Part Six. Norm-Setting and Labour Culture in the Period of Socialist Construction

A Social-Political Reference [справка: an informational note, a certificate]

After the analytical propositions [положения: theses] connected with the forms of production, it is necessary briefly (on the scale of the given brochure) to illuminate the question of norms in the period of socialist construction.

By now all have grown accustomed to the thought that it is necessary for us to “catch up with and overtake” the level of capitalist progress in the domain of the organisation of production and labour.

It is necessary, however, to sharpen the question particularly upon this: that the very Labour Culture of the Proletariat must also be constructed in calculation upon catching up with and overtaking that same culture under capitalism. Let us adduce first of all the classical lines of Lenin:

“In the last analysis, productivity of labour is the most important, the principal thing for the victory of the new social system. Capitalism created a productivity of labour unknown under serfdom. Capitalism can be utterly vanquished… by the fact that socialism creates a new, and much higher productivity of labour.”1

1Lenin, “A Great Beginning” (June 1919), in the English of the Collected Works, vol. 29.

(Lenin, vol. XVI, p. 254).

XVI, стр. 254).

One must not think that here, under the word “productivity of labour,” is understood a general derivative merely of a high technique of production; no, the very “intensity,” the working “ability” [уменье: know-how, skill] were regarded by Lenin not only as an organisationally-immutable conclusion from a higher production technique, but at the same time as an independent problem, demanding independent efforts. Thus, in another place he says:

“…a condition of economic uplift is also the raising of the discipline of the toilers, of the ability to work, of expeditiousness [спорость: speed with success], of the intensity of labour, of its better organisation.”2

2Lenin, “The Immediate Tasks of the Soviet Government” (1918), quoted from Gastev’s Russian.

(Lenin, vol. XV, p. 193).

XV, стр. 193).

In its time, when a fall of labour discipline was observed in the enterprises, Lenin called for a “discipline of iron” (vol. XV, p. 204). In 1918, in the Central Committee of Metalworkers, by a group of its members, together with the one writing these lines, the question of the struggle for high output norms was posed and begun in elaboration. With this aim we, firstly, began an intensified propaganda of the ideas of Taylor and in general of the “scientific organisation of labour”; secondly, we took upon ourselves the initiative of creating the so-called technical-norm-setting bureaus. Both this propaganda and the creation of the technical-norm-setting bureaus called forth stormy disputes in the trade unions. The Central Committee of Metalworkers, sharing our point of view and our practical attempts, met with serious resistance from other unions.

At one of the sessions of the Sovnarkom in that same year 1918, V. I. Lenin sharply took his stand, on the question of the Taylor system, on the side of the CC of Metalworkers. More than that, he attached to our union initiative so great a significance that he dwelt upon it more than once in his speeches of that time. Here are the corresponding extracts from his speeches:3

3Sovnarkom = Council of People’s Commissars CC = Central Committee.

“The most conscious vanguard of the Russian Proletariat has already set itself the task of raising labour discipline. For example, in the Central Committee of the metalworkers’ union and in the Central Council of Trade Unions the elaboration of corresponding measures and of draft decrees has been begun. This work must be supported and moved forward with all forces. It is necessary to put on the agenda [на очередь: next in turn], to apply practically and to test piece-rate payment, the application of much that is scientific and progressive in the Taylor system, the proportioning of earnings to the general totals of the output of product or to the operational results [эксплоатационных: operating, as of a railway] of railway and water transport, etc., etc.”4

4Lenin, “The Immediate Tasks of the Soviet Government” (1918), quoted from Gastev’s Russian.

(Lenin, vol. XV, p. 194 — “The Immediate Tasks of Soviet Power”).5

5Published in English as “The Immediate Tasks of the Soviet Government”.

At the Congress of Councils of National Economy, a month after the speech just cited, V. I. Lenin raises this union initiative to the height of “world-historical significance.” (Ibid., p. 283).

Despite such categorical formulations of Lenin, the slogan of the struggle for high productivity, for the ability to work intensively, for the ability to attain high norms still even now not infrequently meets not only instinctive, but also “ideological” [идейное: of ideas, principled] resistance.

Many represented and represent to themselves the struggle for high productivity — “without intensification”; many suppose that from the class enemy one must learn only technique, or in the extreme case “organisation,” taken in abstract form, but that from him one cannot, or that it is even shameful, to learn discipline and the very organisation and culture of labour.

Lenin, as if answering such preachers, says that one must learn from the German.

“It so happens that it is the Germans who now personify, besides a brutal imperialism, the principle of discipline, organisation, harmonious co-operation on the basis of modern machine industry, and strict accounting and control. And that is just what we are lacking. That is just what we must learn.”6

The question of the lawfulness [закономерность: conformity to law, regularity] of the slogan of “intensity” and of intensification was resolved most fully and responsibly at the II Conference on the Scientific Organisation of Labour, where there were represented, on the one hand, the highest party and social instances, in the person of the CCC and the trade unions, and on the other — labourers [работники: practitioners] in the organisation of labour.

The then chairman of the CCC, Comrade Kuibyshev, presented theses which were unanimously adopted by the conference and thus turned into a resolution.

Here are the most characteristic places [passages] of this resolution:

“…it is childishness, or a non-understanding of the tasks of the Working Class, or a masked struggle against the proletarian dictatorship — [this] neglect of the questions of raising the productiveness of living labour in a country where this living labour plays a colossal role by force of the weak development of technique.”

(Resolutions of the II Conference on NOT. Publ. NK RKI USSR. 1924. P. 6).7

7NOT = Nauchnaya Organizatsiya Truda, Scientific Organisation of Labour. NK RKI = People’s Commissariat of the Workers’ and Peasants’ Inspection.

And here is yet another no less expressive place from this same resolution:

“…it would be an error to deny the possibility of raising the intensification of labour in those branches of industry where the contemporary level of intensification of labour lags behind the corresponding level in capitalist countries.”

(Ibid., same page).

It is understandable that the ability to work cannot be defined as the result of simple wanting [volition] or “zeal.” No, this ability comes as the result of systematic efforts. And it is these systematic efforts that are Labour Culture.

In recent times the most typical document in which the call to greater productivity and to intensity is coupled [сопрягается: mated as parts] is the Manifesto of the CEC, published on the tenth anniversary of the October Revolution.8

8CEC = Central Executive Committee (ЦИК) of the USSR. The Manifesto of 15 October 1927, which announced the transition to the seven-hour working day.

The Manifesto, securing through the introduction of the 7-hour working day a restorative maximum [восстановительный: of recovery], at the same time points to the “slavish tempo” of our work and calls precisely for “Labour Culture.” In the manifesto it is said:

“Socialist rationalisation of the economy, the raising of its technique and its organisation, the growth of Labour Culture, the annihilation of slavish habits and of the slavish tempo of work must be placed at the head of the corner.”

And the introduction of the 7-hour working day is conditioned precisely [thus]:

“…in accordance with the course of re-equipment and rationalisation of factory-plant enterprises and the growth of the productivity of labour.”

The Manifesto — this is not a Most High “granting of freedoms” [высочайшее: the official epithet of the Tsar’s acts], it is a call to the Working Class to raise its labour efforts, to go over to new forms of labour, a call to work precisely upon a new, rapid tempo and to perfect its Labour Culture for this tempo.9

9Высочайший манифест was the formal name of an Imperial manifesto; Gastev sets the Soviet manifesto against the Tsar’s October Manifesto of 1905, which “granted” civil freedoms from above.

Precisely in exact correspondence with the manifesto, the AUCCTU gives an interpretation of the introduction of the 7-hour working day in the following manner:10

10AUCCTU = All-Union Central Council of Trade Unions (ВЦСПС).

“2. As the basic moments determining the tempo and the sequence of the transfer of enterprises to the seven-hour working day, the plenum of the AUCCTU considers the reconstruction and rationalisation of the system of production, consisting not only in the technical re-equipment of enterprises, but also in organisational rationalisation and a more rational utilisation of the Labour Force [рабочая сила], in particular, in the introduction of: a) the mass-character [массовость: production on a mass scale] of the manufactured production; b) the homogeneity (or standardisation) of the product; c) the mechanisation and machinisation of production operations; d) the greatest division of labour and fragmentation of works by operations; e) the compaction [уплотнение: packing tighter] of production operations and compaction in the servicing of machines and mechanisms.

Under these conditions the introduction of the seven-hour working day will secure the expansion of production, the softening of the commodity hunger, the drawing of new cadres of workers into production and the weakening of unemployment, the further growth of the productivity of labour and of wages.”

(From the resolution of the V plenum of the AUCCTU upon the report of Comrade Shmidt, newspaper “Trud” No. 262 of 11 November 1928).11

11V. V. Shmidt (1886–1938), People’s Commissar of Labour of the USSR, 1923–1928.

In that same resolution of the plenum there is also a special point concerning Labour Culture:

“The plenum of the AUCCTU considers the immediate task of the unions to be to conduct work on the creation of favourable conditions for the working-out [выработка: the same word as ‘output’] of a new Labour Culture, consisting in the ability to work intensively and in the assimilation of new rational labour habits, of convenient Installations [установка: also settings, set] of the worker in production and of the cultured production behaviour of the worker.”

…Now we wish to say several words about the “special positions” of the trade unions in the questions of norm-setting.

Can there be, under contemporary conditions in the Soviet state, any special position of the trade unions in the methods of production analysis and in the very mode [способ] of determining norms? It seems to us that the answer to these questions can only be negative.

There can be a difference in methods, there can be a difference in the grips [приёмы: techniques, methods] of analysis and the grips of calculation, but to think that this difference can be connected with some special social position of the trade unions — this means to admit the principles [начала: beginnings] of class struggle into the very methodology of measurements.

There can be special directions [tendencies], special schools, but they can exist just as there can exist special schools and directions in contemporary technique.

We can only establish that if our economic managers [хозяйственники] answer specially and predominantly for the production effectiveness of enterprises, and the trade unions specially and predominantly for the well-being of the labourer, — yet to the ones and the others are equally dear the successes of the socialist economy, its uninterrupted improvement, i.e. its rationalisation.

From this it can be established that the type of responsibility of the economic manager and of the trade union is different, and consequently, so to speak, the field of vision, the field of concerns is somewhat different. The trade unions, more than the economic managers, are called upon to concern themselves with the restorative measures of the state in relation to the labourer. We have a special people’s commissariat — Narkomtrud, whose task consists precisely in this: already from a purely state point of view, to install [устанавливать] constantly a unified policy with the accounting of the indications [directions] of both the economic managers and the trade unions.12

12Narkomtrud = People’s Commissariat of Labour.

The trade unions can no more have their own special position in the matter of norm-setting than they can have a special position in the questions of the measurement of the work of machines. But relating with particular attentiveness, by force of their special responsibility, to the interests of the labourer, the trade unions must all the time couple the norms with the restorative resources of the Working Class.

The socialist state, in installing the 7-hour working day, and consequently increasing the restorative period, connects the raising of norms precisely with the increase of the restorative period.

And the trade unions must work upon the regulation, upon the better utilisation of this restorative period, improving both the factory and the extra-factory mode of life [быт] of the worker, right up to a better, more cultured organisation of the worker’s leisure.

The carrying-through of the 7-hour working day was understood by the trade unions not only as a call to rest, but also as a call to the greatest organisational-labour tension [напряжение: also strain, voltage].

That is why the trade unions now, and more than ever before, connect the questions of norm-setting with the rationalisation of production that is taking place…
