Attention to “Small Details”

…We wish to direct the particular attention of our readers to the works of our cultural antipode — America. In these works the structural-administrative side stands out clearly, and the organisational-technical side is entirely obscured [darkened].

We, in our rationalising work, have moved away from structure and direct all attention towards organisational-technical small details.

In America these small details are created by the whole complex of an inexorable and rich technical progress; with us, however, owing to low technical development, they stand at the centre of attention. Our rationalising epoch — this is the epoch of the finishing [machining-off] of operations and of operational transmissions, of operational linkages. In essence, we are now working upon the very culture of work; the Americans — possessing it — are working upon questions of supreme management.

We said above that we “have moved away from structure.” We have already occupied ourselves with it, and occupied ourselves more than is proper, in the epoch of War Communism. This occupation had its justification precisely in the first organisational-creative (constitutional) period of the revolution. But already by [19]20–21 a structural “bustle” [fuss] had plainly revealed itself, degenerating into an amateurism of reorganisation.

We shall come, evidently, to structure, but we shall come armed with operative analysis, with a careful finishing of the technique of production and office [institutional] operations. Only on the base of this “culture of the operation” will there grow up a generation of rationalisers who will project structure just as scrupulously and solidly as they calculate operations, work-places and grips [приёмы: techniques, methods].

And we dare to think that in the structural relation we shall have a plus in comparison with the Americans, who all the same have the old State Apparatus with its structural “idiotisms,” which even the American NOT-ists dare not disturb out of respect for the traditions of the ministries, the States and the governors.

We are a young revolutionary country, and it is fated for us to write much on a bare board [blank slate].
