We have already indicated above that it is extremely convenient to obtain and achieve definite norms in the periods of the formation of Labour Force [рабочая сила], i.e. in the instructional periods.
The programmes of instruction according to the method of CIT [ЦИТ, Central Institute of Labour] are constructed so that the one being instructed not only assimilates the bare function of “processing,” but is gradually introduced into the higher stages of the organisation of labour, assimilating in various combinations both the function of Installation [установка: also setting, set]¹ and the function of control, as well as the function of calculation included within all these functions.
The most curious mass experiments on the preparation by CIT of workers for the higher forms of the organisation of production (as, for example, compacted [intensified] or functional work in the textile industry), and likewise the analytical-functional works, led CIT to the creation of the Labour Clinic as an institution capable of continuously yielding functional indicators of work. And we suppose that for the purposes of norming this clinic will serve as the supplier of both methodological and practical material.
The functional grouping of measurers, as was demonstrated above, resolves not only the analytical task, but the synthetic one as well. The bare analytical task is resolved by the so-called norming “by elements”; the functional grouping of “elements” resolves the task of the classification of data; here we approach not only the problem of the bare summation of “elements,” but the cognition of the nature of the given work.
The basis of classification for us is the division of the machine or the workplace into definite sections or zones; with this classification of the machine or the workplace by zones we couple in turn the biological classification of the functions of the labourer [работник].
The division of the workplace or the machine into zones constitutes precisely that junction where it is possible, purely experimentally, to trace the junctions between a definite section of the workplace or a machine function and a definite function of the labourer.
An experiment conducted in such a manner shows that the division of labour into mental and physical is extremely conditional [conventional, relative].
It suffices merely to establish these functional summands [addends] as “Installation,” “processing,” “control,” in order — by their temporal magnitude — to be convinced what an enormous percentage of efforts of a not purely muscular-energetic character is applied even in the most, it would seem, primitive and “physical” types of labour. Even the function of “processing” represents small installations and re-installations, constant evaluations (control) and calculations.
Functional transitions in work signify at the same time, of course, constant transitions onto various mechanisms of the human machine and onto various brain centres.
In the bio-engineering laboratory of CIT there is at present under way the so-called synthetic experiment, i.e. the adjustment [наладка] of measurements of the production process and of the production behaviour of the labourer by a multitude of methods simultaneously. The task of this experiment is not only that one method should verify another, but that an exact measurement of production functions be achieved in accordance with the various labour functions of the labourer. And we stand on the eve of registering no longer only the functions corresponding to mechanical work, but also the functions connected with the distributive work of the central nervous system.
Organisational analysis and biology
And so now we pass over to the general problem of the measurement of the biological functions of the labourer.
Let us outline briefly, yet with possible completeness, first of all the problem of the measurement of the muscular-energetic work of man in its relation to production productiveness [продуктивность: output] (or productivity).
The analytical culture acquired by the investigator in the study of production processes and in the study of such perfected organisational mechanisms as machine-tools compels one to approach the problem of the measurement of biological functions in production with that same analytically-detailed culture. Otherwise one may indeed conduct a biological experiment, one may indeed produce “results,” but they will turn out to be the next fashion, will yield temporary illusions and will breed a reaction against any investigations whatsoever, and the “practicians” will once again bolt [shy away] towards common sense.
Speaking now of the productivity of the human organism, here too we must introduce that same method of combining it with the organisational forms of the activity of this organism. To consider the labour of man in general, independently of organisational culture, is just as impossible as to speak of production without reckoning with the forms of this production.
Biology and Labour Culture
Already at the dawn of the labour activity of humanity we may observe the striving of man to create a particular Labour Culture increasing the productivity of the human organism.
Traces of this culture we may find in ancient cultures: Chinese, Egyptian, Hebrew, Greek, Roman, Central European and Russian. A model of the scientific description of this Labour Culture is the book of Bücher, Arbeit und Rhythmus [“Labour and Rhythm”], in which, despite the specialised title, there are given the richest descriptions not only of rhythm, but also of the ancient social forms of labour — individual labour, collective labour, labour organised by means of particular sensory directors [directors of the senses].
At present, as never before, the culture of the productivity of the human organism makes its staggering successes: the culture of rapid running, of running with obstacles, the culture of swimming, the culture of the lifting of weights, a particular motor culture; before our eyes begins an aerial-motor culture, not to speak of the general hardening [закалка] of the organism accompanying this culture.
How great the successes of this culture are may be seen if only from the fact that for a healthy but untrained man a run on skis for two days at 30 versts¹ will yield not simple fatigue, but fatigue with signs of morbidity; that for a healthy swimmer to swim across the middle current of the Volga (1.5 kilometres) appears a heroism — while at the same time we see a continuous ski run of 1400 km and the swimming across of Gibraltar. For an unaccustomed man to hold himself passively on an aeroplane as a passenger constitutes nothing pleasant, and a flight of two hours yields evident signs of fatigue, frequently morbid — whereas the pilot, producing work on the control of the aeroplane, now no longer as an exception, produces multi-hour continuous flights.1
1¹ A verst equals 1.067 kilometres.
And it is curious that many forms of this culture of the work of the human organism, appearing first as sport, sometimes as a trick, subsequently become the discharge of professional work. To indicate that a professional chauffeur covers 200 km of way per day, or that a pilot covers 1000 km — this too is striking; but is it not striking that in contemporary piloting the loop-the-loop [lit. dead loop] figured first as the audacious “trick” of a daredevil, and at present — as a necessary element of aerial combat, i.e. of military work?
And so, on the basis of these very positions [propositions] and examples, is it possible to speak of the fact that a labour norm may be taken without taking into account the culture of the productivity of man?
The culture of the productivity of man constitutes, of course, the presupposition of his Labour Culture. Already the very presence of “physical culture” acts refreshingly upon the labouring man, but it, undoubtedly, also influences more profoundly the very Labour Culture of the labourer, imparting to him a whole series of labour and organisational knacks [сноровки]. This may be seen if only from the obvious fact that military men enter into work more rapidly than civilians.
Now, after these preliminary remarks, we shall disclose the dependence of the productivity of the human organism upon that internal work which the organism produces for its external work.
In order that this question gain in its clarity, we shall first analyse the moments deliberately abstracted from Labour Culture, then we shall analyse precisely these moments of Labour Culture in coupling with the first ones, and, finally, the moments of organisational-production culture in coupling with the two first ones.
Let us establish [install] the moments of the first category.
On the basis of what is known in the specialised literature, and on the basis of the experimental works of CIT, we suppose that the following magnitudes must be subject to accounting: 1) the time spent on the work, 2) the energy which the organism expends (internal work) for the production of the given work, 3) the work produced by the working organs of man (external work), 4) productiveness, i.e. the objectively (and not subjectively) produced work, and, finally, 5) the restorative period required for the organism at the given internal work.
To analyse all these questions at present is possible for the time being only theoretically, since the measuring technique is still insufficiently perfected, the more so for the conducting of experiments in the immediate production environment.
Only the first magnitude — the time of work — can be (although not always and everywhere, it must nevertheless be said) measured.
Concerning energetic expenditures, or the internal work itself, it must be said that for the time being it does not submit to direct measurement: neither pyrometers nor ergometers have yet been created showing the work in the very hearths [seats] of work — in the muscles. As for indirect indicators, i.e. the energetic substances entering the organism and departing from it (food and air), here too the experiment, especially in the production environment, has not created generally recognised standards of method, and the main thing is that there is as yet no technical possibility of giving a continuous curve of indicators, as can be done with the third magnitude (the mechanical work produced by the working organs). Consequently, not only is it impossible to give a direct indicator of calories, but even firm continuous indicators, not subject to dispute, from which calories may be derived.
Of late, among the methods characterising the energetic expenditures of the organism during production work, attention is drawn to the methods of biochemical investigation of the blood and urine of the labourer, and likewise of gaseous income and expenditure.
However, the first gives only the possibility, by means of periodic microanalysis of the blood and urine, of detecting changes in the “picture” of the blood and urine, but not of directly revealing the curve of energetic expenditures. Investigations of gas exchange lead up to the sources of energy-formation, but require at the same time an independent analysis of the restorative period.
On the significance of gas exchange
Here we shall permit ourselves to make a certain digression in the exposition, in order to bring forward a reference concerning the limits of the significance of gas-exchange measurers.
The view of CIT on the limits of reliability and on the significance of biological measurers is sufficiently illuminated in the literature. And we shall prefer to take references from other investigators who occupied themselves with biological measurements under high forms of the organisation of production. Let us refer to the curious work of Prof. E. M. Kogan (Scientific-Research Department of Social and Professional Hygiene, Kharkov); in Nos. 7 and 8 of the journal Hygiene of Labour for 1928 his work “An Experiment in the Comparative Study of Manual and Conveyor Work” is printed. In the first part of his work he makes a not-uninteresting conclusion summing up the analysis of the experiment: “We have, consequently, not only a considerable diminution of the expenditure of energy by each separate worker during work on the conveyor in comparison with manual work, but also a very large economy of the total sum of the expenditure of energy per unit of output.” (Hygiene of Labour, No. 7, p. 29. Emphasis by E. M. Kogan. — A. G.).
29. М. – А. Г.).
A conclusion interesting in itself for the characterisation of conveyor work, but the circumspect and conscientious author not only tried to juxtapose [compare] the data on energetic expenditure with the indicators of the state of the central nervous system and of ergography, but was also compelled to acknowledge that energetic data cannot play the role of decisive indicators. Thus, he affirms: “However, a series of conditions having extremely great significance may in a sharp degree violate and modify this correspondence between energetic expenditure and fatigue under different types of work. Such factors as the exploitation of the nervous system and the peculiar demands presented to it, static work, the tempo of work and the distribution of working time, may here play a decisive role.” (Hygiene of Labour, No. 8, p. 16. Emphasis ours. — A. G.).
16. – А. Г.).
Prof. Kogan further draws into consideration a whole series of factors of a biological order, by their nature far from bare energetic-muscular loading. Automaticity and rhythmicity of work, the “liberation of attention,” the unloading of the “intellectual-volitional sphere,” etc. — this is what already constitutes the object of the physiologist’s close attention. And he summarises: “The practical resolution of the question of the physiologically-optimal and maximally permissible tempo under flow-line work is connected, however, with great difficulties.” (Ibid., p. 19. Emphasis ours. — A. G.).
19. – А. Г.).
Prof. Kogan fatally [inevitably] passes over to the consideration of questions no longer of a biological, but of an organisational-production order. We cite a characteristic passage:
“In many workers there steps into the foreground here a general protest against a definite, distinctly stamped labour discipline, mechanically controlled by the conveyor. To a definite tempo and a course of work exactly regulated by a general order there is opposed the individual freedom of the isolated worker, fulfilling his assignment at an arbitrary speed determined only by the striving towards the greatest possible earnings. Here, in essence, the matter concerns one of the stages of the still continuing struggle of trade habits and forms of work with the progressive and consistently developing machine mode of production, with its inexorable subordination of the individual to the demands of a powerful production collective, exactly determining the place, character, tempo and order of the work of each of its members [сочлены: co-members, joints].” (Ibid., p. 22).
Thus fatally the investigator passes from a purely energetic analysis to the entire complex of biological problems limiting the exclusive significance of energetics, and, finally, he places all these problems in coupling with the organisational side of production.
For the biologist-investigator such a point of view constitutes an interesting exception.
The synthetic (biological) experiment unfolding in CIT on the base of organisational-functional analysis acquires for us, after this reference, still greater convincingness.
Mechanical work
The measurement of the mechanical work produced by the working organs possesses an already generally recognised technique, especially there where the working organ accomplishes uniform rectilinear or exact circular motions. Difficulties begin when the working motions produced by the organs of man have no definite exact directors, and the motion itself has no visible standard. Then there remains nonetheless the path of a theoretically calculated measurement of work.
There are particular cases when the mechanical work conducted by the working organs of man coincides with objective production productiveness, for example in the turning of a wheel, the displacing of objects. In the majority of cases, however, productiveness is measured separately: by the quantity of pieces worked off, by the quantity of operations, by the magnitude of the serviced production line, by the magnitude of the serviced area.
