Ways of Applying Forces in the Organisation of Labour and Production

(on the basis of the works of CIT [ЦИТ, Central Institute of Labour])

In recent years CIT, working in the person of its Installation [установка: also setting, set] brigades at the factories built in the first five-year plan, and at its own factories (the enterprises of the trust “Installation,” attached to CIT), has tried out various kinds of action [influence] upon that system of organisation of production which is present in actuality [on hand] at a given enterprise.

We in CIT have with great depth worked out directly the methodical [methodological] questions and the questions of the realisation of methods at separate work-places and small production sections. But we worked little in the sphere of the solution of large organisational questions: the organisation of the administration [management] of shops, the administration of the enterprise and of the trust. For we were working on the remaking of the most basic organisational tissue of enterprises. And, being wary of taking up the solution of large problems of administration, we by no means considered them secondary or little-deciding, but we feared dilettantism and bare theses instead of a worked-out project flowing organically precisely out of the renewed tissue of the enterprise. And since the Installation brigades practically carried out a definite methodical construction of CIT in the form of worked-out projects, it was impossible to put into circulation merely a bare methodical construction without a concrete organisational model.

And, finally, if [one is] practically to resolve the question of the supreme administration of the shop, of the chief cycles of production and of the enterprise as a whole, then, without having resolved the question of just who exactly, personally, and in what legal [juridical] position (in the capacity of a contractor [counter-agent] in relation to the factory, in the capacity of a fully empowered chief of the shop, in the capacity of director, chief engineer or chief of the trust) will carry the methodical constructions into life — one cannot even attempt to resolve the question by one bare consultation alone.

To these questions we shall yet return at the end of the present article. Now, however, we shall attempt to resolve the question: how most conveniently to resolve the question of this renewal of the tissue in accordance with the very organisational dynamics of production. One may have at one’s disposal any rights whatsoever in the enterprise, one may be the director, and all the same one may drown in a sea of one’s own cares [troubles]. In other words, one may to such a degree turn out to be the victim of immediate administrative reactions as not only to lose foresight, but also not to notice the chiefest organisational factors upon which it is necessary to lean.

In our further exposition we shall examine [take apart] the ways of organisational action that are conceivable and at the same time have been practically tried out by CIT, in the carrying out of measures from a narrow onto a broad base.

As material for us will serve the works of CIT at the “Ball-Bearing” [Sharikopodshipnik] factory, the factory named after Pavlov, the 1st and 2nd factories of CIT, in part at the Magnitogorsk factory and the mine named after the OGPU.

At all these enterprises CIT was not only the projector [designer], but also realised its proposals. But, however, the factual possibility of realisation, the legal possibility, were different, just as the forms of organisational action were also different.

Before all else we shall establish the differences in the form of organisational action.

Speaking of the forms of organisational action, we have in view such a sequence in the application of organisational efforts which, alongside the action of an outside force (in the given case, CIT) upon the enterprise, at the same time leaned upon the most advantageous relation of one organisational part of the enterprise to another.

The enterprise possesses a definite organisational dynamics. The enterprise cannot be regarded as the action of the laws of purely organisational (kinematic) motion. Even without the carrying through of the principle of the continuous flow with its compulsory [forced] dynamic action of one part of the enterprise upon another, even then we may notice that the force of compulsory pressure of one part of the enterprise upon another is at times sharply different. Under the continuous flow, however, the very concept “flow” already pre-determines sharply the compulsory action of the links in relation to one another. And it is entirely natural to pose the question of what positions there may be in the interactions of the links.

Let us pose the question more concretely. Upon which part of the enterprise is it most advantageous to lean when working on the perfecting [improvement] of the enterprise?

CIT has tested all theoretically possible positions. Let us examine them.

The organisation of the enterprise may be constructed either along the line of objects (groups of articles) which the enterprise produces, or according to the principle of technological stages-cycles through which the objects pass, or, finally, according to the principle of functions which are revealed in the process of production.

Let us depict this in the form of the simplest schema (Fig. 1).

Fig. 1

In relation to such machine-building enterprises as the 1st GPZ [State Bearing Factory], cycle I — these will be the hot-blank [hot stock-preparation] shops, cycle II — the turning shops, III — the grinding shops and IV — the assembly shops; a second variant: cycles II and III at a series of enterprises are united in unified flow lines of the machine [mechanical] shop. In relation to metallurgical enterprises: cycle I — coke, cycle II — pig iron, cycle III — steel, cycle IV — rolled stock.

Duty servicing — this is the feeding with auxiliary materials, fixtures [attachments], instrument [tools], care.

Large servicing — this is the supply with spare aggregates [units], fixtures and auxiliary devices.

Let us not forget that in a developed schema of the factory there take place bureaus of preparation of production with their tasks of the projecting [designing] of operations, cycles and flows. They may be both in a single organisational formation for the entire factory, and according to separate cycles. Let us not forget also about the organs of testing of finished output in its release stage as the concluding production cycle.

What, then, are the ways of organisational-production adjustment [наладка: setting-up, tuning of a machine] of the enterprise in accordance with this schema?

In order to answer this question, let us establish before all else one indisputable organisational truth concerning the dependence of cycles: the final cycle depends immediately upon the 3rd, and the third and the second successively upon the 2nd and the 1st; this is the way of the completely successive obtaining of finished output. But let us establish also another position, closely bound up with this: an insufficient quantity of finished output and the feverish tempo of its release depend upon the fact that the first cycles do not give sufficient feeding with semi-fabricates to the subsequent, final cycles. And this, as the experience of those enterprises at which CIT worked has shown, and as the experience of tens and hundreds of other enterprises has shown, depends upon 2 chiefest causes: 1) upon unsatisfactory direction [распорядительство: the giving of orders, dispatching] in the first cycles and 2) upon their bad servicing from the side of the duty servicers (a) and upon bad large servicing from the side of the auxiliary shops (b). Unsatisfactory direction along the cycles manifests itself not only in the fact that the fourth cycle chronically starves owing to insufficient cycle feeding in the translational [forward] direction, but also in the fact that there takes place a non-corresponding [disproportionate] distribution of loads in the cycles according to objects.

Thus, we reduce the causes of the starvation of the final cycles to the following four:

1) incorrect, uneven distribution of loads according to objects;

1) неправильное, неравномерное распределение нагрузок по объектам;

2) incorrect distribution of loads according to the translational-cycle direction;

2) неправильное распределение нагрузок по поступательно-цикловому направлению;

3) unsatisfactory duty servicing;

3) неудовлетворительное дежурное обслуживание;

4) unsatisfactory large servicing.

It is clear that the ways of organisational-production adjustment of the enterprise may go precisely along these 4 ways.

For the greatest definiteness of our exposition in what follows, let us establish that with us the talk is not of the unfolding [deployment] of the enterprise; of this we spoke in its time, but we are speaking of how, in the presence of deep errors in the unfolding and with the fall of the culture of the enterprise, with its indisposition, how under these conditions to treat it, to set it on full running [full speed] with the hope of further expansion of the production programme?

For the greatest simplicity of exposition we for the present remove the question of the work of the bureau of preparation of production. We shall suppose that we have to deal with a worked-out and refined graph [schedule] of the cycle motions of semi-product and product.

The application of organisational efforts may be carried out along 4 ways in accordance with the 4 positions of our diagnosis.

These 4 ways are the following:

1) effort in the direction of the finishing [отделка: finishing as of a workpiece] of work on one or several objects along the entire line of cycles with the transition afterwards to the entire breadth of objects:

2) effort in the direction of the finishing of the work of one of the cycles with the transition afterwards to the entire line of cycles;

2) усилие в сторону отделки работы одного из циклов с переходом потом ко всей линии циклов;

3) the finishing of duty servicing on separate sections with the transition to the duty servicing of the entire line of basic [main] shops;

3) отделка дежурного обслуживания на отдельных участках с переходом к дежурному обслуживанию всей линии основных цехов;

4) the setting-up [постановка] of work on large servicing analogously to the 3rd way.

Schematically let us depict this thus:

The small horizontal arrows (Figs. 2, 3, 4 and 5) show the translational [forward] direction of the cycles in the flow.

The vertical arrow (Fig. 2) shows the direction of the transition from one (shaded) line of objects to the entire breadth of objects in the form of the finishing of through-lines according to cycles and according to groups of articles.

The horizontal arrows (Fig. 3) from the 3rd cycle in both conceivable directions show the direction of efforts on the finishing of cycles from one to the others (the order of the cycle is taken conventionally [arbitrarily]).

The vertical arrows upward (from servicing) show the direction of servicing in the direction towards the cycles; the small vertical arrow downward shows the tendency of the expansion of the servicing of cycles from partial duty servicing to full duty servicing (Fig. 4).
