Training in Work
Many do not suspect that the most important question in the Scientific Organisation of Labour is training in work, and in our backward country questions of training acquire enormous significance. In America, in Germany, in France, when the Scientific Organisation of Labour was being introduced, then, properly speaking, the matter concerned re-training: the re-training of the workman who already knew how to work well onto a new footing [lit. in a new manner], accustoming him to work with new instruments and accustoming him to arrange work in a new order. Entirely not so with us. With us the question becomes far more difficult; we are obliged to set a task far more crude and responsible. We are obliged to teach people to work, to teach people who in general either work badly or are completely unable to work.
Therefore we set ourselves the task of working out such modes of training as would be very rapid, as would be correct and as could be applied on a mass scale. In order that this be clear, we shall cite the opinions of all the people who have declared themselves founders of the Scientific Organisation of Labour. Here is what Taylor says on this matter:
“The most important and difficult task for the Organizer is the selection and training of special foremen [masters], who will direct and give directions to the workers. His success will chiefly depend on the ability to re-make and train these people. They cannot be found — they must be created. The Organizer himself must train them in their new duties, at least at the beginning. Such training must be produced chiefly by way of personal execution of the work. With explanations and theory one will not go far — in order to convince, it is necessary to show everything in deed.”1

On this same matter Taylor's talented pupil Gilbreth says:
“The chief difficulty in the introduction of NOT [Scientific Organisation of Labour] consists in the battle with the old methods of training.”

The same author says:
“Under NOT there fall away all the old, outlived forms, in particular the oral transmission of the traditions of the trade by an ignorant foreman who has no notion whatsoever of pedagogy. The first requirement under the new methods of training is the assimilation by the worker of purposive [expedient] motions.”
(Ibid., p. 49.)

And finally, we shall cite the opinion of the most energetic practical conductor [agent, implementer] of the Scientific Organisation of Labour in America — Gantt:
“Those who know what to do and how to do it can, with great profit, be used for the training of others and for their habituation to work.”

3Henry L. Gantt, quoted from a Russian edition of his writings.
The question of training workers in labour grips [приёмы: techniques, methods] is very new.
Neither the old trade nor the factory occupied themselves with this methodically.
Even America has until now posed only the question of “re-training,” and not of training from the very beginning. The system of training, even in America, leads the American Gilbreth to the following thoughts:
“The contemporary system of pupilage [apprenticeship] is so pitiful and criminal from the point of view of contemporary technique that there are no words for the description of its ruinousness.”

4Frank B. Gilbreth, Motion Study (1911), quoted from its Russian edition.
If this is how the question stands in America, if there such alarm is raised on this matter, then with us, in connection with the rapid restoration and unfolding of industry, there is advancing, and in some branches of industry is already present, an acute crisis of the Labour Force [рабочая сила].
The textile and metal industries must absorb in 1925–26 tens of thousands of qualified workers. The FZU schools [factory-plant pupilage schools], with their routine modes of training, can cover only an insignificant share of this need.
Weak hope, too, in brigade and individual pupilage.
Life itself insistently demands new methods for the rapid preparation of a qualified Labour Force.
The Central Institute of Labour set itself the task of creating a methodics of rational, rapid, mass training. This methodics has now been worked out by it, and on the basis of this methodics courses for instructors of production have been organised. Twenty outputs [graduating batches] have been made, and the instructors of CIT already work in numerous FZU schools, scattered across the whole USSR.
At the present time the courses of CIT and the courses at its branches, which are being created in the largest industrial centres of the Union, are fulfilling an order of the Narkomtrud [People's Commissariat of Labour] of the USSR for the preparation of 10,000 metalworkers from the unemployed, stagnant professions.
The methodics of CIT consists in this: the pupil is set about with templates, guides and drivers [leaders]. Thanks to this his work is mechanised, and the pupil, from the very beginning of his work, receives a correct Installation [установка: also setting, set]. In proportion as the pupil trains and the installations being cultivated [lit. brought up] become habitual, the mechanisation diminishes and, in this way, the pupil is gradually brought to such freedom of handling the instrument in work as is required. It is precisely this correlation of the machine-mechanical and the nervous-muscular in work that will determine the qualification of the trained workman. In this way, characteristic of the CIT method of training are special apparatus and fixtures, even if made primitively. On the other hand, the development of this method leads to the machinisation of training, that is, to the training of the pupil in a special machine, where all the installations of the pupil are determined not by the shouts and directions of the Pedagogue-Instructor but by the iron and wooden parts of the machine. A model of such a machine, named the “social-engineering” [machine], has already been built at CIT.
But one thing is important: both primitive training (on simple apparatus) and training in the “social-engineering machine” take place on the basis of templates, directors and drivers, applied to the instrument, [to the] material being worked and [to the] worker.
The methodics of CIT is illuminated in detail in the book “Labour Installations” by A. K. Gastev. (Pub. CIT, Moscow, 1924.)
