Each one having filled in the card at the same time also inspects himself: precisely by the fact that he hatches the squares at a determined time.

In collective organisations, however, an elected inspector of time makes visas [endorsements, marks] upon the card. If this visa is sudden, and each one knows that the visa comes as a thief in the night, the markings of time will be especially thorough.

The inspector of time produces a selection of cards every week in order to process them, whereby, after certain instructor’s indications of his, the processing of the cards may be produced by each registrar. Theoretically it is possible to represent to oneself that the inspection of time may be automatic. In factories there exist special control clocks which mark with complete exactness, with exactness down to the minute, the entry and exit of the worker from the factory. In certain institutions, as, for example, in houses of confinement, among the sworn-men [присяжные: oath-bound attendants] of treasuries, or else among sentries, there exist special control clocks which constitute the guard of the sentry or of the overseer. A ball may be put into these clocks only after 15 minutes. If, however, this ball is not put in, then it means that the sentry either was not at his post, or fell asleep, or else was simply distracted. Analogously to this it would be possible to devise also a control — a precise inspection of one’s own time. But for the present this is, evidently, for us merely a question of theory, and not of practice.

Upon the inspectors of time will lie an enormous task, and therefore for the inspectors there is needed, of course, a higher “time-service record [стаж: length of service, standing].”

16. Processing of the Card

Only then will the supreme value of this accounting card be felt, when we begin to process it. Then it will be clearly discovered that to compose a plan of one’s own time without its preliminary accounting is impossible. Only this painstaking accounting, carried out thoroughly, even if only over the course of a month, will give the possibility of strict processings.

If the preliminary accounting has already created a strict regime of markings, if it is fully conscientious, then the processing of one’s monthly card will yield truly a whole discovery.

If we take a filled-in card of accounting of arbitrary magnitude and place other cards against the first filled-in card in the vertical direction, then there will immediately strike our eye the variation of the further initial and final boundaries of the accounting of time. Exactly in the same way we may notice whether some stability of determined hours is already being outlined; perhaps, determined articles [items, entries] of time are already occupied. If, however, we lay the cards against one another in the horizontal direction, then here we shall immediately notice the difference in the quantity of articles of time. Already this one simple demonstration will show how fruitful the processing will be.

DO NOT SPEAK OF LARGE SPACES. ACCUSTOM YOURSELF TO MASTERING THE SMALL SPACE AND THE SMALL TIME

Were we to imagine that only the articles of time will be marked, and that the corresponding hours will be shown by the ordinal number of these articles, then we could draw the following conclusion. –

We could determine how many hours went to each article over the course of the month, on average per day.

By the ordinal numbers we could determine the quantity of articles on average per day.

By the hours we could determine what was the average beginning in the month of a given article, the average termination of a given article.

We would derive the most loaded hours, the least loaded parts, and would have before us a list of all the revealed articles of time.

We would approach a certain [известный] average plan of works, which had taken shape over the month.

In a word, this preliminary monthly accounting of time would open to us our determined Installation [установка: also setting, set] upon time, as it was composed practically, amidst all our everyday anarchism. After this it would do us no harm to reflect upon how the month flowed, how each day was broken up, how the spontaneous [стихийный: elemental] planning of the day proceeded, and we would approach completely inevitably that which is called the planning of time. Probably our attention would halt upon an enormous quantity of articles. It is known that in a child the articles of time in a day number, probably, around 400. His attention does not distinguish itself by particular stability, and the distribution of time is terribly anarchic.

The monthly accounting would permit us to bring this anarchy of hours into a determined planned order.

17. Plan-Keys

The accounting card, if it was carried out persistently and conscientiously, is the most genuine key to the plan of time. Even before processing, the graphic method of depicting the hours upon the card will show all that scatteredness of articles which is observed in many, especially in administrative labourers, or else in people not having a determined Installation.

But when the cards, after the first trial months, are processed, then quite naturally there arises the question of the reform of hours. An enormous quantity of articles of time will be recognised as completely irrational. If one pushes the quantity of articles in a day up to 30, up to 40, then it is clear that, however perfected and organised the contemporary man may be, all the same he, with such a large quantity of articles, works unproductively. In order to pass over to another article of time, it is necessary to change the Installation, both the organisational and the biological. Consequently, it is necessary to expend very much time upon adaptation to the new article. True, a certain training will give the possibility of rapidly getting accustomed to new Installations, but in reality, for the majority, it turns out precisely the opposite. People expend an enormous quantity of time merely to “enter into the Installation,” to enter into the question, and only afterwards — do they work upon the given article.

The reduction of the quantity of articles will come as an inevitable conclusion from the accounting card. But the card will give also another key. It will show that the transition from one work to another, precisely for the purposes of preserving the Installation, must be the most rational. The scatteredness of works, their disconnectedness amongst themselves, will compel the posing of the question of belts [пояса: zones] of work. The creation of such belts will be completely inevitable and will pose the question of the plan of hours. Now already all plan-questions will be resolved automatically. The plan of the day — this is its rational loading. It will be necessary to achieve, evidently, determined moments of the beginning of articles and determined moments of the end of articles. Thus we create the regime of the day. This regime of the day will at once pose the question of which articles of time must be morning ones, which after-dinner ones and, finally, which evening ones. It is clear that these belts of time create the question also of certain regime-reinforcements of these hours. Before us will stand the question of how, in general, to begin the day, when precisely to arrange breakfast. — We create the problem of the regime. And that man who has accomplished this enormous work upon the Installation of articles, belts and regime — he has already performed upon himself a most enormous work of will. Once he has managed to determine the plan exactly and to carry this plan through, he is a completely new man. — He is a man of a new cultural Installation, which is precisely what is required by the contemporary epoch.

Very many speak concerning mental hygiene, concerning the organisation of mental work. This question is better not posed independently for the present, for nothing, apart from superficial literature-mongering [литературщина: literary chatter], can be given on this account as yet. And besides, if only the plan of the day is created, if the regime of the day is created, then mental hygiene and the very organisation of mental work are already to a significant degree resolved. It is resolved as a general cultural Installation, in particular of the questions of the daily regime. Only then shall we know and evaluate all the charm of this mental work, when it is included in special hours, specially adapted to mental work.

As could already be noticed above, the plan of the day may be individual, fitted to the given day. But this same plan may turn into a timetable — constant, or else with certain deviations for determined days. Then there appears already a plan-system of work; not the plan of the day, but a whole system. By transpositions of hours we give the plan. — By the assembling [комплектование: making up into sets] of days we give the plan-system. Of itself we arrive at the problem of the economy of time. The economy of time will be resolved in the full sense of this word only when it has passed through the preceding three stages: the accounting of time, the daily plan, the plan-system. At this stage it will be possible to create the economy of time completely instinctively. We shall strive to lay the articles exactly into determined sections. We shall calculate work even in small units of time, construct the plan of this work. Thus we come, completely imperceptibly, to the question of the organisation of labour.

It seemed that the accounting card — this is a very innocent thing. In fact it constitutes the most active, the most genuine and, moreover, volitional introduction to the organisation of labour. If someone were not satisfied with this alone, but strove to work out the economy of time exhaustively, strove to set up the organisation of labour genuinely scientifically, for this it is not necessary at the first stages even to acquaint oneself with various sorts of theories of NOT [НОТ: Scientific Organisation of Labour], but just as experientially, just as upon one’s own experience, to carry out the further economy of time.

If formerly the accounting of time proceeded by large units — hours, half-hours and ¼ hours — then now we may permit ourselves the luxury of producing the chronometrage [хронометраж: time-study, stopwatch measurement] of our own time. It would be absurd to make a chronometrage of all the articles of the day. This would be a completely useless task. No one, not even the subject of accounting himself, relating lovingly to his task, could process his own chronometrage. Evidently, after the accounting has been carried out, after the plan of the day has been created, after a certain plan-system has appeared, we may select determined articles of time and subject only them to chronometrage: articles especially dear to us, or else articles most amenable to chronometrage. We may try first to subject to chronometrage precisely those sorts of articles of time which are distinguished by a more automatic uniformity of work, namely — operative work, strictly executant work. Here we shall very quickly cope with the chronometrage. Afterwards, following these attempts and following the processing of this material, we may already pass over to the chronometrage of original articles of time — such where the work bears a non-repeating, original, peculiar character. Here we may already carry out that which we conditionally call the “photograph of the working day.” We shall account for small sections of time down to the minute, and, if possible — down to fractions of the minute. At this stage we shall already be literally engineers of our own time and, unconditionally, creators of the scientific organisation of labour. Then the accounting card, — the plan of the day, — the plan-system, — the chronometrage card and that concrete work which we are accounting for, will appear as the most actual, genuine and experimental laboratory. There is no need to go to the factory. There is no need to seek perfected factories where the scientific organisation is carried out fully. If only someone has will enough to perform this experiment in his own “laboratory” with such undemanding equipment, he may already boldly go into enterprises, may boldly go into institutions and introduce — of course, with that same caution — there too the principles of the scientific organisation of labour. It is understood that already at this stage it will be necessary to acquaint oneself both with the special literature treating the given question, and with the general theory of the scientific organisation of labour.

18. Social Selections [подборы: assortments, groupings]

There are determined signs that the accounting card is beginning to enter into wide use. It is introduced both by people occupied with state work and by people who interest themselves in so-called everyday-life [бытовой: domestic, quotidian] accounting. And now it is fitting to pose the question: is the time-card not a certain key for opening up various social phenomena? If we take those sorts of groups which at the present moment already keep cards, then the following list results: pure Party-men, Soviet administrators, production administrators, Soviet employee-operators, worker-executants, military men of all kinds, students, pedagogues, schoolchildren, women — housewives.

It is completely clear that the distribution of hours and that spontaneous plan which is reflected upon the accounting card will be different for these social groups. Let us note the especially interesting groups. This is, first of all, the Party-men. A group which has no precedents in the West. These are people occupied, on the one hand, with various sorts of state or production work and at the same time found in a determined mobilised state. This mobilisedness, on the one hand, and the extreme variety of functions, on the other — will permit, probably, by means of the accounting card, the finding of a certain plan-approach, which will play an enormous role in all Party construction. There are exact data that the accounting of time being produced by Party-men has already thrown itself over into the provinces, and the material, which either will be delivered to the League of Time or will be processed on the spot, will be very interesting.

Soviet administrators and production administrators, by the universality of their works, will be close to the Party-men. But Soviet employees — operators and worker-executants — already reflect a completely different regime of time. Here a significant part of the time is constructed upon execution and automatism, and consequently the accounting card of these groups will rapidly open the possibility for the organisation of their work.

Students, pedagogues and schoolchildren will be interesting in that they, completely imperceptibly, by means of the accounting card will create a laboratory of time, which may be a school subject.

The military group will be interesting in that it always works in a completely peculiar, psychologically compressed atmosphere, very close to the Party one, but, in addition, having behind it enormous Installation-traditions.

Finally, women — housewives, with their accounting cards, will open up the key to various everyday-life reforms.

After the reconnaissance period of accounting is concluded (approximately — a month), the cards will be processed, and we shall have the possibility of deriving those same Installations which were composed spontaneously in these various social groups. Then the plan-road is open to us, in order to pose the question of the daily plan of works and of the plan-system. Instead of that general universal card, calculated for 24 hours and poor in its columns, we may then bring forward already special cards, fitted to each group. We shall then begin a two-storey accounting with a determined inclination towards the plan. Precisely then we may permit ourselves the luxury, even if for a limited group, of conducting the accounting of time already not only graphically, but carrying it out by the chronometrage method, introducing the photograph of the working day.

DO YOU WANT TO BE AN ORGANIZER? DO YOU WANT TO BE A GOOD ORGANIZER? DO YOU WANT TO BE A CONFIDENT ORGANIZER? — PICK OUT FOR YOURSELF A SMALL SECTION OF WORK, A SECTION OF AN ARSHIN, AND CONSTRUCT EVERY TRIFLE WITH CALCULATION DOWN TO THE MINUTE, DOWN TO THE INCH

19. Transition to Active Impact [воздействие: action upon, influence]

After we fulfil this preliminary reconnaissance period of accounting, process the cards, create special group Installations, we may speak far more boldly about active impact upon social and state life in the sense of its reform. We satisfy, completely imperceptibly to ourselves, both the personal interest of the accounters [учётчики: those keeping the account] and at the same time open up the social skeleton of their work. We shall afterwards select which social groups have the most settled skeleton and, consequently, have an objective social Installation. The most convenient, the most perfected impact in the sense of the reform of time can, of course, be begun there where objective Installations exist even without that. It would be very risky to begin impact there where everything is constructed upon a subjective Installation. (By such work we fulfil the general forms of the scientific organisation of labour. First survey, then make reforms).

Thus, such an innocent thing as the chrono-card is the key to confident social reformism, and only now, perhaps, is it finally clear that this stage was inevitable and necessary. Otherwise, without preliminary organisational and social orientation, it would be possible to make very many trials, impromptu steps, and end up all the same with that accounting card, having behind one broken projects.

The marking may be produced: by a large dot, a cross, a stroke, and better (afterwards, for processing) by continuous hatching.

Rests it does no harm to designate specially in the cell, for example by a small circle or a small square.

To mark every half-hour must be done at once, as soon as the given half-hour ends.

It is necessary to break the habit of filling in retroactively or in advance.

The filled-in card, on the next day, place in a stack. Do not change the place of the stack: value it, keep it in order.
