The Organisation of Production as a Science

The completely exceptional conditions of the work of CIT [ЦИТ, Central Institute of Labour] gave the possibility of constantly juxtaposing [comparing] the state of the science of the organisation of production with gigantic practical demands. From the very beginning of our work we strove towards this: that theory and practice should not only stand in the usual relation of pure science and the field of its application — no, not only so. We strove, and now more and more we strive all the time, to furnish [surround] our practice with control data; we strive so to “preparate” [dissect, as a specimen] practice that it, in its manifestation, would be furnished with investigative works. Under such a position [state of affairs] confidence and resolution in the construction of theory are obtained not only as a result of the purely internal harmony of one or another positions [propositions], definitions and calculations, but also in the breadth of the application of the given method.

And if formerly the principle of the “narrow base” was victorious for us as a method, then the broad field of our practical action insistently called us to a system.

The system was created gradually: this was precisely as a result of the transition from the species to the type, from the practical object to the multiplicity of objects. And perhaps we would never have had such a thirst for a system as in the period of broad practical work.

Touching in our activity upon a gigantic and diverse field of work, we quite inevitably began to work out not only a method, but also standards of methods. From method we passed over to methodology. In a word, we live as never before in a period of the creation not only of the “method of CIT” as a mode [way] of forming the Labour Force [рабочая сила] for production, but in a period of the creation of a scientific school in the domain of the organisation of production. It is precisely this school, this “own road,” which permits one to render an account of exactly what state the problem of the organisation of production as a science is in.

The organisation of production as a problem was first of all the lot and even the “professional secret” of the entrepreneur. Even now there exist currents, not infrequently assuming a “scientific” character, in which the entrepreneurial principle is considered decisive in the organisation of production. Such is the French school of Fayol, with its high evaluation of activity and inventiveness in the domain of organisation. Extreme subjectivism, a certain idealistic principle — these are the characteristic traits of this doctrine.

Considerably higher, more objective, more convincing becomes the treatment of the problem of the organisation of production when it assumes the character of a rationalistic doctrine, as a part of the general implantation into contemporary technique of scientific principles, i.e., when in place of technique as an empirical problem of practitioner-inventors there appeared a science of technique, i.e., technology.

е. технология.

Properly speaking, it is precisely from that time when technology appeared as a science that the introduction of scientificness into the organisational problems of production begins. Moreover: technology served as the beginning not only of the organisation of production as a scientific problem; it was the source of the posing of questions concerning the study of human labour. From this point of view the science of human labour may be termed labour technology.

Taylor was the first (and to the present day unsurpassed) initiator of the science of the organisation of production. He introduced the principles of measurement into such production processes and into such labour processes as were not yet covered by the so-called machine (and consequently objective) working time. He likewise brought machine time itself to theoretically possible limits, subordinating it to the principles of economic utilisation.

However, Taylor did not give a system; he did not give an attempt to disclose the organisation of production and of labour as a single aggregate being perfected all the time.

Taylor, leaning upon the works of Adam Smith (and at the same time upon the works of the French encyclopaedists), disclosed more than anyone the analytical principle in production.

In his teaching the synthetic principle did not come forward, [that principle] which so decisively manifested itself in Ford and was in its time predicted by Marx.

Taylor, who gave not only an analysis by operations, but also by individual grips [приёмы: techniques, methods], who gave an astonishing prognosis of the dismemberment of the labour servicing of production by functions, was to such a degree absorbed by this analytical principle that he not only failed to develop his doctrine in the direction of the aggregation of production, but carried out a fruitful evolution as though again “backwards,” in the direction of pure technology, passing over from mechanics to chemistry (high-speed steel).

But at the same time it is completely indubitable that it is precisely to Taylor that the contemporary organisation of production owes the principles of scientificness. This scientificness consists in the introduction of the investigative method as a constantly accompanying function of production activity. He is the indisputable founder of the science of the organisation of production.

This science is nevertheless to such a degree young that it is entirely legitimate to pose the question: has it taken shape, and what are its basic characteristic features? Does this science possess its own particular object?

To many it seems that the scientific organisation of production and of labour began to take shape into a science together with the appearance (and thanks to them) of such disciplines as psychotechnics and the physiology of labour.

We are inclined to think that this is not so. Inasmuch as both psychotechnics and the physiology of labour grow as closed disciplines, torn away from the organisational tendencies of production, they not only do not enrich our organisational cognition of production, but even not infrequently create unproductive expenditures of scientific forces and means, and create scientific illusions. Only such tendencies as are represented, for example, in Prof. Sachsenberg (Dresden) — tendencies of investigating the psychic moments coupled with a determinate form of production (chain work) — enrich organisational science. Exactly so too the physiologists who have entered upon this path are undoubtedly going in the correct direction.

We in CIT had to pass along an instructive path in this direction: from attempts at a laboratory ensemble to a labour clinic, where biological study is disposed within the frames of organisational-production analysis and organisational-production registration.

And before us the question arose: what is it that pre-decides in the science of the organisation of production — does biology pre-decide production organisation, or, on the contrary, does production organisation dictate to biology its problems and solutions? We affirm that [it dictates] precisely not only the problems, but also the solutions. For, in the final account, in the science of labour, in labour technology, the most important question is the correlation between work and rest.

But it is precisely here that one must — strange as this may be — couple this question (in accordance with the forms of production) with the periods (large and small) of the objective production process. An absolute “solution” is not obtained, but the solution in the form of the distribution of times is dictated all the same only by the cyclicity and the functional displaceability and the rhythmics of the objective production process. Biological contra-indicators of labour acquire enormous significance, but one cannot in any case, for example, arrive at conclusions about the deceleration of the production process in the name of the rest of the given individual labourer. It is better to increase the living spare reserves than to decelerate production speeds. The reverse solution absolutely contradicts the very idea of technical and organisational progress.

The Sources and Base of the Science of the Organisation of Production

It is subject to no doubt whatsoever that it was precisely mass and strictly specialised production which was always the source for the construction of one or another position for organisational-production science.

Thus it was uncovered with all convincingness in the XVIII century, when the French encyclopaedists fixed [recorded] in the famous “Encyclopaedia” the pin manufactory and gave formulations of the principle of the division of labour.

Thus it manifested itself in the XIX century in the period of the stormy unfolding of textile machine-building, in which so sharply manifested itself the tendency of the multiplicity of the instrument and of condensation [compaction] upon the base of a single object of production: the fibre. Marx, as an analyst of production, was obliged to acknowledge the textile industry as the “primary formation [proto-formation] of machine industry,” and not only following A. Smith did he give an analysis of manufacture, but he gave the richest analytical exposition of the organisation of machine production. Marx in essence was the first who gave the basic formulations of the science of the organisation of production with all its most important tendencies, then only being outlined (organic and heterogeneous types of manufacture, the co-operative and the dismembering principle, continuity, aggregateness, organisational automatism).

Further on, the progress of the creation of the science of the organisation of production and of labour was already closely bound up with machine-building as such and with precision machine-building.

The end of the XIX century and the first quarter of the XX (and precisely our days) were marked by the unfolding of such enormous masses in the production of machine-building that a whole series of technologists, the most eminent scientists in the domain of technical mechanics, devoted their forces to the study of purely organisational questions in production.

We still live in these days of scientific enrichment, and it is extremely difficult to give an exhaustive genesis of the newest organisational tendencies in production. However, we shall permit ourselves an attempt to indicate one of the powerful and, in our view, determining sources of organisational science.

We have in mind military production, the production of articles of military equipment. Enchanted by the ideas of Ford, contemporary reviewers [observers] in the majority of cases connect the newest organisational tendencies in production with the technical progress of America as such. And Ford is, of course, the very largest phenomenon-Organizer, and Fordism is that idea which is now greedily received on all the continents of our planet.

But the homeland of precision machine-building, the homeland of precision mass machine-building, is — of course — Europe. This is the military production of the most militaristic countries.

English, French, German and — we mention especially — Swedish arsenals: it is here that there was created the slow unfolding [deployment], conducted in the secret silence of technical bureaus, in the tool workshops of arms factories, of mass, precision military-equipment production. And such factories as Krupp, Creusot, Škoda, Loewe and others in essence created the enormous armies of unfolders [deployers] and organizers of production. It was precisely them that America imported into its military and civilian industry; and the most symbolic figure among them is Johansson, chief of the Swedish arsenal, now a member of the board of the “Ford Motor” company.

It is precisely here, in the military factories, that there grew to extraordinary dimensions and to virtuoso limits of precision those three workshops fertilising production: 1) the tool workshop, 2) the workshop of fixtures [приспособления: jigs, attachments] and 3) the gauge [template] workshops. It is precisely here that at the head of the workshops stand, irremovable for long years, the most learned specialists, often with great academic names.

It is precisely here that the never-published [not-being-published] science of the organisation of production is being created. Thousands of reports, millions of drawings, a colossal quantity of production and control standards [etalons, master gauges] are valued far higher than scholarly dissertations on the newest themes concerning the “general principles” of production, compiled in abundance by professors and litterateurs for a “broad circle of readers.”

The question of military production is to such a degree vast that even the most general representation of it cannot be given within the limits of an article. But let us nevertheless indicate some further interesting peculiarities, which gradually impress their stamp upon civilian production. This is the production of precision machine-building.

The most famous firms of precision machine-tool building in Europe and America arose at arsenals and factories of military equipment, and only afterwards emancipated themselves from them into independent enterprises and began to flood civilian industry.

No less interesting, of course, is the fact of the penetration of special pyrotechnical technology into civilian industry.

And thus this astonishing symbiosis of military industry with civilian makes military industry in essence the source of all the newest reconstructive tendencies in production.

Alongside military industry, and the civilian industry methodologically immediately nourished by it, we must designate a whole series of further productions which are the base and at the same time the enormous laboratory of organisation.

Textile production — this astonishing phenomenon of mass-ness [mass character] and specialisation — not only gave nourishment to the science of organisation by its principle of extreme machinised dismemberment, but by virtue of that same specialisation and mass-ness it demonstrated to an incredibly high degree the principle of the condensation of operations, and through it inevitably gave the functional form of work.

Railway business as production, and in general production-transport organisations (airways, motor transport, sea and river transport), is interesting in that it constitutes out of itself an enormous production organism, not enclosed within closed factories, plants and generally “premises,” but an openly acting machine aggregate across immeasurable thousand-kilometre distances, working according to the principle of continuity, strict synchronicity and the functional division of labour and of management.

Construction business, having been since olden times assembly-mass [in character], is before our eyes assimilating powerful reconstructive tendencies, striking in their speeds, proceeding at the expense of the diminution of mass and the perfection of substance [material]; it is an open organisational laboratory, accessible to public observation. The organisational anatomicality of production here comes forward more and more with an ever-striking distinctness.

Mass-ness in combination with specialisation is, in the further development of every production, the base for the disclosure of the newest organisational tendencies.

Such are the most striking: rolling-mill business, electrotechnical productions of weak current, the productions of clothing, footwear and headgear, food business, the business of coal extraction, etc.

Mass production upon the base of specialisation, driven forward by the development of precise and rapidly working machines, is that base upon which alone it is possible to cognise the laws of organisation and to uncover future organisational tendencies.

Attempts at the creation of a so-called organisational science outside of connection with the concrete tendencies of machinised mass production are inevitably doomed to failure. And precisely because all contemporary development of the organisation of production proceeds not only horizontally (along the chain of production), but also vertically — by way of the functional dismemberment of the work of machines.

The Experimental Moment in the Science of Organisation
