The Scientific Organisation of Labour

The elaboration of the problems of the organisation of labour and production by the technical personnel of enterprises bore, right up to the end of the XIX century, a sharply empirical character. And only in the XX century did the treatment of these questions — chiefly upon the initiative of American engineers with Taylor at their head — begin to bear the character of a system close in its formal shaping [design] to the scientific disciplines. This current is bound up with such concepts as the scientific organisation of labour, the scientific organisation of production and the scientific organisation of management.

It is now already possible to state that under one or another designation the treatment of the problem of the organisation of labour and production grows into a special science. This science can be recognised neither as closed nor as entirely independent. This science is applied and sharply dependent not only upon a whole series of exact sciences, but also upon the economic and the humanitarian sciences [the humanities]. But at the same time the concrete treatment of the science finds itself in an exceptional dependence upon the basic social preconditions characteristic of the various social systems: the socialist and the capitalist.

In this article we make an attempt, in the most compressed form, to give a representation of all that content of the problem which has taken shape in the given domain up to the present time.

Under the name of the scientific organisation of labour it is necessary to understand such an organisation which is constructed upon the basis of a constantly conducted investigation of labour processes.

The specificity of the concept consists precisely in the investigative moment, which is opposed to the empirical method that dominated in the questions of the organisation of production and labour until the end of the XIX century.

This general definition receives a different social expression depending upon which class it serves and which class utilises for its own ends the methods of NOT [научная организация труда, the scientific organisation of labour].

In the capitalist countries, just as the scientific conclusions themselves are utilised for the ruling classes, for their profits, for the ends of the enslavement of the Working Class, so too the very direction of scientific work is determined by these same ends. In the country of socialism, where the economising [managing] subject is the Proletariat, both the conclusions and the direction of the work are determined by the ends of this class.

At the same time this does not mean that the richest conclusions of bourgeois NOT cannot be utilised in the country of socialism, just as it does not mean that all the labourers in NOT in a socialist country are free from errors.

Both the posing of the problem itself and the development of the particular disciplines in the domain of NOT must be referred to the epoch of large-scale machine industry. The introduction of the machine into production, just as the introduction together with it of exact, scientifically grounded technological methods, conditioned the necessity and the possibility of the systematic study of the decomposition and measurement of all labour processes. Marx speaks of this with the utmost clarity:

“The principle of large-scale industry: to decompose every process of production, taken in itself and above all without relation to the hand of man, into its constituent elements, created the entire contemporary science of technology”.1

1Marx, Capital, vol. I, ch. XV, sect. 9, quoted from the Russian edition of 1920.

No less definitely does Marx speak, in particular, concerning the decomposition of labour processes into elements — the fundamental position [proposition] of NOT:

“Technology also discovered the few main fundamental forms of motion, which, despite the diversity of the instruments used, are necessarily taken by every productive action of the human body; just as the science of mechanics sees in the most complicated machinery nothing but the continual repetition of the simple mechanical powers.”2

2Marx, Capital, vol. I, ch. XV, sect. 9, in the Moore and Aveling translation (1887).

The epoch of large-scale machine industry permitted, with the greatest clarity, the uncovering and formulation of the basic laws of production relating to the epochs that preceded large-scale machine industry.

Particular isolated attempts to study labour processes are encountered already in the works of the brilliant [genius] Leonardo da Vinci.

Among the scientists of the new time [the modern era] who gave their forces to labour-study [трудоведение, the science of labour], it is necessary to name the French mathematician and engineer Perronet, who brilliantly resolved for his epoch (the XVIII century) the task of exact monographic descriptions of the labour processes of the manufacturing period. His work, like the analogous work of Deleyre on the description of the manufacturing production of pins, can be considered classic (see “Epingle”, “Encyclopédie ou Dictionnaire raisonné des Sciences, des Arts et des Métiers”, v., p. 804, ed. 1755; see the translation from the original in the journal of CIT [ЦИТ, Central Institute of Labour] “Organisation of Labour”, No. 2, 1928).

The exact description of labour or technological processes, however elementary it sometimes appears at present, constituted in its time an epoch and, undoubtedly, enters as an element into the science of the investigation of labour.

However, it is not necessary to diminish the significance in this respect of the entire brilliant pleiad of investigators of the XVIII century, who worked under the direction of the French encyclopaedists headed by Diderot and who gave exhaustive descriptions and transfer illustrations (engravings) of all the handicrafts and manufactures of Europe (a collaboration of four countries: France, England, Prussia and Sweden, headed by their academies of sciences).

These specimens of careful monographic descriptions, which were in their time unsurpassed scientific models, must now be considered merely a prelude in the creation of the science of labour processes. Adam Smith was the first who attempted to establish the laws of productivity by the method of a comparative characterisation of handicraft and manufacture. Upon the example of that same pin he gave the determining formulations relating to the division of labour.

Adam Smith, upon the example of one of the pin manufactures — far from the best for its time — in which 10 workers were occupied, determines the daily output falling upon each separate worker at up to 4,800 pieces! To the degree that Adam Smith’s statements [constatations] and positions on productivity under the manufacturing mode of production are valuable, to that degree are his conclusions on the productivity of handicraft hasty and unconvincing. Adam Smith did not admit, under the handicraft organisation, an output by one worker of 20 pins a day, or even… of one pin. This opinion is rash, for the principle of the division of labour is possible and in fact was and is present also in handicraft, when even one worker laboured, but made up a large mass order; the worker, dividing his processes into preparatory, working [processing], finishing, etc., of course yielded a greater productivity than when executing each article wholly from beginning to end. The division of labour took shape already in handicraft; the manufacture took this basis and multiplied the division of labour in time by the division of labour in space of an entire batch [party] of labourers.

However, the honour of the scientific establishment of the basic laws in the domain of the productivity of labour belongs to Marx. Having inherited the enormous material of classical political economy and having utilised the colossal archival materials of the English factory inspectorate and the technical monographs of Europe, Marx introduced into the affair of study two characteristic moments: above all, he refuted the very possibility and rationality of establishing certain absolute, supra-historical laws in the domain of labour-study, introducing a genetic consideration of the problem in accordance with the various social forms of production; secondly, he subordinated this historical treatment of the problem to the principle of the class struggle, crowning both the one and the other principle with the theory of dialectical materialism.

Thereby Marx pre-decided that the laws of the productivity of labour under capitalism and socialism are subordinated to completely different laws: if under the capitalist form of industry (including large-scale machine industry) the worker is, from the standpoint of the capitalist, “merely a simple appendage of the machine,” then in socialist society the worker is himself the creating subject, disclosing the limitless perspectives of productivity.

Speaking of the various forms of production — handicraft, manufacture, large-scale machine industry — Marx established the historical laws of the productivity of labour, pre-deciding by these laws the elaboration of the entire problem of the scientific organisation of labour. The basic sense of these laws consists in the fact that, in accordance with the progressive [forward-moving] development of society from handicraft through manufacture to large-scale machine industry, the productivity of labour increases. This basic historical law Marx differentiates into a series of particular laws and regularities, especially developed by him in relation to manufacture and to large-scale machine industry.

In relation to manufacture Marx developed the doctrine of the norms of productivity, of the interconnection of these norms in the social process of labour upon the basis of its division, of the correlativity and multiplicity [кратность] of these norms between one another, and also of the numerical interdependence of the separate working groups.

Here is the most characteristic formulation of Marx’s:

“Alongside the qualitative articulation it (the manufacturing division of labour) establishes quantitative norms and proportions in the social process of labour”3

I, стр. – А. Г.).

The division of manufactures into two types: the organic (the passage of the article from hand to hand in the process of processing) and the heterogeneous (the motion of separate details [parts] into a single assembly node) — this division, given by Marx, possesses not only a historical significance: in the newest machinised and conveyorised productions these two tendencies are represented in all their sharpness.

In relation to large-scale machine industry Marx established the emancipation of the development of the machine “from those organic limitations to which the hand-tool of the worker is subordinated” (ibid., p. 365).4

4Marx, Capital, vol. I, ch. XV, sect. 1, quoted from the Russian edition of 1920.

It was Marx likewise who established the principle of the limitless specialisation of machines, and also the principle of the co-operation of machines, having given the doctrine of the system of machines (ibid., p. 372).

The further deepening of the principle of the division of labour upon the basis of the specialisation of machines is fixed by Marx in exact positions.

Further, to him belong the brilliant formulations not only concerning machine-automata, but also concerning automaton-factories (a phenomenon disclosing itself in all its consistency [sequence] in our days in America). And, finally, it was Marx again who established the growing principle of the continuity of production and labour processes upon the basis of machine production, right up to the establishment of the immutability [inevitability] of conveyoring (ibid., p. 372).

The works of Marx showed what exceptional force the purely analytical method (and not the experimental one) can attain in the domain of the establishment of the laws of the productivity of labour.

His works at the same time show that only the dialectical method can be a reliable base in the basic treatment of the productivity of labour.

The works of the contemporary “classics” of NOT (especially the American ones), despite a rich armament with experimental data and means of graphic depiction, yet deprived of the generalising force of systematic exposition, appear not infrequently as a purely empirical treatment of the problem.

It is necessary to note one more trait of the writings of Marx, characterising his manner of handling material — this being the breadth of the grasp of production material and the specificity of the object in the illustration of positions: speaking of machine production, Marx fixed his attention upon such branches which both in his time and now are an example of sharp specialisation and continuity of production processes — textile production (and especially spinning) and paper-making production. Whereas the investigators in the domain of NOT concentrated their attention predominantly upon metalworking, where the resistance of the material and the diversity of the objects of processing are incomparably greater than in Marx’s illustrations.

That which is known under the name of NOT in the proper sense of the word is bound up with the name of F. Taylor, an American engineer who over the course of two and a half decades (the 90s of the XIX century and 15 years of the XX century) gave the basic principles of NOT. Besides the openly capitalist treatment of the problem of the productivity of labour, diametrically distinct from Marx’s, Taylor differs sharply from Marx in that his works are poor in the establishment of laws and regularities in the domain of the productivity of labour. The characteristic trait of NOT in Taylor’s interpretation consists in the fact that he introduced into the investigation of productivity the methods of the experimental sciences. However, above all he began with that same decomposition of complex processes into separate segments and elements (conditionally, of course). This analyticism is in general more characteristic of Taylor, who left to the lot of his followers the resolution of synthetic problems. The decomposition of processes into elements gave the possibility of creating an applied method of work according to instruction, exactly prescribing the separate minutest constituents of the work (instruction cards). Work according to instruction communicates to the enterprise not only the characteristic signs of the investigation of labour processes, but at the same time introduces an overturn into the entire system of the preparation of cadres, which rested upon an individual (often clothed in secrecy) mode of transmitting professional knowledge and habits [skills].

The carrying out of work according to instruction, developed by Taylor, cannot, however, be considered an “invention” of Taylor’s. In the military regulations of various armies, independently of the currents coming from NOT, and not only in relation to purely military-combat motions, but also to labour ones (for example, the care of a horse, equipping [kitting-out]), we can see a division into elements and instructions upon the basis of this division. These same moments we can find in various pedagogical methods.

The novelty of Taylor consisted in the fact that he applied the methods of the division of labour and of instructing to the labour processes of contemporary enterprises.

The second characteristic trait of Taylor’s work appeared as the measurement of production processes in time, again with a sharply analytical orientation: the establishment of the temporal extension of the separate minutest constituents of the labour process. The chronometrage of works — which is the capitalist scourge of the workers in the capitalist factory and the method of the free uncovering of labour reserves in our socialist enterprises — was elaborated precisely by F. Taylor.

Neither the chronometer itself nor chronometrage is, again, an invention of Taylor’s. In scientific-experimental works, in astronomical observations, in the measurement of motions in sport and in horse competitions, chronometrage had long been known, and with smaller units of time than Taylor’s. But Taylor gave an elaborated application of chronometrage to the labour processes of enterprises.

Chronometrage grew into a special problem and was elaborated in detail in Germany by Eng. Michel, and in the Soviet Union — by numerous representatives of norm-setting.5

5Eduard Michel, Berlin engineer and chairman of the time-study committee of the German AWF; author of Wie macht man Zeitstudien? (Berlin, 1920).

Directly adjoining chronometrage is the doctrine of norms, of “tasks”; this doctrine Taylor elaborated in peculiar [distinctive] American conditions. That was the setting of the typical capitalist factory, and Taylor with his norms wished to uncover the “secret” of high productivity by a purely experimental path. But he soon saw (true, in accordance with his early pronouncements back at the beginning of the 90s) that the task of a high norm, a high task, cannot be resolved by a bare production experiment. True, he constructed a special stimulating system of wages (differential wages) as a stimulus for overcoming the existing norms. But he had soon to convince himself that, despite these stimuli, the worker in capitalist society (and Taylor had the courage to acknowledge this openly) conceals and cannot but conceal (and Taylor himself, having become a worker, concealed it!) his labour possibilities [capacities]. And Taylor, like many other bourgeois investigators, could not overcome with his purely experimental methods that social doom of the task and the norm which is proper to the Capitalist Order [System].

In our socialist country the question of norms was, from the very beginning of the October Revolution, posed by Lenin in coupling with the seizure of power by the Proletariat. Lenin gave the doctrine of the socialist “measure of labour,” which must be higher than the capitalist norm by virtue of one determining fact: that the Working Class became the master of the means of production and, thus, works “for itself,” for its class. Accepting both piece-payment and its differential system, the Soviet Union demonstrated its own type of emulation [соревнование: competition] — socialist emulation and shock-work [ударничество] — precisely in the process of the struggle for higher norms, in the process of the struggle for a new, socialist relation [attitude] to labour.
