[¶0] The Social Revolution and the East

[¶1] The social revolution in Russia is only the beginning, one stage of the worldwide, international social revolution. Sooner or later it must take the form of revolutionary struggle, a desperate and decisive clash between two irreconcilable enemies, two opposing and mutually contradictory forces: the international proletariat and international imperialism. The boundaries and territory of the civil war now taking place within the former Russian monarchy must expand and deepen, both in its inner content and in its outward manifestations. Gradually, as the revolution develops, entire peoples and countries will be drawn, and must be drawn, irrespective of their wishes into this war, which as a whole constitutes humanity's final slaughter on the globe. This is inescapable and inevitable. The old world has grown far too decrepit. It groans and collapses. It is splitting at all its rotten seams. The whole earth, all its atoms, thirst for and demand renewal, demand to be rearranged on an entirely new basis. And the decisive moment has arrived not only for individual human beings but also for entire peoples and states, as distinct cultural and historical forms, when each must determine its own fate and decide irrevocably on which side of the barricade to stand. Whether you wish it or not, you must take part in it and, consciously or unconsciously, become either a 'Red' or a 'White'.

[¶2] We can see in practice that this is so. The October Revolution had not yet taken place, but labor and capital in Russia, the proletariat and the bourgeoisie, as two mutually hostile forces, were already beginning to differentiate themselves, define their positions, and prepare for a decisive battle against one another.

[¶3] The October Revolution was only the moment when these forces collided in Russia, when the Russian bourgeoisie, utterly defeated in its own homeland, was compelled to concentrate its remaining forces elsewhere, wherever it was assured a comparatively free existence for a more or less brief period: on Russia's borderlands and in the Entente countries.

[¶4] From that moment, however, the struggle against the revolution, which is continually developing and showing a tendency to become worldwide, takes on an international character. It is no longer only the Russian bourgeoisie that participates in the campaign against Russia's workers and peasants, who have defeated their own bourgeoisie, but also separate sections of the international bourgeoisie, first in isolation and then united. The League of Nations becomes their central organizing force, the focal point where all the counterrevolutionary forces of the globe converge. It is turning into a black international, rallying around itself everything that can in one way or another hinder the revolution's development or stand in its way.

[¶5] These are the premises of the general situation in which the international social revolution is developing at present. Only by proceeding from them can we anticipate the forms that its development may take in the future.

[¶6] One of the problems our revolution now confronts us with in practical form is the Eastern question. We must resolve it immediately. In the conditions of present-day reality and the international political situation, this question is nothing more or less than one phase in the natural development of the world social revolution. That is what makes it inescapable and inevitable. Even if we were unwilling to recognize it and ignored it, it would still confront us in all its internal and external complexity and intricacy. We would also be wrong to limit ourselves to a superficial solution. It requires comprehensive and extremely careful study, not only in socioeconomic terms but also in terms of international politics.

[¶7] We must examine and determine in advance all the concrete forms that the East's development may take, under different circumstances, within the general course of international differentiation along social and class lines. In doing so, we must establish our attitude toward it once and for all, with all the consequences that follow.

[¶8] However much it may seem to us that the general course of international policy we have adopted in the social revolution is entirely correct and requires no adjustments, we must nevertheless acknowledge that policy toward the East needs serious correction. Sad though it is, we must admit that, until now, all the measures we have taken to establish a proper relationship between Soviet Russia and the East have been far too haphazard and merely palliative. In this field there has been no sign at all of the firm implementation of a systematic, confident, and resolute policy.

[¶9] At worst, this policy reflected and acknowledged our own powerlessness, as in the withdrawal of Russian troops from Persia. At best, it expressed sympathy and promised support for the East's revolutionary aspirations, as we did after the Afghans rose against the British, but went no further. Our actions in this respect began to take a definite direction only when the setbacks of social revolution in the West became clear, when the very course of events, the defeat of the Spartacists in Germany, the failure of the general strike protesting against intervention in Russian affairs, and the fall of the Hungarian Soviet Republic, finally compelled us to recognize the simple truth that we cannot bring about the international social revolution without the East's participation. Even now, however, these measures lack the settled character demanded by the laws governing the proper development of social revolution.

[¶10] The purpose of the present article is to provide a more or less comprehensive analysis of this question. II · 12 October 1919

[¶11] The Soviet system, as an expression of communism, is the antithesis of bourgeois-capitalist statehood. These two systems cannot exist side by side and coexist peacefully. They can only tolerate one another temporarily, and only until one side or the other gains even a slight advantage in strength. That side must then inevitably begin an offensive against the opposing side, which is weaker at that moment.

[¶12] By virtue of this immutable and fundamental law of the development of social revolution, the Russian revolution had to begin developing into a world revolution from the very first days of its existence. Otherwise, the soviets in Russia would have been nothing more than a small oasis in the raging sea of imperialism, risking at every moment being wiped from the face of the earth by the whirlwind of the worldwide imperialist bacchanalia.

[¶13] The leaders of the October Revolution understood this situation perfectly and tried to direct its course along international channels. Nor could it have been otherwise, since the social revolution in Russia would otherwise have lost all its inner meaning.

[¶14] But, tactically, this process of the revolution's development was directed along the wrong path. While appearing outwardly correct in some of its individual manifestations, such as the Spartacist movement in Germany, the Hungarian revolution, and so forth, it was one-sided when taken as a whole. This one-sidedness consisted in the fact that almost all the attention of the revolution's leaders was directed toward the West. They conceived the task of developing the October Revolution into an international socialist revolution as mechanically transmitting the energy of the Russian revolution directly to the West: that is, to the part of the globe where the contradictions between the class interests of the proletariat and the bourgeoisie seemed to stand out most sharply and clearly, and where there was therefore a more or less firm basis for the development of class revolution.

[¶15] The East, however, with its population of one and a half billion enslaved by the Western European bourgeoisie, had been almost entirely forgotten in this respect. The main process of the international class struggle developed while bypassing the East. The question of the East as a 'revolutionary East' existed only in a few isolated minds, which altogether amounted to no more than a drop of water in the raging sea of revolution.

[¶16] Ignorance of the East, on the one hand, and the resulting fear of it, on the other, meant that the idea of the East's participation in the international revolution was plainly debased.

[¶17] Yet it was wrong to look exclusively to the West in the matter of the international socialist revolution.

[¶18] It is true that the Western European states, including their ally America, are the countries in which all the material and 'moral' forces of international imperialism are concentrated. In this respect, they would seem to constitute the principal territory on which we should fight a decisive battle against it. On the other hand, however, we could by no means confidently say that the strength of the Western European proletariat alone was sufficient to defeat the Western European bourgeoisie, precisely because that bourgeoisie is international, worldwide. To overthrow it requires the concentration of the revolutionary will and revolutionary energy of the entire international proletariat, including the proletariat of the East.

[¶19] By acting against international imperialism only through the Western European proletariat, we left it complete freedom of action and maneuver in the East. As long as international imperialism, embodied in the Entente, holds the East as a colony in which it is the absolute master of all its natural wealth, it is assured a favorable outcome in each separate economic clash with the working masses of the metropolitan countries. Under these conditions, it has every opportunity to 'shut their mouths' by agreeing to satisfy their economic demands.

[¶20] Our fruitless wait for revolutionary assistance from the West during these two years of revolution in Russia eloquently confirms this proposition.

[¶21] But even if the Western European worker succeeded in defeating his own bourgeoisie, we would still inevitably have to confront the East. In that event, the Western European bourgeoisie, following the example of its companion in misfortune, the Russian bourgeoisie, would set about concentrating its forces in its own 'borderlands', first and foremost in the East. To suppress the social revolution in Western Europe, it would not hesitate to exploit the centuries-old national and class hatred that the East harbors against the West as the bearer of the idea of imperialist oppression, and organize a march on Europe by Black people.

[¶22] We do not merely admit this possibility; we are certain of it, because the Russian proletariat's two years of experience in the struggle against its own bourgeoisie have taught us a great deal in this respect. III · 2 November 1919

[¶23] If we consider the East from a socioeconomic standpoint, we see that almost all of it is an object of exploitation by Western European capital and the principal resource of its industry. In this respect it offers us very rich material in terms of revolutionary combustibility.

[¶24] If it were possible to calculate the degree to which the East is exploited by Western European capital, and consequently its indirect contribution to creating the might and strength of the entire boastful bourgeois culture and civilization of Europe and America, which have exploited it and continue to do so, we would see that the lion's share of all the material and spiritual wealth of the 'whites' has been plundered from the East and created at the cost of the sweat and blood of hundreds of millions of 'native' working people of every color and race.

[¶25] Tens of millions of the Indigenous inhabitants of America and Black people of Africa had to perish, and the entire rich culture of the 'Incas' had to disappear completely from the face of the earth, for modern 'freedom-loving' America to emerge with its 'cosmopolitan' culture of 'progress and technology'. The proud skyscrapers of Chicago, New York, and other cities of 'Europeanized' America were erected on the bones of 'redskins' and Black people tortured to death by inhuman plantation owners, and on the smoking ruins of the destroyed cities of the 'Incas'.

[¶26] Christopher Columbus! How dear that name is, and how much it says to the European imperialist's heart. After all, he 'opened' the road to America for Europe's predators. England, France, Spain, Italy, and Germany all took part alike in plundering, ruining, and devastating 'native' America, erecting their capitalist cities and their bourgeois-imperialist culture at its expense. The invasions of Europe by Tamerlanes, Genghis Khans, and other Mongol princes pale in their cruelty and destructive force beside everything the Europeans did in the America they had 'discovered'.

> Russian: Христофор Колумб!. .

[¶27] The proposition I advanced at the beginning of this article is vividly confirmed by the entire subsequent development of Western European imperialism. Having exploited 'native' America in every way and sated itself upon it, imperialism turned all its attention to the East, with India at its center. Almost from imperialism's very first days, India had never ceased to arouse its greed.

[¶28] The entire history of the Crusades and the long succession of later bourgeois-imperialist wars in the East constitute a precisely calculated policy of the East's economic enslavement by Western European feudal lords and their descendants, a policy gradually crowned with almost complete success for the latter.

[¶29] If we were now to study the state of Western European countries' industry in the East during the latest period of its development, that is, at the outbreak of the worldwide imperialist war, we would see that by then the East was indeed tightly gripped and writhing convulsively in the vise of international capital.

[¶30] The whole of Asia and Africa had been divided by Europe into a series of 'spheres of influence', with purely decorative recognition of the 'independence' of their largest state formations, such as China, Persia, and Turkey.

[¶31] The last imperialist war likewise reflected this policy and expressed its culminating phase, when international imperialism, anticipating its imminent downfall, had to enter into a struggle against itself.

[¶32] At present, with the Entente's victory over Germany, the Eastern question seems for the time being to have found a more or less definite solution: namely, that the Entente is becoming the master of the East.

[¶33] But even now, although not yet entirely clearly, contradictions between the interests of the principal members of this 'Holy Alliance' in the East are beginning to emerge. Sooner or later there must be a serious clash between the individual rivals for supremacy in the predatory 'League of Nations': the great imperialist states that belong to it.

[¶34] We must not forget for a moment that, while the East as a whole is in complete economic enslavement to the West, its own national bourgeoisie is a second press exerting no less severe 'internal' pressure upon the difficult region of the East [sic].

[¶35] We must not lose sight for a moment of the fact that the development of the international socialist revolution, insofar as it concerns the East, can under no circumstances end merely with the overthrow of Western European imperialism's power there. It must continue further, for after this stage the East faces the complex question of overthrowing its own bourgeoisie: a bourgeoisie that affects liberalism for a time, but is brutally despotic and clerical-feudal in its very nature, and is capable, for the sake of its selfish interests, of changing its position at any moment toward its own backward 'foreign' enemies.

[¶36] We must firmly remember one thing, once and for all: the East as a whole is the principal source of sustenance for international imperialism. In this respect, in the circumstances of a worldwide socialist civil war, it is a factor extremely favorable to us and extremely unfavorable to the international imperialists in our struggle against them. Deprived of the East and cut off from India, Afghanistan, Persia, and its other Asian and African colonies, Western European imperialism will inevitably wither and die a natural death.

[¶37] At the same time, however, the East is the cradle of despotism. We have no guarantee at all that, by the time Western European imperialism is overthrown, an Eastern imperialism, at present under the heavy pressure of its European counterpart, will not begin to revive there. We have no guarantee that the feudal lords of China, India, or Persia and Turkey, having been 'liberated' from the foreign yoke with our help, will not unite with imperialist Japan and some other power in Europe and organize a campaign against their 'liberators', in order to save themselves from the contagion of 'Bolshevism'.

[¶0] On the Proclamation of the Azerbaijani Soviet Republic

[¶1] The Red Army had not yet even entered the foothills of the North Caucasus when Soviet Russia proposed that the Azerbaijani Republic enter into a military and political alliance with it, with the aim of defeating Denikin as quickly as possible. This proposal was made directly and openly, without any of the evasions or diplomatic embellishments so characteristic of bourgeois diplomacy. Nevertheless, the government of Azerbaijan evaded a direct answer in every possible way, pretending not to understand the meaning of the Soviet authorities' appeal. Everyone probably remembers the replies of the Azerbaijani foreign minister, Fatali-Khan Khan-Khoisky, to Comrade Chicherin's notes.

[¶2] “How can we speak of any kind of alliance? After all, we are... an independent state.”

[¶3] Such was the substance of all F.-Kh. Khan-Khoisky's radiotelegrams.

[¶4] No reply could have been more curious or more characteristic of the bourgeois-nationalist government of this newly minted “semi-democratic” republic.

[¶5] Khan-Khoisky could not have given any other reply, since the entire “independent” government of the Azerbaijani Republic, headed by the bourgeois-nationalist Musavat party, depended wholly on the local and “foreign” oil kings, the Tagiyevs, Musa-Nagiyevs, Nobels, and so on, and was forced to dance to the tune of the Entente bankers and joint-stock companies standing behind them.

[¶6] But why, then, did Azerbaijan not follow the example of its patron, the Entente, and answer in the manner of British foreign ministers:

[¶7] “We have no wish to talk!”...

[¶8] There were reasons for this too, and, as events later confirmed, they were more substantial and more ominous than any feeling of sympathy or antipathy toward the Entente.

[¶9] These reasons lay in the deep hatred felt by the workers and all the rest of Azerbaijan's working population toward the “Musavatist” government, which had handed them over to be ravaged by the jackals of international imperialism, and also in the ever-growing and increasingly fierce blaze of revolution in the East.

[¶10] According to comrades arriving from there, the whole of Azerbaijan, in the last months of its existence, was a seething volcano, ready at any moment to erupt and blow the whole outwardly splendid edifice of the “Musavatists” to smithereens. The workers of Baku openly demonstrated for an alliance with Soviet Russia. The entire thirty-thousand-strong army was infected with Bolshevism. The peasantry demanded land reforms and rose in revolt. An alliance with representatives of the White Guard Cossacks could not be achieved, since bombs were thrown into the buildings where conferences with the White Guards were held (see Izvestiya of the All-Russian Central Executive Committee, no. 97).

[¶11] The situation in the East offered no comfort either. There, hatred of the Entente intensified day by day, and revolutionary feeling against it grew. In India, bombs were thrown at British officials and “high-ranking” persons. Egypt had broken away from England completely and was expelling all the British. Outraged by the occupation of Constantinople and parts of Asiatic Turkey, the Turks rose in revolt in Anatolia, intending to drive the Entente out of both Constantinople and the Dardanelles. The Arabs were fighting the French. Revolutionary movements also flared up in Persia, which had seemed the most firmly “attached” to England. Khiva overthrew its despotic government. Bukhara entered into negotiations with Soviet Russia.

[¶12] The whole Near East cried out, as though gnashing its teeth:

[¶13] “Death to the enslavers!.. Down with the imperialist Entente!..”

[¶14] The “Musavatists” were in dire straits. The workers, peasantry, and politically conscious working intelligentsia of Azerbaijan, together with the peoples of the Near East oppressed for centuries, demanded war against the Entente, while the Nagiyevs, Babayevs, and other “oil-suckers” who “fed” the Musavatists demanded a “friendly” attitude toward it.

[¶15] Clearly, in such a situation the “Musavatist” government could not remain in office for long. The liberation of the North Caucasus from the White Guards was enough for bourgeois-nationalist Azerbaijan to explode from within of its own accord. The Baku proletariat, led by the Azerbaijani Communist Party “Hummet,” did not wait for the Red Army to arrive: it overthrew the government of Usufbek Nasibbekov and proclaimed the city of Baku and Azerbaijan a Soviet Republic.

[¶16] What, then, is the significance for us of the proclamation of Azerbaijan as a Soviet Republic? This is the question that now inevitably occurs to us.

[¶17] The purpose of my article was precisely to answer this question.

[¶18] There is no need to dwell on Azerbaijan's economic importance to the revolution. Baku is the principal source that will supply Soviet Russia with liquid fuel. But every gain for us is a loss for the international counterrevolution. By winning Baku for the social revolution, we “tear” it away from the Entente. Recently, the Entente has been busily exporting oil, kerosene, and petrol from there along the Georgian Military Road via Batum. In this respect, the proclamation of Azerbaijan as a Soviet Republic is of immense significance to us.

[¶19] But it is of still greater significance for revolutionizing the Near East, not to mention Transcaucasia as a whole.

[¶20] If Red Turkestan has until now served as a revolutionary beacon for Chinese Turkestan, Tibet, Afghanistan, India, Bukhara, and Khiva, then Soviet Azerbaijan, with its long-established and experienced revolutionary proletariat and its already fairly strong Communist Party “Hummet,” will in this respect become a red beacon for all of Persia, Arabia, and Turkey. It will also exert direct influence on the Transcaspian region through Krasnovodsk. The fact that the Azerbaijani language is understood by the Turks of Istanbul, the Persians and Kurds of Tabriz, the Turkic tribes of the Transcaspian region, the Armenians, and the Georgians only heightens Soviet Azerbaijan's international political significance in the East. From here it will be possible to harass the British in Persia, reach out to Arabia, and guide the revolutionary movement in Turkey until it takes the form of a more or less independent class revolution. And we are certain that this is what will happen. We are certain that the hour is not far off when the Persian communists, outraged by their venal, Anglophile bourgeois-nationalist government, will overthrow it together with its friends, the officials of the imperialist Entente, and proclaim the land of the heroes Rustem and Zorab part of an international federation of Soviet republics.

[¶21] We are certain that the hour is not far off when the long-suffering, hungry, and ragged masses of the peoples of the East will cast off the heavy chains that Western European imperialism has fastened upon them, and thereby help the Western European proletariat to become free.

[¶22] We are certain that the hour is not far off when Georgia, still “Menshevik” for the moment, and Armenia, steeped in “Muslim-phobia” and “hatred of Turks” and dancing to the tune of the international counterrevolution, will likewise follow suit and, having cast off their social-traitors, the Georgian Mensheviks and Armenian Dashnaks, join the fraternal family of Soviet republics...

[¶23] All that remains for us is to cry out: Long live the international social revolution!..

[¶24] Long live the proletariat of the East as it wins its freedom!..

## 3. Batum and Armenia (1920)

Source: https://scriptura.si/works/sultan-galiev-articles/3/ · cite a paragraph as https://scriptura.si/works/sultan-galiev-articles/3/#p-N

[¶0] Batum and Armenia

> Russian:

[¶1] As Soviet Russia advances eastward, it will inevitably have to come into conflict with Armenia, because this country is now being turned into a dark nest of international counterrevolution through the efforts of the Dashnaks on the one hand, and with the benevolent assistance of the Entente on the other.

[¶2] Armenian nationalists, who have long dreamed of creating a “Greater Armenia,” sent a delegation to the peace conference demanding the formation of an independent Armenian state comprising six states (Erzurum, Van, Trebizond, Datir-Bashir, Kharput, and part of Sivas) and four regions of the former Russia (Erivan, Kars, Nakhichevan, Batum, and Afazagan).[1] Although Armenians currently make up only 10–15 percent of the population in the Turkish regions, the peace conference accommodated them and promised to assist in the formation of Armenia. It had in mind, of course, not the interests of the Armenian working people at all, but its own, since it intended to use Armenia as a means of fighting the advancing Bolshevism of Soviet Russia and the emerging revolutionary movement in Turkey. The mandate to administer Armenia was given to America.[2] In exchange for this support, Armenia promised the Entente armed action against Soviet Russia and obstruction of Soviet Russia’s alliance with Turkey and Azerbaijan. To this effect, a secret agreement was concluded between Armenia and Denikin during Denikin's advance on Moscow. At present, large quantities of all kinds of weapons, food, and various supplies arrive in Armenia from America every day. White Guards who had been retreating through Azerbaijan are making their way to Armenia, where they find shelter and rest. There they are all being rearmed and prepared for something. The Karabakh uprising was prepared and provoked by Armenia. Its purpose was evidently to seize Elizavetpol and divert the Azerbaijani soldiers infected with Bolshevism toward nationalism. But even if Armenia were to take it into its head to act against Soviet Russia at the Entente's instigation, in its present situation it would still have to suffer a crushing defeat, since it risks being surrounded on three sides: by Soviet Russia, Soviet Azerbaijan, and an Anatolia in revolt and armed to the teeth.

[¶3] It can act in a more or less “confident frame of mind” only if the Entente succeeds in securing its rear on the Turkish side. To do that, the Entente must first subdue Anatolia, which requires it to rouse the whole of England, that is, officially declare war on Anatolia. There is no other way out for them. Yet the Entente is hardly likely to resolve upon this in its present position in the East, when the latter is being swept on every side by a broad wave of uprisings against Western European imperialism.

[¶4] The Turkish comrades report the following about the situation in Batum and Armenia. Before Turkey's armistice with the Entente, Batum was in Turkish hands. After the armistice, the Turkish troops left and were replaced there by British troops. Until quite recently, it was not known whether it would be handed over to Georgia, as the Entente had promised, or whether Armenia, which also laid claim to it, would become its master. The position became clear only a month ago, when a 10,000-strong force of British, French, and Italian troops entered Batum and the city was declared “temporarily” occupied. The occupation of Batum by Allied troops provoked an uprising among the local population, most of whom are Muslims. The Muslims of Adjara joined the local insurgents. In clashes with the insurgents, the Allied troops lost up to 300 men killed and wounded. Nevertheless, the occupying forces retained the upper hand. The uprising was suppressed with very great brutality. At present, almost the entire local population, with the sole exception of the Armenians, is hostile to the Entente and is waiting only for the Red Army's approach to rise again.
