Part Four. Norms and Worker Types

Forms of Production and Worker Types

We have already spoken of the fact that the kind of norm is closely connected with the form of production. But this assertion we must complicate by an indication that the norm is immediately connected also with a given worker type.

As a general rule it may be established [установить: also to install, to set] that to a given form of production there corresponds also a particular type of worker. However, this cannot be understood in an absolute sense. It is possible to point to a striking example, that in the factories of Ford, where the typical worker may be considered the worker working on the conveyor, a worker strictly included [switched] into the tempo of the production flow — in these same factories, in the tool workshops, there work worker-toolmakers — without exactly regulated behaviour, with individual methods of work. In exactly the same way it is possible to see how in textile enterprises, practising in spinning and weaving very high forms of organisation of labour — in these enterprises there exist repair workshops with the most primitive handicraft organisation.

It is necessary to establish, consequently, that a bare orientation upon the form of production “in general” during the derivation of norms may create a whole series of unthought-through decisions. Therefore, in the determination of norms it is necessary not only to have in view the production form, but at the same time to have in view also concrete worker types.

Qualification and Worker Types

When we speak of worker types, we do not wish for this concept to coincide with the concept of so-called technical qualification.

In the period of reconstruction, when production is living through an organisational revolution, into the characterisation of the worker composition also it is necessary decisively to introduce the organisational moment.

If this is not done, then it will be difficult to find even a language for the explanation of many crisis states in the worker composition of the enterprise.

In the strictly economic forms of preparation of the Labour Force [рабочая сила] in CIT [ЦИТ, Central Institute of Labour] (more precisely, in the society “Installation [Установка]”), the form of the “order” is more and more consolidated, in which there is formulated not only the bare content of technical habits (grips [приёмы: techniques, methods], operations, type of article), but also the distributive-organisational part of the work.1

(Installation) was the joint-stock company set up by CIT in 1928 through which it contracted with industry to train and supply workers to order; hence the “order” (заказ) here.

And already over the course of several years in CIT there takes place — both for theoretical purposes in exploratory work, and for practical ones — the preparation of the Labour Force — a general division of workers into three types: type “a + b”, type “A” and type “B” (Fig. 1).

Fig. 1

The 1st Type of Worker

Type “a + b”, or the 1st type — this is the type working on integral works, producing a given article or a given detail [part] wholly out of that material which is given to him. This is the type of the trade worker, although he may work also in contemporary, very perfected enterprises and on very perfected machine-tools. Depending upon the general growth of contemporary technology, such a worker may be given not entirely raw material, but a material-blank [заготовка: a rough workpiece], yet he must make the article himself wholly.

Such a worker may work with that instrument which he himself selects, make for his work fixtures [приспособления: devices, jigs] (not rarely “secret” ones); in exactly the same way he himself installs the sequence of his operations. It does not necessarily mean that this is the typical handicraftsman of the epoch of handicraft, i.e. one working by hand without the aid of mechanical energy; no, we repeat, he may work on a contemporary machine-tool [станок] of the most perfected construction with motors and fixtures. But neither the selection of fixtures nor the schedule of works is regulated for him, and to him is left the composing [laying-out] of the whole article in its entirety.

Such a type even now is frequently met in metalworking enterprises of unit and serial production. Such a type will for a long time yet live and work in the tool workshops of factories of mass production.

The 2nd Type of Worker (“A”)

Type “A” — this is that type whose specimen is given in manufacture, classically described in the French encyclopaedia. This type performs a strictly defined operation in the fabrication of a given article. This is that type which Marx called the “detail labourer”. But again, turning to contemporary technical culture, we must say that this may be not only a worker working with a hand instrument, but also a worker working on the most perfected, and at the same time strictly special, machines.

The 3rd Type of Worker (“B”)

Finally, type “B” is that type which, serving rows of workplaces, rows of workbenches, rows of machines or mechanisms, serves them precisely along a defined functional line, along the line of the Installation [установка: also setting, set] of tools or of the object of work, along the line of energetic supply, along the line of feeding the machines with basic and auxiliary material, along the supply of and care for the instrument, along control, along the elimination of ruptures [breaks] of material and the current liquidation of production breakdowns.

The Interdependence of Types of Labour Force

If type “a + b” (“a” plus small “b”) may be conditionally characterised as the expression of a definite organisational thesis, or thesa, then type “A” (capital “A”) is the antithesis in relation to “a + b”, the negation of “a + b”, while type “B” (capital “B”) is in its turn the negation of this negation, the most perfected synthesis.

In no case must it be supposed that type “B” in any measure restores the universal [all-round man] of “a + b”.

The synthetic functions carried out by the master [foreman] in manufacture or in a primitively organised machine enterprise have nothing in common with the synthetic functions of type “B”: these latter (functions) arose as a result of the decomposition and then the conjunction of functions which were in fact not within the competence of the administrator-master, but within the competence of each separate type “A”.

It is especially necessary for us to study and to think through the growing type “B”, as the representative of the newest formation of producer, the producer-server, the one “serving” at the machines. This is precisely that higher type of labourer in whom organisational functions are so vividly represented.

In orienting oneself among worker types it is so easy to confuse this higher type with the “highly qualified” worker, which is often done. But this is the same thing as if we were to “confuse” trade with large-scale machine industry. — The high personal culturedness and intelligentness of types “a + b” is one thing, while the high organisational-labour culture of type “B” is quite another.

Type “B” is characterised by the enormous organisational field of his work, or by a great organisational line; in him above all the organisational side of the work is represented.

Drawing parallels between “a + b”, “A” and “B”, we may establish that what is characteristic for type “a + b” is precisely what he works (what thing, what detail, what article); what is characteristic for type “A” is how he works, i.e. with what instrument, with what fixture, on what machine-tool; what is characteristic for type “B” is how he serves the machine-tools or the workplaces. Production behaviour, of course, is present in every worker, but type “B” is characteristic in that his production behaviour is not “auxiliary” to the work and is not covered over by the “speciality” of “A”, but is completely open, accessible to survey without any analytical approach.

In order to represent still more clearly the production-organisational nature of worker types, we shall trace theoretically the processes of transition of these types one into another, making use of an organisational (of course, theoretical) schema. Laid into four lines, the workplaces constitute out of themselves: the uppermost — workplaces going side by side with integral work and the corresponding worker types “a + b”; the second — the same workplaces with the same worker types, but with vertical projections of the splitting-apart of integral works (and workplaces); the third — workplaces corresponding to special operations with worker types “A”; the fourth — with workplaces (or machine-tools) horizontally split into separate zones, and the functions of worker types “B” corresponding to these zones.

In the schema the organisational-production evolution of worker types is shown with sufficient clarity: the universal-tradesman passes into the worker-“operator”, and then into the “functionary”, serving machines and workplaces. After the vertical differentiation by operations is completed, in production there unfolds a horizontal differentiation by functions. In accordance with this differentiation the worker types also grow. For worker type “a + b” the thing-article is characteristic; for worker type “A” the workplace is characteristic; for worker type “B” already characteristic is the work front [рабочий фронт: the front of work] which he serves.

From this general survey of worker types it is evident, among other things, that the worker type working on the conveyor is far from the last word in worker type-formation (the “Fordian worker”). This is, in general, undoubtedly a worker-manufacturist [a worker of the manufacture type], but one working with a compulsory [forced] mechanical regulator of working speeds.

To replace him there will come, and is already coming, precisely type “B” — the linear-functional server of machines and workplaces, for whom the object of work will be neither the “thing” nor a given operation, but precisely the work front.

Here we shall permit ourselves to point to that inattention, having become legalised [established as law], to the worker types of the textile industry which is characteristic of the majority of investigators in the sphere of norm-setting and organisation of labour. Precisely the worker types of the textile industry, and especially of spinning, acquaint us with the very newest tendencies in the sphere of type-formation of the worker. Precisely here does the work front with functional service begin to dominate; precisely here is the “newest worker” cultivated, so to speak of a super-Fordian [supra-Fordian] type.

Worker Types and Norms

Is it necessary after this to say that the approach to the norm-setting of these three types is profoundly different.

If for type “a + b” the expression of the norm is the quantity of production immediately produced by him, if for type “A” it is the quantity of operations, then for type “B” it is the quantity of functional discharges [отправления: performances, as of bodily functions].

Let us attempt to say this still more clearly: for “a + b” the norm is the quantity of fabricated products; for “A” — the quantity of operational passes; for “B” — the quantity of functional acts.

We arrive again at the position that a single method of norm-setting (i.e. of the determination of norms) cannot exist, since the expressions of the norm are profoundly different. At the same time these expressions in production may be cognised precisely in their living dialectical process of transition of one into another. And at the same time — the higher form of production exerts its powerful organisational influence upon the lower forms, “modernising” contemporary trade — so too the higher worker types transform the archaically “secret”, closed old worker types, and consequently their norms also. If, for example, type “a + b” is the potency [potential] towards “A” and towards the “B” growing out of the latter, then the methodology of analysis and norm-setting of “B” may be (with a certain organisational-laboratory effort) applied also to “A” and even to “a + b”. Practically this means that it is possible to set norms for type “a + b” with calculation of his possible transition into type “A”, and to set norms for type “A” with calculation of his possible transition into type “B”. Both analysis and norm-setting under such a complex method are the more difficult, the lower (in the organisational sense) the worker type; the complexity may be so great that the organisational measurement, for example, of type “B” will require special arrangements of the workbenches and special automatic registrators [recording devices] (of the type of the CIT laboratory-clinical equipment).

With corresponding organisational possibilities, norm-setting most consistently assimilates its rationalising significance [its significance as a rationaliser].

The Dynamics of Norms and Worker Types

It is possible to establish one more most important position, flowing out of the analysis of worker types: in type “a + b” these norms are very stable, as his technique and organisation are stable; in type “A” the norms are mobile in the direction of increase, while in type “B” they are maximally mobile in the direction of increase. It is this differing dynamics of norms, conditioned, of course, by differing production organisation, which compels not only a circumspect relation to production variety, but also the establishment that the most rewarding [grateful] material for analysis, for the derivation of norms, and the greatest urgency in the installation of norms, are inherent precisely in type “B”, after him in “A”, and finally, already (the summit of norm-setting luxury!) — in type “a + b”.

At the same time, the greatest conveniences for the norm-setter are presented precisely by types “B”, after them “A”, as the most analytically visible, as the most conveniently cognisable.

And that norm-setter who has grown his norm-setting culture upon “B”, then upon “A”, will most confidently approach the “mysteries” and secrets of the norms of type “a + b”.
