop will make itself felt in 2 cases: during the extraordinary expansion of the programme and during the rebuilding of the factory for another object [product]. Here opens up the possibility of that which is now everywhere abroad termed modernisation, i.e. the partial reconstruction of equipment by decisive new aggregates, which are characteristic for a new mark [make, model] of machines.

[¶18] We pass now to the 1st path, i.e. to the gradual organisational finishing-off of through flow-lines, from one — to a bundle of lines and, finally, to the entire breadth of the flow as a whole. This is precisely that path which was carried through at the 1st GPZ [State Bearing Factory] by the Installation brigade of CIT. The RR-3 bearing was built up as a through production line across all cycles — from the blank [заготовка: rough stock] to assembly; the organisation of its production was placed not only under the exclusive attention of the Installation brigade, but also of the directorate and of the public, and, in particular, it was precisely here that a special patronage [шефство: sponsorship] of the Komsomol was installed.

[¶19] This was the genuine expression of the “narrow base,” characteristic over the course of many years of the tactical-methodical approach of CIT.

[¶20] In what do we suppose the sense of the “narrow base” to lie?

[¶21] Its sense lies in the fact that to introduce a new type of organisation of production and labour is necessary with maximal completeness, with full finishing-off. And this all the more so, since from an institution specially occupying itself with the organisation of labour and production one must demand far more than from an ordinary leader of production, acting always upon a broad front and resolving, besides purely productional ones, tasks of economic foresight. The labourer of the new method in production essentially creates its new organic tissue, which must be felt in every workplace, in every minutest organisational-productional effort. In order better, more completely to carry through the task of implanting the new organisation of production and labour, it is necessary first of all sharply to delineate the base of the application of forces and to make it as narrow as possible. Then one may boldly pose the task of the sharp counterposition of this new type of organisation to the old type. We did precisely this: in detail, down to the separate zones of the workplace, we designed and implanted upon a sharply limited base the elaborated project. Trouble sets in when, through a lack of holding-out [выдержка], of will, of concentration, the labourer steps over the boundaries of the delineated base without having finished it off, without having completed it. The new will then present itself in the form of indeterminate foggy spots; the effect of the method loses delineation, economic demonstrability, and turns into a “style,” into a decoration.

[¶22] The passage from the finishing-off of workplaces and operations to the through-band [лента: belt, tape] is the next step of the “narrow base,” but its limitedness nonetheless makes itself felt precisely in the fact that what is taken is precisely a narrow, through-band.

[¶23] The experience of work along this path showed that, unfortunately, this band can be presented in all its sharp delimitedness only upon a schema, but not in the natural flowing-through of the flow and by no means in the natural placement of equipment. The physical wedging-in of the flow into other flows, the wedging-in of equipment into the general park of machine-tools, uncovered in the process of work, led to the result that to delimit this flow in the given surroundings is impossible; it is impossible, by its exclusive finishing-off, to counterpose it to the other flows either. An effect was obtained, the Installation brigade soon felt grateful attention towards its works, but this effect was inevitably eaten up by other unorganised flows, not sharply delimited from the first, narrow flow. This delimitedness was violated also by the circumstance that in small servicing it was difficult to carry through the exclusive fastening [закрепление: assignment] of these servicing forces to the elaborated through-band, and almost completely impossible to fasten to it sharply defined forces of large servicing.

[¶24] All the same, even under these circumstances the significance of this experience was great, but already within the framework of the resolution along the 2nd path, to which we now pass.

[¶25] At all enterprises where CIT now works, our directive concerning the passage of the Installation brigades to operative-productional work at the enterprises was realised. This directive was carried through at all enterprises without exception, but, of course, in various forms and with various force.

[¶26] Already in itself the position of the Installation brigades in relation to the directorate established itself as the position of counter-agents [контрагенты: contracting parties], and in relation to the enterprise — as ultra-functional.

[¶27] But this functionality was intensified yet by two moments, namely: the Installation brigades worked on servicing, i.e. along functionally assisting lines, and not in the basic shops, and by force of things in their work found themselves in relations with the functional organs of the enterprise such as departments of the organisation of labour, departments of the organisation of production, departments of the preparation of production.

[¶28] CIT long ago, still in that period when it occupied itself with the designing of the worker composition and the preparation of cadres, issued the directive to deal not with the functional organs of the enterprise (very often dilettantish ones), but with the chief engineers, the technical directors and the heads of shops.

[¶29] It must be said that at many enterprises this succeeded, but at a series of these enterprises, including metallurgical ones, the directors continued to re-entrust their relations with CIT — often “for opinion” — to their functional organs.

[¶30] And CIT, in the striving to overcome its functional position, issued across the entire front of its brigades (in machine-building, in metallurgy, in coal, in peat, in agriculture, in motor transport) a definite directive — to occupy strictly operative posts, not stopping short of entering into the staffs of the factory. And this was carried through with all energy across the entire front of the brigades.

[¶31] But here a certain differentiation obtained. At the vast majority of enterprises where CIT worked, the labourers of the Installation brigades of CIT first of all occupied posts in the small and large servicing of cycles in the basic shops. But at a definite group of enterprises the labourers of CIT occupied operative posts also in the basic shops themselves: in machine-building, in metallurgy, peat, agriculture and transport.

[¶32] And within the limits of the possibilities of occupying operative posts in the basic shops, two positions obtained: a part of the labourers occupied important, determining posts, but ones having the character of separate large links in the cycles. Such is the position in metallurgy. Another part occupied already the most responsible command posts of the type of heads of sections and heads of shops. This takes place at the Pavlov Factory and at “Sharikopodshipnik” [Ball-Bearing Factory].

[¶33] After prolonged design preparation, after operative work in the enterprises on small and large servicing, our heads of Installation brigades found themselves in the position of those who, in our opinion, turned out to be deaf to our proposals.

[¶34] And it is precisely in this position that our labourers made great successes, attested by the administration of the enterprises.

[¶35] We possess an enormous quantity of orders at the enterprises to the effect that the proposals of CIT, approved both by the directorate and by the heads of shops, are realised neither by these heads of shops nor by the personnel subordinated to them. In the orders warnings are made, censures, reprimands, threats, but all this turns out to be little-acting means. Our labourers of the Installation brigades with sadness and sad humour state that during the time of their work at the enterprises, measured in several years, so many operative heads and even… directors have changed, that by this alone the orders could exert not so strong an action. At the same time the stability of the stay of our labourers at the corresponding operative posts, even within the framework of being on the staffs of the factory, turned out to be firm.

[¶36] Let us note that the particular firmness of the operative position of our labourers at operative posts turned out to be precisely at those enterprises where the gradualness of the passage from servicing posts to command posts in the basic shops was held out.

[¶37] We shall not conceal that at the time when the passage of our labourers to operative work at the enterprises was taking place, we had cases when our labourers, irrespective of their internal desire, turned out to be in the role of “stop-gaps” [затычки: plugs, bungs], in the role of “firemen” at minor breaches; there were cases when certain labourers became imbued with scepticism towards methodical work. But this was in the majority of cases merely a stage towards a new, not so much methodical as tactical, resolution. Tactical questions (and sometimes even far narrower — questions of tact) generally began to dominate in our work.

[¶38] And now we already find ourselves obliged, within the framework of the exposition of the 2nd path (work along production cycles), to discuss the questions of the most rational mastery over the motion of the cycles. The most vivid examples of such cyclical mastery we had at 3 enterprises: the Pavlov Factory, “Sharikopodshipnik” and CIT No. 1. At the Pavlov Factory the Installation brigade dealt with the 3rd cycle or, more correctly, with the 2nd and 3rd cycles fused into the mechanical shop; at “Sharikopodshipnik” and at CIT Factory No. 1 — with the assembly shops, i.e. with the concluding production cycles.

[¶39] On the basis of all the rich experience of implantation into the operative life of the enterprises, we may now draw conclusions concerning the decisive moments in the realisation of design-organisational works.

[¶40] The first question — where does our impact upon the organisational life of the enterprise in the role of operative labourers make itself felt more strongly: in the basic shops or in the servicing links? — this question is resolved by us in the process of work thus: in the servicing links are accumulated enormous means, both methodical and tactical; this is the capital of the method, of scrupulous elaborations, the school of cognition of the enterprise, of its weak and strong places, this is the school of small but decisive manoeuvres; but in this position we act without clearly expressed rights, authorisations; boldness and stubbornness here depend upon subjective moments predominantly, here there is even an element of chance, of unexpected fortune and of exceptional vain expenditures of forces, broken against the indifference or incomprehension of the command forces of the basic cycles of the factory; whereas in the basic shops there is present power [власть: authority], the possibility, leaning upon the position of the head, of laying every risk into the forms of an indisputable order; in the basic shops, occupying command posts, it is possible to unite the force of the method, the force of organisational enlightenment with stubborn, indisputable energy.

[¶41] This is the first large conclusion, for the CIT stage of works the most important. But there is yet one more moment over which one must ponder and give an answer, direct, definite: which of the cycles, by its dynamic force, turns out to be the most decisive?

[¶42] Let us pose the question most sharply and elementarily: the initial cycle, the middle cycle, or the last, concluding cycle?

[¶43] If we exclude individual positions proper to certain enterprises at each given moment of their work, then we may give a definite productional characteristic to these 3 cycles.

[¶44] In order to make this characteristic most convincing, let us compare two polarities: the initial cycle and the concluding one. Speaking purely logically, the better the initial cycle works, the better works the subsequent one, consequently the final one as well. For it is known that scrap most strikes the first cycles. At the beginning of the unfolding of enterprises working according to the continuous flow, the blanking shops gave up to 60% scrap, the mechanical ones within the limits of 10–25%, and the assembly one as such in percentages of the order of 5. And one ought to draw the conclusion that the resolution will come from the initial cycles. But this is purely logical reasoning, not accounting for the organisational dynamics of the enterprise. Every subsequent cycle not only receives the production from the preceding cycle, but it demands (!), it demands this production as a strict critic and sovereign [повелитель: commander]. Having no order whatsoever concerning rights, it by its demandingness constantly puts on the alert, holds in tension the preceding shop. The head of the preceding shop, equipped with written rights in relation to his shop, is at the same time somewhat of an “accomplice” in the solemn reports and in the scrap together with his production collective; and the genuine “terror,” the genuine power over the given shop — is the receiving, subsequent shop. It turns out thus: the preceding shop works, while the subsequent one holds in its hands the inexorable limit-gauge for the preceding one. And so along the entire chain — from the initial cycle to the last. And the further towards the end, towards the finished production, the more inexorably acts this limit-gauge. From this point of view, the point of view of evaluating the dynamic force of the cycles, the last concluding cycle is the most powerful and inexorable of all; it is in its hands that administrative power in relation to the other cycles resides. The initial shop may defend itself, the final one always advances. And this all the more so, since the last one has yet a judge — the testing station. That is why at CIT Factory No. 1 we began precisely from the testing stations, but this is already a cycle of pure verification, and not a production cycle.
