Productivity and the Organisation of Production

Here now, after the historical reference and the general analytical propositions, we can already proceed to our formulation of the general Installation in questions of norm-setting.

The contemporary stage of production culture, i.e. large-scale machine production, at the same time experiencing the entire force of the organised pressure of the period of reconstruction, compels us before all else to give the most characteristic sign [feature] of the contemporary forms of norm-setting.

For production, always and under all forms of industry, the indicator of its culture is the quantity of worked-out product in a determined unit of time, i.e. the quantity of pieces with the exception of spoilage [rejects]. In calculations of the productivity of each separate worker use is ordinarily made of the law of the arithmetical mean, and this again under all forms of industry: under handicraft, under manufacture, under machine industry. Whether it be a handicraft enterprise of the boot-workshop type, a manufacture of the pin-production type, a textile factory or, finally, Ford’s plant — everywhere and in all places there is calculated the production, let us say, for a year or for a day, released by the enterprise — approximately: 20 pairs of boots, 12,000 pins, 800 pieces of cloth, 1,800 automobiles per day. The quantity of work-output falling upon one worker, given a corresponding quantity of workers — 20 men (boot enterprise), 10 (pin), 200 (textile), 100,000 (automobile) — is determined: 20/20 = 1 pair of boots; 12,000/10 = 1,200 pins; 800/200 = 4 pieces of cloth; 1,800/10,000 = 0.018 of an automobile,

Now it is asked: in which of these enterprises will this work-output of each worker indeed be expressed in the final product of the enterprise (and in a quantity close to the mean), and in which will it have for the given worker only a theoretical character? It is possible to answer this question definitely: that only for the first type, i.e. for the handicraft boot-workshop, where each worker-bootmaker works from the “pair” or from the piece [i.e. by the piece] of the final product. Let us note further, for clarity of understanding of these differences, that in this case each worker fabricates that which the enterprise as a whole [fabricates]; here the enterprise is a simple sum of small closed enterprises — workplaces. In all other cases there is no such coincidence.

From this it is entirely law-governed [regular, in accordance with law] to determine the norm for each separate worker in a handicraft enterprise by the magnitude of the final production.

Now let us make a reference [inquiry] as to how the norm of work-output is expressed in a contemporary textile enterprise, for example in a spinning one, on water-frames. It is expressed, approximately, thus: the servicing of four sides of machines (or 750 spindles) with the liquidation of breaks 8 times per hour for every 100 spindles. Where, then, is the magnitude of production here? There is none. For the production the machine-automaton itself vouches; the production characterises the state of the thread handed over from other machines, the “processing” [working-over, tuning] of the machine and the care for it by the under-masters. Into the characteristic of the norm enters the volume of servicing of the machine.

Is a single method of norm-setting possible?

We deliberately took such a distance from the boot workshop to the work of the water-frame tender [ватерщица, a woman operative], in order to show most strikingly how the expression of the norm changes in dependence upon the form of production.

Instead of the example with the boot workshop, we could, of course, have taken a metalworking workshop, for example a toolmaking one, in which the given instrument [tool] is produced individually by each worker.

Is it not clear that, the more perfected the given production form, the more the norm assimilates [takes on] an organisational-production character.

From this the means of the labourer for the increase of work-output or of norms are entirely clear. If in primitive forms of production the increase of the norm is achieved by the increase of the working (or more correctly, processing) energy of the labourer, then in the high forms of production the increase of the norm falling upon one worker (we repeat that here the working-out of production by the worker is already a purely theoretical proposition) is achieved by the raising of organisational-distributive efforts.

From the propositions just developed we draw the following conclusion: the higher the given production form, the more characteristic for the norm are organisational-production moments. The second formal conclusion: that a single method of norm-setting, applicable to all forms of production, cannot exist.

The Labour Culture of the Labourer

As we see, the increase of the norm at the higher stages of production culture is achieved by the development of a particular Labour Culture of the labourer.

Labour Culture consists precisely in this: to attain ever higher, ever more perfected organisational means in work, in accordance with the fact that the higher the production culture, the more it demands from the labourer high distributive-labour qualities.

Labour Culture, of course, stands for high intensity of labour, for the labourer to be able to produce more mechanical work too with his working organs, but it at the same time teaches [one] to attain this precisely at the price of the least expenditure of energy of the organism, i.e. the means for the struggle for high intensity are again organisational: it is necessary to learn to economise one’s own energy. To learn to give the greatest productivity with one’s working organs at ever lesser and lesser energetic expenditures is precisely what constitutes the aim of Labour Culture. It must be remembered that the centre of gravity in this culture consists precisely in the organisational, i.e. in the distributive (in relation to efforts) domain. Here the matter may concern not only doing [something] “deftly,” but carrying out one and the same work with various sectors and various functions of the human organism. Biologically this means that in work [one is] to turn more and more to the assistance of the nervous system, for it is precisely the most perfected distributor of the efforts of the organism.

The Course Towards High Norms

But what, after all, must the norms be: low, medium, high? To this general question, so often agitating minds, it is possible to give a general answer. And the general answer, of course, must be one: high norms.

For if we compare types of production, beginning with the handicraft ones, then we know that the most rapid spread of the higher production forms is explained precisely by this, that the release of production in the higher production forms is higher than in the lower ones. In the higher production forms the production falling upon one worker is higher than in the lower ones, and moreover in magnitudes exceeding [them] by tens, hundreds and even thousands of times. From this it is clear that the objective striving of production is — precisely in the direction of high productivity falling upon one worker. This high productivity in the higher forms, as we have set it out above, is explained not only by developed mechanisation, but also by a more perfected organisation of production and organisation of labour. If with the concept of the norm one joins the magnitude of the organisational-production embrace [coverage] (the quantity of machine-tools serviced by one worker, the quantity of sides, the quantity of installed tools, the quantity of objects for processing), then here too the objective striving of production goes towards an ever greater quantity of organisational units falling upon one worker. If with the concept of the norm one joins the intensity of labour, i.e. the quantity of work produced by the working organs of man, then here too we must in principle arrive at the conclusion that it is necessary to strive towards high quantities, and not towards low ones, for it is impossible to conceive the reverse, that in a given unit of production time we should permit a diminution of this quantity, for this would signify not the growth of Labour Culture, but its fall.

In view of the fact that in the newest productions the intensity of labour is no longer deduced in bare correspondence to the quantity of worked-out product, but precisely in the covering, by organisational-labour grips [приёмы: techniques, methods], of the greatest organisational-production area or line, intensity too acquires not so vivid an expression of mechanical work, but precisely takes on the character of the work of the nervous system; to deny high norms in this sense means to go back to the most primitive forms of production.

The period of reconstruction being lived through by us already in itself calls for the greatest, far greater than there was before, than there is now, — for the greatest organisational-labour embraces of production, for such as do not yet exist, but which must be.

Methods of Attaining Norms

It is clear that the means for the attainment of these norms too must be correspondingly high, high, understandably, in the cultural-production relation [respect].

They (the means) must have either an organisational-technical or an organisational-biological character.

Organisational-technical means must consist in economic (more economical than before) organisations of workplaces, in the most economical organisations of working manoeuvres about the workplace, in the most economical organisation of working fronts, working areas and working flows; this is precisely that which we call the Installation of production.

Organisational-biological means for the creation of high norms must be, in correspondence with the higher forms of production, precisely in this: to graft upon the labourer such a type of production behaviour which would precisely permit him to make the greatest organisational-production embraces of work. This we call the Installation of Labour Force [рабочая сила].

A no less important means is the organisation of care and self-care for the labourer, which we call cultural Installation, expressing itself in means for the restoration of physical and nervous forces, in the raising of vigour, activity, and in the “grooming” [prettifying] of the production surroundings with that same aim.

Finally, there may be a system of particularly deepened training both of production and of cultural behaviour, which we call the preparation of Labour Force [
