[¶0] On the Proclamation of the Azerbaijani Soviet Republic

[¶1] The Red Army had not yet even entered the foothills of the North Caucasus when Soviet Russia proposed that the Azerbaijani Republic enter into a military and political alliance with it, with the aim of defeating Denikin as quickly as possible. This proposal was made directly and openly, without any of the evasions or diplomatic embellishments so characteristic of bourgeois diplomacy. Nevertheless, the government of Azerbaijan evaded a direct answer in every possible way, pretending not to understand the meaning of the Soviet authorities' appeal. Everyone probably remembers the replies of the Azerbaijani foreign minister, Fatali-Khan Khan-Khoisky, to Comrade Chicherin's notes.

[¶2] “How can we speak of any kind of alliance? After all, we are... an independent state.”

[¶3] Such was the substance of all F.-Kh. Khan-Khoisky's radiotelegrams.

[¶4] No reply could have been more curious or more characteristic of the bourgeois-nationalist government of this newly minted “semi-democratic” republic.

[¶5] Khan-Khoisky could not have given any other reply, since the entire “independent” government of the Azerbaijani Republic, headed by the bourgeois-nationalist Musavat party, depended wholly on the local and “foreign” oil kings, the Tagiyevs, Musa-Nagiyevs, Nobels, and so on, and was forced to dance to the tune of the Entente bankers and joint-stock companies standing behind them.

[¶6] But why, then, did Azerbaijan not follow the example of its patron, the Entente, and answer in the manner of British foreign ministers:

[¶7] “We have no wish to talk!”...

[¶8] There were reasons for this too, and, as events later confirmed, they were more substantial and more ominous than any feeling of sympathy or antipathy toward the Entente.

[¶9] These reasons lay in the deep hatred felt by the workers and all the rest of Azerbaijan's working population toward the “Musavatist” government, which had handed them over to be ravaged by the jackals of international imperialism, and also in the ever-growing and increasingly fierce blaze of revolution in the East.

[¶10] According to comrades arriving from there, the whole of Azerbaijan, in the last months of its existence, was a seething volcano, ready at any moment to erupt and blow the whole outwardly splendid edifice of the “Musavatists” to smithereens. The workers of Baku openly demonstrated for an alliance with Soviet Russia. The entire thirty-thousand-strong army was infected with Bolshevism. The peasantry demanded land reforms and rose in revolt. An alliance with representatives of the White Guard Cossacks could not be achieved, since bombs were thrown into the buildings where conferences with the White Guards were held (see Izvestiya of the All-Russian Central Executive Committee, no. 97).

[¶11] The situation in the East offered no comfort either. There, hatred of the Entente intensified day by day, and revolutionary feeling against it grew. In India, bombs were thrown at British officials and “high-ranking” persons. Egypt had broken away from England completely and was expelling all the British. Outraged by the occupation of Constantinople and parts of Asiatic Turkey, the Turks rose in revolt in Anatolia, intending to drive the Entente out of both Constantinople and the Dardanelles. The Arabs were fighting the French. Revolutionary movements also flared up in Persia, which had seemed the most firmly “attached” to England. Khiva overthrew its despotic government. Bukhara entered into negotiations with Soviet Russia.

[¶12] The whole Near East cried out, as though gnashing its teeth:

[¶13] “Death to the enslavers!.. Down with the imperialist Entente!..”

[¶14] The “Musavatists” were in dire straits. The workers, peasantry, and politically conscious working intelligentsia of Azerbaijan, together with the peoples of the Near East oppressed for centuries, demanded war against the Entente, while the Nagiyevs, Babayevs, and other “oil-suckers” who “fed” the Musavatists demanded a “friendly” attitude toward it.

[¶15] Clearly, in such a situation the “Musavatist” government could not remain in office for long. The liberation of the North Caucasus from the White Guards was enough for bourgeois-nationalist Azerbaijan to explode from within of its own accord. The Baku proletariat, led by the Azerbaijani Communist Party “Hummet,” did not wait for the Red Army to arrive: it overthrew the government of Usufbek Nasibbekov and proclaimed the city of Baku and Azerbaijan a Soviet Republic.

[¶16] What, then, is the significance for us of the proclamation of Azerbaijan as a Soviet Republic? This is the question that now inevitably occurs to us.

[¶17] The purpose of my article was precisely to answer this question.

[¶18] There is no need to dwell on Azerbaijan's economic importance to the revolution. Baku is the principal source that will supply Soviet Russia with liquid fuel. But every gain for us is a loss for the international counterrevolution. By winning Baku for the social revolution, we “tear” it away from the Entente. Recently, the Entente has been busily exporting oil, kerosene, and petrol from there along the Georgian Military Road via Batum. In this respect, the proclamation of Azerbaijan as a Soviet Republic is of immense significance to us.

[¶19] But it is of still greater significance for revolutionizing the Near East, not to mention Transcaucasia as a whole.

[¶20] If Red Turkestan has until now served as a revolutionary beacon for Chinese Turkestan, Tibet, Afghanistan, India, Bukhara, and Khiva, then Soviet Azerbaijan, with its long-established and experienced revolutionary proletariat and its already fairly strong Communist Party “Hummet,” will in this respect become a red beacon for all of Persia, Arabia, and Turkey. It will also exert direct influence on the Transcaspian region through Krasnovodsk. The fact that the Azerbaijani language is understood by the Turks of Istanbul, the Persians and Kurds of Tabriz, the Turkic tribes of the Transcaspian region, the Armenians, and the Georgians only heightens Soviet Azerbaijan's international political significance in the East. From here it will be possible to harass the British in Persia, reach out to Arabia, and guide the revolutionary movement in Turkey until it takes the form of a more or less independent class revolution. And we are certain that this is what will happen. We are certain that the hour is not far off when the Persian communists, outraged by their venal, Anglophile bourgeois-nationalist government, will overthrow it together with its friends, the officials of the imperialist Entente, and proclaim the land of the heroes Rustem and Zorab part of an international federation of Soviet republics.

[¶21] We are certain that the hour is not far off when the long-suffering, hungry, and ragged masses of the peoples of the East will cast off the heavy chains that Western European imperialism has fastened upon them, and thereby help the Western European proletariat to become free.

[¶22] We are certain that the hour is not far off when Georgia, still “Menshevik” for the moment, and Armenia, steeped in “Muslim-phobia” and “hatred of Turks” and dancing to the tune of the international counterrevolution, will likewise follow suit and, having cast off their social-traitors, the Georgian Mensheviks and Armenian Dashnaks, join the fraternal family of Soviet republics...

[¶23] All that remains for us is to cry out: Long live the international social revolution!..

[¶24] Long live the proletariat of the East as it wins its freedom!..
