1. From agitation to method

The hour of the rebirth of Soviet Russia has struck.

If this is so little noticeable in our state industry, then let us not forget that in the distant Tsarist times our state industry operated at a deficit for the state. Its separate branches and units worked with profit only when they monopolistically satisfied a broad popular need.

However, the rebirth is clearly expressed also in industry, where there already exist enterprises that have attained pre-war output and have even stepped beyond it.

And the rebirth in trade, finance, transport and the general organisation of life throws itself into the eyes [бросается в глаза: is striking] of every man not blinded by social hatred.

Together with this, it is necessary to establish as fact [констатировать] a long-unprecedented and ever-growing thirst for culture. There is no need even to speak of the fact that the social squall which has swept past has broadened the very concept of culture. With the concept of culture are joined not only literacy and wide reading. Culture grows up as the sum of new social abilities, of social knacks. In several years we too shall see a generation grown up within these new social foundations.

And precisely now forces are gradually being gathered for an unseen [невиданной: never-before-seen] cultural campaign, in which the upsurge of the whole people will be united with calculated methodicalness.

Not only serious Party, Soviet and social forces, but also the new youth is gradually being drawn up [выстраивается: lined up, as in ranks] under the sign of method; the general agitational stiltedness begins to repel it. There exist such currents among the youth which are at first gestated under a bushel [под спудом: hidden away], in limited small corporations, and only after serious and prolonged work do they designate themselves in a small correspondence. This correspondence speaks not of how it ought to be done, but of how it has already been done.

Precisely in contact with these moods — still somewhat officially covered over — it is necessary to pose the “question of time.”

2. Objective Installation [установка: also setting, set]

In Western Europe, in America, everything has long since been constructed according to time: both the factory, and transport, and social, and private life. There has taken shape there a general, completely objective Installation towards time.

In this respect the most striking objective Installation is constituted by the railways. They represent out of themselves an enormous chronometer with a perpetual winding [завод], upon which one not only looks out of curiosity — into it are switched in [включаются: included] enormous masses of things and people (up to half the urban population).

The railways, especially the suburban ones, adapt their motion to the factory. Half past five in the morning… and already the underground roads are in motion, in order to manage, by the morning commencement of work, to throw across the working masses from one suburb to another, or to transfer them onto the suburban roads and trams.

The factories themselves, even earlier than developed railway motion [traffic], had already been holding out their Installation of time for two centuries. This Installation became obligatory not only for the Proletariat itself. In the morning, into the factory, at one and the same time, enter the worker, and the foreman, and the engineer, and the director. At one [and the same] time they also exit.

This industrial Installation of time imposes its chronometricity also upon the entire cultural life of peoples. For in the morning, upon boarding the train, at six o’clock in the morning, in Paris I can buy a newspaper and swallow it on the train. The merciless objective chronometer wakes the shopkeepers and the petty restaurateurs, for whom the worker from early morning constitutes a client. And in the evening the same chronometer compels the Proletariat and the petty bourgeoisie to go to sleep at ten o’clock.

We shall not adduce examples of this ordering of time dictated by production. We shall point out, as a counterweight to this, that here with us, in Soviet Russia, there exist special trains, named directors’ trains (at eleven o’clock!), upon which travels the commanding production intelligentsia. We shall point out that here with us factory labour is considered physical, and the law has installed for it eight hours, whereas office labour is considered mental, and the law has installed for it six hours. The factory worker, working piece-rate, habituated to the accounting of every 15 minutes, working — as is known — not only with muscles but also with nerves, with brain, works eight hours, while the office fly-catchers [мухоловы: idlers], working by the month and interested in the arrival of the coveted 4th hour, work six hours. This is how, in our Soviet Russia, the bygone corvée [барщина: serf-labour owed to the landlord] gives its inertia — the corvée inside-out.

Of these facts one could bring forward a multitude. And all of them speak of the fact that an Installation towards production we do not have, and the objective Installation towards time is felt weakly.

Let us not forget that the weak Installation is established as fact by us for the cities. If, however, we recall that our cities are drowning in fields and forests, then for the whole of Russia as a totality this Installation is almost entirely insensible [нечувствительна: imperceptible]. The village is not subordinated to the transport-production rhythm. In summer, especially at the height of the harvest, time is dear for it: the village sleeps 2–3 hours. In winter time is “shortened” [коротается: whiled away] (what compression of time is there here — give us rather a rarefaction of time!).

With such weakness of the objective Installations towards time, it is fully natural that conversations about time concentrate around such innocent things as meetings, and may degenerate into a superficial sport around chairs, or else into a completely elusive general agitation.

However, the posing of the question of time is by no means in vain.

The whole question is of how not to play a second time at “prod-propaganda” [production propaganda].

3. Subjective Installation

Before all else, it is necessary to establish [установить: the root of Installation] that if the objectively-regulating norms of time are weakly represented in our life, then the matter is one of the creation of subjective Installations towards time.

Not only for our village — for our cities too the pulse of the factories and roads lost in the thickness of philistinism is elusive. When we speak of Soviet institutions, each represents them in the form of reception rooms, queues [хвосты: literally, tails], offices, sessions, and far from in the form of moving trolleys, cranes, wheels, locomotives, of regularly going despatches, orders and work-orders [наряды].

If we speak now of a definite campaign, then it is clear that with an objective Installation success is secured rapidly. To carry through not only a redistribution of time, but to give new forms of everyday life [быт] on the railways, is possible by this: to install a new graph [график: timetable] of motion.

With subjective Installations the matter is immeasurably more difficult. To install the distribution of time of a student living alone in a private lodging is a very uneasy affair. Still more difficult is it to install the time of the Soviet citizen in general.

4. Conditions of subjective Installations

From this we can draw a whole series of conclusions.

1. In contemporary Russia, given the weakness of objective Installations towards time, we shall have to conduct the “chronisation” of life by measures predominantly of subjective action-upon [воздействие: influence] — measures, generally speaking, of little effect and costly, and with incorrect moves extremely loss-making, capable of creating interruptions, confusions.

2. Already by virtue of the fact that the Installations are subjective, they will manifest themselves in extreme variety: each social group will demand its own approaches, each group will reveal its own definite nature (worker, director, student, peasant, Red warrior).

3. The economic backwardness of Russia will demand, for the carrying through of these subjective Installations, a thorough study of the milieu and considerable tact (the everyday hours [часы: also clock] of the worker, or — what is still more complex — of the worker’s wife).

4. The selection of objects for subjective Installations must be produced on the basis of a definite social analysis: there exist such spheres of life where chronisation will be Sisyphean work.

5. Subjective Installations will be carried through the more easily, the more they have contact with objective Installations (working hours of factories, the timetable of railways, the indisputable customary dinner hour, etc.).

6. Chronisation will yield great success there where labour, everyday-life and organisational acts bear the character of frequently repeated phenomena (and not of original and unrepeatable ones).

7. “Chronisation” is most easily carried through in publicly operative activity (and not in closed, domestic, cabinet activity).

8. The heightened subjective tension [напряжение: also strain, voltage] of the labourers is a factor facilitating “chronisation.”

9. Such spheres which find themselves in a state of evident, indisputable growth constitute the most convenient and effective basins for chronisation (rather than stagnating or falling ones).

10. Only with a certain [известном: literally, known] success and consolidation of chronisation on the basis of a subjective Installation is its conversion into an objective one possible (an organisational statute, the reconstruction of the apparatus of administration, the issuing of a decree, the external symbolisation of conventional time).

11. In the creation of subjective Installations it is necessary to utilise the rich method of objective Installations: time-sheets [табельные листки] in factories, personal time-cards, piece-work forms, the record of repair work, work-orders for trains, trams and means of conveyance in general, military instructions connected with Installations [here: emplacements, set-ups], with sapper works, instruction cards (introduced by Taylor), inspectors’ [браковщики: rejecters’] slips, production graphs, chronometric cards, the visas of sentries and of those posting the guard, time-control apparatuses and clocks at the watchmen’s in factories, alarm clocks, chronometers, hooters and so forth and so forth.

12. It is necessary to remember that with objective Installations volunteering [добровольчество] with strict discipline plays at first an enormous role, and only after a certain period marked by achievements does the necessity of obligatory regulation step forward.

13. The area of the initial experiments must be as narrow as possible, with a strictly limited base, otherwise the conclusions too will be unclear and the responsibility will not be serious.

14. Broad public-organisational steps must be undertaken after prolonged closed methodical work, otherwise the movement will generate illusions and drown in the chaos created by itself.

15. From all this it follows that the movement for time must be raised not under the slogan of consumerism [потребительство: the consumer’s attitude], but as a producing movement: it is necessary that every participant, before all else, himself give an effect and abstain from furious denunciation. For the furious denunciation beloved by us there must be an indisputable qualification [ценз: property or status requirement]. Otherwise — there will be more detectives of time than producers of time.

16. There exist particularly risky and at the same time beloved objects for experiments in “chronisation,” or even in the so-called scientific organisation of mental labour.
