Utopian Socialism
In the introduction to his history of socialism, Kautsky writes:
> “Modern international Social Democracy has two roots in history. Both arose in the same soil, the soil of the existing economic and social order. Both have the same aim, but the two are entirely different in essence. One of these roots, communist utopianism, arose among the upper classes. Its representatives belong to society’s intellectual aristocracy. The other root of Social Democracy, the communism of equality, arose among the lower classes, which only a few decades ago still stood at the very lowest levels of intellectual development. Utopianism arose through a profound understanding of reality on the part of highly educated people free from the influence of the interests of their class.”
In what forms does this grassroots mass socialism appear? Relying both on a natural thirst for justice and on a vague understanding of the superior expediency of a harmonious, fraternal communist order, individual groups of working people raised the banner of peaceful or violent struggle for socialism. Yet the fundamental progressive character of the socialist idea was entirely lost behind features of economic and general cultural reaction that arose naturally from the circumstances of the time. The progress of technology and free thought followed a different path. Both seemed hostile to the lower strata of the democracy. Things change only as a proletariat of the modern type, the free worker in capitalist enterprises, appears among these lower strata. Even here, however, the idea of socialism at first begins to spread in its old form: workers are captivated by the concept of justice, listen to economically reactionary criticism of capital, to theories attempting to turn back the wheel of history and create a paradise of independent artisans united in solidarity, hate machines as manifestly hostile to their immediate interests, and see in science and progress forces serving capital. But with the growth of the great class a fundamental change occurs. The enormous technical forces developed by the bourgeoisie for its own advantage cease to be regarded as a mere system for extracting sweat. In the new technology workers see a source of future happiness, recognize their own creation and a support for further labor, and understand superbly the full value of technology and science, as well as the causes that produce, alongside the growth of the productive forces, a savage anarchy of production, and alongside the gigantic increase in wealth, want and insecurity about tomorrow. Progress, unfolding for the moment in capitalist forms, is perceived as a two-sided phenomenon: it is welcomed insofar as it socializes labor, and rejected insofar as it creates an ever narrower private appropriation of the products of that labor. Capital expropriates private owners, proletarianizes individual producers, and turns private property, concentrating in relatively few hands, into a monstrous social anomaly. Meanwhile the proletariat is being educated and organized so as to take into its own hands the enormous industrial enterprises created by capital, to strip them forever of their character as instruments of exploitation and profit-making, and to make them a source of social well-being and social power.
In this way mass socialism, in the form of proletarian socialism, not only ceases to contradict humanity’s economic and cultural progress, but becomes the sole force fully in accord with the requirements of that progress.
The proletarian’s path to self-consciousness would have been infinitely more difficult had he not been met halfway by a body of thought that had developed in continuity from the socialism of the noble utopians, assimilated numerous other intellectual currents, absorbed the new experience provided by the unfolding capitalist world, listened to the demands and hopes of the growing working class, and assumed the majestic form of Scientific Socialism.
In Feuerbach we saw a thinker who powerfully synthesized the liberating, positive, and atheistic tendencies of materialism with his German predecessors’ profound ideas about the human species and the grandeur of its life and development.
But Marx quite rightly pointed out the most serious defect of Feuerbach’s philosophy: he provided neither a concrete critique of the social order to which the various forms of religion correspond and within which the shoots of a brighter future struggle so hard to break through, nor any concrete conception of the forms of social life into which the species, having become conscious of itself and its unity, would be cast, nor a concrete conception of the paths taken by this self-consciousness and the obstacles it encountered and still encounters.
The utopians posed these questions to themselves.
Our task does not include setting out the history of socialism as a whole. Our task is to elucidate the evolution of a worldview whose highest expression we see in the scientific-socialist philosophy of history, insofar as it speaks not only to human thought but also to human feeling. That is why, in this brief sketch, we shall dwell on only a few utopians, namely those who brought something especially important to the treasury of socialist philosophy as a worldview.
Engels gives the following characterization of all modern utopianism:
> “The immature state of capitalist production and the immature class situation were matched by immature theories. The solution to social problems, still hidden in undeveloped economic relations, was sought by purely intellectual means. Society presented nothing but disorder; the task of thinking reason was to eliminate it. The aim was to invent a new, perfect system of social order and bestow it upon society from outside, through propaganda and, if possible, through the example of model experiments.”
Utopianism proceeded to a considerable extent from the philosophy of the Encyclopedists. In this philosophy, as we have already seen, passivity and activity are intertwined in a distinctive way. On the one hand, nature, which the utopians often simply replace with God, is accepted as the highest reason and the highest good, which has essentially prepared everything for universal happiness. People need only follow its commands, and their entire life will turn into pure enjoyment. But people have perverted their instincts, have created a hideous and unnatural civilization against the marvelous natural background of nature. These irrational arrangements must be ended. The disagreement between Rousseau, who for this purpose called for a return to nature and instinct, and the Encyclopedists, who called for advance toward progress and reason, does not appear essential when considered on this plane: in either case it was assumed that man must discern objectively given norms and could realize them. The power of reason, its ability to create happiness on earth, rested, according to this worldview, precisely on its ability to decipher the true commands of nature or God and dispel the darkness of error with the light of truth.
The utopians went further in their criticism and demands than the Encyclopedists, but their spirit was essentially the same. Their faith in man’s ability to realize his rational ideal was, of course, naive. They did not know that the cause of human calamities is not mere error, but precisely dependence on the elemental forces of nature and the bitter struggle between the interests of different groups and classes, interests ultimately determined by the organization of labor in a given society, itself brought about by a given level of development of the productive forces.
Yet certain fatalist Marxists, and with them, strange as it may seem, Sorel, the teacher of the contemporary syndicalists, go too far in seeking to portray all social life, past, present, and future, as the product of external necessity, whereas, according to the genuine thought of Marx and Engels, it is the product of the struggle of increasingly conscious, united, and powerful human freedom against that necessity.
Starting from the demands of democratic justice, Babeuf reached the conclusion that only a radical remaking of the entire social order, namely the transition from economic individualism to communism, could ensure lasting equality. Babeuf’s communism still proceeded from the idea of justice and was economically reactionary.
Fourier’s utopianism represents, in certain respects, an enormous step forward. Fourier proceeds not from general principles of justice but from the specific features of the capitalist order: he sharply and perceptively criticizes the anarchy reigning within it, the insane waste of forces that, under a better-ordered system, could effortlessly create the economic foundation for the well-being of all. If Marx reproached Feuerbach for failing to criticize concrete reality, Fourier did an extraordinary amount toward such a critique. Engels admirably sums up this vitally important critical part of Fourier’s teaching:
> “He mercilessly exposes the material and moral poverty of the bourgeois world, confronting it with the Enlightenment thinkers’ brilliant promises of a society in which reason alone would reign, of a civilization that would make everyone happy, of man’s unlimited capacity for improvement, as well as the pompous phrases of the bourgeois ideologists of his own day. He shows how the loudest phrase is everywhere matched by the most wretched reality, and pursues this hopeless fiasco of the phrase with biting ridicule. Fourier is not merely a critic: his cheerful temperament makes him a satirist, and indeed one of the greatest satirists of all time. As masterfully as amusingly, he depicts the speculation that ran riot with the fall of the revolution, as well as the petty huckstering prevalent everywhere in French commerce at the time. Still more masterly is his criticism of the bourgeois form of relations between the sexes and of the position of women in bourgeois society. He is the first to express the idea that in any given society the degree of emancipation attained by women serves as the natural measure of general emancipation. But Fourier is most magnificent in his view of the history of society. He divides all of it down to our own day into four stages of development: savagery, barbarism, patriarchy, and civilization, the last of which coincides with what is now called bourgeois society. He demonstrates that ‘the civilized order develops every vice practiced in simple form under barbarism into a complex, ambiguous, hypocritical form’; that civilization moves in a ‘vicious circle,’ in contradictions which it constantly creates anew without being able to overcome them, so that it always achieves the opposite of what it wishes to achieve, or of what it declares to be the aim of its strivings. Thus, for example, ‘in civilization poverty arises from abundance itself.’”
In his positive doctrine, Fourier, unlike Rousseau and Babeuf but in full accord with the hedonism of the Encyclopedists, is a resolute opponent of all asceticism and an enthusiastic singer of the praises of sensual enjoyment. In agreement with them, he is convinced of the fundamental purposiveness of nature and man. His joyful faith in the perfection of human nature in itself is as great as his bitter and pessimistic attitude toward capitalist civilization. Man’s most vicious inclinations only appear such because of the absurdity of the social order, which in no way corresponds to the intentions of the ‘creator.’ Fourier expended no little ingenuity in demonstrating how the most beneficial results can arise from so-called bad passions. Fourier resolves everything into harmony. In his opinion, everything is ready for it. The sole obstacle is the misshapen arrangement of social life. But since it is merely the fruit of error, one need only explain in greater detail the foundations of a rational order and all its attractive features for people to cast off their pernicious errors and begin building phalansteries, that ingenious invention of our utopian. Why, then, did Fourier’s works fail to bring about the revolution in human minds that he expected? Because people needed not only to be told about the phalanstery, but to see it with their own eyes; and here the matter was held up by a trifle: Fourier had no money. And so, for the last ten years of his life, the silent old man punctually awaited, every noon, the appearance of a wise, magnanimous millionaire who would give him the fulcrum for his lever with which he would turn the earth upside down. Fourier’s profound faith in the purposiveness of everything that exists, except capitalist civilization, halted in some embarrassment before the insufficient ‘humanization’ of nature. He expected, however, that by the time the phalansteries had fully developed, nature itself would change its appearance. ‘Philosophers!’ he exclaims, ‘in vain will you pile up libraries with works treating of happiness: you will not find it until you tear out by the roots the trunk of all social calamities, namely industrial fragmentation or isolated labor, which contradicts the divine will.’
Clearly, if people move to meet God’s will, God’s will too will take a step toward them. This has been provided for in advance by the divine plan. Fourier ‘discovered’ that the period of harmony would bring universal happiness with it. Then the northern lights would appear, and a transformation in the outward appearance of the globe would take place. The climate would become uniform throughout the earth, wild beasts would disappear and be replaced by new creatures useful to man; the ocean’s water would turn into lemonade, and the earth would become one continuous paradise.
Fourier was generally inclined to fantasy, often of a mad kind. But what mattered was his enthusiastic attitude toward progress, consisting in the ever-strengthening harmony of human interests and human efforts; what mattered was his conviction of the need for a radical transformation of the social order, a transformation constituting the sole prerequisite for a real solution of the religious problem, the problem of man and nature.
Saint-Simon and his pupil Bazard brought this side of the matter into still sharper relief. Saint-Simon’s central idea was that of progress. Following in the footsteps of Condorcet, who proclaimed this idea, full of brilliance and joy, more loudly than any of the Encyclopedists, Saint-Simon believed in the immutability of the law of progress no less strongly than Hegel; but he gave the idea of progress incomparably greater definiteness. For him too, the characteristic features of progress are the gradual disappearance of slavery, the growth of knowledge, and the organization of ever larger societies with ever greater internal solidarity; but he regards the foundation of this progress as the economy, not science or politics. Engels says of this:
> “In 1816 he declares politics to be the science of production and predicts the complete dissolution of politics into economics. If the understanding that the economic situation is the basis of political institutions appears here only in embryo, the idea of transforming political rule over people into the administration of things and the direction of the production process is nevertheless already clearly expressed.”
But there is something more in Saint-Simon: he regards change in the distribution of wealth as the force determining all other social changes. He says:
> “There are no changes in the social order without corresponding changes in the form of property. It is abundantly clear that in every country the fundamental law is the one establishing the form of property and the measures protecting it; but the fact that this law is fundamental does not yet mean that it cannot be changed.”
Living at a time when capital still had to wage a vigorous struggle against the remnants of feudal society, and when social suffering was perhaps determined to a greater extent by capital’s insufficient development than by its excessive development, Saint-Simon took the side not so much of labor and the proletariat as of industry as a whole. ‘The whole of society,’ Saint-Simon says,
> “is founded on industry. The latter is the sole guarantee of its existence, the sole source of all wealth and all property. Thus the state of things most favorable to industry best answers the interests of society. The industrial class must occupy first place because it is the most important class: it can dispense with all the other classes, but no other class can dispense with it.”
To characterize Saint-Simon’s views, let us also quote here the famous ‘parable’ for which he was brought to trial.
> “Suppose that France were suddenly to lose its fifty foremost chemists, its fifty foremost physiologists, its fifty foremost mechanics, and so on and so forth, its fifty foremost bankers, its fifty foremost masons, and so on and so forth: the nation would then become a body without a soul.” > > “Suppose, on the contrary, that France retained all its people of genius, but lost the king, the members of the royal family, and so on, and, in addition, the ten thousand richest property owners: the state would suffer no damage from this.”
On the other hand, Saint-Simon was by no means a democrat. He rejects almost all democratic ideas. He considered demands for equality absurd metaphysics, holding that natural differences among people are not only inevitable but also highly desirable for society’s development. He considered the idea of absolute freedom no less absurd, pointing out that people are bound to one another by the division of labor. Much worse was the fact that Saint-Simon believed neither in the power of the popular masses to carry out the desired transformation nor in their ability to administer the coming order. Saint-Simon reserved both the role of society’s remaker and the role of its leaders for the intellectual and industrial aristocracy.
He envisaged the coming order as an organization of cooperation supremely suited to its purpose, in which spiritual authority belongs to an academy of scientists, as those best able to know the laws of nature and bring society’s life into accord with them. Below it stand two executive chambers, one of industrialists, the other of artists: the industrialists attend to satisfying society’s essential needs, and the artists to organizing its aesthetic life, its enjoyments.
For all his intellectual aristocratism, Saint-Simon stands above Fourier because his ideal represents a kind of collectivism which, though moderate, is broad and embraces the whole of society. Fourier’s ideal, by contrast, amounts to a moderate communism embracing only small colonies, a maximum of two thousand people according to his plan.
Saint-Simon was fortunate in his pupils. His pupil was Thierry, who so brilliantly advanced the theory of class struggle over property as the foundation of history; his pupil was Comte, who owed an immense amount to Saint-Simon and who, as we shall see, distorted his thought in many respects in a petty-bourgeois fashion; his pupil, finally, was Bazard.
The profound and passionate Bazard deepened Saint-Simon’s philosophical thought in many respects, but he too failed to refrain from the feverish fantasy, the repulsive concessions to the authoritarian world, in which his fellow worker Enfantin reveled and which disfigured Comte’s positive religion.
Bazard understood that the new religion, as he considered Saint-Simon’s teaching to be, would coincide with a synthetic scientific worldview and a broad, all-embracing social feeling:
> “Humanity has a great religious future before it; the religion of the future will be more majestic, more powerful than any religion of the past… Its dogma will be a synthesis of all forms of human existence… And the sociopolitical institution, taken as a whole, will be a religious institution. This religion will, however, differ from Christianity. The most striking, the newest, if not the most important, aspect of the progress that humanity is now called upon to accomplish consists in the rehabilitation of matter, toward which Christianity took a negative attitude.”
From this combination of science and reborn religion, Bazard deduces the foundations of the future social order.
For him religion is reduced to social life, theology to science, worship to industry: ‘Here are the three forms of human activity!’ exclaims Bazard.
Alas, in proclaiming a new religion, Bazard did not manage to free himself from the old religious worldview. He begins talking about how science does not contradict the concept of God and a divine plan, and how the desired social order is ‘the practical reflection of the deity.’
Bakunin is absolutely right when he asserts that where there is a deity, there are also divinely inspired people striving to climb onto everyone else’s shoulders. Just listen to where Bazard ends up! I take the account of his views from Paul Louis:
> “The priest, inspiring the scientist and the industrialist, binds people to one another and serves as the intermediary between people and God. The priest directs science, which is theory, and industry, which is the application of theory, and himself performs numerous functions. Bazard creates a theocracy, and he does not deny it; he merely tries to emphasize how it differs from other types that preceded it.” > > “At the very summit of the hierarchical ladder stands the ‘social priest’ in majesty, on a gigantic pedestal of omnipotence.” > > “It is he who issues laws, or rather he is the embodiment of law, the ‘living law,’ personifying power after the example of Moses or Christ; organizational decrees are merely the expression of his infallible will. This is a pleasant and legitimate dictatorship, for obedience to the ‘living law’ is nothing other than one of the forms of the love he inspires for himself. This reign of authority is at the same time a reign of freedom.”
Here too, then, it is necessary to discard with the utmost determination those elements of the Saint-Simonians’ worldview which they themselves considered religious. All the more important, however, from our standpoint, are the purely social aspects of their philosophy of history for the growing new consciousness. In this respect Bazard is even closer to Marx than Feuerbach is.
This is how Paul Louis summarizes the famous Saint-Simonian’s philosophy of history:
> “The three organizations of social life, science, industry, and art, function poorly, or rather their normal functioning is interrupted at every moment; this explains the fact that contemporary science lacks any coherence, that it is not even able to sum up its discoveries.” > > “Industry is in still greater disorder and still more powerless. Scattered action, the predominance of self-seeking aspirations, ignorance of consumers’ needs, the terrible consequences of machine production, the concentration of the instruments of production not in the hands of the most capable, but in those of people fortunate enough to have been born to wealthy parents: these are the characteristics of contemporary industry. The evil will disappear only on the day when the conduct of affairs is regulated by general principles. Finally, art is in decline because egoism kills feelings: they will revive only when universal love triumphs.” > > “But the latter is destined in the near future to take possession of all humanity. Mutual friendship is making ever greater progress. Humanity is a collective organism which develops unceasingly and strives toward an ever broader form of association: such is the law of improvement.”
What is lacking here is only a clear awareness of the paths along which the ‘collective organism’ can develop further; what is lacking here is only a revolutionary spirit. We can agree with Engels, who said:
> “In Saint-Simon we find a breadth of vision of genius, thanks to which almost all the ideas of the later socialists that are not strictly economic are contained in embryo in his thought.”
Free humanity in its progressive development toward a powerful collective organizing the world: such is the idea of genius whose beautiful face is easy to discern behind the rather crude tattooing with which the utopians of Saint-Simon’s school needlessly adorned it.
A very great deal toward the criticism of the capitalist order was also done by the English socialist economists. Their criticism was not as brilliant in literary terms or as broad sociologically as that of Fourier or Bazard, but it was deeper in its penetration into the secrets of the economic process itself, the circulation and growth of capital. As for Robert Owen, the greatest English utopian of modern times, he was, of course, more practical on the whole than his French counterparts; but, leaving his practical activity aside and considering only his teaching, we must acknowledge that it is distinguished by less breadth. In two respects, however, he went further than the French: he was a more resolute communist than Fourier; moreover, he was an unqualified atheist and used to say that for him religion amounted to a thirst for truth and universal happiness. Robert Owen was, of course, the greatest of philanthropists, but nevertheless a fairly typical philanthropist, and a shade of somewhat vague high-mindedness lies over all his works. Owen’s influence on the development of socialism was great, but in the realm of philosophical thought he is not an especially significant figure.
As we have already said, all the utopians lacked a revolutionary spirit. Of course, they thirsted for the most radical transformation of social relations and were revolutionaries in that sense, but this transformation, for all its radicalism, was in their view to be peaceful. They had no thought of relying on the sole revolutionary force, the proletariat, still less of expecting from it the initiative for renewing the world.
The first great utopian of a revolutionary, proletarian type was Blanqui.
One can scarcely disagree with the characterization of him given by Mr. Stalinsky in his interesting article on syndicalism, published in Russian Wealth.
> “Blanqui was the first to graft the French revolutionary tradition onto socialism; he was the first in France to defend full collectivism; he was the first, like Marx and Lassalle in Germany, to shatter the illusion of those who expected humanity’s salvation from the magnanimity of the ruling and propertied classes, and, in a sharper and more distinct form than Marx, he proclaimed the principle of the necessity of conquering state power, a principle which is now the fundamental article of faith of international socialism. It is true that Blanqui was very optimistic. He believed in the revolution’s imminent arrival; he dreamed of seizing power through widely organized conspiracies and drawing all France after him onto the path of socialist construction. But Blanqui’s belief in the imminence of social liquidation was shared in his time by all socialists, and by Marx as well. As for his conspiratorial tactics, these were determined for him by the political conditions of France at that time. Under different conditions Blanqui would undoubtedly have found another path within himself.”
Of course, Blanqui’s worldview and tactics were determined by the social conditions of the France of his day, but it by no means follows that his thought did not bear the essential marks of utopianism. Blanqui was no less convinced than the utopians that an ideal order could be realized at any time by a sufficient effort of will. But he synthesized the extreme outcome of the great French revolutionary wave, proletarian revolt, with the ideal of collectivism naturally embraced by the advanced strata of the proletariat. Marx would put an end to revolutionary subjectivism. He would make socialism scientific by introducing an objective element into it.
We must, however, thoroughly understand the essence and value of this element in Marx, lest we imperceptibly substitute sociological fatalism for Marxism, this highest theory of social activity.
