The October Revolution belongs to the category of those historical phenomena which possess the character of an entire new epoch in the development of mankind.
Октябрьская революция принадлежит к разряду таких исторических явлений, которые имеют характер целой новой эпохи в развитии человечества.
The social, exceptional significance of this epoch can be grasped not only from the surroundings [circumstances] of the battle of civil war and the crash of the material force of the classes that had ruled, but still more from that creative upsurge which is borne by the class that has taken power into its own hands.
Социальное исключительное значение этой эпохи можно уловить не только по обстановке боя гражданской войны и крушения материальной силы господствовавших классов, а еще больше по тому творческому подъему, который несет класс, взявший в свои руки власть.
With historical inevitability the classes being overthrown defend social views accumulated over centuries; their role is a guarding [conservative] one; the class taking power into its hands, unleashing its revolutionary energy, not only frees itself from that ideology which the ruling classes imposed upon it, but discloses its own social I [self] in its development.
С исторической неизбежностью свергаемые классы отстаивают веками накопленные социальные взгляды, их роль охранительная; класс, берущий власть в свои руки, развязывая свою революционную энергию, не только освобождается от той идеологии, которую ему навязывали господствующие классы, но раскрывает свое собственное социальное я в его развитии.
The seizure of power by the Proletariat signified not only a class uprising against the oppressing bourgeoisie, but it expressed the historical guarantee [surety] of the Proletariat that it would raise the development of the productive forces to the highest step [stage], that it would raise this development to a step unprecedented.
Захват власти пролетариатом означал не только классовое восстание против угнетавшей буржуазии, но он выражал историческое ручательство пролетариата за то, что он поднимет развитие производительных сил на наивысшую ступень, что поднимет это развитие на ступень небывалую.
Having destroyed private property in the means of production, having introduced into the system of management of the productive forces the planned principle [plan-beginning] — two most powerful reforming means in themselves — the Proletariat, in the person of its vanguard — the Communist Party — summoned itself, on the basis of this planned economic-management [хозяйствование], to the very highest productivity.
Уничтожив частную собственность на средства производства, введя в систему управления производительными силами плановое начало – два сильнейших реформирующих средства самих по себе, пролетариат в лице своего авангарда – коммунистической партии – призвал себя, на основе этого планового хозяйствования, к наивысокой производительности.
To surpass capitalism in the sphere of the productivity of labour Lenin considered the condition of the victory of the new order, the Socialist Order.
Превзойти капитализм в области производительности труда Ленин считал условием победы нового строя, строя социалистического.
The old order, overthrown by the Proletariat, did not leave to it such labour and organisational-production traditions as the Proletariat could utilise for the purposes of raising its Labour Culture. Neither the Russian nobility with its traditions of Oblomovism [обломовщина], nor the bourgeoisie, reared on the handouts and privileges of the government, left behind them any significant cultural values in the sphere of the organisation of production and labour. Not for nothing did Lenin orient the Party towards the study of German models of organisation and discipline.
Старый строй, свергнутый пролетариатом, не оставил ему таких трудовых и организационно-производственных традиций, которые пролетариат мог бы использовать в целях повышения своей трудовой культуры. Ни российское дворянство с его традициями обломовщины, ни буржуазия, воспитанная на подачках и привилегиях правительства, не оставили после себя никаких значительных культурных ценностей в области организации производства и труда. Недаром Ленин ориентировал партию на изучение немецких образцов организации и дисциплины.
If there existed in Europe and in America a science of the organisation of labour and production, it was still found at the initial stage of its formation. In this science there were formed rows [series] of propositions of an analytical, investigatory-experimental and rationalising character, which the Land of Soviets could utilise. But at the same time in this science its fatal social limitedness made itself felt. The worker in capitalist society is placed in the position of one defending himself against his exploitation by the bourgeoisie. Therefore the science of labour productivity was inspired [animated] by the striving to lay bare all those defensive secrets with which the worker arms himself in his instinctive hatred of capitalist exploitation. This class position of the Proletariat is to such a degree natural, to such a degree fatal, that when the brilliant representative of American science on the organisation of labour and production, F. Taylor, “went to the people,” himself for a time became a worker, then he too had to… defend himself together with his comrades at the machine-tool [bench].
Если и была в Европе и в Америке наука об организации труда и производства, то она находилась еще в начальной стадии своей формации. В этой науке сложились ряды положений аналитического, исследовательски-экспериментального и рационализаторского характера, которые могла использовать Страна Советов. Но в то же время в этой науке сказалась ее роковая социальная ограниченность. Рабочий в капиталистическом обществе поставлен в положение обороняющегося от эксплуатации его буржуазией. Поэтому наука о трудовой производительности была воодушевлена стремлением вскрыть все те оборонительные секреты, которыми вооружается рабочий в своей инстинктивной ненависти к капиталистической эксплуатации. Эта классовая позиция пролетариата до того естественна, до того фатальна, что когда блестящий представитель американской науки об организации труда и производства Ф. Тэйлор «пошел в народ», сам на время стал рабочим, то и он должен был… обороняться вместе со своими товарищами по станку.
Among us, in the Soviet Union, the worker is not an object of exploitation, but himself the creating subject of his own new world. Of course, among us too, already in the very first period of the October epoch, there were among the workers such ones whom Lenin branded as striving to “snatch [grab],” but the advanced vanguard of the Working Class clearly realised that it “works for itself” (the words of Lenin), that it must give a “measure of labour” higher than that which it, defending itself against capital, gave under the capitalist regime.
У нас, в Советском Союзе, рабочий не объект эксплуатации, а сам творящий субъект нового своего собственного мира. Конечно, и у нас уже в самый первый период Октябрьской эпохи среди рабочих были такие, которых Ленин клеймил, как старающихся «урвать», но передовой авангард рабочего класса ясно сознавал, что он «работает на себя» (слова Ленина), что он должен дать «меру труда» высшую, чем та, которую он, обороняясь от капитала, давал при капиталистическом режиме.
And if one understands that the Proletariat which has seized power must strive towards an unprecedentedly high productivity, if one feels that we work at the beginning of an unparalleled epoch of mankind, then one can represent to oneself the burning hopes of the young new class, one can understand the unprecedented greatness of the very science of labour, of that labour under whose banner the overturn has been produced.
И если понять, что захвативший власть пролетариат должен стремиться к небывало высокой производительности, если почувствовать, что мы работаем в начале беспримерной эпохи человечества, то можно себе представить жгучие надежды молодого нового класса, можно понять небывалое величие самой науки о труде, о труде, под знаменем которого произведен переворот.
He who was genuinely burned through by this faith, he will understand how it is possible to believe in the mass, widest seizure of the working Proletariat by enthusiasm, by inquisitiveness, by prospecting [exploration] in the sphere of the unfolding of the labour forces of mankind, which had slumbered for millennia.
Тот, кто по-настоящему прожигался этой верой, тот поймет, как можно верить в массовый, широчайший захват работающего пролетариата энтузиазмом, пытливостью, изыскательством в области развертывания трудовых сил человечества, дремавших тысячелетия.
And so now, on the fifteenth anniversary [fifteen-year mark] of October, we, labourers in the sphere of the investigation of labour and production, after many years of uninterrupted work, can already definitely say that the socialist labour reserves appear to us boundless.
И вот теперь, в пятнадцатилетие Октября, мы работники в области исследования труда и производства, после многолетней непрерывной работы можем уже определенно сказать, что социалистические трудовые резервы нам кажутся безграничными.
Lenin, having brought forward the methods of socialist competition [emulation] at the very beginning of the October Revolution, called the Proletariat to the disclosure of its labour potencies, which had slumbered under capitalism…

…Socialist competition on the industrial construction-site revealed the labour reserves of the socialist Proletariat before the whole world. The arming of the Proletariat with the investigatory principle in the sphere of labour and production will not only consolidate the results of this competition, but will arm the Proletariat for new, still larger victories.
…Социалистическое соревнование на индустриальной стройке выявило трудовые резервы социалистического пролетариата перед всем миром. Вооружение пролетариата исследовательским началом в области труда и производства не только закрепит результаты этого соревнования, но вооружит пролетариат для новых, еще более крупных побед.
CIT [ЦИТ, Central Institute of Labour] had the fortune to work for long years, without lowering its investigatory tension, precisely in the sphere of laying bare labour reserves and mobilising them for the cause of socialist construction.
Центральному институту труда посчастливилось поработать долгие годы, не понижая исследовательского напряжения, именно в области вскрытия трудовых резервов и мобилизации их для дела социалистической стройки.
In the very first document to come out of CIT for wide circulation among the Proletariat working at Soviet enterprises, “How to Work” [lit. How One Must Work], we formed [formulated] the laws of the even labour rhythm and of the law-governedly mounting tension in work.

It became clear to us that, working intensively upon Labour Culture, working upon the upbringing of definite labour habits, it is possible to achieve work in which the amortisation [shock-absorption, recovery] of the working one can proceed parallel to the work, can be a constant charge for the preservation and mounting of productivity.
Нам стало ясно, что, усиленно работая над культурой труда, работая над воспитанием определенных трудовых привычек, можно добиться работы, при которой амортизация работающего может идти параллельно работе, может быть постоянным зарядом для сохранения и нарастания производительности.
Having concentrated in CIT enthusiasts knowing contemporary industrial production, we occupied ourselves not only with the decomposition of complex work into its components, not only with the decomposition of motions into elements, but, what is still more important, minute by minute, second by second, we formed the formation [образование: also education] and the accretion [нарастание] of qualification; we sought the laws of the accretion of this qualification, the laws of the formation of the qualification of the labourer as a type of Labour Culture, independently of its professional-shop [guild] expression.
Сосредоточив в ЦИТ энтузиастов, знающих современное индустриальное производство, мы занялись не только разложением сложной работы на ее составляющие, не только разложением движений на элементы, но, что еще важнее, мы минута за минутой, секунда за секундой формировали образование и нарастание квалификации, мы искали законы нарастания этой квалификации, законы образования квалификации работника, как типа трудовой культуры, независимо от ее профессионально-цехового выражения.
This was the time of analysis, of the laboratory investigation of one operation — chipping [рубка зубилом: cutting with the chisel]. The model of this investigation subsequently fed the investigations of tens and hundreds of production operations — muscular-instrumental, machine-tool and mounting [assembly] ones.
Это было время анализа, лабораторного исследования одной операции – рубки зубилом. Модель этого исследования питала потом исследования десятков и сотен производственных операций – мускульно-инстру-ментальных, станочных и монтажных.
The “narrow base” of the investigations, the “narrowness,” the microscopicness of the investigations, gave the possibility precisely to burst into that which is elusive for the empirical observer, hidden from him: the unfolding of the labour potential of the labourer. Neither the work of the fingers, nor the motion of the hand as a whole, is capturable either in the blow or in the rapid pressure; they are disclosed only by carefully conducted analysis, by the photographic camera, by the film of the cine-apparatus, sometimes only with the aid of the slow-motion camera [цейтлупа]. But to catch the motion, to give an analysis of the accretion [нарастание] of culture, to create thereafter an analytical graph of the accretion of Labour Culture — this means to resolve the task of the most rational, most rapid and most firm upbringing of labour motions.
«Узкая база» исследований, «узость», микроскопичность исследований давала возможность именно ворваться в неуловимое для эмпирического наблюдателя, скрытое от него развертывание трудового потенциала работника. Ни работа пальцев, ни движение кисти в целом не уловимы ни в ударе, ни в быстром нажиме; они раскрываются лишь тщательно проводимым анализом, фотографической камерой, пленкой киноаппарата, иногда только при помощи цейтлупы. Но поймать движение, дать анализ нарастания культуры, создать потом аналитический график нарастания трудовой культуры – это значит разрешить задачу наиболее рационального, наиболее быстрого и наиболее прочного воспитания трудовых движений.
On the base of laying bare these elementary laws, on the base of the construction of the graph of the upbringing of motions, it proved possible to construct a most complex, calculated programme for the formation of professions with their divisions of abilities and knowledges.
На базе вскрытия этих элементарных законов, на базе построения графика воспитания движений удалось построить сложнейшую, рассчитанную программу формирования профессий с их разделами умений и знаний.
What, then, was astonishing in the fact that if usually, by force of the tradition of centuries, the formation of qualification lasted years and years, and moreover in the surroundings of the catching of production secrets — what is astonishing in the fact that we succeeded in forming this qualification (and at the same time rationalised in its grips [приёмы: techniques, methods]) in the course of several months, and sometimes even weeks?
Что же было удивительного в том, что если обычно, в силу традиции веков, формирование квалификации продолжалось годы и годы, да еще в обстановке улавливания производственных секретов, что же удивительного в том, что нам удавалось сформировать эту (и в то же время рационализированную в своих приемах) квалификацию в течение нескольких месяцев, а иногда и недель?
And despite all the complexity of the surroundings, despite the fierce struggle, we succeeded in unfolding bases for the preparation of half a million workers according to the methods of CIT.
И несмотря на всю сложность обстановки, несмотря на ожесточенную борьбу, нам удалось развернуть базы для полумиллионной подготовки рабочих по методам ЦИТ.
However, we, as laboratory assistants who had broken into the hidden recesses of the formation of qualification, were constantly interested in the question of the exact depiction, recording and reading (by means of registration apparatus) of the very process of production work in its most molecular expressions.
Однако нас как лаборантов, прорвавшихся в тайники формирования квалификации, все время интересовал вопрос о точном отображении, записи и чтении (при посредстве регистрационной аппаратуры) самого процесса производственной работы в ее самых молекулярных выражениях.
We supposed that if we achieved registration, and moreover one conducted simultaneously across various functions of the human organism itself, then we would extract the greatest hidden recesses of the most rational distribution of the labour efforts of the labourer, of the combining of functions, of the utilisation of one working function not only as having an independent labour significance, but at the same time as a shock-absorber [амортизатор] of another. Here the thought of the untiring labourer was alluring; untiringness must be obtained by a law-governed alternation of labour functions during, however, uninterrupted work.
Мы полагали, что если мы добьемся регистрации, да еще одновременно проводимой по различным функциям самого человеческого организма, то мы извлечем величайшие тайники наиболее рационального распределения трудовых усилий работника, совмещения функций, использования одной рабочей функции не только как имеющей самостоятельное трудовое значение, но в то же время как амортизатора другой. Тут прельщала мысль о неутомимом работнике; неутомимость должна получаться закономерным чередованием трудовых функций при непрерывной, однако, работе.
Only the October Revolution could create the base for such an experiment, which we termed the labour clinic. To lay bare, on an enormous mass of workers, completely openly, without any concealment from them, the entire complex functional distribution of their production and labour functions; to give, precisely here in the shop, placards concerning the distribution of the functions of Installation [установка: also setting, set], of pure work on the immediate overcoming of resistance in the material being worked, of control functions; to establish the correspondence between these functions and respiration, pulse, gas exchange, changes in the blood and in the urine — this can be done precisely among us in the Land of Soviets, where labour competition [emulation] and its results are brought as an achievement into the common treasury of socialist construction.
Только Октябрьская революция могла создать базу для такого эксперимента, который мы назвали трудовой клиникой. Вскрывать на огромной массе рабочих совершенно открыто без всякой утайки от них все сложное функциональное распределение их производственных и трудовых функций, точно, здесь же в цехе, давать аншлаги о распределении функций установки, чистой работы по непосредственному преодолению сопротивления в обрабатываемом материале, контрольных функций, устанавливать соответствие между этими функциями и дыханием, пульсом, газообменом, изменениями в крови и в моче – это можно делать именно у нас в Стране Советов, где трудовое соревнование и его результаты приносятся как достижение в общую сокровищницу социалистического строительства.
But we succeeded in further reinforcing these favourable tendencies. For it is far more interesting to conduct this clinical analysis not in a medium with a formed and settled qualification, such as is represented by a worker who has spent a long time in production, but precisely in that medium which is characteristic of one learning production, and moreover by rational, economical methods. The enormous masses of CIT trainees, precisely those who are forming their qualification, who are situated in continuous and rapid growth — they above all became that grateful, actively disposed medium in which the CIT labour clinic operated.
Но нам удалось еще усилить эти благоприятные тенденции. Ведь гораздо интереснее проводить этот клинический анализ не в среде со сложившейся и устоявшейся квалификацией, какую представляет рабочий, пробывший долгое время на производстве, а в той именно среде, какая характерна для обучающегося производству да еще рациональными, экономичными методами. Огромные массы курсантов ЦИТ, как раз те, кто именно формирует свою квалификацию, кто находится в непрерывном и быстром росте, они-то и стали по преимуществу той благодарной, активно настроенной средой, где действовала цитовская трудовая клиника.
The conducting of the clinical experiment cost enormous labour. First of all there were difficulties of a technical-laboratory order; it was necessary to concentrate all records in one place, in one apparatus, on one cinegraphic strip [tape]; it was necessary to resolve the transmission of indicators over an enormous distance; it was necessary to achieve the free surveyability of the records. But the enormous upsurge decided the matter. In the end we succeeded in installing two registration aggregates working synchronously both according to the organisational-production functions and according to the energetic-labour functions of the labourer, with transmission over a distance — to the central gantry [trestle]. We succeeded in achieving also the simultaneous registration of data no longer of only one working place, but of an entire production front.
Проведение клинического эксперимента стоило огромного труда. Прежде всего были трудности технически-лабораторного порядка; нужно было все записи сосредоточить в одном месте, в одном аппарате, на одной кинографической ленте, нужно было разрешить передачу показателей на огромное расстояние, надо было добиться свободной обозреваемости записей. Но огромный подъем решил дело. В конце концов нам удалось установить работающие синхронно два регистрационных агрегата как по организационно-производственным функциям, так и по энергетически-трудовым функциям работника с передачей на расстояние – центральную эстакаду. Нам удалось добиться и одновременной регистрации данных уже не только одного рабочего места, а целого производственного фронта.
A description of the working clinic, with the presentation of all the apparatus, of the schemes of transmission and of specimens of the designations and curves obtained, is given in a series of articles in our CIT journal “Organisation of Labour.”

We have full grounds to suppose that in the future, during the designing of Soviet enterprises, we can attach to projects of a technological and production-planning character a project, elaborated on the basis of our works, of a clinical device [arrangement] for the enterprise as a whole, depicting the entire production behaviour of the labourer, the entire complex world of functional dependencies in the sphere of the organisation of labour, and finally the entire energetics of the labourers both in the form of individual balances and of the energetic-labour balance of the entire working collective of the enterprise as a whole. At the same time, precisely in this form, there will enter into the organic composition of the enterprise an experimental-prospecting structure [edifice], capable of operating continuously or else according to the wish of the leadership or of the public.
Мы имеем полное основание полагать, что в будущем при проектировании советских предприятий мы можем к проектам технологического и производственно-планового характера присоединить разработанный на основании наших работ проект клинического устройства для предприятия в целом, отображающий все производственное поведение работника, весь сложный мир функциональных зависимостей в области организации труда и наконец всю энергетику работников как в форме индивидуальных балансов, так и энергетически-трудового баланса всего рабочего коллектива предприятия в целом. В то же время именно в этой форме в органический состав предприятия войдет экспериментально-изыскательное сооружение, могущее действовать непрерывно или же по желанию руководства или общественности.
Such, in general, is the complex path traversed by CIT from the micro-analysis of motions to the encompassing of the enterprise as a whole.

But this was work conducted principally organically from within CIT, on the base of its own material.
Но это была работа, проведенная главным образом органически изнутри ЦИТ на базе своего материала.
Alongside this, CIT unfolded works of an analytical-investigatory character on the base of that widest foundation which was represented by its numerous stationary bases for the preparation of the Labour Force [рабочая сила] and by its bases at enterprises.
Рядом с этим ЦИТ развернул работы аналитико-исследовательского характера на основе той широчайшей базы, которую представляли его многочисленные стационарные базы по подготовке рабсилы и базы на предприятиях.
The analysis of the methods of rationalisation and reconstruction of enterprises, and in coupling with this analysis the study of worker types in production, permitted CIT to unfold design works in relation to the working composition and the organisation of labour at those newest enterprises of the Soviet Union which appeared in the period of its socialist industrialisation.
Анализ методов рационализации и реконструкции предприятий и в сопряжении с этим анализом изучение рабочих типов в производстве позволили ЦИТ развернуть проектировочные работы в отношении рабочего состава и организации труда на тех новейших предприятиях Советского Союза, которые появились в период его социалистической индустриализации.
The analysis of worker types in their dialectically complex development in accordance with the newest forms of the organisation of production led directly up to functional analysis and to the functional forms of the organisation of production and labour.
Анализ рабочих типов в их диалектически сложном развитии в соответствии с новейшими формами организации производства вплотную привел к функциональному анализу и к функциональным формам организации производства и труда.
The division of labour, the differentiation of operations, monographically given in their time by Adam Smith, brilliantly [genially] interpreted by Marx in accordance with the forms of production (handicraft, manufacture and machine industry), were the foundation for the elaborations of CIT. But the attention of CIT was arrested especially by those propositions of Marx in which he gave a functional analysis of machine-tools [машины-орудия]. On the basis of the abundant material which CIT possessed from its work with all branches of industry, it proved possible to give detailed schemes of functional analysis not only of the most complex contemporary machine-tools (metal-working, textile, coal-extracting, wood-working, etc.), but to approach with this analysis also non-mechanised working places and brigades (construction and mounting [assembly] work).
Разделение труда, дифференциация операций, монографически в свое время данные Адамом Смитом, гениально истолкованные Марксом в соответствии с формами производства (ремесло, мануфактура и машинная индустрия), были основанием для разработок ЦИТ. Но особенно внимание ЦИТ остановили те положения Маркса, где им был дан функциональный анализ машин-орудий. На основании обильного материала, который ЦИТ имел по своей работе со всеми отраслями промышленности, оказалось возможным дать детальные схемы функционального анализа не только сложнейших современных машин-орудий (металлообрабатывающих, текстильных, угледобывающих, деревообрабатывающих и пр.), но подойти с этим анализом и к немеханизированным рабочим местам и бригадам (строительное и монтажное дело).
Functional forms of the organisation of labour arrive in production simultaneously with the appearance of machine-tools linked into fronts. They are especially characteristic for enterprises working according to the principle of the continuous flow and of great speeds. In their developed form they culminate in an entire most complex system of the functional organisation of labour, demanding an exceptionally precise coordination of these functions on the part of the leadership of production. Precisely at this stage of its work CIT felt how much it is necessary to work upon the methods of management or, one may already say, of the conducting [ведение] of production on the part of the directors of shops.
Функциональные формы организации труда приходят в производство одновременно с тем, как появляются связанные во фронты машины-орудия. Они особенно характерны для предприятий, работающих по принципу непрерывного потока и больших скоростей. В своем развитом виде они завершаются целой сложнейшей системой функциональной организации труда, требующей исключительно точного согласования этих функций со стороны руководства производством. Именно на этой стадии своей работы ЦИТ почувствовал, как много надо работать над методами управления или, уже сказать, ведения производства со стороны руководителей цехов.
After CIT had conducted a series of analytical, experimental and trial works (on the basis of responsible contracts) in this direction, there grew up a methodics for the designing of the organisation of production and labour. It was applicable (and again on the basis of contracts) at a large number of the newest Soviet enterprises.
После того, как ЦИТ провел ряд аналитических, экспериментальных и опытных (на основе ответственных договоров) работ в этом направлении, выросла методика проектирования организации производства и труда. Она была применима (и опять-таки на основании договоров) на большом количестве новейших советских предприятий.
In this its work of designing, CIT had to deal, at almost every enterprise, not only with our Soviet designers of enterprises, but also with American and Italian engineers who elaborated projects and consulted the new enterprises.
В этой своей работе по проектированию ЦИТ приходилось почти на каждом предприятии иметь дело не только с нашими советскими проектировщиками предприятий, но и с американскими и итальянскими инженерами, разрабатывавшими проекты и консультировавшими новые предприятия.
Both Soviet and foreign designers (as equally the directors of production) who gave appraisals of the design works of CIT everywhere established that the designing of the forms of the organisation of labour (charts [cards] of the organisation of working places and flows) and the designing of the working composition is a new problem, one of the most responsible in the operation of an enterprise.
Как советские, так и иностранные проектировщики (как равно и руководители производства), дававшие отзывы о проектировочных работах ЦИТ, всюду устанавливали, что проектирование форм организации труда (карты организации рабочих мест и потоков) и проектирование рабочего состава – проблема новая, одна из самых ответственных при работе предприятия.
Those disciplines which are known under the name of the planning of the technological process do not, unfortunately, encompass precisely the elaborated forms of the organisation of labour and the entire complex world of relations between the living participants of production. But more than that: planning in the projects of enterprises from the technological side is given only in the form of a list of operations and machine-tools, without detailed elaboration.
Те дисциплины, которые известны под именем планирования технологического процесса, не охватывают, к сожалению, именно точно разработанных форм организации труда и всего сложного мира отношений между живыми участниками производства. Но более того, планирование в проектах предприятий с технологической стороны дается лишь в виде перечня операций и станков без детальной разработки.
CIT, on the basis of its analytical, experimental, design and trial works on the organisation of labour at enterprises, arrived at the conclusion that it is necessary with all sharpness to demarcate the concepts of the un-fold-ing of production and the concepts of func-tion-ing, whereby the CIT works are adapted [fitted] precisely and principally to the most difficult period in the life of an enterprise, namely to its unfolding. At the same time, on the basis of our works, we can establish that the majority of the childhood illnesses and errors during the start-up of new enterprises is connected precisely with the fact that the specific and very delicate methods of unfolding are still insufficiently realised. Enterprises are started up precisely as functioning enterprises, and not as ones subject to unfolding. The conducting of an enterprise already unfolded is incomparably simpler than unfolding. In the conducting of an enterprise there are more elements of organisational automatism, whereas in unfolding the Installational-organisational moments predominate.
ЦИТ на основании своих аналитических, экспериментальных, проектировочных и опытных работ по организации труда на предприятиях пришел к выводу, что надо со всей резкостью разграничивать понятия раз-вер-ты-ва-ни-я производства и понятия функ-ци-о-ни-ро-ва-ни-я, причем цитовские работы приноровлены именно главным образом к труднейшему периоду в жизни предприятия, именно к его развертыванию. В то же время на основании наших работ мы можем установить, что большинство детских болезней и ошибок при пуске новых предприятий связано именно с тем, что специфические и очень деликатные методы развертывания еще недостаточно осознаны. Предприятия пускаются именно как предприятия функционирующие, а не как подлежащие развертыванию. Ведение предприятия, уже развернутого, несравненно проще, чем развертывание. В ведении предприятия – больше элементов организационного автоматизма, между тем как в развертывании преобладают моменты установочно-организационные.
The separation of these two moments, their methodological mastering, gives the possibility more confidently to “treat” operating enterprises. To treat them means to “unfold them further,” to introduce during the run of the enterprise doses of unfolding which either were insufficient, or else the means of unfolding were subjected to premature wear.
Отделение этих двух моментов, их методологическое освоение дают возможность более уверенно «лечить» действующие предприятия. Лечить их, это значит «доразвернуть», внести на ходу предприятия дозы развертывания, которое или было недостаточно, или же средства развертывания подвергались преждевременному износу.
Hence in the works of CIT at enterprises the Installation means are strongly represented.
Отсюда в работах ЦИТ на предприятиях сильно представлены именно установочные средства.
First of all, in CIT there were formed the forms of these means in relation to the living composition. Instructional-Installation shops for the preparation of highly qualified Labour Force [рабочая сила] in the form of premises territorially delimited from the production ones and equipped, and also in the form of the placing of direct instruction at working places and production flows. These forms of work are sufficiently known and were comparatively long ago gestated by CIT.
Прежде всего в ЦИТ сложились формы этих средств по отношению к живому составу. Учебно-установочные цеха для подготовки высококвалифицированной рабочей силы в форме территориально отграниченных от производственных оборудованных помещений, а также в форме постановки непосредственного инструктажа на рабочих местах и производственных потоках. Эти формы работы достаточно известны и сравнительно давно выношены ЦИТ.
Alongside these means of the production Installation of the living working composition, there received their development in CIT Installation technical means, methodically equipped in a particular manner. These works, known under the name of the methods of rapid mounting [assembly], having received a powerful response from machine-tool-building organisations, are at present being elaborated in CIT by a technical laboratory on the base of a special Experimental Machine-Tool-Building Factory (having at the same time a special production programme).
Рядом с этими средствами производственной установки живого рабочего состава в ЦИТ получили свое развитие особым образом методически оснащенные установочные технические средства. Эти работы, известные под именем методов скорого монтажа, получившие мощный отклик со стороны станкостроительных организаций, в настоящее время разрабатываются в ЦИТ технической лабораторией на базе особого Экспериментального станкостроительного завода (имеющего в то же время особую производственную программу).
The unfolded system of rapid mounting consists in the fact that on the base of standard parts, exactly manufactured, on the base of standard aggregates and fixtures, a rapid mounting of all manner of Installations [set-ups, rigs], complex fixtures and machine-tools is possible.
Развернутая система скорого монтажа заключается в том, что на основе стандартных деталей, точно изготовленных, на основе стандартных агрегатов и приспособлений возможен быстрый монтаж всевозможных установок, сложных приспособлений и станков.
This can be realised either in the form of the creation of special factories, or of the cooperation of factories, or else of special shops at enterprises adjoining the instrument and repair ones.
Это может осуществляться или в форме создания специальных заводов, или кооперации заводов, или же особых цехов на предприятиях, примыкающих к инструментальным и ремонтным.
As we said above, all this constitutes means for the unfolding of enterprises to their full power, or to a power higher than the designed one. These problems, elaborated by CIT, on the one hand by analytical means conducted within CIT itself, on the other by monographic-design means executed at the newest enterprises, led to a great synthetic problem — the management of production. This problem we do not yet expand to the still wider problem of the management of the enterprise, taken in all its techno-economic, industrial-economic, financial and administrative significance; we have in view for now the problem of the management of production as such, the management of production processes in the workshops of enterprises.
Как мы говорили выше, все это – средства развертывания предприятий на их полную мощность или на мощность выше запроектированной. Эти проблемы, разрабатывавшиеся ЦИТ, с одной стороны, средствами аналитическими, проводимыми в самом ЦИТ, с другой – средствами монографически-проектными, выполнявшимися на новейших предприятиях, приводили к большой синтетической проблеме – управлению производством. Эту проблему мы пока не расширяем до еще более широкой проблемы управления предприятием, взятой во всей ее техно-экономической, промышленно-экономической, финансовой и административной значимости; мы имеем пока в виду проблему управления производством как таковым, управление производственными процессами в мастерских предприятий.
On the basis of analyses of working places and flows, on the base of design and Installation works, we now arrive in CIT at a more distinct realisation of the separate lines of the management of production.
На основании анализов рабочих мест, потоков, на основе проектировочных и установочных работ мы приходим теперь в ЦИТ к более четкому осознанию отдельных линий управления производством.
These lines come out as follows: the designing of production and its unfolding; the Installation of production, or the unfolding of all the material-technical means of the enterprise and of its living composition; the conducting or driving of the unfolded production, of its fabrication itself; and finally control, including in itself production control, rejection-inspection [бракераж], the acceptance of semi-finished products and output, testing and experimental-prospecting work in production. From here shine through also the types (profiles) of engineers: the Engineer-Designer, the Engineer-Installer, the Engineer-Driver of production and the Engineer-Prospector [Investigator].
Эти линии получаются такие: проектирование производства и его развертывание; установка производства или развертывание всех материально-технических средств предприятия и его живого состава; ведение или вождение развернутого производства, самой его фабрикации и наконец контроль, включающий в себя производственный контроль, бракераж, приемку полуфабрикатов и продукции, испытания и экспериментально-изыскательную работу в производстве. Отсюда просвечивают и типы (профили) инженеров: инженер-проектировщик, инженер-установщик, инженер-водитель производства и инженер-изыскатель.
Only by resolving the problem of the derivation [breeding-out] of these types of engineers can we with confidence resolve the problem — what is the technical director of an enterprise, what is the directorate, what does it mean to direct production.
Только разрешив проблему выведения этих типов инженеров, мы можем с уверенностью решать проблему – что такое технический директор предприятия, что такое дирекция, что значит руководить производством.
Thus in CIT, step by step, but with iron necessity and confidence, there marked itself out the heavy path from the micro-analysis of motions through the working place and the flow, through the work on the preparation of the Labour Force, through the clinic, the designing and the elaboration of the forms of the organisation of production and labour, to the most complex problems of the management of production.
Так в ЦИТ шаг за шагом, но с железной необходимостью и уверенностью обозначился грузный путь от микроанализа движений через рабочее место и поток, через работу по подготовке рабсилы, через клинику, проектирование и разработку форм организации производства и труда к сложнейшим проблемам управления производством.
To us, upon our investigatory and practical experience, on the wide base of organic connection with Soviet industry, now, on the fifteenth anniversary of October, it is visible as never before to what an unprecedentedly high culture of labour and production the Soviet Union is inevitably proceeding.

But it is also visible to us how, on the base of the production activity of the vanguard of our Proletariat under the leadership of the Communist Party, we are going not only towards the fulfilment of the hopes for the creation of a higher productivity than the productivity of capitalism, but also towards the fact that our socialist enterprises are becoming not only that place where the Proletariat works, but the enterprise will appear for the Proletariat as a social and unprecedented technical-production school, re-educating, re-working the Proletariat, eternally calling it to the fulfilment of the boldest, most audacious precepts of October.
Но нам также видно, как на основе производственной активности авангарда нашего пролетариата под руководством коммунистической партии мы идем не только к выполнению надежд на создание более высокой производительности, чем производительность капитализма, но и то, что наши социалистические предприятия становятся не только тем местом, где пролетариат работает, но предприятие явится для пролетариата социальной и небывалой технико-производственной школой, перевоспитывающей, перерабатывающей пролетариат, вечно зовущий его к выполнению самых смелейших, самых дерзостных заветов Октября.
