The standards of instruction cards, with the designation both of operational transitions in the work and of functional transitions (Installation [setting] — processing — control), proved to be the most effective of all standards. They gave the possibility to manufacture instruction cards to the instructors themselves, to workers at workplaces, to solitary methodists [методисты-одиночки: lone method-specialists], and also to methodological labourers outside CIT.

Before such a production flow took shape, it was necessary to convince oneself of a multitude of vexing, yet most interesting, difficulties in the personnel composition [staff]. It turned out that engineers and technicians submit significantly faster to the logic of the standard and the flow; workers of cold machining faster than workers on hot works; and the greatest difficulties are met with labourer-biologists, and precisely with that very group which had worked in university laboratories. But operative connection nonetheless decides the matter.
Прежде чем сложился такой производственный поток, нужно было убедиться во множестве досадных, но и интереснейших затруднений в личном составе. Оказалось, что инженеры и техники поддаются значительно быстрее логике стандарта и потока; рабочие холодных обработок быстрее рабочих на горячих работах; и наибольшие трудности встречаются с работниками-биологами и как раз именно с той группой, которая работала в университетских лабораториях. Thus, if formerly the operatively organised work of CIT stepped forward only in the enterprise for the preparation of the Labour Force, now this operativeness steps forward already in the very manufacture of methodical means. Namely, alongside the enterprise for the preparation of the Labour Force, there takes place a particular enterprise for the manufacture of these methodical means.

It is characteristic that both the one and the other enterprise works on the basis of defined orders from economic organisations; both the one and the other enterprise increasingly details the conditions of these orders — the specification of the products, so to speak.

Completely inevitably, in both the one and the other enterprise, there develops the institution of expertise [экспертиза: expert examination, appraisal].

This expertise bears a twofold character. Above all — internal expertise, inter-operational (“rejection” [браковка: the culling of rejects]), produced by the forces and means of CIT. At the same time there acts external expertise (“acceptance”), carried out by the customer [orderer].

The deepening of the work for the creation of standards of methodical means, and the deepening of the works of expertise, gave the possibility to draw into methodical works not only the permanent collaborators [staff-members] of CIT, but also the course-students [курсанты] of the “Б” courses of CIT, applying methodical standards to various productions not directly touched by CIT. The same tendency steps forward ever more sharply in institutions and enterprises conducting the method [методика] of CIT. Here, for us, there opens up the most interesting possibility of the drawing-in of the course-students of CIT to research work. This is not that unregulated “creative self-activity” of which contemporary pedagogy not infrequently speaks. This is self-activity upon rails.
Углубление работы по созданию стандартов методических средств и углубление работ по экспертизе дало возможность привлекать к методическим работам не только постоянных сотрудников ЦИТа, но также и курсантов курсов «Б» ЦИТа , прилагающих методические стандарты к различным производствам, не затронутым непосредственно ЦИТом. Такая же тенденция все резче и резче выступает в учреждениях и предприятиях, проводящих методику ЦИТа. Тут для нас и открывается интереснейшая возможность приобщения к изыскательной работе курсантов ЦИТа. Это не та неурегулированная «творческая самодеятельность», о которой нередко говорит современная педагогика. Это самодеятельность на рельсах.
In the measure that this standardisation in the production of methodical means was installed, and the creation of a defined flow in this production, quite naturally there appeared the need for the organisation of literary production itself, i.e. for the giving-of-form [оформление: formalisation, write-up] to various kinds of research works.
По мере того как были установлены эта стандартизация в производстве методических средств и создание в этом производстве определенного потока, вполне естественно, явилась потребность в организации самого литературного производства, т, е. в оформлении различного рода изыскательных работ.
Here stood a direct aim — the liberation of literary treatments from superfluous verbal ballast, and, on the other side, a fuller saturation with necessary material and exact formulations, and once again the possibility of complete survey [overview] and evaluation.

Therefore there appeared, and are being implanted ever more successfully into the work of CIT, general standards of research works.

Orienting itself the entire time upon the method of work of industrial enterprises, it was possible to install [establish] four most important cycles of research works (А, Б, В, Г [A, B, V, G]).
Ориентируясь все время на метод работы индустриальных предприятий, удалось установить четыре важнейших цикла изыскательных работ (А, Б, В, Г).
Of course, to every completely new research work there precedes a period of preliminary ventilation of the problem.
Конечно, всякой совершенно новой изыскательной работе предшествует период предварительной вентиляции проблемы.
This period submits with difficulty to exact giving-of-form, although here, of course, bewilderment [disorientation] is frequently covered over by “creative” phraseology. Here are possible the most original scientific-working hypotheses, an unexpected excursion into the sphere of adjacent sciences and of distant conjectures, not directly connected with the given discipline. This sphere must be recognised as the most free from norms and customs.
Этот период трудно поддается точному оформлению, хотя здесь, конечно, часто растерянность прикрывается «творческой» фразеологией. Здесь возможны оригинальнейшие научно-рабочие гипотезы, неожиданная экскурсия в область смежных наук и отдаленных, непосредственно не связанных с данной дисциплиной, догадок. Эта область должна быть признана наиболее свободной от норм и обычаев.
