The Restorative Period

The measurement of the restorative period, as well as the measurement in general of the states of the organism without work produced by the working organs of man, already presents fewer difficulties than the measurement of internal work during the production of external work. The determination of the period of restoration, i.e. of the period when the organism arrives at the energetic receipts and expenditures proper to it in the state without the production of external work, could in itself be an important (albeit negative) indicator of the internal work produced; all the more so its measurements must not be let slip when there is a possibility to determine the energetics of the working (outwardly) organism.

The human machine-organism differs from every other machine (created by the hands of man) precisely in this: that it possesses special automata not only for the absorption of energy, but also automata of restoration.

To fail to take these automata into account during the analysis of the work of the human organism would be a gross oversight and an error.

Theoretical Limits of Norms

Now, again speaking theoretically, we can determine the limits of the admissible norms for the labourer [

It is not difficult to establish that the limits in the given case will be the restorative period, since its very name already shows that the losses which the organism bears can, of course, be limited by a corresponding receipt [income].

And, speaking again purely theoretically, we can answer the question — whether in the norms a minimum of energetic expenditure is admissible, or an optimum, or a maximum.

The one, as well as the other, as well as the third, can be determined, of course, proceeding from the productivity necessary for production.

Consequently, we can formulate the question thus: is it admissible, proceeding from high productivity (4), to produce by the working organs of man only such a quantity of work at which, per the given unit of energy (2) over the given period (1), the greatest quantity of work (3) would be obtained; or is it admissible, in the name of high productiveness [производительность], to expend on average also a greater quantity of energy upon the given work for the attainment of high productivity [продуктивность]?

We consider that precisely the latter is admissible — admissible in the case of the covering of the productive energetic expenditures by a corresponding restorative period. And the optimum is inadmissible, insofar as it uncovers only the factors of the working period and ignores the restorative period.

In fact, we can see this from the following table, in which all the enumerated moments are given, for the simplicity of evaluations, in abstract units.

We admit three conceivable types of work: I, II, III. All three types we characterise by an identical temporal duration, expressed in 7 temporal units (for example, 7 hours of day-work). The first type yields a productivity over this temporal period of 200 units, the second — 320 units, and the third — 380.

It lies before us to determine whether a norm of 380 units is admissible under those energetic (column 2) and working (mechanical work — column 3) conditions which correspond to it in our typical table. A norm of 380 units is, of course, more advantageous for production. Let us see what relations are obtained between external work (mechanical work) and the internal work of the organism (energetic expenditures). The corresponding relations: 100:100; 160:150 and 190:200, or 1, 1.07 and 0.95. It is clear that the most advantageous relation, characterising the greatest productiveness of the organism in one unit of time, is observed both from the point of view of the height of productivity and from the point of view of the theory of the optimum.

Case III is affirmed from the point of view of productivity, but negated from the point of view of the theory of the optimum. Case II will be precisely optimal, but not with maximal productivity.

We consider that the resolution of the question must be placed in dependence upon such a factor as may not manifest itself directly during work (the factors manifesting themselves during work are precisely those designated in columns 1, 2, 3 and 4). This factor is the restorative capacity, or the quantity of temporal units necessary for the restorative period. Here we turn to column 5 of our table, where the magnitudes of the restorative period (admitted in hours) are theoretically and conventionally [conditionally] designated: for the first case, including sleep, in 10 units; for the second — in 12 units; and for the third — in 14. Obtaining the sums of the units of the working period (7) and the period of restoration (10, 12, 14), we obtain successively: 7 + 10 = 17; 7 + 12 = 19; 7 + 14 = 21. In all three cases we obtain still further restorative reserves: in the first case 24 (the day-and-night [сутки]) — 17 = 7; in the second 24 — 19 = 5; and in the third 24 — 21 = 3. From this we can draw the conclusion that for high productivity (case III) we can admit also such a production of mechanical work by man at which the quantity of expended energy is directly less advantageous for the organism than in case II.

The Influence of Labour Culture upon the Factors of Productiveness

However, we must obligatorily account for the sources also of a higher productivity of man, if we take into consideration his Labour Culture, of which we spoke earlier than giving the just-presented table.

Labour Culture will find its expression in the alteration of all the magnitudes indicated in our table in columns 2, 3 and 5, and, of course, in the end will reflect itself upon column 4, i.e. — upon productivity.

Let us take apart [analyse] successively what Labour Culture signifies in these its special expressions.

Let us direct attention first of all to column 2, to the energetic expenditures of the organism, to internal work.

Can Labour Culture here manifest itself in any degree whatsoever, or — speaking now more precisely — in the given special case can it be that for the production of the given mechanical work by the working organs (it is unimportant in the given case whether the work is rational or economical) less internal energy was expended? (We speak of muscular energy.)

To this we must answer only affirmatively. Of course, following the law of the transformation [conversion] of energy, we must admit that the thermal energy worked out in the muscles can yield only a strictly defined quantity of work. Just as little subject to any culture are the physico-chemical laws of combustion: their formula is everywhere and always one. But, however, we shall not forget that we have to do with a human machine, in which act extremely complex mechanisms of control, among them mechanisms of control over the transformation of thermal energy into mechanical work and over the production and distribution of thermal energy. The human organism is filled with an enormous quantity of adaptations permitting one to “cultivate” rational heat-formation and heat-distribution. And here precisely we must recall that this apparatus of control is the nervous system. It is precisely it, sending forth its command impulses, that constitutes the hearth [seat, focus] of the finest culture.

At the first trials of external work the nervous impulses are distinguished neither by strict localisation nor by exact temporal dependence. As a consequence, neither an economical sequence in the production of thermal energy nor its economy is obtained. When it is said that one is “thrown into a fever,” this means precisely that the nervous system in its initial “blind” orientation sends its impulses over a far greater area than is required for the production of the given energy or internal work.

Only after many trials, and not rarely after prolonged training (deliberate or spontaneous), is the most economical respiration obtained (the absorption of oxygen and the throwing-out of carbonic acid [carbon dioxide]), adapted to the given production of energy, together with the strict localisation of the formation of this energy, i.e. a precisely adapted blood-supply. In some cases this adaptation is worked out by means of conscious efforts, in others — by means of unconscious reflexes.

Let us bring forward an illustration of this: the respiratory adaptations of workers upon heavy percussive [shock, striking] works (butchers, wood-choppers, chippers upon cold work), expressing themselves in a sharp and forceful exhalation together with the delivery of the blow. No less interesting is the culture of respiration among singers, as well as among walkers and runners — with exercise upon abdominal respiration.

From here, to a considerable degree, flow also the exercises in motor culture accompanying the training of labour grips [приёмы: techniques, methods] in CIT [ЦИТ, Central Institute of Labour]. From here too come the attempts of CIT to implant this motor culture directly within production.

Turning to the Labour Culture corresponding to column 3 — the culture of the mechanical work produced by the working organs of man — we shall, firstly, in accordance with what has been said concerning energy-formation, establish that in the labourer who is uncultured in the labour respect there must appear no small quantity of entirely superfluous accompanying motions; secondly, that strict localisation and selection of motions arrive only gradually and, as the experience of instruction shows, that it is far more difficult to re-train labourers than to train them.

Here again the nervous system plays an enormous role, accustoming the labourer to completely demobilise certain organs during work. Examples of such demobilisation we find in the trainings at CIT upon percussive works, when upon the right hand the middle finger, the ring finger or the little finger are almost completely demobilised (or denervated); exactly so with the left hand, during supporting and guiding motions, when convulsively strong finger-grips upon the tool are replaced by a light supporting in the demobilised hand.

It would be in vain to think that these phenomena are characteristic of ponderous motions. In low-power motions we observe the transition from powerful, tensed finger-motions to low-power elbow and shoulder motions. Thus, this strikes the eye sharply in rapid writing, in work upon the typewriter, in the brushing-off [fanning] motions of women spinning labourers.

The growth of neuro-muscular memory communicates to our motions not only economy, but enormous power and velocity. Only in the process of training and of the elevation of Labour Culture do we see that the fingers serve us not so much as tools of mechanical work, but as “feelers,” tools of the cognition of resistances, and that, educating the nervous system, they afterwards yield the most economical system of nervous impulses for the rapidly and powerfully working large levers.

The work of the nervous system already at this stage steps forward as the greatest economiser of mechanical work. But its greatest power manifests itself in the culture of the distribution of motions and in the conversion of this culture into an automatic one, into organisational-motor memory, which communicates to mechanical work already the highest degree of economy.

If, during energy-formation and during the mechanical work of man’s organs, Labour Culture expresses itself in the economisation of this energy and this work, then Labour Culture in the sphere of restoration has the reverse expression: the enrichment of the labourer with energetic resources.

Restorative culture, as we have seen from the foregoing, makes itself known also during the work itself — in relation to muscular work, in the grips of respiration and of the alternation of working motions; in relation to the nervous system, in the development of automatism in motions. Restorative culture in the full sense, however, is attained precisely by communicating complete repose both to the musculature and to the nervous system. Both the one and the other succeed with the greatest capacity of the organism for denervation, i.e. for the paralysing of nervous impulses. And, of course, the “art of resting” is not such a simple art. To lie down and rapidly demobilise, to de-will the muscles, to fall asleep firmly, calmly and at the appointed time — these capacities are not so widely distributed, and their creation for Labour Culture is of primary significance. From here runs the road to the culture of everyday life [быт], to its ordering and measuredness.

To this same sphere belong the daytime rests during dinner intervals or during breakfast intervals, which must be fitted out not only as intervals for the intake of food, but also as intervals for the calming of the nervous system. Further in the series of rests follow the weekly rests and, finally, the annual ones, as periods of the greater amortisation of the labourer.

But restorative culture in the intervals within the working period itself has no lesser significance. In particular, intervals in work have significance, of course, not only for restorative muscular energy; besides the calming of the nervous system, they communicate to the labourer the beginnings of labour discipline, of circumspection and of organisational order. And this, in its turn, signifies an increase in the readiness of the nervous system for its distributive work.

Speaking of restorative capacity, we must note yet further most interesting possibilities. As we have already said above, in our functional analysis of productive processes the latter are easily broken down into three functions, sometimes entirely obvious: Installation [установка: also setting, set], processing and control. We know that between them definite temporal relations are observed, and that the labourer, working, passes in some cases frequently, in others rarely, from one function to another. These transitions, once again, open up restorative possibilities for the organism. In the most typical case of filing, which by many is uncritically perceived as one continuous filing, it turns out in fact that during “control,” when the work of the nervous system has predominant significance, the labourer gives rest to the strained muscles, and, conversely, during “processing,” when muscular-motor work has predominant significance, a certain [lit. known] rest is obtained for the nervous system.

A good arrangement at the workplace, exactly adapted to the labour functions, at the same time contributes to the economisation of the expenditures of labour efforts.

The arrangement at the workplace, after attentive analysis, can assume a character of an environment so conveniently calculated that it directly dictates a definite behaviour, and consequently it can carry the economy in the installing, processing and controlling functions to such a height that Labour Culture will assume the character of an entire labour revolution.

Attaching such important significance to Labour Culture, and stating the entirely indisputable position that this Labour Culture at our enterprises is only now beginning to make its advances, we have the right to say that the existing norms, reflecting the low level of this culture, must be elevated.

The Nervous System and Productive Behaviour

And of course, after our characterisations of Labour Culture, no one will make the hasty conclusion that this Labour Culture consists in the simple multiplication of efforts, in simple pressure or self-pressure (in over-strain [rupture] or daredevilry).1

1ухарство — daredevilry, reckless bravado; Gastev opposes it to calculated distribution of effort.

No, it consists precisely in the high culture of the distribution of efforts.

And it is precisely this organisational-distributive understanding of Labour Culture that gives us the right to insist also upon the organisational-distributive character of norms.

And it is fully comprehensible that here the problem of the work of the labourer’s nervous system rises to its full height.
