It is possible to establish that genuinely scientific and experimental culture, in its organisational expression, stands at present precisely at the level of the eighteenth century. It finds itself in sharp contradiction with those newest forms which have affirmed themselves [taken firm hold] in contemporary industry. General scientific methodology, expressing itself in the mathematical sciences and in the technological sciences, to a certain degree breaks up the trade “mystery,” but, in any case, does not break up organisational closedness [замкнутость: the sealed-off, self-enclosed state]. On this occasion one may recall once more the most interesting quotation from Marx:
“‘Ne sutor ultra crepidam!’ (‘Cobbler, know your lasts!’). This nec plus ultra of handicraft wisdom became sheer nonsense, from the moment the watchmaker Watt invented the steam-engine, the barber Arkwright, the throstle, and the working-jeweller, Fulton, the steamship.”1
«„Ne sutor ultra crepidam!“ („Сапожник, знай свои колодки!“).

(Marx. Capital. 1st volume. Pp. 489–490).
It does no harm to note also the system of primitive hierarchy in the sphere of “mental” labour, where the “senior” works with the “helper” [подручный: the one at hand, under-hand], who cherishes the dream of being, after some time, an “independent” [self-standing] labourer of the “senior” type, i.e., an independent individual producer.
A not-bad analogy between “intellectual” professions and trade is given, among other things, by Werner Sombart:
“The essence of trade requires that the position of apprentice and journeyman be always merely a preparatory step towards the title [rank] of master. This, I would say, is almost the most important sign of a genuine craft organisation. Just as the student is merely a ripening candidate for judicial posts, and this latter — merely a judge in preparation, so too the apprentice is a future journeyman, and the journeyman — a future master.”
(Werner Sombart. “Contemporary Capitalism.” P. 118. Pub. “Path to Knowledge.” L. 1924).
118. Л. 1924).
The revolution in contemporary mental and laboratory-experimental labour is carried, undoubtedly, only by the newest industrial production.
It is precisely this that gradually transforms contemporary handicraft labour into manufacture-industrial labour, and then into large-scale machine production.
In this respect it would be rash to think that simply the presence of scientific laboratories in production carries the revolution, and that there laboratories may be exactly such as now exist in universities. The revolution goes much deeper, or, expressing it more correctly, [comes] out of more hidden [concealed] depths of contemporary production than it seems.
To the writer of these lines it fell, during his work in various enterprises and upon inspection of the newest enterprises, to lay bare this tendency comparatively long ago. In 1909, while working in the Vasilievsky Island Tramway Park, it fell [to him] to become acquainted with a splendidly organised testing station for the wear of tyres [бандаж: the steel band of a wheel] on tramway cars. This laboratory, organised in the cellars of the tramway park, already then produced an impression as a tendency of a completely new type of investigative work, finding itself in strict correspondence with the operative work of enterprises.
In 1911, during work at the French factory of Clément (Clément — Bayard), it fell [to him] to become acquainted with the organisation of rejection-testing work, conducted with extraordinary thoroughness, directly in the factory surroundings [setting], straight in the shop. Thus was set up the testing of the automobile’s “gearboxes,” when the gearbox was placed “on centres” and tested over the course of several hours or even days. Here the laboratory was directly switched into production and worked with operative compulsion [compulsoriness].
At the Aivaz factory (Petersburg) in the year ’13, astonishingly organised work on the rejection of individual operations was unfolded, running in three storeys [tiers]: first rejection, second rejection and final rejection. Here appeared precisely the curves and diagrams which genuinely brought the research method into production and made production itself laboratory [-like].
In 1923 acquaintance with the factory laboratories, extraordinarily diverse, at the enterprises of Siemens and the General Electricity Company showed that the implantation of laboratory-investigative tendencies into contemporary production, carrying revolution also into the setting-up of experimental-scientific work, was deep and diverse, wherein here the definite revolutionary link of this greatest reform were the testing stations and, once again, rejection-control operations in the shops. The testing stations for the testing of dynamo-machines, motors, various electrotechnical apparatus are set up with the most punctual precision and constitute, undoubtedly, a type of laboratory working with the most precise indices [indicators] and constant regularity.
In 1924, upon visiting the Škoda factories in Czechoslovakia, it fell [to him] to convince himself that the testing of aeroplane motors is conducted in a specially allotted building, where the aeroplane is placed for a day and more, and over it precise observation and registration are produced, and only after this testing does the purely operational [эксплуатационная: in-service, exploitation] trial proceed.
This precisely is the bringing-in of the laboratory-research method into enterprises.
This tendency attains its highest forms among the giants of industry, such as the factories of Ford, Siemens, Thomson-Houston, Kodak, Zeiss. But here too, with us in the Soviet Union, we see these tendencies already embodied in such enterprises as electrotechnical factories, military factories, certain textile enterprises.
The development of this rejection-testing work, passing quite inevitably into investigative work (bureaux de recherches), constitutes a revolution already in the sphere of the setting-up of the entire investigative affair [business] as such, but at the same time also in the organisation of labour and production in industry. In the theses of CIT [ЦИТ, Central Institute of Labour] this thought is expressed by us, it seems, most briefly and most exhaustively.
“§ 17. The presence of rejectors, controllers, production inspectors, registrars (chronometrists [time-study men], compilers of statements by indicators) and testers — in general the entire personnel occupied with the measurement of materials, tools [орудия: implements] and the effectiveness of living Labour Force [рабочая сила] — is precisely the first significant phase in the development of laboratory production.
§ 18. It is precisely the presence of the organiser functions enumerated above (and not of the rationaliser methods themselves) which imparts to production that character under which it may be termed scientifically set up. Hence — the practical legitimacy [rightfulness] of the so-called scientific organisation of production and labour (SOP and SOL).
§ 19. As the sign of the scientific character of production one must by no means count only the fact that production is built upon the general and special data of science. As the sign of scientific character one must count precisely the introduction into production itself of a constant research method, and from the organisational side the scientific organisation of production expresses itself in that production is perfected more and more upon the basis of its clinical treatment [curing].”

Consequently, it is possible to establish that in the contemporary laboratory experiment an astonishingly mighty new jet [струя: stream, current] of organisation, proceeding from contemporary industry, breaks through. And one must not think that it touches only the sphere of purely technical tests. We may boldly affirm that also in biological laboratories, being born out of factory dispensaries [амбулатория: out-patient station], the strictly operative methods conducted denote an undoubted inclusion into the sphere of contemporary industrial production of biological laboratories as well, working by a strictly operative path and upon masses of human material.
The first noticeable breach in this respect (we speak now of the purely methodological-organisational side) is made precisely by factory dispensaries at the largest enterprises, especially at such where human material is subjected to the greatest breakdowns [аварии: accidents, machine failures] and dangers and where the so-called “tests of material” (living, human) acquire enormous significance. In particular, psychotechnical currents, directly connected with the selection of human material, are more convincing when they have as their source dispensary-factory tests.
The question of the setting-up of the methodology of scientific-investigative work is illuminated in the literature comparatively little. In this respect attention is drawn by a most curious book (little known); this is the book by D. Vaisman under the title “On the Question of Raising the Productivity of Scientific Labour (Scientific Organisation of Scientific Work),” Ekaterinoslav, 1919.
In this book are gathered the most extensive data, supplemented by A. Gornostaev (see his article “The Economics of Scientific Production” in Nos. 3–4 of “October of Thought” for the year 1924).
Here are given references as to how various kinds of scientific labourers [научные работники], chiefly from the sphere of biology, as for example Veshnyakov, Bakhmetiev, Timiryazev, raised the question of a new type of scientific work approaching precisely the type of contemporary scientific production. We may say that this principle is to a significant degree realised in contemporary operatively working biological laboratories at clinics, where regular, day-after-day proceeding biochemical research of blood, urine and various kinds of human excretions [secretions] is produced, or in special surgical clinics.
Its most clearly expressed fertilisation [impregnation] this tendency receives, of course, in the newest industrial production, of which we spoke above. And we, in conclusion, cannot but indicate that, evidently, this tendency begins to occupy the minds of scientist-methodologists in Europe and America. Thus, we quote the in the highest degree significant article of the Director of the Industrial-Investigative Institute of Pittsburgh University (America), E. Weidlein. He says:3
3Edward R. Weidlein, director of the Mellon Institute of Industrial Research at the University of Pittsburgh.
“Even ten years ago the conduct of investigative-laboratory work was regarded as an empirical affair, which could be mastered only by way of actual practice. Gradually, however, the organisation of scientific management, with its division of labour, systematic planning and utilisation of registered experience, was examined [considered] in scientific laboratories, and its methods are at present constant features of every one of the significant investigative laboratories.”
(Journ. “Mechanical Engineering,” No. 2 for 1926, pp. 182, 183).
«Mechanical Engineering», № 2 за 1926 г., стр. 182, 183).
Looking closely into the work of university laboratories and cabinets [study-rooms], one is compelled to state that there the time has not yet arrived even for manufacture production.
This is in no way contradicted by the developed culture of scientific experiment and scientific systematics (that which is termed scientific disciplines). Science, closed up in separate laboratory cells [келья: a monk’s cell], is deprived of that most powerful organisational-operative weapon which so drives contemporary industry.
The German investigator Wittfogel, in his most valuable work “Science in Bourgeois Society,” counterposing experimental-research work at enterprises to university academism, characterises the latter thus:
“…a petty or dwarf enterprise, one docent with one or several helpers (assistants), complete isolation, detachment [оторванность: torn-away-ness] from fellow-comrades in one’s own speciality and still greater detachment from adjacent specialities.”
(P. 20, pub. “Priboi,” 1924).
It seems to us that we have succeeded in proving both the legitimacy of the task posed and the legitimacy of its realisation precisely in CIT, where there exists an enormous enterprise for the preparation of Labour Force. Casting [plunging] before all else into operative circulation strictly technical data, as less disputable, we flatter ourselves with the hope that we shall succeed step by step in casting into this new work the entire complex of laboratories and, thus, in creating conditions both for a trustworthy [reliable] experiment and for a more exact evaluation of the experimental works themselves.
Under these conditions it is possible to work not only upon the expansion of the practical task of the preparation and Installation [установка: also setting, set] of Labour Force in enterprises, but to work also upon the creation of a new type of scientific institution, which would be transformed into such a structure [сооружение: construction, erection] whose value, besides its immediate task, would acquire also an organisational-methodological significance. And together with this there would mature here the methodology of the implantation of scientific-research methods into the organisation of labour and production in industrial enterprises, i.e., precisely the methodology of scientifically organised production.
