The Unfolding [Deployment] of the Clinical Work of CIT [ЦИТ, Central Institute of Labour]

In the contemporary literature devoted to the methodology of scientific-analytical and experimental investigations, there is more represented the tendency of a subjective mastering of the investigative process. In this sense this methodology is, of course, adapted precisely for the author of a scientific treatise, [a scientific] composition, or for the laboratory experimenter. It is rather a science of the method of laying [packing] knowledge and investigations into a definite conception of exposition of the solitary investigator. The experimental technique, grown up [overgrown] in the XIX and still more in the XX century, is perceived by methodologists as a technical aid [manual] for the subject-investigator.
В современной литературе, посвященной методологии научно-аналитических и экспериментальных изысканий, больше представлена тенденция субъективного овладевания исследовательским процессом. В этом смысле эта методология, конечно, приспособлена именно для автора научного трактата, сочинения или для лабораторного экспериментатора. Это скорее наука о методе укладывания знаний и изысканий в определенную концепцию изложения исследователя-одиночки. Разросшаяся в XIX и еще более в XX веке экспериментальная техника воспринимается методологами как техническое пособие для субъекта-исследователя.
But the carrying-in [introduction] of the scientific-investigative method into operative enterprises: into production, into trade, into medical work, into the work of military-combat and military-technical troops, into sporting work sharply expands the notion and significance of scientific-investigative methodology. Science itself here for the first time becomes “large-scale production,” deeply technicised, highly organised, gradually subordinating itself to the universal laws of this production with its mass character, specialisation, differentiation of investigative-production processes, standardisation, compaction [densification], operative synchrony of processes. The problem of the organisation of investigative processes rises up to its full height.
Но внесение научно-исследовательского метода в оперативные предприятия: в производство, в торговлю, в лечебное дело, в работу военно-боевых и военно-технических войск, в спортивное дело резко расширяет понятие и значение научно-исследовательской методологии. Сама наука здесь впервые становится «крупным производством», глубоко технизированным, высокоорганизованным, постепенно подчиняющимся всеобщим законам этого производства с его массовостью, специализацией, дифференциацией изыскательно-производственных процессов, стандартизацией, уплотнением, оперативной синхронностью процессов. Проблема организации изыскательных процессов встает во весь рост.
The dwarf economy of the solitary scientist, of the Faust-professor, is of course full of recollections and legends about the “freedom” of scientific creation; it is shocked by the scientific “enterprise,” it so values the refined [exquisite] qualified individual mastery of chair science, where the chief so intimately grows-together with his “helpers” [underlings].
Карликовое хозяйство ученого-одиночки, фауста-профессора, конечно, полно воспоминаний и легенд о «свободе» научного творчества, его шокирует научное «предприятие», оно так ценит изысканное квалифицированное индивидуальное мастерство кафедральной науки, где шеф так интимно сживается со своими «подручными».
But this process is irreversible, historically immutable, just as all our economic and technical development is immutable. Especially rational is this process in large industrial enterprises, where out of the prosaic and even “commercial” function (“service”) of control there grow up investigative institutions, organically accompanying the production processes.
Но процесс этот бесповоротен, исторически непреложен, как непреложно все наше экономическое и техническое развитие. Особенно рационален этот процесс в крупных промышленных предприятиях, где из прозаической и даже «коммерческой» функции («службы») контроля вырастают исследовательские учреждения, органически сопровождающие производственные процессы.
Here scientific methodology inevitably passes over into organisational methodology. The enormous flowering of this operatively proceeding investigative work, which has attained staggering results in America, grows with unrestrainable force in all the countries of Europe and begins to fill our enterprises as well, completely changing the face of the “scientific labourer” [научный работник]: out of the caste category “under the department of enlightenment” he passes over into the rank of a functionary for the control and analysis of production. The enormous democratism of this organisational movement in the investigative sphere gradually renders superfluous the “trade boards” of science, which issue diplomas for the title of scientific masters and journeymen; and at the same time every operative “practical” medium [environment] of the investigator can appear as a base also for the most abstract scientific searches. Such an investigator has no need to “shut himself off” from the world for investigative works: operativeness itself enriches him free of charge both with the mass character and with the deep specialisation of the experiment.

Огромный расцвет этой оперативно идущей исследовательской работы, достигший в Америке ошеломляющих результатов, растет с неудержимой силой во всех странах Европы и начинает заполнять и наши предприятия, совершенно меняя лицо «научного работника»: из кастовой категории «по ведомству просвещения» он переходит в разряд функционера по контролю и анализу производства. Огромный демократизм этого организационного движения в исследовательской области делает постепенно лишними «ремесленные управы» от науки, выдающие дипломы на звание научных мастеров и подмастерьев; а в то же время каждая оперативная «практическая» среда исследователя может явиться базой и для самых отвлеченных научных поисков. Такому исследователю не надо «закрываться» от мира для исследовательских работ: сама оперативность обогащает его бесплатно и массовостью и глубокой специализацией эксперимента .
How fatal this process is can be seen from the fact that in the very lowest depths of production, upon immediate machine work, there proceed side by side, in organic dependence, functions both of an immediately practical character (the Installation [установка: also setting, set] and processing [machining] functions) and functions of an investigative character (control and calculation). The machine-tool itself, alongside its practical-technical perfecting, more and more turns into an experimental-investigative laboratory with a whole series of technical fixtures for calculation and indicators for control.
Насколько фатален этот процесс, можно видеть из того, что в самых низах производства, на непосредственной машинной работе идут рядом в органической зависимости функции как характера непосредственно практического (функции установочные и обработочные), так и функции характера исследовательского (контроль и расчет). Сам станок, наряду со своим практически-техническим совершенствованием, все больше и больше превращается в экспериментально-изыскательную лабораторию с целым рядом технических приспособлений для расчета и показателей для контроля.
This, we repeat, is not the “introduction” of science into practice; it is something greater: here, according to a peculiar dialectic, quantity passes over into quality — production constructed upon the “principles of science,” while remaining operative-practical, at the same time works as a continuously acting experimental-investigative laboratory.
Это, повторяем, не «внесение» науки в практику, это нечто большее: здесь по своеобразной диалектике количество переходит в качество – производство, построенное на «началах науки», оставаясь оперативно-практическим, в то же время работает как непрерывно действующая экспериментально-изыскательная лаборатория.
All these tendencies CIT indeed embodies in the investigation of the behaviour of the living factor of production — the labourer. The Labour Clinic of CIT is at the same time also a production clinic. It is precisely the behaviour of man that is studied here on the basis of production. But this is little. Not only on the basis of production, but on the basis of a definite production form.
Все эти тенденции ЦИТ и воплощает в исследование поведения живого фактора производства – работника. Трудовая клиника ЦИТа в то же время является и производственной клиникой. Именно поведение человека здесь изучается на основе производства. Но этого мало. Не только на основе производства, но на основе определенной производственной формы.
If in historical retrospect the object of study in the handicraft is chiefly the grip [приём: technique, method], if in manufacture the cognition of this grip is subordinated to such an organisational moment as the operation, then in machine production quite inevitably both the grip and the operation are complicated by a new moment [factor] — the production function.
Если в исторической ретроспективе объектом изучения в ремесле является главным образом прием, если в мануфактуре познание этого приема подчиняется такому организационному моменту, как операция, то 8 машинном производстве совершенно неизбежно и прием и операция осложняются новым моментом – производственной функцией.
The functional analysis of production not only enriches our cognition of contemporary production as such, but it permits approaching the behaviour of the labourer through the prism of this functional analysis. Not the labourer in general, not “labour” in general, but the reactions of the labourer precisely within the frame of one or another production function. By this very [fact] we renounce the deep cognitions of the “essence” of labour; we cognise and study the indicators and the combination of the functions of the labourer passing within the boundaries of a given production function. The biology of labour in general can turn into a certain metaphysical theory and, however brilliant and internally complete its conclusions may prove to be, we shall not resolve a single concrete question if we do not pose the question in a strictly dismembered [divided-up] manner: the biology of the labourer in accordance with the processing functions, biology in accordance with the Installation functions, with the control functions, with the calculation functions. Only thus shall we resolve the problem also of the production profile of the labourer, his characterisation as a definite Worker type. If we, clinically studying a given Worker type, find that the average indicators of his four functions — calculation, Installation, processing and control — yield the corresponding expressions: 15 time units, 20, 55 and 10, then the graphic representation of this relation: 15:20:55:10 — will be the basic expression of the profile of the Worker type. We here for the time being do not resolve the question either of the exhaustive quantity of functions or of their exact definition, but, accepting them as given, it is not difficult for us to establish that the falling-out of one of the four functions indicated above, and consequently the falling-out of one term from the relation given above, yields a completely different profile. But this is little: the falling-out of one term at once indicates not only a different profile, not only a different Worker type, but it likewise says that this type works on the base of a different production form, distinct from the first. However, in the relation presented above the richness of characteristics acquires a far greater expressiveness if we designate not only the summary magnitudes of the functions, but their completely concrete alternation [intermittence] with all kinds of concrete shifts and transitions. We then obtain a curve of production behaviour with functional indicators.
Функциональный анализ производства не только обогащает наше познание современного производства, как такового, но он позволяет подходить к поведению работника через призму этого функционального анализа. Не работник вообще, не «труд» вообще, а реакции работника именно в рамке тех или других производственных функций. Этим самым мы отказываемся от глубинных познаний «существа» труда, мы познаем и изучаем показатели и сочетание функций работника, проходящих в границах данной производственной функции. Биология труда вообще может превратиться в некую метафизическую теорию и, как бы ни блестящи и внутренне ни законченны оказались ее выводы, мы не разрешим ни одного конкретного вопроса, если не поставим вопрос строго расчлененно: биология работника в соответствии с функциями обработочными, биология – в соответствии с функциями установочными, с функциями контрольными, с функциями расчетными. Только так мы разрешим проблему и производственного профиля работника, его характеристику как определенного рабочего типа. Если мы, клинически изучая данный рабочий тип, находим, что средние показатели его четырех функций – расчета, установки, обработки и контроля дают соответственные выражения: 15 временных единиц, 20, 55 и 10, то графическое изображение этого отношения: 15:20:55:10 – и будет основным выражением профиля рабочего типа. Мы здесь пока не решаем вопроса ни об исчерпывающем количестве функций, ни о их точном определении, но, принимая их как данные, нам не трудно установить, что выпадение одной из указанных выше четырех функций, а следовательно, выпадение одного члена из данного выше отношения дает совершенно другой профиль. Но этого мало: выпадение одного члена сразу указывает не только на другой профиль, не только на другой рабочий тип, но оно же говорит о том, что этот тип работает на базе другой, отличной от первой, производственной формы. Однако в представленном выше отношении богатство характеристик приобретает гораздо большую выразительность, если мы обозначим не только итоговые величины функций, а их совершенно конкретную перемежаемость со всеми видами конкретных смен и переходов. Мы получаем тогда кривую производственного поведения с функциональными показателями.
These two kinds of expressions: functional relations and the curve of production behaviour, are now in the Labour Clinic of CIT, firstly, in themselves the most important clinical characteristics; secondly, they are the foundation of all and every deepened clinical investigation.
Вот эти два вида выражений: функциональные отношения и кривая производственного поведения. являются теперь в Трудовой Клинике ЦИТа, во-первых, сами по себе важнейшими клиническими характеристиками; во-вторых, они являются основанием всех и всяческих углубленных клинических исследований.
These expressions are the foundation, upon the frame of which the biological indicators are also disposed.
Эти выражения являются основанием, на раме которого располагаются и биологические показатели.
It cost us no little labour, this was given to us thanks to exceptional persistence, but in any case there is now no longer a biologist in CIT who could give his indicators without coupling [сопряжение] with the functional indicators.
Нам стоило не мало труда, нам далось это благодаря исключительной настойчивости, но во всяком случае теперь уже нет биолога в ЦИТе, который бы мог давать свои показатели без сопряжения с показателями функциональными.
The system, at present being elaborated, of joint (several trainees on one machine-tool) functional training of a brigade of cadets will give the functional expression of production behaviour a still greater persuasiveness: one cadet manifests himself in a given period only as an installer [setter], another as a processor, a third — a controller, a fourth — a calculator. We flatter ourselves with the hope that in the near future our biologists will be not only laboratory assistants, not only participants in the synthetic experiment, but also clinical curators directly in the production shop.
Разрабатываемая в настоящее время система совместного (на одном станке несколько обучаемых) функционального обучения бригады курсантов даст функциональному выражению производственного поведения еще большую убедительность: один курсант проявляет себя в данный период только как установщик, другой как обработчик, третий – контролер, четвертый – расчетчик. Мы льстим себя надеждой, что в недалеком будущем наши биологи будут не только лаборантами, не только участниками синтетического эксперимента, но и клиническими кураторами прямо в производственном цехе.
The significance of the synthetic experiment consists not only in the fact that one biologist-investigator is the correlator of another, but also in the fact that the experiment has a synthetic organisational base in the form of functional relations and curves of functional-production behaviour.
Значение синтетического эксперимента заключается не только в том, что один биолог-исследователь является коррелятором другого, но и в том, что эксперимент имеет синтетическую организационную базу в форме функциональных отношений и кривых функционально-производственного поведения.
Many were surprised at the restrained relationship [attitude] in CIT towards biological recipes [prescriptions] in the sphere of the organisation of labour. But this restraint is explained precisely by the fact that it was precisely to us that the good fortune fell to disclose the entire complex organisational situation with which one or another general biological proposition has to be coupled. In return, organisational analysis guarantees us the chief-most thing: the exact posing of the question in relation to the biologist and the exact organisational frames of the practical resolution.
Многих удивляло в ЦИТе сдержанное отношение к биологическим рецептам в области организации труда. Но эта сдержанность именно и объясняется тем, что именно нам посчастливилось раскрыть всю сложную организационную обстановку, с которой надо сопрягать то или иное общее биологическое положение. Зато организационный анализ гарантирует нам главнейшее: точную постановку вопроса по отношению к биологу и точные организационные рамки практического решения.
The unfolding [deployment] of the synthetic experiment and the work of the Labour Clinic promise us continuously obtained and accumulated material for the resolution of an enormous quantity of tasks. Besides the problem of the upbringing [education] of the labourer, we approach the resolution of the problem of the determination and measurement of production forms; the problem of the norm-setting [rate-setting] of production and labour receives of itself a new resolution; the problem of the characterisation of Worker types receives a strictly organisational resolution, capable of being laid not only into a text, but also into quantitative indicators. Finally, we resolve and perfect the form of investigative work upon the principles of large-scale production.
Развертывание синтетического эксперимента и работа Трудовой Клиники обещает нам непрерывно получаемый и накопляемый материал для разрешения огромного количества задач. Кроме проблемы воспитания работника, мы подходим к разрешению проблемы определения и измерения производственных форм; сама собой получает новое решение проблема нормирования производства и труда; проблема характеристики рабочих типов получает строго организационное разрешение, могущее быть уложенным не только в текст, но и в количественные показатели. Наконец, мы решаем и совершенствуем форму изыскательной работы на принципах крупного производства.
P. S. We have already given clinical documents in past issues of “Organisation of Labour.” In the present issue we publish the works of the synthetic (assembled [composite]) experiment. We still have to make many efforts in this direction. But we are confident that the growing experimental culture of the laboratories and the organisational culture of the instructional-Installation shops serve as a surety [guarantee] that we shall be able to master the entire complex apparatus of investigation.

Publishing in the present issue not only monographs and resolutions, but also the speeches [interventions] of special opponents, we disclose not only the structure of experimental-investigative work, but also the organisation of the “acceptance” of experimental work, as it is expressed in the collective working-through of experimental material.
