CIT’s Social Banner
At the present time, indisputably, CIT [ЦИТ, Central Institute of Labour] is asserting itself [отстаивается: being defended; also settling out, as a liquid clears] as a social organisation possessing a verified [checked-over] road. That famous brief formulation, which was expressed in chipping [рубка зубилом: cutting with the chisel], and then in drill [тренаж], is now for CIT — only a slogan. It has long outgrown these narrow, in their time so necessary, methodical formulations and has arrived at the problem of the organic renewal of enterprises.
We would now like to fix sharply, as never before, that social road along which CIT conducts its movement. CIT has filled itself with a particular world of constructions, of working and machine fixtures [приспособления], of models, of machines, but behind the forest of levers, wheels, gears and signals we fix with ever greater sharpness [резкость: also focus, as of a lens] the social face of CIT.
A thought agonisingly born, carried in pains, of hundreds of thousands of the Proletariat, is being realised in CIT. That of which each of the workers dimly thought, bending in the pits [канавы: ditches] of railway and tramway workshops, repairing a locomotive in pouring rain or earning rheumatism in the servicing of a metal-working machine-tool [станок] or a weaving machine — to all of this we give an answer not in the form of lamentations or agitation about the heaviness of work and its harmfulness, but in the form of a new organisational order [system] of enterprises.
Not in vain did we come out of the depths of the factories, not in vain were our receivers [восприемники: godparents, sponsors] the All-Union Central Council of Trade Unions and the All-Union Union of Metalworkers.
Behind our backs are years and decades of work in the factories. We owe no one. We do not “go to the people” with the notorious slogan “link up with production” and “closer to the masses.” We ourselves were this mass, and out of its depths we carry the thirst for the renewal of accursed work and its transformation into a genuine world of production mutiny [rebellion] and force.
The first thing we said, that upon which we sharply fixed attention, was not the striving to raise high the problem of the supreme management of the enterprise; rather, as our first manifesto we made our “How to Work.” We turned not to directors, not to foremen and engineers, but to the broad anonym of the factory — the Worker. In this document were written activity, knack, organisation. Not “the protection of labour” did we preach, but we called every comrade-at-the-machine-tool to be a reformer of his own work, and we worked out aids [пособия: manuals] for this reformation.
We flung out [выкинули: put forward] the slogan that every worker, working at his machine-tool, is the director of the enterprise.
In this “enterprise” there are its own “departments,” of which the director is in charge:
the supply department (material),
the energetics department (motor),
the speed department (gears, pulleys),
the Installations [установка: also setting, set] department (centres, spindles),
the tools department (cutters, dies),
the accounting department (counters of revolutions and feeds),
the control department (measurement of products),
the management [control] department (the apron with levers and wheels).
In the machine-tool there is its own “record-keeping” [делопроизводство: literally the production of affairs], long conducted according to the “card system” (work orders, rejection cards, piece-rate cards).
The idea of the “plan” in the machine-tool steps forward not as a calm construction, but as a system full of working motions.
The dexterous servicing of this system is precisely what brings up [воспитывает: educates] in every worker his real managerial functions, exact, business-like.
And the workbench for us is the same machine-tool. And it too we call [upon the worker] to perfect analogously to the machine-tool.
Thus also do we look upon man. This too is a machine-tool, created as a result of millions of years. And him too we call to perfect, creating in him a calculated culture of supply, a culture of energetics, a culture of speeds, of Installations, of accounting, of control, of management and of “record-keeping.”
Our slogan is not protection, but a call. We say: create, perfect. Do not defend yourself, but advance.
The widespread slogan — take over from abroad! — we cut with another slogan: introduce fixtures.
When to you, a worker who has given decades to work at the machine-tool, there come people with a pealing of bells about abroad, with twittering about Ford conveyors — we say: do not imitate these consumers, and be a producer — look at the roll of the fast stamping machine-tools, look at the moving die, look at the turret head in the automatic, look at the elevator, look at the feeds in textile machines, this is exactly that about which the popularisers of Ford are ringing, these are conveyors! And do not wait as a passive consumer, but as an active producer raise the principle of “transmission” [передача: gear-drive, handing-on] into a system, without waiting until, like a lucky little rain, Ford comes from America.
We exalt the machine-tool, the workbench, the living working machine; we develop love for the fixture — for the template, for the guide, for the driver.
We say to our comrade-worker: let the literati write about plans, about the advent [пришествие: the coming, as of a messiah] of nice ready-made equipment — you, every minute, lie in wait for the machine’s running [ход: stroke, motion], lie in wait for your own work and perfect your machine by introducing into it: a washer, a cam, a chuck, a bushing, great speeds of continuous running. And know: in you — in everyone — sits a Ford, but only such a one as gives his forces to a new, never-seen [невиданный: unprecedented] fatherland.
We want every worker to feel the force of the constructive instinct of which he is master. We call him to constant perfection, we call him to constant creation.
When we worked upon the so-called working zone, carefully finishing off the workplace, having decomposed it into stance, grip, precision in the distribution of motion, neatness in the disposition of material, we looked upon this limited working zone as upon the most perfect enterprise. And we know that he who holds out through the examination within the limits of this working zone — will just as brilliantly hold out through the examination for the management of a shop, and for the management of a factory, and, we dare say, for the management of the state.
The methods of managing the machine-tool pre-decide the methods of managing the most complex structure [edifice].
We exalt the machine-tool. We say that whatever new organisational forms of institutions humanity may create, it will give nothing higher than that economy of motions which the contemporary factory machine gives — metal-processing or weaving.
We exalt the functions of the worker, we say that literally as you change the place of your feet, as you unclamp the vice, as you make the Installation of the cutter, exactly so it is necessary to make the organisation of the factory, the checking of the organisation of the institution. Exactly as you hold a file or a hammer — calculatedly, truly and exactly, as you bring the cutter up to the blank, exactly so must you discharge organisational functions in the state. Exactly as you reject the things worked out by you by means of limit gauges, hurl [ввергай: cast] such same gauges into circulation in institutions. Exactly as you conduct the accounting of the motion of the machine by means of tachometers and revolution counters — apply in one form or another this principle to the organisation of institutions and of the state.
All the time we call the workers to activity; we tell them that the calculation of your own functions will automatically resolve the question of the protection of labour; the calculation of your functions, constant personal creation — this is the best reformer of production.
The Proletariat did not come to power in order to wait for some sort of handouts. It came as a new, mass reformer, in order from top to bottom to regenerate everything that was created before it.
We call, we say all the time: develop your capacities, train yourself, perfect yourself!
We overturn contemporary biology and say: man is full of possibilities; in him are thousands of possibilities for adaptation, training, victory. This is why we rigidly set ourselves against the psychotechnicians — not sorting in the foreground, but training.
We say all the time: move forward, activate yourself, achieve!
Even if all production were mechanised, even if everything were placed upon conveyors and moving belts, we know that together with this it is necessary to pose the task of the upbringing [воспитание] of a particular new speed-man [скоростной: high-speed], with his rapid reaction, with his capacity always to be on the alert and at the same time to expend a minimum of nervous energy.
And here again, not selection, but training, for all must be such, and not only the chosen ones.
Speaking of science, we turn to the worker, we turn to the professor, so that they do not draw a distinction between work in the factory and the laboratory method.
The opinion which supposes that real work in the laboratory is produced by other methods than any other work, we mercilessly reject. We say that the contemporary factory, being born in agony, is the most perfect laboratory, with its thousands of registrations, with its million-fold output, with enormous crowds of rejectors and controllers.
As radio is spread in thousands, as every radio-amateur loves his apparatus, so too in thousands do we plant [насаждаем: implant] laborant-workers [лаборанты: laboratory assistants].
We want to make every worker a prospector [изыскатель: investigator, surveyor], and together with that we develop in him such a thirst for constant re-installation, for constant reformership, as, of course, serves as the best pledge of further victory.
The supreme problem of administration, of the management of the enterprise — it alone will be just as powerless to resolve social questions as it is powerless to resolve them in the West and in America.
Only the organic renewal of production, when every worker, having entered the factory, immediately feels that this is not only a house of work, but that it is at the same time a prospecting [investigative] workshop — where every day everything is perfected under his own feet, under his own hands — only then will the reforming of production be organic, continuous and victorious.
We overturn the contemporary view on education [образование: literally formation]. We are told that the worker must be “educated.” But we say: this is the old school “pumping” in a new phraseology. There is no better “educator” than the factory itself. But here the word education is so out of place — here the word upbringing [воспитание: rearing] goes so well.
The worker standing at the machine-tool, sucking in the logic of its motions, will absorb theoretical knowledge like a sponge and will make of it a new lever of the machine-tool overturn [переворот: revolution], while the “educated young man,” not having this organic constructor’s passion, will simply out of fright before the machine-tool and the workbench lose [scatter] his formulae and syllogisms and in the best case will become a raisonneur [moralising reasoner] and an orator.
And therefore our sciences are not those which were so popular among the Russian intelligentsia and were dragged under a “labour” sauce into the new school. Our sciences: care of the machine-tool, care of the body and nerves, Installations of speeds and of the instrument, supply of the machine-tool, Installations of the corpus [корпус: body, trunk, housing], nervous automatons during motions, alertness, rapidity of technical assistance, the science of templates, the science of guides, the science of the working operation, the science of the working grip [приём: technique, method]. Let there be this, and if there is, it will so heat the worker that the formula will come to him as a plate is drawn to a magnet.
Precisely: it is necessary to magnetise, and not to pump!
Therefore, by culture we understand not education, but knack.
Only by this very means do we bring up in the Proletariat love for the tool [орудие: instrument], love for the machine. They in the full sense become the property of the class — all these instruments and means of production, which the worker after perfecting, after training, will love 100 times more than he loved yesterday. The worker becomes the creator, the full disposer of these means of production, which he does not simply keep in the savings bank of socialism, but for that same socialism constantly perfects and develops, organically soldering them with it.
The worker is organically fused with the entire factory mechanism, with all of production. Will it then be possible to take all this away from him? — No! He will never surrender it, for he is organically soldered to his own production, in which every day he forges a particle of his “I,” and every new, seemingly imperceptible fixture, every handle, lever, which are placed today upon the machine-tool — this is a cold monument to his hot creative temperature.
Is it not clear now what social force is laid down in the CIT “Installation”?
The uprising in October resolved the problem of the transfer of power to the Proletariat. We work for the coming uprising of the Proletariat as a class — but precisely together with its machine-tools and instruments of production against the pitifully-proprietary possessors of machines, patents and personal inheritances. The force of this moment will be higher than a simple human uprising, higher than the victorious march of the machine, but also higher and firmer than everything of which the educated, philosophically-stilted capitalist world boastfully prides itself.
This will be the real tractor of the social Installations of the Proletariat, and our course — toward the never-seen main lines [магистрали: highways] of this tractor run.
THE PROLETARIAT DOES NOT COME TO POWER IN ORDER TO WHILE AWAY ITS DAYS UPON THE CONQUERED INSTRUMENTS OF PRODUCTION, BUT IN ORDER TO RAISE THEM, EXALT THEM AND IMPART TO THEM NEVER-SEEN SPEEDS
