The Soviet Union has taken into its circulation also the system of premiums as a method of the economic stimulation of the labourer on the base of our socialist forms of labour.
The peculiarity of Taylor’s experimental base consisted in the fact that it represented a comparatively handicraft [artisanal] enterprise.
This is what imprinted itself upon all his organisational-technical methods. At the centre of Taylor’s organisational constructions stands the factory institution bearing the name of the distribution bureau, which on the basis of orders and norms projected in advance distributes work among the workers. As is known, in contemporary factories of mass production this function has been radically modified: the distribution of work is replaced by a project realised in the order of established production flows.
But in its time the organisation of the distribution bureau (and even now in small-series production) meant the replacement of the system of disorderly, case-by-case handing out of work.
Of Taylor’s other problems and methods we shall indicate two, closely connected with his basic ideas. The idea of the selection of labourers is given by Taylor as an inevitable consequence of the method of the highest norm and of the “task” [урок: lesson, task]. Taylor defended not only professional selection, founded upon the evaluation of professional qualities, but also selection by productivity with the aim of alignment upon the strong one, and also functional selection — according to physical works, according to mental ones, according to executive ones. With the capitalist recognition, proper to him, of a social fatality which had prepared for various workers a professional and functional doom allegedly inherent in them, Taylor by these views of his predetermined the whole of bourgeois psychotechnics.
Another problem — the problem of the decomposition and composition of labour motions — was touched upon by him comparatively little, and he yields priority in this respect to the American Gilbreth, who demonstrated on brick-laying works basically that very same principle of the division of labour.
Among Taylor’s general ideas it is necessary to note the thesis of the sharp separation of the functions of calculation from execution, which already constitutes a bridge to the organisation of contemporary mass production.
As an organisational principle this separation of functions, both in space and in time, is entirely indisputable: project [design] problems can neither be posed nor resolved on the move, between affairs [in passing], and all the more is it impossible in contemporary high-speed production to take away purely executive time (the process of the execution of assignments must be continuous) for the carrying out of calculations.
However, this idea received with Taylor a particular social interpretation, and with Ford an exceptionally sharpened social practice, in which the worker masses are in general called upon only for executive functions, while the calculating and project ones — these are the lot of privileged units. The Land of Soviets grows wholly under the banner of the bringing-forward [выдвижение] of the very lowest strata of the population, the most hounded under bourgeois domination, and it accepts Taylor’s methods as a principle of the disposition and conduct of works, etching out of Taylor’s teaching his capitalist views about masters and helots.
Taylor developed a system of the functional organisation of production, counterposing it to the “military organisation,” built upon direct hierarchical subordination according to the immediate object of work. However, in the treatment of this idea Taylor showed himself more an analyst than a synthetist, and did not give methods for the coupling of functions in a complex production situation.
Taylor, in the search for the most productive work of the shop, arrived at the installation of the functional direction of the shop. Not a universal foreman, but a foreman-distributor, a foreman for speeds and a whole series of functional foremen, in number up to 8, direct the shop, each along a separate line. From here, from these functional sources of Taylor’s, proceeds the deepening of the system of functional management in the higher organs of the administration of industry as well.
Almost simultaneously with Taylor, but without world renown, Prof. Adamiecki came forward in Russia, who, in counterweight to Taylor the analyst, created a teaching on the synthetic construction of production and labour processes. Working in an entirely different field from Taylor (rolling in metallurgy), Prof. Adamiecki on the base of mass, continuously proceeding production created the so-called “graphic method” — a particular form of investigation on the base of the graphic depiction of production and labour processes in time in the form of “harmonograms.” Prof. Adamiecki, setting out from the attained height of productivity of the individual links, considered that the highest productivity of the enterprise must be attained by the most convenient combination in time both of the individual links of the flow and of parallel flows amongst themselves. Analogous works must be noted in America, connected chiefly with Gantt and his followers, expressing themselves in the graphic depiction (Gantt charts) of the projected course of production and labour processes and in the graphic collation of the project with actual execution. The analysis of deviations from the project must, on the one hand, render the project more precise, and on the other — fix the weak places in the organisation of production. However, Gantt undoubtedly stands below Adamiecki in the force of his synthetic embrace of labour and production processes.
In the great two-century embrace of ideas known under the name of the scientific organisation of labour, it is extremely interesting to establish that such minds as Marx, and also Perronet, Adam Smith, Adamiecki, strike one by a particular choice of production objects in the formulations of the sharpest, most consistent conclusions. With Marx there figures textile production — spinning and weaving — and also paper; with Perronet and Adam Smith — the pin; with Adamiecki — the objects of rolling. Despite the variety of these objects, they are all characteristic in that each represents, in its own field, a uniform substance in enormous quantities, and besides this, in form — a continuously drawn thread. And it is necessary to state that in such objects as machine-building, with its variety of substance (and consequently with sharply differing resistance of material), variety of forms and piece-like character of the object, the rapidity of the implantation of the most progressive methods of production proceeds significantly slower than in productions having to do with loose [free-flowing], liquid, semi-liquid, thread-like and ribbon-like bodies.
By the present time the problem of the scientific organisation of labour has received enormous dissemination throughout the entire world and has become known under the broader name of the scientific organisation of management, or else simply: scientific management (Scientific management).1
(Scientific management).
1The English words stand in Latin script in Gastev’s text.
It may be established that all scientific methods in this respect, as well as positive practical solutions, may be broken down into two groups: analytical and synthetic. Both in scientific-investigative work and in production-applied work, positive results may be attained either by the method of analysis, decomposition into small segments, elements, or by the method of synthesis, the joining, the co-operating of one or another composition of elements, segments.
On the basis of world production practice it may be established that even up to now the decisive and most revolutionary significance is played by analytical methods. Synthetic methods do not so much resolve as reinforce the significance of analytical methods, and with their unskilful use they may even bureaucratise the results of analytical methods. But at the same time the successful conduct of synthetic methods (co-ordinating, rhythmising) is in its turn such a significant mastering of production that on their base a new flourishing of analytical methods is always secured.
Let us attempt below to give an outline of that state of the problem of NOT [НОТ: the Scientific Organisation of Labour] to which it has come at the present time — in the fourth decade of the 20th century.
Over the course of four decades in Europe, in America and in the USSR a colossal quantity of works has been produced, devoted to one of the determining problems of NOT — the investigation of labour motions. In America this study was built upon the base of a purely organisational selection in the production situation (Taylor, Gilbreth); in France — upon the base of laboratory physiological analysis (Amar); in Germany — upon the base of both physiological (Atzler) and psychological analysis (Sachsenberg). In the times of Tsarist Russia (the first decade of the 20th century) Prof. Sechenov gave investigations on the working motions of man. Being by his education both an engineer and a physiologist, Prof. Sechenov, on the one hand, communicated to the whole of physiology a new base in the form of engineering terminology in the domain of the muscular and nervous systems, and on the other — reduced all the working motions of man to elementary rotational and pendular motions.
In the Soviet Union, on the base of Gilbreth’s works, the study of labour motions was set up (CIT [ЦИТ, Central Institute of Labour]) by means of their decomposition into micro-elements.
Enormous perspectives in the study of motion were opened by cinematographic shootings with the time-loupe [Zeitlupe: slow-motion] at extra-rapid shooting and with the application of the artificial slowing of the feed of frames upon the screen.
All these investigations yielded a multitude of most valuable methods, but at the same time aroused no few utopian hopes and disappointments. The results of all the investigations may be reduced to the following: the reduction of labour motions to basic initial elements has been established: lever and pendular motions and rotational motions; it has been possible to reduce to definite standards (without precise measuring characteristics) the holds [хватки], grips [приёмы: techniques, methods] and positions in the execution of labour motions; it has been possible to establish a series of valuable functional measurers in the execution of labour motions. However, it must be recognised that the resolution of the question of direct, immediate measurers (in units of physiological energy) of the work produced by the working organism has up to now not succeeded; measurers have been obtained only in the form of indirect coefficients (for example, the respiratory coefficient, pulse curves, respiration curves). Just as little have reliable objective-physiological indicators of fatigue in work yet been found. Units of work (kilogram-metres), quantities and curves of work produced by the working organs of man, are produced on the base of known physical methods. Entirely utopian proved the hopes for the possibility of the physiological measurement of the work of the central nervous system. Consequently, the hopes of finding purely physiological methods of the norming of work must also be recognised as utopian. Priority remains with purely organisational investigations, establishing not so much absolute magnitudes of labour as relative heights of Labour Culture. In the Central Institute of Labour [CIT] (Moscow) a great work was carried out on the setting-up of a labour clinic of continuous synthetic experiment in production, with registrations, transmitted at a distance, of respiration, pulse and the functional distribution of work (installation [setting] motions, properly working ones and control ones); gas exchange it was possible to establish in the form of the measurement of exhaled air; the experiment was conducted on a large production front. And here again all the measurers obtained only a relative significance.
It is vain to think that with the introduction of machines the significance of labour motions is reduced to zero. Motions may be installation [setting] ones, processing ones (the regulation of the technological process itself) and control ones. Automation has seized up to now, chiefly, the processing zone of the machine. To the share of installation and control motions, even at the most mechanised enterprises, falls up to ⅓ of working time. However, the inexorable progress of automation gradually seizes both the installation and the control functions. The economy and rationality of motions at machines is attained more and more by purely organisational means, of which the chiefest is the separating-out of the installation (installers [setters]) and control (rejectors [inspectors]) functions from the operators to a special servicing personnel, and on the base of this — the mechanisation and automation of functions in the machine-tool itself.
The next problem must be recognised to be the organisation of workplaces. Begun by the American Gilbreth on construction works, this problem has been worked out, on the base of the technological and functional analysis of work, by CIT [ЦИТ, Central Institute of Labour] for all branches of industry and, in particular, for workplaces in the flow. A characteristic feature of CIT’s works is the working-out of a system of the servicing of operators.
In the domain of the organisation of workplaces it is necessary to note the American works on the tooling [equipping] of the mobile servicing of workplaces. The problem which has occupied over the last two decades American, European and Soviet investigators and is termed the continuous flow is represented in an enormous literature in all the languages of the world. America in this direction went ahead of all countries and gave, with Ford and Smith at the head, such realisations upon which the whole world learned. Germany is more interesting for works on the systematics of concepts and basic propositions connected with the continuous flow, which have formed into a special branch of knowledge. The question of the continuous flow and of conveyor work was discussed with unseen ferocity. In the general picture of this dispute German engineering thought attempted to discredit American methods and, in particular, Ford’s methods, arguing not only with economic arguments but also with arguments from the “German spirit.” Life decided not only in favour of the flow and of conveyorisation, but in recent times systems have appeared for the conversion of conveyorised flows into an automatically working factory almost without operators, and only with installation-servicing personnel (Smith’s factories). In the USSR in the epoch of the first and second five-year plans socialist industrialisation was conducted predominantly with a course towards the continuous flow. At the present time it may be said that two countries of the world — the USA and the USSR — dominate in the conduct of this method. The problems which are connected with the continuous flow and serve as the subject of careful investigations are these: types of equipment and automation in flows, the determination of batches [lots] according to individual flows, the most advantageous magnitudes of the passing of objects through flows, the problem of harmonious rhythm, the magnitude of inter-operation reserves [buffer stocks], reserve equipment for the liquidation of serious breakdowns in flows, calculations of the turnover of instrumentarium, of fixtures, and the setting-up of servicing.2
2“Smith” is the A. O. Smith Corporation of Milwaukee, whose automatic automobile-frame plant (1921) turned out frames almost without operators and was the standard example of the “automatic factory” in the 1920s–30s.
An indubitable reflection of the continuous flow are the problems of light and sound signalling in their mass and all-embracing expression, dispatching services of every kind and systems of automatic indicators of equipment loads, of the control of the feeding of flows with objects and auxiliary materials.
It must be noted that work by continuous flow, with its strictly regulated production environment, gradually leads to serious re-evaluations in the domain of the problem of factory illumination. In proportion to the transition from weak sources of illumination (kerosene) to strong ones (gas and electricity), the thought became more and more popular that the stronger the sources of illumination, the more productive becomes the labour of the labourer. In this general form such a proposition may up to now be considered undisputed. However, in proportion to the increase of production speeds, in proportion as the individual workplace is more and more absorbed by the flow, becoming its semi-mobile part, the very culture of illumination enters a new phase. Seekings in this domain become refined. In certain productions artificial light is preferred to natural (gas soldering); the typical direction of the light flow from above is sometimes changed to the reverse (the assembly of small objects upon frosted glass illuminated from below); sources of light are hidden from the eyes of the working ones; the distinction of objects and their shades prevails over the tasks of the general richness of illumination; the signal character of light and of individual parts of its spectrum steps forward more and more alongside general illuminating aims; the reflective and absorptive properties of objects are studied with particular thoroughness.
It must be noted that the most interesting seekings in the domain of illumination, as in the domain of the study of colour, penetrate into enterprises from without, from the domain of railway, maritime, automobile and aerial transport; for the resolution of these problems experiments within the framework of factory production are not so convincing as in the domain of all forms of contemporary transport, where the moments of motion are presented by enormous speeds approaching sonic speeds.
However, the most striking phenomenon, delineating itself more and more in proportion to the implantation of the continuous flow, must be considered the radical transformation of the constructional and mounting methods of equipment. The basic trait of these new methods is the mobility of equipment: of the entire machine as a whole, of its individual mechanisms and bodies, and also the possibility of the complex re-mounting of lines. Mounting on the base of standard aggregates (CIT) and the Power-Pack system in America — these are the forms of this movement, only now unfolding, but promising to communicate to the whole of mass production new principles [beginnings] not only of the mobility of the machine itself and of the flows, but principles of the most rapid (in several months and even ten-day periods [декады]) unfolding of new productions as a whole.3
3The Soviet декада is a ten-day period, one third of a month.
The development of the system of continuous-flow production is the most complete organisational revolution in the forms of production. By its revolutionising significance this system may be set equal only with those overturns which were produced in the 18th century by Manufacture, in the 19th century by large-scale machine industry. Continuous-flow production cannot be set up more or less correctly if it does not rest upon a system of scientifically grounded indicators, upon accounting and upon regularly composed chart-projects and execution charts. Therefore it may be said that organically, by its very essence, it cannot be set up otherwise than on the base of the scientific organisation of labour. And conversely, among the organisational-technical causes in the failures of continuous-flow production the chief is the neglect of the system of precise registrations and of the system of rapid reactions to these indicators.
The idea of norming, once in Taylor’s interpretation advanced as a principle of the individual loading of the worker, before our eyes is turning more and more into a universal problem of the distribution and combination of the loads of machines, flows and operative personnel; individual loads according to separate production points and separate persons are more and more evaluated from the point of view of the most advantageous distribution of loads across fronts, from the point of view of the greatest productivity of the line, the shop or the enterprise as a whole. Not a simple sum of the greatest norms, but a system of norms yielding the greatest outputs of production at minimal cost — this is the contemporary, most cultured characteristic of norming. Norming is one of the direct indicators of a scientifically set-up organisation of production. In norming numerous scientific prejudices have made themselves felt, one of which is the dogmatisation of norming by elements. The “element” of norming appeared to many norm-setters as a certain addend of a sum of elements in a complex labour motion. In reality, joining in a complex motion with another element, it not only forms a complex motion but also transforms the elements themselves both in their kinematic and in their dynamic expression. This is one of the grips for the bureaucratisation of NOT, certainly not the only example. At the same time, the enormous significance of norming as a method of accounting for small, non-repeating elements of time has not yet been evaluated, when an economy of 0.5 sec. may save months of time in a year.
There are currents in norming which advance to the first, determining plane physiological methods in norming (Ermansky in the USSR, Atzler in Germany). Not to speak of the fact that an exclusively physiological inclination ignores the social content of norming, it contradicts the fact that in norming organisational moments are becoming more and more determining; at the same time, in proportion to the growth of mechanisation and automation, the significance of higher nervous activity rises, the measurement of which by ordinary physiological means is unattainable. And this the more so, the more the work of the brain departs from the initial stage of elementary reflexes towards a complex system of the formation of judgements, associations, calculations.
If one takes the entire wealth of contemporary seekings in the domain of norming in all the variety of views, schools, directions, then they are the more indisputable the more they advance their conclusions as a characteristic of individual moments of a definite regime: cutting, pressure, the work of man (technical norming), but they lose their reliability insofar as they are extended over long periods and over combination with moments of regimes of another kind. The working norm as a concrete practical unit is always individual, whereas the characteristic of a regime can only be a theoretical calculating base.
Among the various methods of norming it is necessary to note particularly the economic methods of the installation and regulation of norms. Systems of progressive premiums in correspondence with the over-fulfilment of a conditionally installed norm are the most effective means of the bringing-to-light of effective [actual, real] norms.
The strongest method, directly flowing out of norming, is the method of the condensation of operations in space and time. Here in the majority of cases the question is resolved not by the methods of norming themselves, but nevertheless upon their base: the matter is decided by a definite rearrangement of forces, especially of the forces servicing production.
Into a special group of works connected with NOT it is necessary to single out the works connected with professional selection and professional training.
Precedents of professional selection had long been known in the form of requirements presented upon admission into special kinds of troops. These requirements bore the character of anthropometric characteristics, and also of characteristics of general and special mental development. What was new, which psychotechnics declared, was, firstly, that it laid claim to establishing a purely psychological characteristic of the labourer, and secondly, supposed to establish pre-determining professional qualities by certain laboratory methods. Parsons, Münsterberg (America), Moede and Lipmann (Germany) — these are the names which basically created the movement of psychotechnics. It must be recognised that these are some of the most fashionable, noisy methods in NOT, which for a time took on the character of a psychosis both abroad and among us. The fate of this movement by the present time is as follows: the openly class-based, fatalistic, bourgeois-fascist character of this movement has become clear even to its most zealous apologists here in the USSR; psychotechnics itself in its laboratory-experimental armament was built in general without any deep professional analysis whatsoever and lost its convincingness at its very sources; practical professional selection is going in the direction of a deepened study of anatomical and physiological requirements (vision, heart, lungs, functional-diagnostic analysis); indisputable results are given by the deepened analysis of defective persons in the sense both of the selection of work and of training (the blind, the deaf-mute, the maimed). As for professional-psychological predestination in the domain of production, shock-work [udarnichestvo] and socialist competition, like our entire Soviet system, fundamentally contradict that professional fatalism which the psychotechnicians of Western Europe and America profess.
In the series of problems having relation to the Labour Force [рабочая сила], let us note the current in the domain of NOT connected with the production preparation of the Labour Force. Both Taylor and Gilbreth considered that professional apprenticeship, as they knew it in America, had remained in general untouched since trade times. And their works on the creation of instruction cards constitute a new methodology of the production preparation of the Labour Force, which permitted the most decisive bringing-into [initiation into] production of low-qualified or even entirely unqualified strata of workers.
Simultaneously it must be noted that in the newest mass productions of the beginning of the 20th century, especially in military industry (earlier than Ford’s mass automobile production appeared), there appeared the institute [institution] of installers [setters], who played a double role in relation to the worker: firstly, they freed him from the complex functions of the tuning and adjustment of machine-tools, secondly, they fulfilled the role of instructors.
The methodology of CIT for the preparation of the Labour Force [рабсила, abbreviated] was created as a derivative of the newest organisational tendencies in industry. It is characterised by the training of the basic grips [приёмы] of the labourers, coupled subsequently with more special grips. Holds [хватки] are trained, elements of grips, the load is disposed according to a definite analytical schema in the order of gradual increase and complication. After grips follow operations, after operations — complexes of operations. The greatest practical work on short-term (months and ten-day periods) and rational preparation was unfolded by CIT in the period of the first five-year plan (up to half a million persons) for the most diverse professions and qualifications across all the chiefest branches of industry.
Among the works on NOT it is necessary to note yet another special scientific discipline and corresponding practical activity, known under the name of the protection of labour. The protection of labour in bourgeois society represents a certain liberal-philanthropic current adorning bourgeois democracy. And bourgeois society may include in the parade appearances [outings] of its ideologues sugary phrases about the “protection of labour” and thereby adorn the “humanitarianism” of the Capitalist Order. Our Soviet protection of labour cannot be treated as an institute defending the Proletariat from the exploitation of our, proletarian, state (the Menshevik point of view); our “protection of labour” with its ramifications — safety engineering, labour hygiene, labour sanitation — is a particular [a detail] in the creation of Labour Culture, for which the Proletariat that has taken power fights.
Investigations of air, illumination, dust, exhaust gases, generally of the entire so-called production environment with the aim of the labour activation of the labourer — these are the objects of the study of the protection of labour. Particularly it is necessary to note the fixtures for guarding the worker from the dangerous action of various mechanisms; this latter work already borders upon the work of the constructor, who works not only upon guards, but also upon fixtures facilitating labour functions during machine work.
Into an entirely special group has settled the movement in the domain of NOT known under the name of standardisation, represented in the most important states of both hemispheres. Into the International Association for Standards (I. S. A.) at the present time enter 20 states, including the USSR.
The movement of standardisation has passed in general through three stages. The first stage, when by the word “standard” was understood the precise definition of the technical requirements characteristic of a given product. The second stage, when there appeared already not only standards (as the fixation of specimens or of technical conditions), but precisely standardisation as the typification of commodity types with the aim of their reduction. Finally, standardisation in our time clearly enters a new period, when commodity-technical characteristics are placed upon the base of law-governed [regular] interdependencies and commensurations.
If standardisation in its expression of the 1st and 2nd periods is a precondition of interchangeability within the limits of precisely defined and measured types, then standardisation of the 3rd stage already gives a base for new forms of type-dependencies among themselves, dependencies establishing an almost infinite commensurability of magnitudes and parameters; the sign of the system here steps forward in all its complexity; the convenience of study and use is raised.
Like no other ramification of NOT, standardisation has become an international movement. And this not only in the sense of the world dissemination of the method of standards, but in the form of internationally recognised standards themselves. For example, the international standard of electric lamp bases, the international system of tolerances and fits, of threads, of series of diameters, of rolling bearings and a multitude of other objects.
